Funding

Though (regional) economic development based on innovation clusters and regional systems of innovation is gaining prominence throughout the EU, (public) funding institutions are still reluctant to provide development guidelines to the ecosystems they help to develop. In this essay, I examine a small set of case studies to illustrate this trend and show that the most revered cases of good practice in regional development do include a sectoral focus. Furthermore, I propose that institutions should be less risk averse when distributing funding, as innovation is a convoluted process and initial failed ideas (“phantom innovations”) can still lead to successful buisnesses.

The EU Directive on energy labelling of household appliances (Directive 92/75/EC) and its revision (Directive 2010/30/EU) are quite successful in helping households choose energy efficient products (http://www.measures-odyssee-mure.eu/public/mure_pdf/household/EU12.PDF) and in motivating the industry to invest in energy efficient product design. Purchasing energy efficient appliances is, however, dependent on financial capacity, as energy efficient appliances are still expensive. Low-income households very often use second-hand appliances which are old and less efficient which implies a high potential for energy savings. So, the above mentioned directive is only one factor in the expansion of the energy efficient appliance market, bringing the products into households.
Another factor is the introduction of policy programmes which support the investment in energy efficient appliances. In the context of a research project, the framework of conditions for such a programme for low-income households has been identified. First of all, it was examined which household appliance could most effectively be funded. It turned out that a replacement programme for refrigerators is the most promising. The supporting and inhibiting factors which influence the acceptance and the success of a replacement programme for refrigerators for low-income households were identified. For the analysis the existing international policy programmes which aimed at low-income households were screened and insights from group discussions with the target group and with stakeholders such as manufacturers and municipals were gained. We concluded that the funding of a replacement for an appliance alone does not guarantee the saving of energy; some boundary conditions also have to be considered.

Hanna Ojamo: Arts Organizations of a New Era -
A Case Study of the Changes in Funding and Leadership in State-Subsidized Arts Organizations in Finland (Working title of PhD Thesis 2017–2021)
How do changes in funding affect the leadership of the state-subsidized orchestras, theaters and art museums in 2017⏤2019? The research uses critical social theory and sociology to study the changes in leadership and funding in the arts organizations in the populist neoliberal political era and the state-subsidy system’s renewal process of 2016⏤ (VOS). Extensive background material was collected in 2015⏤2017 during the predoctoral study phase at the University of the Arts Helsinki.  The emphasis of the research is in media analysis. Reports, social media conversations in the media, ministry documents, statistics, social policy documents, newspaper articles, interviews in the organizations as well as field observations of the researcher are analyzed in-depth. To understand the phenomenon and to put it in context, it studies the shift from the welfare arts policy discourse of the 1960s to the 2020’s competition society. The current state subsidy system favors some arts organizations heavily while leavings others outside. In the new legislation suggestion of 2018, incentives and choices were introduced in funding instead of even distribution of money. After he Finns party took over the Ministry of Education in Finland, May 2017, the renewal process has become politically ever more complex putting the new legislation in practice earliest in 2020. The framework of the study is critical social theory, J. Habermas’s theory of communicative action according to which active social parties form communication in the society. The method is critical discourse analysis (DA) combined with political context analysis and autoethnograpgy.
The research suggests that state-subsidized orchestras and art museums are experiencing great indirect and direct pressure in their leadership styles as a result of the changes in funding. Subsidies are under constant threat, the established arts institutions must endure the pressure of constant change. This in turn, reflects into organizational culture and has possible long-term effects on the identity and curricula of the institutions. The study suggests that leadership has not yet been fully adapted to meet the needs of the changing climate of funding, incentives and quality criteria. More flexibility, creativity and collaboration is needed for securing basic funding and keeping the subsidies in the future. The legitimacy of the arts is challenged by the populist coalition government. Audience development programs and fundraising are encouraged by the state. The research brings new knowledge on cultural policy, funding and leadership of orchestras and art museums of the mid-2010s for future managers when they navigate change. Preliminary findings of the study suggest that cultural policy and power in is a two-way discourse from the ministry level to the organizational level when negotiating funding for future arts organizations. The PhD thesis was started 1. September, 2017 and the estimated doctoral defense takes place in 2021.

