Often, 'development' is simplistically equated to economic growth, however, philosophically it has a deeper meaning that points towards improvement of humankind. The implicit meaning entailed in 'improvement of mankind' is 'increasing the lifespan' as well as 'quality of life' of people. With economic development and technological advancements, life expectancy at birth in India has almost doubled in the last five decades and continues to increase. However, with the changing socio-cultural context and weakening inter-generational bonds, the value system of filial piety is rapidly fading. These changes have led to increased incidence of elder abuse and neglect, especially within the family, that adversely affects the quality of lives of older persons, more so, for older women. Older women are more vulnerable due to inadequate access to resources, and dependence on their spouse and family to meet their basic needs during their life course. This paper highlights the types of abuse experienced by older women in an urban context in India, and its influence on various dimensions and overall quality of their life. The data from a cross-sectional survey conducted in suburbs of Mumbai, India, has been used to meet the objectives of this study in addition to review from other empirical studies in Indian context. The findings show a high incidence of elder abuse and family members being the main perpetrators. Elder abuse had a significantly negative impact on all dimensions of quality of life of older women reflecting an urgent need for change in social attitude coupled with policy and programmatic interventions. Notwithstanding the foregoing provisions of this article, the Supreme Court shall not promulgate rules or regulations prescribing a code of ethics governing the professional conduct of attorneys which are inconsistent with any statute; nor shall it promulgate any rule or regulation or method of procedure which eliminates the jurisdiction of the courts to deal with the discipline of attorneys. Summary: This article presents the findings of a narrative synthesis of literature published between January 2000 and September 2013 exploring the organisation of adult safeguarding services in England. The review sought to identify the characteristics of safeguarding practice, which may be important for local authorities to consider when choosing between models of organisation.
Findings: The findings suggest that the development of adult safeguarding policy and practice has prompted local authorities to develop specialist safeguarding roles. The implications of specialism have not been extensively explored. However, several import- ant characteristics of safeguarding practice are identifiable from the literature including specialism within the organisation of adult safeguarding; decision-making and thresholds for safeguarding response; and multi-agency working.
Applications: The review found limited evidence relating to the organisation of adult safeguarding, which suggests that further empirical research is needed. The critical features of safeguarding practice identified here comprise a useful starting point from which to explore the implications of different ‘models’ of safeguarding organisation.

This article focuses on the problem of elder abuse, mainly in a family setting. As many world organizations say, the issue of elder abuse is of global nature and due to ageing of society, it is becoming more and more serious social problem in many countries.The results of own research on that subject are presented in this paper, aiming at presentation of the scale and form soft abuse on the basis of analyzed police files. The data collected is only the tip of the iceberg, some minimum reported and recorded, the actual scale of elder abuse in a family setting by closest family members who are supposed to provide them with care, respect and dignity is much larger.

This study has investigated what sources of data exist on the subject of elder abuse in care home and hospital settings in England. It was commissioned by the Department of Health and Comic Relief. We used a broad definition of elder abuse to cover mistreatment, neglect and abuse. Some of these subjects are criminal offences; others are contrary to professional codes, service standards or breaches of human rights.

La lutte contre la maltraitance envers les personnes aînées a trente ans d’histoire au Québec. Elle s’est accentuée par l’adoption, en juin 2010, du Plan d’action gouvernemental pour contrer la maltraitance envers les personnes aînées 2010-2015. Cet article présente, dans une perspective historique, les décisions gouvernementales qui guident les actions de lutte contre la maltraitance en distinguant les documents spécifiques à la maltraitance de ceux émis par le ministère de la Santé et des Services sociaux qui traitent directement ou indirectement du sujet. Dans une seconde partie, il évoque quelques exemples de pratiques novatrices de lutte contre la maltraitance et conclut par une mise en perspective des prochains défis à relever.

