National State

В статье рассматриваются основные теории национализма в западном политическом дискурсе, анализирующие неоднозначность функций и вызовов для современной нации-государства. Рассмотрев ключевые этапы развития национализма в европейских странах как постоянную борьбу различных лояльностей (религиозной, национальной/государственной, этнической), автор подчеркивает, что изменение отношения к современному национализму тесно связано с упадком традиционных функций государства глобальной  эпохи, инструментальной ролью национализма для правящих элит и идеологическими вызовами современной социальной науки в форме постмодернистского распада.

RESUMEN

“Miguel Hidalgo en los relatos de nación. Del patriotismo criollo al nacionalismo posrevolucionario” no es una investigación que se ocupe de la vida y obra de Hidalgo. Este estudio desarrolla  cómo se construyó el mito nacional en torno a este personaje y cuál fue la importancia que tuvo dicho mito en el proceso de invención de la nación mexicana durante el siglo XIX y primera mitad del XX.

        El trabajo está enfocado en dos aspectos importantes: se aborda cómo el mito del “padre de la patria” ha sido utilizado como estrategia de legitimación política  y como fuerza cohesionadora que facilitó que la población se identificara y sintiera parte de una sola comunidad cultural y política: la nación mexicana

        Para desarrollar la investigación fue necesario identificar los distintos imaginarios nacionales que fueron impulsados desde el siglo XIX para explicar qué era la nación mexicana, qué era lo mexicano y quiénes eran los mexicanos. Cada uno de estos imaginarios fue promovido por diversas condiciones políticas, económicas y tecnológicas. Una vez que se tuvieron estos contextos, en cada uno de ellos se desarrolla qué interpretación se hacía de Miguel Hidalgo, cómo las elites rectoras del país reinterpretaron y se apropiaron de su culto para justificar su poder político y para potenciar una identidad nacional en el resto de la población.

        Esta estrategia metodológica fue derivada de la llamada “teoría modernista sobre el nacionalismo y la invención de las naciones”, la cual sostiene que las naciones modernas son construcciones culturales que tuvieron cabida a finales del siglo XVIII e inicios del XIX, cuando se desplazó la tradición divino-dinástica de los Estados de Antiguo régimen y “la Nación” fue colocada como fuente de soberanía de los Estados modernos. La investigación se centró en cuatro tipo de fuentes: la historiografía clásica del siglo XIX, las celebraciones patrióticas, la enseñanza de historia patria en sistema escolar influenciado por el gobierno y a partir de las fuentes icónicas (monumentos, pintura, etc.) que han tenido un peso en la construcción de imaginarios nacionales.

        Como última precisión, es pertinente mencionar que la tesis, aunque está centrada en la invención del mito del “padre de la patria”, también aporta conocimiento sobre el proceso de invención de la nación mexicana y lo que esto ha implicado: la manipulación del discurso histórico.

After a relatively fallow period in the 1990s, the general form and functions of states are once again returning to the top of the agenda, both theoretically and practically. 1 This is particularly evident in the wake of the world economic crisis that became increasingly visible from mid-2007 onwards and has since triggered a radical restructuring of the state system and a profound strategic reorientation of state intervention. Indeed, following many predictions about the end of the national state, the close of 2008 and start of 2009 could be seen to herald its resurgence as the saviour in the last resort of an economic and social formation in crisis. Such changes are reawakening interest in the state apparatus, state capacities, state failure, and new forms of governance. Interest in the state and state power had declined following the end of the Cold War, the rise (or, at least, increasing recognition) of globalization processes and their effects, and the growing importance of new social movements. These three trends (and others in the same period) saw attention turn away, respectively, from the contrast between capitalism and socialism and their respective state forms to interest in varieties of capitalism and political regimes, from the national state and/or nation-state to global-local dialectics and multi-level governance, and from class struggle and the class character of the state to the dynamics of discourse and identity politics. In this context, the 'state', especially in its illegitimately taken-for-granted form of the 'national state' or 'nation-state', was considered by many commentators and researchers as less relevant as an object of enquiry than it was during the heyday of work on the state. 2 It seemed too abstract or artificial a theoretical object to study meaningfully in comparison with the range of contemporary political regimes, the complexities of political life, or the micro-physics of socially dispersed power relations. It was seen as a cultural or discursive construction, for example, as an imagined political community or as a site of governmental rationality rather than as a solid institutional apparatus with defined borders and functions. Lively debates over the nation-state resurfaced in the 1980s as scholars and politicians suggested that it had become too small to solve the world's big problems and too big to solve its little ones. These debates have continued into this century and, indeed, the recent global financial crisis and worries about global climate change (juxtaposed to issues of micro-finance and local emergencies) reinforce these points. Problems noted include: (1) the rise of global capitalism, growing global economic imbalances, and the failures of global economic governance, (2) the emergence of a global risk society, especially regarding anthropogenic changes in the environment; (3) the growth of identity politics and new social movements based on local and/or transnational issues; and (4) the threat of new forms of terrorism and dispersed network warfare. But it is unclear what these problems imply for the future of the state.

