The Gulf Crisis, also known as the GCC Crisis, and Qatar Crisis, began when several countries – Saudi Arabia, the United Arab Emirates (UAE), Bahrain, and Egypt (henceforth ‘the quartet’) – abruptly severed ties with Qatar during June of 2017. This paper aims to analyse the GCC Crisis from a public diplomacy perspective, and will subsequently focus on four major themes. The first one consists of exploring the projects and initiatives implemented by Qatar, including its reliance on public diplomacy to build a more favourable image. The second theme will discuss the political warfare that unfolded after the start of the Gulf Crisis (24 May 2017). Thirdly, Qatar’s response to the subsequent blockade imposed by the quartet will be investigated. Last, and stemming from the previous theme, this paper will also examine the international broadcasting aspect of the crisis, including Al Jazeera’s (AJ’s) reporting during the same period. Through the Gulf Crisis case study, this paper aspires to uncover the contours and limitations of public diplomacy in the context of inter-state political dynamics.

The Evolution of Turkey—Qatar Relations Amid a Growing Gulf Divide: The Anatomy of a Crisis In this chapter Bakir examines how bilateral relations between Qatar and Turkey evolved over time within Turkey’s broader Middle Eastern and Gulf strategy in parallel to Ankara’s great shift from a more ideal foreign policy that depends on vast soft power to a more realistic one equipped with hard power. The Arab uprisings paved the way for the two countries to achieve a high level of alignment over interests, values, and ideology. However, the rise of common challenges, unconventional threats, and the change in the security environment amid the attempts to reformulate the region in the post-Arab-uprisings era upgraded their bilateral relations in an unprecedented way. As Turkey regained self-confidence in Erdogan’s period, Ankara has been taking a more assertive stance across the Middle East, including the Gulf. By demonstrating that it has the will and the capability to utilize its hard power, Ankara’s decision to deploy its military forces in Qatar played a major role in depriving the Saudi-led bloc from militarily escalating the crisis. In this sense, this chapter highlights Turkey’s motives, implications, and what it has to gain from getting involved in the divided Gulf.

This paper investigates the policies of both Ankara and Riyadh toward the ongoing crisis between Qatar and the Saudi-led quartet since mid-2017. The crisis has shaken the balance in the region and laid the foundation for new understandings regarding Gulf unity and regional order. On these grounds, it is worth examining the stances of regional actors through different approaches of foreign policy. By using the “three-dimensional” methodology of Kenneth Waltz, this paper analyzes the rationale behind Turkish and Saudi policy toward the Gulf crisis on individual-, state-, and international-based levels since these two countries are among the most influential actors in the region. It argues that Turkish and Saudi approaches can confront each other if the regional developments carry an ideological nature, as in the case of the Gulf crisis.
