Honolulu is susceptible to coastal flooding hazards. Like other coastal cities, Honolulu&s long-term economic viability and sustainability depends on how well it can adapt to changes in the natural and built environment. While there is a disagreement over the magnitude and extent of localized impacts associated with climate change, it is widely accepted that by 2100 there will be at least a meter in sea level rise (SLR) and an increase in extreme weather events. Increased exposure and vulnerabilities associated with urbanization and location of human activities in coastal areas warrants serious consideration by planners and policy makers. First, flooding due to the combined effects of SLR and episodic hydro-meteorological and geophysical events in Honolulu are investigated and the risks to the community are quantified. The assessment of the response of a prehospital/hospital system to a disaster will prove a complex and challenging undertaking for those who attempt it. Data availability and quality will prove to be an immediate problem. Finding the time to devote to assessment is usually difficult. Identifying qualified and interested members of the required multidisciplinary team and, in particular, an individual with health services research background who can assist in all phases of the design and implementation of the project, is often difficult. Obviously, these problems will be less severe if they are addressed to some degree in the disaster plan. Mass casualty incidents and large-scale disasters involving children are likely to overwhelm a regional disaster response system. Children have unique vulnerabilities that require special considerations when developing pediatric response systems. Although medical and trauma strategies exist for the evaluation and treatment of children on a daily basis, the application of these strategies under conditions of resource-constrained triage and treatment have rarely been evaluated. A recent report, however, by the Institute of Medicine did conclude that on a day-to-day basis the U.S. healthcare system does not adequately provide emergency medical services for children. The variability, scale, and uncertainty of disasters call for a set of guiding principles rather than rigid protocols when developing pediatric response plans. Individuals with disabilities are disproportionately vulnerable in evacuation emergencies, and they face numerous challenges accessing resources for response and recovery.The aim of this study was to compare the preparedness behaviors of households with and without special-needs members.A random-digit-dial telephone survey was conducted of 501 adults in southeastern Pennsylvania in 2008. The survey instrument gathered data on sociodemographic characteristics, disability status/functional limitations, and preparedness behaviors related to an evacuation emergency. Analyses were conducted in 2009 and included multiple logistic regressions. Data were weighted to correct for unequal probabilities of selection and response.Nineteen percent (n=95) of respondents reported living in a household in which someone had a transportation-related special need requiring assistance in case of an emergency. Households with a special-needs member had greater odds of having arranged a place to meet (OR=2.2; 95% CI=1.26, 3.88); located a shelter (OR=1.8; 95% CI=1.05, 3.24); or packed a bag (OR=1.8; 95% CI=1.02, 3.21). No significant differences were identified with respect to awareness of evacuation routes, purchasing of food and water, or creation of an emergency plan to guide evacuation decision-making.Despite both greater vulnerability to disaster and numerous messages by governmental and nongovernmental organizations, households with special-needs members are not more likely to engage in time-consuming preparedness behaviors such as planning and buying. Understanding the motivations and behaviors of special-needs groups is critical to designing informed risk-communication messages and interventions to bolster the preparedness of the most vulnerable populations.

Since duration prediction is one of the most important steps in an accident management process, there have been several approaches developed for modeling accident duration. This paper presents a model for the purpose of accident duration prediction based on accurately recorded and large accident dataset from the Korean Freeway Systems. To develop the duration prediction model, this study utilizes the log-logistic accelerated failure time (AFT) metric model and a 2-year accident duration dataset from 2006 to 2007. Specifically, the 2006 dataset is utilized to develop the prediction model and then, the 2007 dataset was employed to test the temporal transferability of the 2006 model. Although the duration prediction model has limitations such as large prediction error due to the individual differences of the accident treatment teams in terms of clearing similar accidents, the results from the 2006 model yielded a reasonable prediction based on the mean absolute percentage error (MAPE) scale. Additionally, the results of the statistical test for temporal transferability indicated that the estimated parameters in the duration prediction model are stable over time. Thus, this temporal stability suggests that the model may have potential to be used as a basis for making rational diversion and dispatching decisions in the event of an accident. Ultimately, such information will beneficially help in mitigating traffic congestion due to accidents.