У раду се разматра однос између глобализације, десу-
веренизације и промена на тржишту радне снаге. У првом
делу указано је на противречности глобализације и њене
последице. Истакнуте су, у кратким цртама, промене у
радном законодавству и стварном положају радне снаге у
земљама капиталистичког центра и периферије.
Други део се односи на слабљење моћи националне
државе и социјално раслојавање радничке класе и средњих
слојева. Ту су анализе о улози синдиката, радног законодав-
ства и над/националних институција у стварању „флекси-
билног“ тржишта рада. Наглашено је да владајуће класе и
елите у транзицији (тј. Србији) делују у интересу глобали-
зованог крупног и страног капитала. Најважније одлуке су
против интереса радничке класе (модел транзиције и прива-
тизације нпр.), која није нашла адекватан модел да заштити
своје класне интересе.
У трећем делу, социолошки се анализирају односи ка-
питалистичке и радничке класе у данашњој Србији. Наво-
де се основни подаци о природи и структури „компрадорске
буржоазије“ и десуверенизацији националне државе у обла-
сти радног и социјалног законодавства. Закључује се да је
национална држава у великој мери укључена у глобализацију.
Моћне државе капиталистичког центра намећу јој интере-
се, продубљују сиромаштво, неједнакости, сукобе и уништа-
вају ресурсе.

This article compares how COVID-19 affected state–society relations differently in two relatively similar countries: Brazil and Argentina. Bringing together social movement theories and ideational institutionalism, we argue that variation in responses to the COVID-19 pandemic is explained by the different roles played by social movements inside and outside government and by contrasting ideational disputes. The extreme uncertainty introduced by the pandemic generated intense contestation about the meaning of the crisis and how to resolve it. In Brazil, progressive social movements not only were excluded from the government coalition, but also had to combat a powerful discourse that denied the existence of a crisis altogether. Such denialism did not flourish in the same way in Argentina, where progressive social movements were part of national government processes. The conference which inspired this collection was explicitly concerned with the direction of contemporary capitalism. Its final plenary session, to which my own contribution was presented, addressed the historical place and destiny of capitalism. Surprisingly, few papers at the conference explored the basic nature of capitalism, its genesis, overall dynamic, or future. Yet only by examining such issues can one usefully comment on the historical place, the direction, or destiny of capitalism or draw relevant political conclusions. Thus I first consider whether capitalism has a distinctive dynamic and, if so, what this might mean for its future. I argue that it does, indeed, show important developmental tendencies. However, as these are not linked to any final telos, capitalist development remains open within very broad limits. Accordingly I do not try to forecast the long-run future or ultimate destiny of capitalism. Instead I discuss several major economic changes in contemporary capitalism, consider whether they involve a break in capitalist development, and suggest some medium-term implications for the national state and governance mechanisms.