Little is known about the experiences of health professionals in reporting suspected elder abuse and neglect (EAN) or the perceptions of Adult Protective Services (APS) in responding
to reports. The purpose of this article is to examine the attitudes and perceptions of health professionals in responding to elder mistreatment and to compare these attitudes and perceptions to those of APS workers who investigate abuse. Focus groups were conducted with APS workers (n = 9) and two types of health professionals: geriatric care managers (n = 4) and hospice staff (n = 13). Transcripts were coded inductively, and emergent themes were compared across groups using thematic analysis. Health professionals and APS workers acknowledged similar challenges resolving cases of EAN particularly victim refusal of services or denial of abuse, limited APS authority, and large caseloads. APS workers identified unnecessary referrals and poor communication among providers as barriers to effectiveness. Health care workers noted they sometimes ignored mandatory reporting requirements, preferring to work directly with patients and families to remedy abuse. Results suggest that mandatory
reporting may be a necessary but insufficient approach. Cross-agency collaboration between APS and health professionals may help enhance communications, clarify expectations, and
potentially improve outcomes. Person-centered responses that link victims with communitybased services should also be explored to improve victim cooperation and to increase confidence in the adult protection system.

Bei der Anwendung und Umsetzung der gesetzlichen Bestimmungen, die für gewaltbetroffene ältere Menschen relevant sind, tritt eine Reihe von Hindernissen und  Unklarheiten auf. Die Problematiken liegen dabei teils im rechtssystematischen Bereich – z.B. in den z.T. inkonsistenten Anzeige- und Meldepflichten für die einzelnen Berufsgruppen – größerenteils jedoch in den unzureichenden Voraussetzungen
des sozialen Umfelds, insbesondere in mangelhaften oder fehlenden psychosozialen und betreuerischen Unterstützungsleistungen. Beispielsweise muss davon ausgegangen werden, dass die bestehenden Gewaltschutzgesetze bei Übergriffen gegen betreuungsbedürftige ältere Personen – aber auch durch sie – ohne zusätzliche Maßnahmen nicht praxistauglich umgesetzt werden können. Die in dieser Studie geführten Gespräche zielten darauf ab, von Expertinnen und Experten die bestehenden rechtlichen Regelungen und deren Umsetzung, Lücken und Schwachstellen in der Praxis reflektierend
beurteilen und insbesondere die (nichtantizipierten) sozialen und psychologischen Nebenfolgen benennen zu lassen.
Die Phänomene von Gewalt, Misshandlung, Vernachlässigung, Ausbeutung, Diskriminierung usf. weisen unzählige Facetten und Schattierungen auf. Parallel dazu zeigen die einzelnen relevanten Rechtsgebiete wie auch die jeweils gesellschaftlichen, sozialpolitischen und psychologischen Reaktionsweisen, wie sie sich in der Praxis des sozialen Lebens älterer Menschen im Nahbereich von Familie und Nachbarschaft bzw. im Zusammenhang mit der Betreuung und Pflege älterer Menschen in stationären und mobilen Einrichtungen ergeben, ebenfalls eine große Vielfalt.
Eine Verdichtung der umfangreichen Interviewprotokolle mündete in die Bildung der folgenden vier größeren Problembereiche bzw. sozialen Konstellationen, zu denen sich die Meinungen der Expertinnen und Experten zusammenfassen lassen.

La violencia que se ejerce sobre las personas mayores vulnerables también se configura desde la desigualdad respecto al conjunto de la sociedad en base al sostenimiento de prejuicios sobre la vejez, el edadismo, el sexismo y de una cultura de la violencia que subyace a este conjunto de factores. Los prejuicios, estereotipos y valores sociales en torno a la vejez, así como las distintas maneras de definir y conceptualizar el maltrato y la violencia hacia las personas mayores, está detrás de la invisibilización del problema, de su ocultación en el seno de la familia o de la indiferencia y despreocupación en el ámbito institucional, quizás ajeno al fenómeno multidimensional de la violencia y el maltrato hacia los mayores, por ser subsidiario a la violencia de género.

The case of BYLINE BANK vs. AMELIA SALLAS (Circuit Court of Cook County, Illinois 2019 CH 13960) has all the elements of corruption of the legal system and crimes against the elderly present.    Honest law enforcement should be hysterical that such nefarious actions could occur at all, much less be openly displayed. Each of the miscreant criminals should be researching life in prison instead of how they are going to spend the proceedings of their FINANCIAL ELDER ABUSE.