Alanda yapılan pek çok adaptasyon çalışması olmasına rağmen Debra Safer, Christy Telch ve Eunice Chen bunu deneysel bazda yapan ilk kişilerdir. Standart diyalektik davranış terapisinin, tıkanırcasına yeme bozukluğu ve blumia nervoza semptomlarını tedavi etme yollarının yapılandırılmış bir özetini sunan bu kitap ile alandaki ihtiyaca cevap vermişlerdir. Bu alanda çalışan klinik psikologların ve danışmanların mutlaka okuması gereken önemli bir kaynak olmakla birlikte bu alanda okuyan öğrenciler için de farklı bir bakış açısı kazandırmaktadır.
Dokuz bölümden oluşan bu kitapta tedavi kapsamlı olarak ele alınmıştır. Genel çerçevede, olumsuz duygularla başa çıkmanın daha uyumsal yollarını öğreten becerilerin kazanımı ile tıkanırcasına yeme ve boşaltmayı durdurma hedefine ulaşma yolu adım adım çizilmiştir. Blumia nervoza ve tıkanırcasına yeme bozukluğuna sahip insanların karılaştığı sorunlar ve mevcut tedavi yöntemleri ele alınarak okuyucuya genel bir bakış açısı kazandırılır. Standart terapinin detaylı bir şekilde tanıtımından sonra bunun adaptasyonunun neden gerekli olduğu, adapte etmenin mantığı mevcut kanıtlar ile sunulur. Daha sonra, tedavi öncesi ve başlangıç oturumlarından tedaviyi sonlandırmaya kadar olan süreç aşama aşama ele alınır. Nüksetmeyi önleme kısmına değinilir. Son olarak kapsamlı vaka örnekleri ile anlatılanların sağlam temeller üzerine oturması sağlanır.
Amacına uygun şekilde düzenlen bu kitap, diyalektik davranış terapisi adapte edilirken belirli sınırlar çizmek yerine okuyucuya geliştirilebilir bir zemin hazırlar. Bu yönüyle tedaviyi uygulamaya ve geliştirmeye teşvik eder. Açıklayıcı vaka örnekleri ve kanıtlar ile tedaviyi tüm ayrıntılarıyla sunarak farklı alanlardan okuyuculara hitap eden bu titiz çalışma özellikle alandaki uzmanlara klinik psikologlara, danışmanlara ve araştırmacılar için bir rehber niteliğinde olacak niteliktedir.

Genelde canlıların, özelde ise insanoğlunun nasıl öğrendiğine dair araştırma sonuçları her geçen gün önümüze heyecan verici bilgiler ve bulgular sunmaktadır. This Impact Report identifies and summarises the diverse impacts, resulting from the £500m of UK funding of Science and Technology in 2013, using numerous quantitative metrics and short case study extracts.  It shows how the varied impacts of a national science and technology organization and its many funded programmes can be annually identified, captured, tracked, and summarised in a public document.

The report was produced for, and by, the Science and Technology Facilities Council (STFC) -  the UK Research Council responsible for funding: (1) all UK astronomy, particle and nuclear physics research, (2) related UK science and technology facilities (e.g. as Harwell and Daresbury), (3) the UK contribution to international science (e.g. CERN, international telescopes and space missions), (4) innovation and business spin-off programmes, and (5) UK public engagement activities.

The Report was co-researched and co-authored by the STFC Impact Team, including myself while Impact Evaluation Manager in 2013, with Dr. Claire Dougan-McCallie (lead author/Head of Impact) and Jenny Beard, with additional input from senior managers, and many data and case study contributions from other key managers across STFC.

Varied key impacts are identified and reported including:

• Research amongst the best (by citation impact) in astronomy, nuclear and particle physics.
• Supported research of 226 Principal Investigators in 70 universities, led to 1,100 peer-reviewed papers in 2012.
• Facilities (the Diamond Light Source, ISIS and CLF) were used in 2012/13 by over 4,200 unique users , in over 2,400 experiments, producing over 1,000 papers in peer-reviewed journals.

• Technology from CERN benefited the UK economy by over £100 billion every year.
• Funding the development of the UK’s space, internet and computer animation industries, returned over £500 billion to the UK economy per annum.
• Funded Innovation Campuses hosted over 230 enterprises and supported over 5,000 jobs.
• UK industry won £43 million in contracts from the international subscriptions funded, and had accumulated a total of £150 million since 2005.

