Although the International Law Association (ILA) was established in
1873, it only turned its attention to the internationally shared water
resources in 1954, when its half-century study of the applicable principles
and rules of international law thereon began. The first ILA committee
assigned to this task was the Rivers Committee, which, after a decade of
intensive study and through several resolutions and statements, arrived
unanimously at a set of articles reflecting customary international law,
known as the Helsinki Rules on the Uses of the Waters of International
Rivers.
The Helsinki Rules, approved at the ILA 1966 Helsinki Conference, were
soon widely accepted across the Globe as a non-binding authoritative
source of international water law. This monograph traces the work of the
ILA leading to the Helsinki Rules, analyses the Rules, and identifies their
influence on and contribution to the evolution of international water law.

В рецензии рассматриваются некоторые новации большой работы Е. Попова «Инсти-туты»: атлас институтов, трансакционная функция фирмы, классификация трансакционных издержек, мини-институты. Показывается, что Попов конструирует симулякр института, после чего наделяет его набором свойств и субъектностью. Ставится под сомнение эмпирический вывод автора о том, что рост трансакционных издержек научных организаций способствует ускорению генерации знаний. Трансакционные издержки на уровне фирмы Попов вслед за другими исследователями во многом отождествляет с издержками обращения. Форма трансакционной функции фирмы, приведенная в работе, показывает, что при росте числа институтов, включая бюрократический контроль, трансакционные издержки должны будут сокращаться. Как предполагает Е. Попов, его работе принадлежит первенство в моделировании институтов на уровне фирмы и региона. В рецензии делается вывод о высокой ценности данной монографии для старта новых оригинальных институциональных исследований.

The review examines some of the scientific discoveries of E. Popov’s “Institutes”: the atlas of institutions, the transaction function of the firm, the classification of transaction costs, mini-institutions. It is shown that Popov, constructs the institute's simulacra, after which he endows him with a set of properties and subjectivity. The empirical conclusion of the author that the growth of transaction costs of scientific organizations contributes to the acceleration of knowledge generation is being questioned. Popov, following other researchers, identifies transaction costs with trading costs at the firm level in many respects. The form of the transactional function of the firm, given in the work, shows that with an increase in the number of institutions, including bureaucratic control, transaction costs will have to be reduced.
As E. Popov suggests, his work is dominated in modeling institutions at the firm and regional levels. The review concludes about the high value of this monograph for the launch of new original institutional research.

In Saudi Arabia, it is generally perceived that private special education institutes (SEIs) provide a higher quality education than their public counterparts. Parents tend to trust and invest in private rather than public institutes. This is principally attributed to the greater financial capacity of private special institutes, which ensures services can be provided more effectively. Investigating this perspective, this study seeks to bridge the gap often observed and commented upon between public and private SEIs, and to reflect critically on how the needs of all students with intellectual disabilities can be met within the public system. A comparative case study of two SEIs in Saudi Arabia for students with intellectual disabilities, one public and one private, was designed. Semi-structured interviews were conducted with parents, teachers and principals. A key finding of this study is that there is a major difference in the workplace cultures of public and private institutes. This results in several observable factors that were found to contribute to the quality of provision for learners.

Cet article se propose d’étudier les représentations que se font de la dépression les internes en psychiatrie. À travers une enquête de méthodologie anthropologique, nous tenterons d’approcher ces représentations et de les regrouper dans une discussion en lien avec nos observations. Nous avons rencontré 8 internes de 2 villes différentes (Paris, Lyon), afin de réaliser ce travail. Le regard de psychiatres en formation est éclairant quant à celui de la psychiatrie actuelle et future concernant la dépression.
(This article attempts to study the representations of depression that are held by psychiatry residents. These representations are examined within the context of a medical anthropology study, and discussed in relationship with our clinical observations. Eight residents working in two different cities (Paris, Lyon) were interviewed in order to complete this study. The perspective of these psychiatrists in training sheds light on how depression is and will be viewed by the psychiatric field.)

Objetivo. Determinar la relación entre el clima laboral y la aparición del síndrome de burnout en un grupo de trabajadores de instituciones de educación superior. Métodos. Investigación de tipo observacional, descriptivo, transversal, con un diseño no experimental, descriptivo y correlacional. Para la recolección de datos se utilizaron dos escalas de Likert: clima laboral de Palma y el inventario de burnout de Maslach. La muestra fue de 51 trabajadores, quiénes fueron seleccionados a través de un muestreo no probabilístico por conveniencia. Resultados. Se evidenció un clima laboral favorable en un 49 % (25) y desfavorable en un 3,9 % (2); el 39,2 % (20) percibió el síndrome de burnout como medio y el 29,4 % (15) como bajo. The main objective of the present study is to summarize the research output about COVID-19. The search was conducted in Scopus, the largest abstract and citation database of peerreviewed literature, and later it was analyzed on VOSviewer. Total 34716 research documents have been published about COVID-19 till September 2020. We focused on three parameters, i.e., co-authorship pattern, citations, and co-words analysis. Based on the total number of publications, h-index, total citations, and citations per document, we provided the list of the top ten authors, institutes, and countries. Based on the total number of publications, the topranked author is Wiwanitkit, V., and the top institute is Harvard Medical School, USA. It is worthy to note that more than 150 countries have contributed to research output. Based on the total publications, citations, and h-index, we provided details for each continent. Later, we provided the list of the top ten countries. The highest documents are published by the USA (25.35%). We analyzed the 343682 keywords from all publications to provide a general overview or the common trends in publications. We also analyzed the top 2000 most cited documents and provided the details of the top ten authors, institutes, and countries. Based on the VOSviewer' analysis, the information on the co-occurrence of words in titles, abstracts, and keywords is provided. This may help to depict the common trends in research publications. Based on the bibliometrics results, significant work has been published on pathogenesis, diagnosis, treatment, and prevention of this pandemic.