1970’lerden bu yana, özellikle gelişmiş ekonomiler ve onların uydularında (periferilerinde) yaygın olarak, “demokratik kapitalizm" veya “pazarın belirleyici olduğu kapitalizm (market-driven capitalism / free market capitalism) denilen ekonomik faaliyet sistemleri egemen konumdaydı. Bu sistemde ve anılan yapının düzenleyicisi biçiminde olan devlet yapısının yeri de, kendi işlevsel hudutları içindeki hükümranlıklarını, BM ve insan hakları evrensel kurallarına göre kullanmak, sistemi koruma / kontrol etme ve bu yolla sistemin meşruiyetini sürdürme ile sınırlanmaktaydı.
Küreselleşmenin hız kazandığı 1990’lı yıllardan itibaren, ABD ve AB gibi, Batılı gelişmiş ekonomiler dışında kalan ve çoğu G20 üyesi olan Brezilya, Çin, Rusya, Suudi Arabistan ve bazı doğu Avrupa ülkeleri başta olmak üzere,  monarşik Körfez ülkelerinin başını çektiği bir değişim gözlenmektedir. Anılan ülkelerde,  kamu serveti-yatırımı ve sahipliliğinin ana unsurları olduğu “devlet kapitalizmi-state capitalism"in yaygınlaştığını ve ekonomik sisteme giderek hakim olduğunu görmekteyiz.  Anılan dönüşümün bazı sektörlerde yoğunlaşmasının yanında,  2000’li yılların başından itibaren de, kamu sermayeli şirketler üzerinden ve “sözde” serbest piyasa koşullarına uygun yapıldığı da, ayrı bir gelişme olarak izlenmektedir.
Aşağıdaki çalışmada, görünürde “serbest piyasa” karşısına kuvvetli bir rakip olarak çıkan “devlet kapitalizmi” ve global ekonomide kamu payının artması ile ilgili süreç ele alınmıştır. Anılan dönüşüm etkenler, yaygın şekilleri, sonuçları, küreselleşmeye entegrasyonu, ulus devlet egemenlik alanına karşı/birlikte yapılanması ve genel panoramadaki yeri parametreleriyle irdelenmeye çalışılmıştır.
Since 1970’s up to now; especially the developed economies and the economic activities that are dominant in their peripheries (widely called as “democratic capitalism” or “market-driven capitalism/free market capitalism”) had been in the ruling position. In this system, the position of the countries’ structures, acting as the form regulators, had been bounded by means of controlling affairs and employing their sovereignty within the borders drawn by UN laws and Universal Declaration of Human Rights.
However, we observe that since 1990’s - time that globalization has started to gear up, state capitalism, which is mainly a factor of social wealth investments and ownership, has become prevalent. The pioneers for this spreading were monarchies of Gulf and countries like Brazil, China, Russia, Saudi Arabia most of which were members of G20 but named apart from the developed economies like USA and EU. It is also observed that since the beginning of 2000’s this spreading has been carried out through state owned enterprises and so-called free market conditions in addition to the the change’s concentration focused on specific sectors.
In the below article we tried to touch the process that is related to the “state capitalism”, which has evolved to be a rival against “free market”, and its factors, common forms, outcomes, integration with globalization, restructuring with/against nation state sovereignty and its place in the overall landscape.

ABSTRACT
The Republic has devised cultural policies and educational policies accordingly, by taking the example of the countries which have been modernized earlier.  The way that the early republic followed for the popularization of revolutions which done to become nation-state and to elude from traditionalist structure of the Ottoman Empire, was public education that was the way “contemporary” countries also followed. The People’s Houses, was established in 1932, that was connected to the republican people’s party had continued the activities of spreading the ideology of early republic until was shut down in 1951.One of the most important activities of the People’sHouses was to infuse the western art music, to increase the national awareness by singing marches during the national days, and to attain the goal of being contemporary. The provincial and district organizations of the party were asked to play roles in the establishment and operation of the People’s Houses. The party, as the element of social transformation, being a deputy means to have power in hand. As how the Republic had gone to the way of consuming the culture of contemporary civilizations to be contemporary, one of the ways of gaining social status in the early Republic was to consume the outputs of the republican people’s party’s ideology, which was intended to be spread in the People’s Houses.In this study; to consume the music that the early republic intend to create by synthesis of western composition technique with national culture of Turks, and the newly created values of the early republic; will be tried to understand in context of status and conspicuous consumption.

ÖZET
Cumhuriyet, kendinden önce modernleşen ülkeleri örnek almış, kültür politikalarını ve buna bağlı olarak eğitim politikalarını kurgulamıştır. Yeni Cumhuriyetin, ulus devlet olmak ve Osmanlı’nın gelenekçi yapısından sıyrılmak için yaptığı inkılâpların yaygınlaşmasında izlediği yol, yine muasır medeniyetlerin izlediği yol olan halk eğitimi olmuştur. Yeni kurulan Cumhuriyet’in ideolojisini halk kitlelerine yayma amacıyla 1932’de kurulan Halkevleri, Cumhuriyet Halk Fırkası ile organik bir bağ içerisinde kapatıldığı 1951 yılına kadar faaliyetlerini sürdürmüştür. Halkevlerinin en önemli faaliyetleri, halk kitlelerine batı sanat müziğini aşılamak, bayramlarda marşlar söyleyerek ulusal bilinci arttırmak ve yeni Cumhuriyet’in muasır olma yolunda rüştünü ispat etmekti. CHF’nin il ve ilçe örgütlerinden Halkevlerinin kurulmasında ve işletilmesinde rol olması talimatnamelerce istenmişti. Parti, toplumsal dönüşümü sağlayıcı unsur olduğu gibi partiden olmak, mebus olmak da elinde güç bulundurmak demekti. Nasıl ki Cumhuriyet muasır olmak için muasır medeniyetlerin kültürünü tüketme yoluna gittiyse, bu bağlamda yeni kurulan Cumhuriyette toplumsal statü kazanmanın yollarından biri de Halkevlerinde yaygınlaştırılması amaçlanan CHF’nin ideolojisinin çıktılarını tüketmek oldu. Bu çalışmada, yeni kurulan Cumhuriyetin; yaratmayı amaçladığı batı tekniğiyle Türk ulusal kültürünün sentezinden oluşan müziğini ve yeni yaratılan değerlerini tüketmek, statü ve gösteriş tüketimi bağlamında anlamlandırılmaya çalışılacaktır.

