Conceptualizing Territories

The social use of the term “territory” has tended to proliferate in the context of globalization. French-language geography has also indulged an immoderate use of the concept. The apparent paradox has made the contemporary notion of territory the target of detractors who see it as something obsolete (a product of modernity now superseded by a de-territorializing postmodernism), too reductive (not allowing for a grasp of the mobile aspect of spatial relationships), and mystifying (masking the true social issues, further dismantling the welfare state). These criticisms suggest that the term should be re-conceptualized rather than dropped, given that territorial complexity is a given of postmodernism. Nor dropping the term is likely to happen anytime soon, sinceusage currently ranges from a portmanteau word synonymous with region or area to a specifcally geopolitical notion based on the delimited extension of state sovereignty. Between the extensive and restrictive uses of the concept, cultural and political geographies converge on the necessarily “constructed” nature of the territorial object. Contradictions nevertheless remain between these constructivist approaches; the most promising paths for overcoming them call for a clear grasp of territorial confgurations and ideologies. Proposals are thus offered here for rendering the concept functional on a political level, notably by making a clear distinction between theterm and the zone or area it applies to.

The number of cultural parks and heritage areas is increasing in Europe and the United States. Those are spreading over other areas where the economic sectors related to tourism and leisure gain weight. Heritage areas or parks are heterogeneous initiatives that place cultural heritage at the heart of spatial planning policy and economic development, aiming at the reinvention of large territories and local community participation in planning. Their relevance stems from their potential influence on the territorial configuration of broad regions and their impact upon the articulation of traditional protected areas. Notwithstanding this, they have attracted scant academic attention so far.

The number of cultural parks has been steadily increasing in recent years throughout the world. But what is a cultural park? The aim of this dissertation is to provide an answer to this question or at least to set out the basis for an academic debate that moves beyond technical narratives that have prevailed to date. It is important to open up the topic to academic scrutiny given that cultural parks are becoming widespread devices being employed by different institutions and social groups to manage and enhance cultural and natural heritage assets and landscapes. The main problem to deal with is the predominant lack of theory-grounded, critical reflection in the literature about cultural parks. These remain largely conceived as technical instruments deployed by institutions in order to solve an array of problems they must deal with. Also, cultural parks are overally regarded as positive and constructive tools whose performance is associated with the preservation of heritage, the overcoming of
the nature/culture divide, the reinforcing of identity and memory and the strengthening of social cohesion and economic development. This dissertation critically explores these issues through the analysis of the literature on cultural parks. Also, it provides a novel theoretical conceptualization of cultural parks that is connected and underpins a tentative methodology developed for their empirical analysis

El fenómeno de los parques patrimoniales está creciendo en Estados Unidos y Europa y se extiende por otras áreas a medida que el sector terciario gana peso en la economía y las dimensiones de la cultura y el ocio tienden a hibridarse. Los parques Patrimoniales son iniciativas heterogéneas que colocan el patrimonio cultural en el centro de las políticas de ordenación territorial y desarrollo económico, buscando la reinvención de territorios amplios y la participación de las comunidades locales en el planeamiento. Su relevancia deriva de su potencial influencia en la configuración macroterritorial de regiones amplias y en la articulación de las áreas protegidas tradicionales. Pese a ello, han recibido una escasa atención académica hasta el momento. Este trabajo expone los resultados de una investigación realizada a partir del estudio de la literatura disponible y busca la apertura del asunto a la interpelación académica, tanto de las disciplinas técnicas como sociales.

The transition towards post-productivism: heritage areas, cultural parks and spatial planning.

Abstract

The heritage area phenomenon is growing in the United States and Europe and is spreading over other areas where the tertiary economic sector is gaining weight and the dimensions of culture and leisure tend to hybridize. Heritage areas or parks are heterogeneous initiatives that place cultural heritage at the heart of spatial planning policy and economic development, aiming at the reinvention of large territories and local community participation in planning. Their relevance stems from their potential influence on the territorial configuration of broad regions and their impact upon the articulation of traditional protected areas. Notwithstanding this, they have attracted scant academic attention so far. This paper presents the results of an investigation that has analyzed most available literature on the topic, with the aim to open the issue of heritage areas to academic scrutiny of both technical and social disciplines.

