    Purpose This study aimed to develop and validate a list of core technology competencies for systems librarian in Pakistan. Design/methodology/approach Survey method was used to conduct this investigation. A structured questionnaire, consisting of 52 competency statements categorized into six core technology areas, was developed based on an extensive literature review, experts’ scrutiny and pilot testing. The administration of the survey questionnaire was done though online environments such as related listservs and Facebook pages. The received 62 responses were imported into statistical package for social sciences and analyzed by computing means, standard deviations, Pearson correlation and t-test. The purpose of this review is to identify the important variables affecting the information needs and seeking behavior of educational administrators. An effort is also made to review the status of such research studies in Pakistan. The paper is based on comprehensive review of available literature. For the literature search, valid sources of published and unpublished information were consulted (i.e., books, journal articles, reports, conference/workshop proceedings, theses, etc.).     Micro CDS/ISIS, free software developed by UNESCO, is widely being used through out the world for handling and control of bibliographic records. In Pakistan, this is the only software which is mostly being used in libraries and information centres. This paper reports a survey on the status of the use of CDS/ISIS in Pakistan. Use of the software was started in Pakistan in 1988. Cataloguing of books and indexing of periodicals are the major areas of use. Users' opinions about various features of the software are given. Problems faced by the users in using CDS/ISIS are also discussed. Micro version of the UNESCO-developed software package CDS/ISIS was released in 1985. Since that time it has been widely used through out the world. The number of licensed users increased from 3,000 in 1988 to 15,000 at the end of 1994 (1, p.10).     PurposeThis study investigated the impact of conspiracy beliefs on fear of Covid-19 and health protective behavior of university students in Pakistan.Design/methodology/approachA cross-sectional survey using an online questionnaire was conducted at three universities in Punjab (e.g. two public sectors and one private sector) with permission from concerned authorities for data collection. A total of 374 responses were received that were analyzed by applying both descriptive and inferential statistics.FindingsThe results indicated the prevalence of conspiracy beliefs and fear of Covid-19 among university students of two public sector universities and one private sector university. Furthermore, the conspiracy beliefs of university students predicted their fear of Covid-19.     Purpose This paper aims to present the results of a systematic review of the evidence on psychometric properties of information literacy (IL) tests. Design/methodology/approach A two-stage search strategy was used to find relevant studies in two subject and three general databases. A descriptive review of test characteristics and psychometric properties was presented. The review included 29 studies describing psychometric properties of 18 IL tests. Findings It was found that the classical test theory was applied for all tests. However, the item response theory was also applied in three cases. Most of the psychometric tests were developed in the USA using ACRL IL competency standards. The most commonly used psychometric analyses include content validity, discriminant validity and internal consistency reliability.     Purpose This paper systematically reviews the evidence of reliability and validity of scales available in studies that reported surveys of students to assess their perceived self-efficacy of information literacy (IL) skills. Design/methodology/approach Search in two subject and two general databases and scanning of titles, abstracts and full texts of documents have been carried out in this paper. Findings In total, 45 studies met the eligibility criteria. A large number of studies did not report any psychometric characteristics of data collection instruments they used. The selected studies provided information on 22 scales. The instruments were heterogeneous in number of items and type of scale options. The most used reliability measure was internal consistency (with high values of Cronbach’s alpha), and the most used validity was face/content validity by experts.     ABSTRACT This study, based on systematic review and meta-analysis, aimed to collect and analyze evidence on correlation between perception-based journal rankings and the most popular citation-based measure, Thomson Reuters Journal Impact Factor (JIF). A search was conducted in the Web of Science, Scopus, and Google Scholar databases. After the screening of titles, abstracts, and full text, 18 articles were selected as eligible for review and analysis. The included studies belonged to various subject areas in social sciences, science, and technology. The correlation coefficients found in most of the studies were statistically significant in a positive direction. The heterogeneity test was positive. Therefore, the random-effect method of meta-analysis was applied. The value of pooled correlation coefficient indicated a moderate positive relationship between two methods of assessing the quality of academic journals. The absence of a high correlation makes decision making based on a single ranking method dangerous. Therefore, a hybrid approach for journal assessment is recommended.