• Funded research inspired future generations to study STEM subjects, attracting 90% of UK undergraduates to study physics, funded 782 PhD students  and 16,800 student training days.
• Between 2009 to 2012 public engagement programmes engaged people on 58 million occasions, with 2 million people engaged in face-to-face activities in 2013 alone.

In the era of the 21st century, the best higher education institutions have more than one role. Not only do they educate and train students but they also create new ideas and knowledge for the short-term contemporary issues as well as long-term complex problems. In the strategic goals, five aspects are critical in higher education: the democratization of knowledge and access, the contestability of the market and funding, the research technologies, the global mobility and the integration with the industry. Universities should have strategic plans including strategic goals. In this study, the strategic models and plans of the public (5) and private (5) universities are analysed from the five different aspects. In order to deeply understand the dynamics at these universities, the phenomenological interpretive analysis is preferred. University leaders
and managerial departments should consider market needs and do strategic plan accordingly. Hence, they should develop the strategic thinking capacity of both their academic staff and researchers for short and long terms need of the industry. Results have shown that most universities have wrong perception regarding the strategic model and plan. Neither private nor public universities possess enough knowledge on the subject.

The case examines the current problems facing Google during one of the worst economic environments since the Great Depression. Google was faced with stagnant net profits and employee turnover, while trying to maintain their culture of corporate entrepreneurship and innovation. The case was written for senior level undergraduate and MBA students in entrepreneurship and business strategy. It can be taught in one hour and twenty minutes.  The amount of outside work to prepare for the case is expected to be at least four hours. 
    The case outlines the history of the Silicon Valley titan, Google, Inc., and how it will navigate in one of the worst economic environments since the Great Depression. The case describes the current economic environment and then examines the history of the founders and the company. Google’s stages of growth, strategies, and its keys to success are then examined. Specific attention is paid to the location of the firm in regards to Silicon Valley and Stanford University.
    The latter part of the case focuses on the heart of the success of Google, corporate entrepreneurship and innovation. The case describes what corporate entrepreneurship and innovation is and how it is utilized within Google. The case ends with the founders asking the reader what recommendations they would make to Google to solve their problems.

Higher education is the instrument par excellence for development and there is the ultimate need to make it relevant and responsive to the needs of the society. A reliable and sufficient funding platform is a necessity for achieving access to and excellence in university education in Africa. Sources and systems of funding for Nigerian Universities have proven inadequate and innovative or alternative funding mechanisms have become very important more than ever before. This paper examines the funding debacle in Public and Private Universities in Nigeria. It presents the case study of Nigeria Higher Education Foundation (NHEF). Using the secondary data research methodology, it finds that private higher education is the fastest growing segment of higher education worldwide and African universities can as well be more active in getting funds from local institutions and global philanthropic support sources. It recommends, amongst others, the putting in place of a National University educational budget reform which gives unflinching priority to allocation of more funds and that actualizing the realization of suggested intensified creative financing strategies should be the responsibility of all major stakeholders of University education in Nigeria.

Pendant plus d’un demi-siècle, la politique étrangère de l’UE envers l’Afrique a évolué dans le contexte des FED successifs et de l’Accord de Cotonou (faisant suite à la Convention de Lomé). En réponse à la demande de l’Union africaine (UA) formulée en 2003, l’UE a créé dans le cadre du 9ème FED un nouvel instrument de financement de la politique étrangère, la Facilité de soutien à la Paix
en Afrique (APF) qui se fonde sur la philosophie de l’établissement d’un « lien entre le développement et la sécurité » étant donné que le développement économique ne peut avoir lieu que dans des conditions de paix et de sécurité.

Avec le 10ème FED, le Plan d’Action APF 2008-2010 a pour objectif général de contribuer au programme de paix et de sécurité en Afrique par le biais d’un soutien ciblé sur le plan régional et continental dans le domaine de la prévention, de la gestion et de la résolution des conflits ainsi que dans celui de la construction de la paix. L’APF traite de la paix et de la sécurité conformément aux
principes sous-jacents de la Stratégie Conjointe Union européenne-Afrique (SCUA)1:
appropriation, partenariat et solidarité. Les objectifs spécifiques de l’APF 2008-2010 correspondent aux trois priorités du partenariat Afrique-UE en matière de paix et de sécurité dans le cadre du premier plan d’action (2008-2010), à savoir :
Ø Apporter un financement aux opérations de soutien à la paix (OSP) menées par l’Afrique ;
Ø Mettre en œuvre l’Architecture africaine de paix et de sécurité (APSA) ;
Ø Promouvoir un dialogue au sujet des défis en matière de paix et de sécurité en Afrique.

