Jan-Werner Muller

This master is based on an interest in the public intellectuals and their responsibilities in a digitized media culture. In the attempt to provide a qualified answer to which tasks the public intellectuals should undertake today, the thesis follows the footsteps of French philosopher Jean-Paul Sartre and his claim that the public intellectuals must seek a dialogic relation to the vulnerable populations in the society. This to understand the population, learn from them and raise their issues to a universal level in the public.

The dialogic potentials of Facebook seem to offer the possibility to incorporate Sartre’s idea into the digital age. In the thesis, I, therefore, pose the question: In which way is it possible for public intellectuals to seek a Sartrean dialogic relation with society’s stigmatized population on Facebook? The importance of this sort of relationship has not decreased, as we in recent years have seen a new bloom of right-wing populist movements that attempt to recruit vulnerable populations in society and obtain power that tends to threaten our democratic order with its anti-pluralistic agendas.

The thesis two main sections are Chapter Two and Three. In chapter two I discuss and characterize the rightwing populist movements, their interest in recruiting the society’s vulnerable populations and furthermore describe who constitute this population. In addition, I discuss what characterizes a public intellectual and his tasks in the public sphere. Finally, I outline four prerequisites on Facebook that make it difficult for public intellectuals to seek Sartrean relation to society’s vulnerable groups. In Chapter Three, I conduct a linguistic uttering-analysis of Facebook status updates by author and journalist Carsten Jensen and lawyer and debater Jacob Mchangama. This, to answer how Jensen and Mchangama position themselves in relation to the intellectual telos as an ally with the vulnerable populations.

I find that the public intellectual position is a very difficult one to conquer on Facebook. The public demand for cheap entertainment, short texts and audiovisual news on Facebook contradict the public intellectual’s preferred way to communicate. In addition, my studies of journalist Carsten Jensen’s and lawyer Jacob Mchangama's status updates on Facebook show that they more or less consciously address like-minded readers. As a result, they lose connection to the vulnerable groups in society. Thus, my thesis paints the picture of an intellectual elite communicating to like-minded readers from the well-educated classes, rather than seeking a Sartrean relation to society’s vulnerable population.

While best known today for his theories of discourse, hegemony and populism, Ernesto Laclau also has a distinctive theory of representation, which is developed in On Populist Reason in particular. Going beyond conventional conceptions of political representation, Laclau takes representation to be a general category and not just limited to formal political institutions, and he takes representation to be performative in that it also brings about what is represented. This paper examines the implications of this conceptualization of representation for Laclau’s theory of populism. Laclau takes populism to be exemplary of his conception of representation because populism is a discourse that brings into being what it claims to represent: the people. This is important for current debates about populism and the crisis of democratic institutions, whether domestic or international. The aim here is to show how our conceptions of representation inform how we think about populism and liberal democracy, and specifically about populism as a threat to liberal democracy at the domestic or global level. I show this in the context of a reading of Jan-Werner Müller’s influential critique of populism.

Jan-Werner Müller a Donald Trump megválasztásával záruló amerikai elnökválasztási kampány idején megjelent könyvében arra vállalkozott, hogy a legfrissebb politikaelméleti eredményekre támaszkodva, de a szélesebb nyilvánosság számára is hozzáférhetően nézzen szembe azokkal a kérdésekkel, amelyeket az antiestablishment hangulat hozott felszínre a nyugati demokráciákban. Ennek érdekében közérthető és koherens meghatározását adja a politikai korszellemet jelölő fogalomnak, a populizmusnak. A vállalkozást nem támasztja alá aprólékos összehasonlító elemzés vagy analitikus okfejtés. Müller úgy
foglal állást a közkeletű meghatározásokkal szemben, hogy nem fejti fel részleteiben azt az elméleti apparátust, amivel dolgozik. Ám célja ezzel nem az, hogy médiaképessé tett állításai közvetlenül a politikai diskurzusban váltsanak ki hatást, sokkal inkább az, hogy egy
olyan problematikát hozzon a fősodorbeli társadalomtudományi fogalomalkotás és a közviták homlokterébe, amely eredendően kívül esik azok vizsgálati területén és demokráciafelfogásán.

Eine Kritik der Debatte um den Populismus, wie sie gerade in der bürgerlichen Öffentlichkeit des wiedervereinigten Deutschlands geführt wird. Es ist eine nahezu unhinterfragte Annahme dieser Debatte, von einer antagonistischen Konfrontation zwischen Liberalen und Populisten auszugehen. Damit befindet sie sich von vorneherein auf den denkerischen Bahnen, die "die Populisten" selbst aufgemacht haben. Was sich gegenwärtig aber tatsächlich vollzieht, ist das Aufkeimen eines politöknomischen Nationalismus, der als immanente Bewegung aus dem Liberalismus selbst hervorgetrieben wird. Dies lässt sich am  Aufstieg der AfD wie auch an der kritischen Dynamik der gesamten Debatte um den Populismus aufzeigen. Es handelt sich um den Ausdruck einer agonistischen Konkurrenz, die geschichtliche Potentiale des (deutschen) Liberalismus realisiert.