Resumo: A expansão do ensino superior, política implementada pelo governo Lula (2003-2011) estimulou uma série de estudos que trataram desde o papel das universidades nos processos de democratização do acesso a uma formação superior até estudos que focaram nas escalas de ação e nos efeitos decorrentes da localização das instituições de ensino superior (ies's) nos processos de desenvolvimento dos lugares e das regiões. A grande maioria desses estudos mais focaram a escala local do que uma análise que se preocupasse em entender o impacto dessas ies's nas regiões, sobretudo nas regiões geradas pelas próprias ies´s, ou mesmo no território. Este trabalho tem como proposição contribuir para análise do papel da universidade como vetor de crescimento econômico dos lugares e das regiões, a partir de uma releitura da Teoria dos Polos de Crescimento, elaborada por Perroux nos anos 50 e de uma proposição de análise.

REGIÕES FUNCIONAIS: DOS CONCEITOS ÀS PROPOSTAS DE INTERVENÇÃO
Uma visão de síntese sobre as 'regiões funcionais' – o que são, para que servem e em que condições podem ser utilizadas no contexto de políticas e estratégias de desenvolvimento territorial.

Os caminhos, entendidos como o conjunto de vias de comunicação terrestre associadas a modos de deslocação não motorizados, representam a mais elementar infraestrutura de transporte instalada no território. Apesar da sua aparente inadequação ao contexto presente, da hiper-mobilidade, correspondem a um recurso que poderá ser fundamental para o desenvolvimento sustentável de uma região. Como maximizar este património? Quais as realidades que compreende? Quais os princípios de intervenção?

Num primeiro momento, o artigo procura dar conta da diversidade de tipos de caminhos existentes, propondo um quadro conceptual que organiza o caleidoscópio dos percursos territoriais. Evidenciam-se os diferentes interesses e mundos simbólicos que gravitam em torno dos caminhos, classificando-os em função do destino programático.
Num segundo momento, perante a profusão de iniciativas, dos últimos anos, para a definição de rotas territoriais orientadas para os modos activos de deslocação, e a partir do olhar crítico do urbanista, propõe-se a reorganização e sistematização dos percursos existentes numa rede articulada. Os caminhos poderiam assim constituir uma componente de um sistema vertebrado de usufruto do território. Esta concepção do sistema deverá fomentar sinergias e garantir uma oferta integrada, organizando serviços e congregando stakeholders. A constituição de uma rede de caminhos permitirá articular diferentes itinerários, ampliando as possibilidades de uso, o raio de acção e o tempo de permanência dos utilizadores num dado território.
De seguida, elencam-se e descrevem-se as componentes básicas do sistema proposto, englobando: (i) os caminhos, (ii) as interfaces, (iii) os dispositivos de sinalização e informação, (iv) os equipamentos e os pólos de visita. Deixa-se em aberto os níveis de infraestruturação e serviço, tendo em conta a variabilidade dos contextos e das razões de uso.
Por fim, sugere-se uma série de vectores a considerar na sistematização de uma rede de caminhos, nomeadamente a articulação com os sistemas de transporte (pensando-se toda a cadeia de deslocação do utilizador, a acessibilidade e a visibilidade da rede) e a articulação com o território (atendendo-se aos impactos do sistema e a consideração da paisagem como um recurso e produto turístico).

Since the early twentieth century, the history of the city and modern urbanism was particularly marked by ideas and projects for new cities with a strong utopian and paradigmatic character: prototypes, unsuccessful or partially implemented, which unquestionably influenced the culture and practices of urban planning and architecture, achieving still to sensitize the collective imagination over the image of the cities of the future; primordial archetypes, acting as true testimonies of concepts, intentions or ways to devise new dimensions and features of the urban environment and alternative and revolutionary ways to understand how would be the city of the future generations. The evolutionary path of these ideas or projects culminates, and in certain sense ends, with the new vanguards of the 50’s and 60’s, where the preconized concepts of town (unlimited) point to the dissolution of the architectural object and of the architecture itself. Trata-se de um trabalho académico do seminário de especialidade em Território e Desenvolvimento, do Doutoramento em Geografia e Planeamento Territorial, e é composto por três recensões críticas de artigos científicos. Com a leitura destes textos e, sobretudo, através da reflexão crítica sobre o seu conteúdo, pretendeu-se colher os ensinamentos de três grandes pensadores (de origens e nacionalidades diferenciadas e com formas de olhar o território complementares) como contributo para uma visão integrada das questões do território numa perspetiva de ordenamento e desenvolvimento.