Donors working around the world are concerned about the threat posed by closing space, including intensified threats against freedom of expression and information, and media freedom. This compounds the crisis that the field of journalism – a critical pillar of open, democratic societies – is already facing worldwide. At the same time, the technical and financial barriers to entry into the journalism field have never been lower, and the opportunities to innovate and have impact with journalism have in many ways never been greater. Against this backdrop, the journalism field is increasingly turning to philanthropy for support, including to human rights, social change and transparency donors.

An Introduction to Funding Media and Journalism, developed by Ariadne and the Transparency and Accountability Initiative and written by Sameer Padania, aims to help funders boost their understanding of the key issues, debates and approaches in funding journalism and media. We hope that this will help prepare funders focused on human rights, social justice or transparency and accountability to engage in the journalism and media field effectively and ethically, with a stronger shared understanding of why, when and how to do so.

Higher education is the instrument par excellence for development and there is the ultimate need to make it relevant and responsive to the needs of the society. A reliable and sufficient funding platform is a necessity for achieving access to and excellence in university education in Africa. Sources and systems of funding for Nigerian Universities have proven inadequate and innovative or alternative funding mechanisms have become very important more than ever before. This paper examines the funding debacle in Public and Private Universities in Nigeria. It presents the case study of Nigeria Higher Education Foundation (NHEF). Using the secondary data research methodology, it finds that private higher education is the fastest growing segment of higher education worldwide and African universities can as well be more active in getting funds from local institutions and global philanthropic support sources. This study aims to articulate the students' perception about cyber bullying, particularly on social media. Even though ICT technology provides a large number of benefits, particularly those who are young, as Campbell (2005) has pointed out that it has also a "dark side" (p. 68). Particularly after the intensive and extensive use of the social media, the impact of the cyberbullying has dramatically increased, but it is rarely discussed and prevented. Hence, in this study, the forty-five participants were selected from two different universities and by using phenomenological analysis (Moustakas, 1994), eight research questions were answered in the semi-structured interviews, which were approximately 45 minutes in length. By gathering theoriginal data were gathered from 'naive' descriptions the experiences related to cyber bullying were taken into account based on reflection and interpretation of the participant's different stories. The collected data were analyzed in Atlas.ti 6 in order to make depth study. Additionally, there were limitations in terms of selecting the participants since a few students wanted to share their personal experiences. As a result, the data showed that the students had inevitably affected by the cyber bullying in the social media in many ways. Among ali these students, the female students had been influenced to a greater degree comparing to male students. Most (96%) of the participants agreed that social relations had changed a lot and they had to have connections with their friends through the social media. The students— particularly females—viewed cyber bullying as a problem, but no one rarely discussed at the university. More importantly a large number (89%) felt loneliness and they did not know how to behave properly. Most (91%) students did not see any helpful resources when dealing with cyber bullying. Students (82%) were currently experiencing the majority of cyber bullying instances outside of the school day, but they had direct relationship with the events at the university. Students (84%) were not able to suggest some basic strategies in order to deal with cyber bullying. They (79%) agreed that they did not know how to respond to cyberbullying. Additionally, a large number of the (94%) participants agreed that the effects would be different on the elite environments comparing to the socially disadvantaged environments. They (96%) pointed out that the future of social media had been changing in terms of education and learning so that they did not have any chance to ignore the social media. Most (85%) of the participants clarified that the university social environment, centres and counselling offices would develop a better network and understanding in order to decrease cyber bullying. Most (88%) participants articulated that cyber bullying on the socail media would develop particuiar problems and would change the culture of social life. Most (81%) claim that social media are important not only for their social life but also for their Professional life so that they did not want to see their private photographs on the walls of their friends. These (61%) participants strongly pointed out that
privacy was remarkably important for the individuals but it was not controlled. Furthermore, most (92%) participants mentioned that the autonomy in the social media would make the individulas aggressive due to the fact that there was not any law and regulations to.