    Purpose The purpose of this paper is to study stated effects of independent variables of trust, social networks, and information and communication technologies (ICTs) on explicit and tacit knowledge. Further, it explained contributions of explicit and tacit knowledge to performance in academic environment. Design/methodology/approach This study is based on research model of hypothetical relationships of various criterion and predictor variables. Structural equation model was used in which research model was analyzed by using confirmatory factor analysis. Findings Some criterion variables were observed for predictor variables of explicit and tacit knowledge. It was observed that explicit knowledge contributed indirectly and tacit knowledge contributed directly to overall performance.     Abstract The discrepancies among various global university rankings derive us to compare and correlate their results. Thus, the 2015 results of six major global rankings are collected, compared and analyzed qualitatively and quantitatively using both ranking orders and scores of the top 100 universities. The selected six global rankings include: Academic Ranking of World Universities (ARWU), Quacquarelli Symonds World University Ranking (QS), Times Higher Education World University Ranking (THE), US News & World Report Best Global University Rankings (USNWR), National Taiwan University Ranking (NTU), and University Ranking by Academic Performance (URAP). Two indexes are used for comparison namely, the number of overlapping universities and Pearson’s/Spearman’s correlation coefficients between each pair of the studied six global rankings. The study is extended to investigate the intra-correlation of ARWU results of the top 100 universities over a 5-year period (2011–2015) as well as investigation of the correlation of ARWU overall score with its single indicators. The ranking results limited to 49 universities appeared in the top 100 in all six rankings are compared and discussed. With a careful analysis of the key performance indicators of these 49 universities one can easily define the common features for a world-class university. The findings indicate that although each ranking system applies a different methodology, there are from a moderate to high correlations among the studied six rankings. To see how the correlation behaves at different levels, the correlations are also conducted for the top 50 and the top 200 universities. The comparison indicates that the degree of correlation and the overlapping universities increase with an increase in the list length. The results of URAP and NTU show the strongest correlation among the studied rankings. Shortly, careful understanding of various ranking methodologies are of utmost importance before analysis, interpretation and usage of ranking results. The findings of the present study could inform policy makers at various levels to develop policies aiming to improve performance and thereby enhance the ranking position.

    Purpose – The purpose of this paper is to explore the use of political party websites for e-electioneering and their impact on the outcome of the elections. Design/methodology/approach – Empirical data for the study were collected from the websites of 11 major political parties of Pakistan using modified version of the coding scheme used by Gibson, Rommele and Ward for the evaluation of functionality and delivery of websites. Data were analysed using web content analysis method to achieve the objectives of this study. The study also ranked the party websites based on points scored for functionalities and delivery. Findings – The study found that although Pakistani political parties have started using their websites for communication with their voters during the general elections but they have not utilized the full potential of the website functionalities for e-electioneering.     This study explored the status of library software being used in the libraries of higher education institutions (HEIs) of Pakistan. A quantitative survey method was used. The population of this study was central/main libraries of all HEIs of Pakistan recognized by the Higher Education Commission (HEC). A questionnaire was designed after review of literature to collect data. The questionnaire was sent to all head librarians. The findings reveal that majority of the libraries had started automation. The libraries of public and private sector institutions were not significantly different in automating their routines. The libraries were using a variety of software and Library Information Management System (LIMS), a free software was at the top in terms of number of users. Other popular software were WINISIS, Inmagic, Koha and VIRTUA. There were also examples of adoption of open source software. Majority of the libraries were doing automation in the absence of proper budget for software and allied activities. Similarly, libraries did not have up-gradation and training agreement with the software providers. The participant libraries reported the presence of cataloging, circulation, reports and OPAC modules in their software but most of the libraries did not mention the availability of modules like acquisition, serial and webopac. Software used by the libraries did not have national language support in most of the cases and ability to support regional languages was also negligible.

    Online information resources are getting popularity among academicians particularly research students. This study is an attempt to investigate the access points, patterns and satisfaction level of postgraduate students of public and private sector universities of Lahore – Pakistan. Through questionnaire, data were collected from research students (570) and the response rate was 463 (81.22%). Data revealed that library (190, 41.03%) is the most preferred access point by research students. General purpose search engines like yahoo, Google etc was the most preferred access patterns by the MS/PhD students of humanities (Mean=4.09), social sciences (Mean=4.07) and science and technology (Mean=4.03). Significant differences can be observed between current and desired satisfaction level of accessing the online information resources by research students. HEC journals databases and electronic books have the vast difference (difference mean=-2.75) among current and desired satisfaction level.

    ABSTRACT A subject analysis of 5195 publications in library and information science (LIS) research in Pakistan over a period of 62 years revealed that the majority of Pakistani LIS research focused on a few subject areas. Pakistani LIS researchers gave little attention to many subjects and completely ignored others. More than a quarter (26.72%) of the total items focused on “information treatment for information services” while 22% were related to “libraries as physical collections.” Other areas with some attention included “industry, profession and education” (12.32%) and “theoretical and general aspects of libraries and information” (11.40%). Researchers paid little attention to “housing technologies,” “technical services in libraries, archives and museums,” and “management.”

    ABSTRACT This study is qualitative in nature and aims at assessing the information needs and seeking behavior of educational administrators and finding related problems. Interviews of a purposive sample and review of related literature are among the major research methods. The study is based on interviews of 13 educational administrators and 32 information professionals from Punjab province and Islamabad Capital Territory (ICT) of Pakistan. The results correspond with the previous studies conducted in other countries. The educational administrators' information needs and seeking behavior reflect a kinship with their work settings and information environment that highlights a need to understand problem situations as an ancestor to understanding how they seek and use information. The study has identified a gap in the provision of needed information which hinders the realistic planning and decision making process. It has also highlighted the need of a National Information System for educational administrators in Pakistan. As this is the first study on this topic in Pakistan, the results can be useful to design information services and facilities for educational administrators in Pakistan and other developing regions of the globe with similar conditions.