Climate change will increase the frequency and magnitude of extreme weather events and create risks that will impact health care facilities. Health care facilities will need to assess climate change risks and adopt adaptive management strategies to be resilient, but guidance tools are lacking. In this study, a toolkit was developed for health care facility officials to assess the resiliency of their facility to climate change impacts. A mixed methods approach was used to develop climate change resiliency indicators to inform the development of the toolkit. The toolkit consists of a checklist for officials who work in areas of emergency management, facilities management and health care services and supply chain management, a facilitator's guide for administering the checklist, and a resource guidebook to inform adaptation. Partnerships among local public environmental health (EH), emergency preparedness and response (EPR) programs, and the communities they serve have great potential to build community environmental health emergency preparedness (EHEP) capacity. In the study described in this article, the beliefs and organizational practices pertaining to community EHEP outreach and capacity were explored through key informant (KI) interviews (N = 14) with a sample of governmental EH and EPR administrators and top-level managers from Riverside and San Bernardino counties in Southern California. The results indicate that KIs were highly confident in their workforces' efficacy, ability, willingness, and motivation to directly engage local communities in EHEP. Best practices to combat organizational and systematic barriers to community EHEP outreach were identified. The Republic of China on the island of Taiwan has experienced at least 20 terrorist events since 1979, including 13 aircraft hijackings and five bombings. Factors responsible for the relatively small burden of terrorism on Taiwan in the past include tight military control over political dissent until 1987, a warming relationship with the People's Republic of China in the 1990s, political inclusion of major internal cultural groups, geographic isolation, and a lack of other significant international enemies. Nevertheless, today Taiwan faces a new prospect of terrorism by adversaries of the United States and its allies and by an international paradigm shift in the types of weapons used by terrorists. The term resilience has dominated the discourse among health systems researchers since 2014 and the onset of the Ebola outbreak in West Africa. There is wide consensus that the global community has to help build more resilient health systems. But do we really know what resilience means, and do we all have the same vision of resilience? The present paper presents a new conceptual framework on governance of resilience based on systems thinking and complexity theories. In this paper, we see resilience of a health system as its capacity to absorb, adapt and transform when exposed to a shock such as a pandemic, natural disaster or armed conflict and still retain the same control over its structure and functions.

This article discusses the influence of management theory, some principles of leadership, four strategic management considerations, that are applied to emergency management, allow emergency managers to transform their followers, organizations, and communities at large. The authors argue that in the past there has been little recognition of the value, or application, of these three areas of emphasis in the disaster profession. Using more of these principles, emergency managers may transform into transformational change agents who make a difference in their followers' lives, who themselves transform other people and improve emergency management.

This paper presents part of the University UTE of Quito’s post-earthquake reconstruction project “Arquitectura en movimiento en San Josè de Chamanga”, on using UAVs and specifically the drone Mavic Pro 2, as an innovative tool to terrestrial surveying for post-disaster areas. It describes how the provision of a real-time and high-resolution imagery of the remote areas of San José de Chamanga might assist in defining its urban form, map places that today are not accessible and document the local built heritage. Following this logic, the study argues that the mapped data could become a pivotal tool to the creation of an urban/ architectural construction manual that has a dual role: on the one hand, it could provide locals with guides and standards during self-construction, assisted self-construction, and construction with technical assistance. On the other hand, it reveals architectural and urban elements of the researched area.

TOPIC. Hurricane Katrina was a disaster that affected the lives of many people from the Gulf Coast area. The hurricane affected their emotional and physical health, and devastated their financial and material status.PURPOSE. This article relates the lived experience of a Hurricane Katrina New Orleans evacuee who relocated to Texas permanently.CONCLUSION. The people who resided in these communities lost not only their homes but their culture and day-to-day life. One's culture and identity are developed and learned over time and cannot be easily replaced. A person may adopt another culture or identity, but the original self (much like the city of New Orleans) has been shattered and torn.

As organizations develop secondary data centers, it is critical that they be placed in locations that serve the organization yet do not have a shared risk with the primary data center. The organization needs to consider factors or guidelines which mitigate potential issues that could affect both the primary and secondary data center. It is impossible to eliminate all risk to a single data center but an organization needs to ensure that at least one data center remains operable. The article will propose that data centers be located 50 km or approximately 30 miles apart. The proposal is supported by evaluating earthquake intensity maps that will show that earthquakes damage drops to relatively safe levels after the 30 miles from the epicenter. The article will show that other environmental factors such as power, floods, fire, transportation, fire, and soil are also mitigated by a 30-mile separation guideline.