Résumé

L’expression « maltraitance des personnes âgées » a récemment été institutionnalisée en France, avec la mise en place d’une politique visant à prévenir, dépister et sanctionner ces formes de violence, présentées comme spécifiques à la population âgée. Sont considérés comme intolérables les processus engendrant une altération scientifiquement prouvée de la santé ou une souffrance physique ou psychique démontrable. La question des relations sociales aux âges élevés n’est abordée qu’à travers celle de la dignité, et plus particulièrement de la présentation d’un corps propre dans un environnement hygiénique. Les inégalités étrangères à l’âge sont occultées dans cette lutte contre les maltraitances qui est une politique de la souffrance, et répond, par de multiples aspects, à une logique de sanitarisation du social.

The Campaign against Elder Abuse. Limiting Suffering and Medicalising the Social

The term “elder abuse” has been recently institutionalised in France, with policies meant to prevent, detect, and punish such types of violence, seen as specific to the elderly. Any process that provokes a scientifically documented change in health or demonstrable physical or psychological suffering is deemed unacceptable. The issue of social relations in old age is limited to matters of dignity and more particularly to personal hygiene in a clean environment. The campaign against elder abuse ignores inequalities other than those that are age-related. It focuses on suffering and, in many ways, it medicalises the social.

Representations of aging in Japanese art not only influence how older adults construct their identity in late life, but the ethical implications of this identification.  In this article I concentrate on one particular story (Obasuteyama 姥捨て山), as it appears in various forms throughout centuries of Japanese folklore, literature, theater and film.  While the Obasuteyama story addresses the moral questions surrounding the fear of abandonment in old age, its multiple artistic interpretations also provide older adults with different cultural models to cope with this fear.  This is supported and elaborated with ethnographic observations concerning aging and abandonment.

Jerry also had visible bed sores resulting in physical neglect and elder abuse. Because Claudia was unable to communicate with her brother, due to the sudden occurring pandemic that began in January of 2020, she was also unable to discover the state of being that her dying and incapacitated brother was in, which we believe is because of a woman who goes by the name "Mary Ann Garcia". At 11:00 am, Saturday morning, Claudia called her daughter, Megan, about Jerry being in the hospital and was dying. Megan immediately met her mom at the hospital to visit Jerry Whisler. While there with Jerry, the hospital handed over a Will that was already signed, that was also between Jerry and someone whom Claudia never met in person, and only briefly over the phone one time. She: Claudia, looked at the paper that rendered a Will, and she found out that it was between Jerry and that woman whom she had never met in person. Claudia was shocked. Come to find out, the paper that rendered a Will was to a woman whom Jerry only knew for no more than a year and a half. Claudia Whisler can state for the Public Record that Jerry was legally on Oxycodone, for his medication. But Jerry showed up to the hospital with no meds in his system, and he was incapable of communicating his injury to her and to the nurses. Jerry was in a severe state of septic shock, and not able to communicate his dilemma to anyone at the hospital. Claudia also found out that Mary Ann Garcia [Wrongdoer] dropped Jerry off at the hospital and was seen waving the paper that rendered a Will in the hospital, as if she were in control, and the Hospital took the copy and gave it to her, Claudia Whisler. She also learned that Mary Ann Garcia drove inebriated Jerry to the hospital, not the ambulance. It was further discovered that Jerry arrived at the hospital comatose. Yet, he signed the paper that looked like a Will, ....

Much attention has been given in recent years to the “silver
tsunami” of aging U.S. Baby Boomers. Born between 1946 and
1964, the Boomers are the largest cohort of Americans in
history, numbering more than 77 million (Tomasa, 2013).

It is hard to imagine a greater strain being placed on already
shrinking resources, but by 2030, Medicare recipients will have
increased to 79 million from the 44 million it was serving before
the first wave of eligible Boomers hit the system in 2007.
Similarly, Social Security claims will be paid to more than 84
million people, up from 50 million.

The challenges facing our health system are not only about
financial and physical resources, but about compassion and
cultural competence as well. Among the influx of these older
adults are a disproportionate number of individuals from
marginalized populations with unique and sometimes
substantial needs beyond the typical concerns of health and
aging.