The last presidential election in the United States of America as well as the rise of populist movements over the last couple of years across Western European countries brought forth in the most volatile way one fundamental question: What constitutes political life? It is this very question that the course seeks to address. Instead of lamenting over the loss, decline or drawback of politics as we supposedly knew them till now, the course strives – by scrutinizing the elements that constitute political life – to provide explanations for the increase and deployment of such phenomena and trace them back to their generative grounds in order to stipulate the necessary alternatives. The concept of the Political, drawn by primarily French post‑war philosophers, seems to be a highly effective medium for such a purpose. Unlike the political sciences or even the (normative) political theory that attempt to address these questions on a rather institutional level, the philosophical concept of the Political raises macroscopic questions concerning not only democratic political conduct or institutional legality, legitimization and/or correctness, but it takes up fundamental question in order to delineate the grounding notions that construct political life per se. Seen this way the course will address ground notions like those of politics as vocation (Max Weber), of politics as part of the public sphere (Jürgen Habermas) and of politics as an autonomous (autopoietic) societal subsystem

Populism became the buzz word of 21 st century since democratic regimes are falling apart from one country to another. Nevertheless, it is still an ambiguous term and refers to variety of parties and leaders that have considerably different approaches in various issues among others liberalism, immigration and culture. In his book entitled, what is populism, Jan-Werner Muller deals with this matter and brilliantly overview lively debates on populism. In an impressive way, it moves beyond the fundamentals of populism and provides a structured approach to deepen arguments on it.

Sin duda, el populismo es un asunto candente que cautiva hoy en día a aca-démicos y periodistas como pocos otros temas en política. No faltan los análi-sis del populismo: ha sido sumamente conceptualizado y operacionalizado en el ámbito académico, donde las dos pers-pectivas más influyentes son el enfoque ideacional (representados por autores como Cas Mudde y Cristóbal Rovira Kaltwasser) y el enfoque inspirado en el pensamiento de Ernesto Laclau. Por tanto, los lectores de la obra What is Populism? que ya conozcan los plantea-mientos académicos sobre el populismo quedarán desconcertados con la afirma-ción inicial de Müller: «simplemente no disponemos de nada similar a una teoría del populismo». Por esa misma razón, no sorprende que, a pesar de que Müller es un influyente y respetado politólogo, el libro haya recibido muchas críticas de estudiosos del populismo.

Populizm, według Müllera, nie jest wyłącznie politycznym stylem i nie polega jedynie na odwołaniu się do narodu (s. 67-68), lecz charakteryzują go przede wszystkim dwie istotowe cechy. P o p i e r w s z e, „«nastawienie antyestablishmentowe»”2 (s. 17): „dobry”, „prosty”, „ciężko pracujący”, przeważnie też „etnicznie homogeniczny” naród staje naprzeciw „skorumpowanych elit władzy”. P o d r u g i e, „pryncypialny antypluralizm” (s. 62): wyimaginowana wola narodu jest – jako homogeniczna i łatwa do odczytania – „wyrażana” przez partię populistyczną. Slogan wyborczy FPÖ [Wolnościowa Partia Austrii – przyp. tłum.], traktujący o własnym kandydacie Heinzu-Christianie Strache, pokazuje to jasno: „«ON chce tego, czego MY chcemy»” (s. 59). Faktycznie jednak ta wola narodu zostaje w pierwszej kolejności określona przez samego Strache – co by znaczyło: „ONI powinni chcieć tego, czego ON chce”. Tym samym populizm znajduje własną legitymację w postaci takiej woli narodu, która już dłużej nie potrzebuje być ustalana na drodze formalnej procedury wyborczej, a jej treść jest ostatecznie wyrażana samowolnie przez populistycznych przywódców3. Populizm, co podkreśla Müller, zastępuje r z e c z y w i s t ą wolę narodu przez jego wolę p r a w d z i w ą, a ta z kolei ustalona zostaje w sposób autorytarny, niedeliberatywny i poza formalną, racjonalną procedurą wyborczą. O tyle też samo wskazanie na demokratycznie ustaloną większość nieopowiadającą się za partiami populistycznymi nie wystarczy do zniweczenia przyjętej przez nie strategii legitymizacyjnej. Do tego należy dodać, że populiści, chcąc „wyjaśnić” ewentualny brak powodzenia w wyborach, mogą się zawsze jeszcze powołać na rzekome manipulacje i zabrać się za tworzenie teorii spiskowych (słowa klucze to „kłamliwe media” czy „zagraniczni agenci”), a każdemu, kto przeciwko niemu działa, populista może także przykleić łatkę „wroga narodu”. Populizm, pisze Müller, powołując się na Claude’a Leforta, musi swój naród zawsze wpierw ideologicznie „«wydestylować» z całkowitej sumy faktycznych obywateli” (s. 41).
