Voting is a very important issue which can be beneficial in term of choosing the right leader in an election. A good leader can bring prosperity to a country and also can lead the country in the right direction every time. However, elections are surrounds with ballot forgery, coercion and multiple voting issues. Moreover, while giving votes, a person has to wait in a long queue and it is a very time consuming process. Blockchain is a distributed database in which data are shared with the participant of the node and each participant holds the same copy of the data. This article presents the findings of a comparative study about citizen attitudes towards e-government services, which was conducted in the Northern and Southern Nicosia Municipalities in Cyprus. The study is important and valuable first due to the fact that Cyprus is a small island, a topic which received limited attention in e-government research. Second, Nicosia remains the world's last divided capital city, and e-government comparisons in divided capital cities are even rarer. The results show that both municipalities were rated poorly in terms of efficiency, transparency, and vision. The models also indicate that the development of e-government practices affect e-voting, perceived e-government benefits and organizational agility positively in both cases. Nepotism was found to negatively affect the development of e-government practices in the North, whereas human rights and social media have a positive effect. In this paper is presented a novel solution for the implementation of an electronic voting system using smart cards and digital certificates. The novelty of implemented solution is based on using smart card as secure processing and anonymizer device and constraining their processing capability to a certain number of voting records, which is equal to the final number of voters that voted at specific polling station. The national election commission configures each smart card, as part of polling station infrastructure, to allow decryption of number of records that matches the number of voters in voting list. For security reasons, polling station certificate and its associated private key are stored in a smart card. The access to private key is protected by a personal identification number, which is XOR-ed based on number of commissioners at the polling station. This open access book explores how digital tools and social media technologies can contribute to better participation and involvement of EU citizens in European politics. By analyzing selected representative e-participation projects at the local, national and European governmental levels, it identifies the preconditions, best practices and shortcomings of e-participation practices in connection with EU decision-making procedures and institutions. The book features case studies on parliamentary monitoring, e-voting practices, and e-publics, and offers recommendations for improving the integration of e-democracy in European politics and governance. Accordingly, it will appeal to scholars as well as practitioners interested in identifying suitable e-participation tools for European institutions and thus helps to reduce the EU’s current democratic deficit. This study was commissioned and supervised by the European Parliament’s Department for Citizens’ Rights and Constitutional Affairs at the request of the AFCO Committee. It addresses the potentials and challenges of the implementation of Internet voting in European Parliament elections. It considers the social, political, legal, and technological implications of its introduction as an alternative to on-paper ballot and builds on the recent experience of previous trials and successful e-enabled elections to issue technical recommendations regarding Internet voting in the European Union.

The study was conducted to design and obtain evidence concerning the software quality and acceptance of a graphical user interface (GUI) student electoral voting system. Authentication and privacy are central issues for acceptance of any e-Voting system in particular and growth of eServices in general. This paper aims to: (i) to analyze the appropriate architecture and propose new efficient architecture of electronic voting system in Kosovo, and (ii) to analyze the threat vectors and their avoidance in such system. The novelty of implemented solution is based on using dynamic queue list generated based on voters arrivals and identification at the polling station. Assessing the influence that socio-economic characteristics have on the division between traditional voters and those who choose to vote via the internet is crucial to political debate as well as for the future development of democracies. Does the introduction of internet voting technology simply widen the divide between voters and non-voters, further isolating the part of the electorate already underrepresented in the political process? We address these issues by reviewing the current state of research in 22 empirical studies relating internet voting to socio-economic variables. The results are not homogeneous but suggest that although socio-economic factors do play an important role in explaining the choice of voting channel, they are strongly moderated by the general use of and trust in the internet.

In recent years, blockchain technology has affected to a large extent all aspects of life, however, until now paper-based elections have been practiced. It is time to upgrade the election scenario using modern technology such as blockchain and advanced cryptography methods. Actually, both of Estonia and New South Wales have been using i-voting systems, but after developing an example software of their systems for the purpose of analysis, it is discovered that it has weaknesses against many kinds of attacks, such as malwares, network attacks, and servers attacks. The fact that the blockchain technology has demonstrated infinite immutability and resistance against hacking, so it is possible to use it to secure election results from fraud by saving every single piece of data, record or transaction with unchangeable history. By abandoning the traditional database and compensating it with two blockchains instead of one ensures voter/vote privacy, as well as, safeguards the results from manipulation. Also, using blockchain’s distributed network reduces the load on the network. Finally, solutions to problems of impersonation and vote selling are suggested. The technology behind the digital voting system design is explained in terms of the processes involved, such as ID creation, authentication, voting, and vote tallying.