One prime example of a population with substantial needs is the
transgender community. The greatest obstacles facing
transgender Baby Boomers are not their own internal struggles,
but those of the society in which they live. The civil rights
struggle for lesbian, gay, bisexual, and transgender (LGBT)
people has brought to light many of the inequities in health care
and elder care discussed in this article. Unemployment, health
inequities, and violence plague the transgender community.
Without support and advocacy help from allies outside the
community as well as continued growth of leadership and
political influence within the community, transgender people
will continue to slip through the cracks of our system.

This article profiles the challenges and disparities facing
transgender Baby Boomers as they approach later life and
provides a summary of findings and recommendations to ensure
smoother sailing on often stormy seas.

Un nouveau modèle assistantiel de protection rapprochée de la grande vieillesse a été promu dans les années 1990, qui combine les dispositifs d’hospicialisation et d’hospitalisation des personnes très âgées et de leur famille. Il n’a pas rompu avec le modèle ancien, assistantiel, hygiéniste et ségrégatif, de traitement de la vieillesse ouvrière. La ligne de partage entre les pauvres invalides, dont la fin de vie entre dans le modèle de la grande vieillesse, et les autres carrières de vieillissement s’est renforcée. Elle sépare les catégories populaires prises en charge de façon étatisée par leurs homologues sociaux, et les catégories intermédiaires et supérieures qui ne connaissent pas ce processus de vieillissement assisté. Pour ces dernières, la vieillesse et la fin de vie des individus sont devenues des pathologies tant au sens social qu’au sens médical du terme. Les personnes et leurs familles endossent alors un statut paradoxal d’individu collectif à la fois usager sans participation et citoyen par procuration, porteur d’une identité palliative de personne sans qualités. Elles font alors, de concert avec leurs proches, l’apprentissage des rôles inhérent au métier de vieillard induit par ce statut.

Background: Quality of life (QOL) is one of the central concepts in ageing research with an increasing elderly population worldwide. Objective: The main objective of this research paper is to assess the different levels of QOL of elderly population in different sociodemographic strata in the rural areas of Nepal. Methods: This is a cross-sectional study carried out in 2017 in Kailali district, Far West Province of Nepal involving 547 elderly. QOL was assessed by World Health Organization Quality of Life-BREF. Results: The mean score of overall QOL index for all respondents was 12.93. On disaggregation of data by selected background variables showed that the mean score of overall QOL index was observed to be highest for the respondents (14.13) who were frequently involved in social activities with low variability [Coefficient of variance (CV) ±0.12]; and the lowest (9.93) for those respondents who were living with other family members (i.e., nephew/niece in law) with the highest variability (CV± 0.18). Variables such as sex, marital status, involvement in social activities, involvement of decision making in the family, living arrangement, caste/ethnicity, educational status, medical care and land property ownership were positively correlated with QOL. On the other hand age, household size, elderly abuse, stress in life and old age security allowance was negatively correlated with QOL. Conclusions: Policy makers and programme managers need to prioritize investments in healthcare and dealing with the stress of elderly people to improve their QOL.

This article discusses abuse and neglect of elderly women in Ghana and the traditional practices that adversely affect their human rights. Their situation is characterized by pervasive poverty, illiteracy, widowhood, predominantly rural dwelling, and subjection to insidious cultural practices and superstitious beliefs. Increase in life expectancy and population trends point to significant increases in the numbers of the elderly women. Breakdown of the extended family support system and the waning of filial obligations are factors affecting their welfare. Accurate data on these abuses is lacking due to cultural inhibitions and non-reporting. Legislations and NGO programs are addressed to combat abuses.

Introduction. Elder abuse is often a hidden phenomenon and, in many cases, screening practices are difficult to implement among older people with dementia. The Caregiver Abuse Screen (CASE) is a useful tool which is administered to family caregivers for detecting their potential abusive behavior. Objectives. To validate the Italian version of the CASE tool in the context of family caregiving of older people with Alzheimer’s disease (AD) and to identify risk factors for elder abuse in Italy. Methods. The CASE test was administered to 438 caregivers, recruited in the Up-Tech study. Validity and reliability were evaluated using Spearman’s correlation coefficients, principal-component analysis, and Cronbach’s alphas. The association between the CASE and other variables potentially associated with elder abuse was also analyzed. Results.