Her bilimsel çalışmada, üzerinde çalışılan konuyu sistemli bir analiz için sınıflandırma ve düzenleme konusunda çeşitli yöntemler mevcuttur. Gerek fiziksel gerekse sosyal bilimlerde olsun, gözlemci parça ya da bütün, bileşenler ya da sistem üzerinde odaklanmayı seçebilir. Sosyal bilimlerin pek çoğunda çeşitli olası analiz düzeylerinin olumlu ve olumsuz yanları yoğun bir şekilde tartışılırken, yeni ortaya çıkmakta olan disiplinimizdeki öğrenciler arasında bu konu pek gündeme gelmemektedir. Bu sükûnet bazıları tarafından konunun alanımız ile ilgili olmadığını gösteren bir işaret olarak görülebilir. Ancak bu yazar sessizliği şüpheyle algılamaktadır. Yazar konunun disiplinle ilgili olduğuna ikna olmuştur ve bu konuya bir çözüm bulunmak zorunda olduğuna emin olmuştur. Bu makalenin amacı, bu konuyu gündeme getirmek, alternatifleri ortaya koymak ve yaygın olarak kullanılan iki analiz düzeyinin teorik çıkarımlarını ve sonuçlarını incelemektir.

[ES] La condición de nacional de un Estado ha dejado ser el requisito indispensable para el disfrute de los derechos asociados a la ciudadanía. La intensa transformación que las instituciones estatales ha experimentado con el avance imparable de los procesos de globalización, así como el notable progreso de la cultura de los derechos humanos a nivel nacional e internacional, se encuentran entre los factores determinantes de importantes cambios normativos que afectan a la vida cotidiana de los inmigrantes. Éstos desarrollan con frecuencia diferentes formas de vinculación con el Estado receptor que no necesariamente pasan por la adquisición de la ciudadanía.

[EN] The nationality is no longer the indispensable prerequisite to enjoy the rights associated with the citizen- ship. The intense transformation which the state-run insti- tutions have undergone with the irresistible progression of the globalisation processes, as well as the considerable advance of the culture of human rights at the national and international level, rank among the decisive factors of important normative changes which affect the daily life of the immigrants. They often avail different types of membership within the receiving state which does not necessarily require the acquisition of the citizenship.

In this essay I consider the changing articulation of the economic and the political in contemporary capitalism. This topic is often reduced to the changing relationship between markets and the state. The following account broadens such analyses by examining the cultural and social embeddedness of market and state and their discursive and the ways in which they are articulated both discursively and extra- discursively. To illustrate this claim I refer substantively to changes in the state form that has been centrally associated with Atlantic Fordism.

Der ukrainische Präsident Petro Poroschenko hat 2015 einen Prozess der »Deoligarchisierung« angekündigt. Daraus ist bislang wenig geworden. Zwar konnten im Bereich der öffentlichen Beschaffung Profitquellen der Oligarchen teilweise trockengelegt werden. Auch wurden in Bezug auf die Parteienfinanzierung und das Medienrecht einige Schritte unternommen, um den Einfluss der Oligarchen zurückzudrängen. Diese Reformen sind bislang jedoch nicht wirkungsvoll implementiert worden. Zudem haben Maßnahmen in Sektoren, die für die Oligarchen von elementarer Bedeutung sind (vor allem Energie), einen äußerst widersprüchlichen Charakter. So bleibt das oligarchische System bestehen und wird von der herrschenden Elite sogar mitgetragen und erweitert. Solange externe Akteure ihren Einfluss nicht verstärken, wird die Ukraine trotz vieler Reformbemühungen aus dem Sumpf der Korruption kaum herauskommen.