Portanto, o presente artigo terá por objetivo a avaliação de uma captação de recursos para desenvolvimento de um empreendimento de base imobiliária, sendo que, para tanto, será concebida a modelagem de um protótipo de edifício comercial destinado à locação para a formatação do financiamento à produção por meio de uma security token offering, a qual será vinculada a condições auto executáveis de smart contracts e com retornos decorrentes da renda gerada pela exploração do ativo. Serão consideradas todas as etapas e custos necessários para a estruturação da oferta do criptoativo ao mercado, desde a elaboração de seu whitepaper até a análise da qualidade do investimento, tanto em relação ao investidor quanto ao empreendedor imobiliário. Com isso, pretende-se avaliar a viabilidade e otimização da estrutura de funding utilizando a tecnologia blockchain, bem como averiguar da aceitação desta modalidade de investimento pelo público alvo, por meio de uma pesquisa direcionada. Yalın girişimciliğin ve startup'ların gelişimi, vizyon ve inovatif düşünme yeteneğine sahip bireylere bağlıdır. Girişimcilerin kazancı, yüksek büyümeyi hızlandırmaları için verileri kullanmayı öğrenerek müşteri etkileşimini artırması bakımından çok önemlidir. In Turkey, most university administrators and academic staff members are not yet fully aware of intellectual property rights (IPRs). Researchers often have difficulty in licensing opportunities that can provide additional revenue streams due to the lack of either strategic policies set by the administration or a dedicated technology transfer (or licensing) office (TTO). This paper attempts to shed some light
on the relationship between intellectual property rights and licensing awareness in Turkish universities as well as how this is affected by the lack of TTOs. Semi-structured exploratory interviews were conducted with 45 researchers in two different faculties (Medicine and Engineering). Results show that most of the participants, including a higher-than-expected percentage from the Faculty of Engineering,
were not aware of the importance of the technology that they had developed in terms of licensing and royalties that they could earn. In conclusion, it can be said that universities in Turkey have to undergo a policy change regarding managerial issues, especially with regards to Technology Transfer Offices. Increasing the visibility of technology transfer options and agreements, as well as further research on this topic, is recommended.

The  study  of  extent  of  government  contribution  towards  funding  of  secondary  school  in Enugu State, looks at the extent of government contribution towards improving the funding of secondary education in Enugu State. The paper x-rays the objectives of secondary education as enunciated in the National Policy of education. One research question  and one hypothesisguided the study, the study was a descriptive survey.  A sample of 1384 teachers made up of 447  and  937  urban  and  rural  teachers  respectively  was  used  in  the  study.  An  11  item questionnaire  was  used  to  elicit  information from  the  respondents.  The  data  collected  was analyzed using mean and grand mean. From the findings, it was discovered that government contribute  to  a  great  extent  towards  improving  the  funding  of  secondary  education. Consequently  when  the  educational  system  is  adequately funded,  teachers’  salaries  will  be paid,  other  incentives  provided,  learning  and  instructional  material  will  also  be  provided; teaching  and  learning  will  be  more  effective  leading  to  the  achievement  of  eaching  andinstructional  objectives  which  will  in  turn  lead  to  the  achievement  of  the  curriculum objectives

The Israeli environmental movement has been growing in the past twenty years, and the number of environmental non-governmental organizations (ENGOs) is on the rise. One of the reasons for this growth is the inflow of money from foreign donors, especially Jewish American philanthropic foundations. Yet, a study of ENGOs’ funding sources that focuses on the centrality of foundation funding is still missing. This study examines the idea of environmental philanthropy, which refers to the relationship between philanthropic foundations and environmental NGOs in Israel. In particular, it assesses three key questions: 1) What are the financial resources of environmental NGOs in Israel? 2) What is the level of dependence of Israeli ENGOs on foundation funding? And 3) What are the organizational characteristics associated with an ENGO’s likelihood of
receiving foundation funding?
While a growing body of literature has been devoted in past research to foundation philanthropy in support of ENGOs, much of this literature focused on outcomes: how does foundation funding affect organizational behavior, structure and success of grantees. However, the research did not pay enough attention to the processes leading up to such outcomes. Little is known about the selection decisions of philanthropic foundations to support ENGOs or the organizational characteristics associated with these selection decisions. Analysis of survey data from a sample of Israeli ENGOs (n=100) is used to assess the relationships between organizational characteristics and foundation funding. Four key organizational characteristics were examined: organizational demographics, organizational structure, strategies of operation, and ideational characteristics (environmental paradigms). The results point to significant association of foundation funding with ideational characteristics and strategies of operation, and only a partial association with organizational structures. The results contribute to the emerging literature on philanthropy in Israel, to the sparse study of Israeli ENGOs, and to theoretical understanding of environmental foundation philanthropy.