    PurposeThe paper aims to present the results of a survey of academic libraries about the adoption and perceived impact of Web 2.0 technologies.Design/methodology/approachA total of 67 US academic libraries participated among the members of the Association of Research Libraries.FindingsIt was found that each library was using some form of technology, such as RSS, blogs, social networking sites, wikis and instant messaging. On a Likert‐type scale the participant librarians significantly preferred the advantages of Web 2.0 over its disadvantages. There was a significant positive correlation between the extent of Web 2.0 adoption in libraries and librarians' opinion about their advantages.Originality/valueThe paper is useful for future planning of the use of Web 2.0 technologies in academic libraries.

    ABSTRACT A diagnostic assessment of information literacy (IL) skills of students is useful to design an effective IL in-struction program for them. This paper reports results of a study conducted to investigate students' perceived IL skills in the University of the Punjab, Lahore, Pakistan. Using a locally developed 20-item scale, a cross-sectional survey was conducted on 1,414 conveniently selected students from all 73 academic units of the university. The findings indicate that the students were more comfortable in basic computing and internet related activities but less com-fortable on specialized information searching tasks. The relationship of 'total score' of students' IL skills was ex-plored with six personal and academic variables (i.e., gen-der, discipline of study, degree level, social background, English language proficiency, and access to computer at home). This baseline study may be helpful for designing and implementing IL instruction programs in universities.

    ABSTRACT Purpose ‐ This paper is part of a doctoral research which aimed at proposing a national information system for educational administrators in Pakistan. However, this paper only aims at identifying what an information system is composed of and does; defining the information infrastructure (i.e. libraries/information centers and networks) needed for the development of a national educational information system; identifying the nature and design of the information infrastructure in Pakistan; and ascertaining the problems and gaps existing in the information infrastructure of Pakistan and why they exist. Design/methodology/approach ‐ The study is based on review of the available literature. For the literature search, valid sources of published and unpublished information were consulted (i.e. books, journal articles, reports, conference/workshop proceedings, theses and dissertations). Findings ‐ Many library/information centers and information networks are working in the educational domain of Pakistan. The position of academic, national and special libraries is also presented in this review. The basic weakness traced in this review is in the infrastructure of library/information centers and information networks and disintegration of available information sources. The information does exist within libraries/information centers and information networks but the educational administrators have problems in tracing this information. As a result, available information is not being utilized properly in educational planning and development in Pakistan. There is a need to pool the existing information sources, services and networks in one place to form a well-integrated information system that may provide a holistic and complete overview of education enterprise for realistic planning and resource allocation. Originality/value ‐ This paper is the first to present the current position of the available libraries/information centers and information networks within the educational domain of Pakistan. Such a review may help the designers of educational information systems.

    ABSTRACT Purpose ‐ Modern information and communication technologies (ICTs) are transforming reference service (RS) from physical to virtual. The paper aims to explore the current status of ICT infrastructure necessary for delivering effective digital reference service (DRS) in university libraries of the Punjab. Design/methodology/approach ‐ This exploratory study used questionnaire survey method to probe the current status. The questionnaire was worded to achieve an official organizational response. For ensuring the content validity, comments from some well-known LIS professionals were sought. In the light of experts' opinions, necessary modifications were made to the instrument. University libraries of the Punjab province (n=40) recognized by the Higher Education Commission (HEC) were identified as targeted population. The questionnaire was distributed through post and e-mail. The researchers were able to get questionnaires filled from 38 universities. Findings ‐ The findings reveal that the ICT infrastructure needed for designing and implementing an effective DRS in libraries is better than before but it needs further improvement. Many libraries also own general and reference collection in electronic format. Only a few libraries have started DRS while most of them are still using face to face channel for reference transactions. Practical implications ‐ This study is an attempt to fill a gap in the local literature on the topic and provides baseline information to design and implement DRS in academic libraries. Originality/value ‐ The findings will be helpful in designing better and more effective DRS systems in Pakistan as well as in other developing countries.

    Purpose – The purpose of this paper is to investigate librarians' attitude toward knowledge management in the academic environment of Pakistan. Personality characteristics and situational characteristics of behaviour were discussed in the context of a Pakistani university setting. Design/methodology/approach – This is quantitative research with closed-ended questionnaire as the tool for data collection. In data analysis, Pearson correlations of self-esteem, self-efficacy, threat and challenge with factors of knowledge management and Pearson correlations of experience with attitudes toward knowledge management were calculated.     The study aims at probing the information seeking behavior of educational administrators in Pakistan. It also explores their administrative responsibilities for which they usually seek information, their use of the Internet, their preferences for format of reading material and language, etc. and the problems they face while seeking information. To achieve these objectives, a review of related literature, a questionnaire survey and personal interviews within Punjab province and Islamabad Capital Territory in Pakistan were carried out. In total, 297 (99 percent) responses were received and analyzed quantitatively. Recommendations and conclusions are also drawn in the light of findings of the study. The study reveals that educational administrators’ information needs and seeking behavior largely depend on the type of job and the level of decision making they are involved with.