The aim of this book is to understand the effects of neo-liberal economies and globalization on education policies where they create inequalities and conflicts. However, the main goal of education is defined as a radical democratization in the schools through the transformation of knowledge. Curriculum plays important role in the transformation of knowledge and it is crucial to build a radical transformation of the societies. From this perspective, three alternative curricula, namely, Peace Education and Conflict Resolution Education, and Peace Education and Conflict Resolution Education combined are implemented and evaluated to investigate the effects on pre-service tecahers' Emotional Intelligence, Self-concept, and Conflict Resolution Skills. The findings indicated that the Peace Education, Conflict Resolution Education, and the Peace Education and the Conflict Resolution Education combined curricula has significant effects on Emotional Intelligence, Self Concept and Conflict Resolution Skills. Among these three curricula, the Peace Education and Conflict Resolution Education combined has the highest effects on Emotional Intelligence, Self Concept and Conflict Resolution Skills.

This building is now a plastic witness of the strong link between the kings and the prelate, by means of the royal emblems that hang out together with those of the founder, immortalizing those who made it possible.

External funding alone has proved insufficient to support development at the national level and hence the need arises for seeking counterpart funding. In countries with high fishing potential, the establishment of a funding mechanism, such as a "development fund" that is financed through licence fees and other revenue streams from within the sector to co-finance and ensure the sustainability of interventions in the fisheries sector could be envisaged. Donors are increasingly viewing the creation of funding mechanisms and their rigorous management as tangible evidence of commitment and political will of recipient countries in taking responsibility for their own development. National authorities are expected to ensure that this form of "taxation" is fairly levied and distributed, and that the use of funds is transparent. It is no longer conceivable to expect external aid alone to suffice for the development needs of recipient countries. This is particularly the case in developing countries that have reached an appreciable level of growth driven incidentally by the dynamics of the private sector. It is increasingly recognised that national and international public resources need to be effectively pooled in order to sustain in-country development activities. Development aid 1 takes a variety of forms. These are usually donations to support development projects, concessional financing loans, economic partnership agreements, debt relief or even debt cancellation. Aid is seen as a "moral" obligation of the industrialised countries towards developing ones. The main targets for aid are food security, sustainable development, the fight against poverty, and the improvement of economic and social standards of developing countries. However, the effectiveness of aid has been the subject of much debate. Without going into detail on the various theories of development, along with their modalities and impacts, it has become apparent that the institutions of recipient countries are among the weak links in the implementation of development policies. Some of the weaker countries, on which Structural Adjustment Programmes (SAPs) and their associated macroeconomic severity were imposed, had to struggle to cope with the negative consequences of the SAPs, which resulted in further destabilising their institutions. 1 The need for development and reconstruction assistance was realised before the end of the Second World War. Initially, the aim of this assistance was to help mostly European countries devastated by the war to recover, motivated by political, economic and strategic interests. Motivations related to decolonisation, the cold war and more recently to migration and security imperatives followed.

O presente trabalho discute pontos das recentes Instruções Normativas lançadas durante o governo Temer, com foco em possíveis impactos que elas podem causar na produção cultural e na análise das prestações de contas de projetos da Lei Rouanet. A hipótese trabalhada é a da vigência de uma política de desregulamentação que, sob o objetivo aparente de desburocratizar e tornar atraente a lei, favorece grandes captadores e minimiza o problema do passivo de cerca de vinte mil de prestações de contas à espera de aprovação. Como metodologia, busca-se identificar tal política de desregulamentação no texto das INs, contextualizando-a frente a outros problemas históricos.
