Commercial sexual exploitation of children continues to be a significant and pressing concern in developing countries around the globe. Few existing reports, however, indicate the alarming rate at which the problem is in Madagascar, where child labour is very common until today.

This presentation investigates Malagasy child prostitution and marriages from an anthropological perspective by outlining the life conditions of Malagasy children against a backdrop of children’s rights, as it is considered a gross violation of their rights and dignity from a Western perspective.

However, this study aims to negotiate these phenomena from a cultural relativist approach by paying attention to children’s aspirations in a changing society, and relating the themes to traditional practices and cultural values.

These anthropological findings can help foster various stakeholders, ranging from families to policy makers, to formulate further and appropriate interventions and to implement policies such as the Convention on the Rights of the Child.

The objectives of this presentation are to examine what the key social, cultural, historical and economic determinants are which lead children to engage in transactional sex. Moreover, it tries to explain why the Convention of the Rights of the Child do not work in Madagascar.

Wskazane zostały zarówno zachowania ryzykowne, jak i czynniki chroniące w odniesieniu do ofiar, a także cechy osobowościowe osoby dorosłej, która decyduje się na pokrzywdzenie dziecka. W niniejszym artykule przedstawione zostały również etapy wchodzące w skład procesu uwodzenia małoletnich z użyciem sieci teleinformatycznej. Istotnym zaznaczenia jest również fakt, iż w opracowywanym artykule przytoczono liczne dane statystyczne pochodzące z raportów krajowych oraz międzynarodowych traktujące o szeroko pojętej tematyce używania przez osoby małoletnie Internetu oraz podejmowanymi przez nie zachowaniami ryzykownymi mogące wpłynąć na fakt pokrzywdzenia cyberprzestępstwem.

Esta particular aventura etnográfica e intensa investigación sobre las modalidades y las rutas que emplean los tratantes de personas en la Amazonía peruana para seducir a sus víctimas y conducirlas hasta los lugares en los que ocurren diversas modalidades de explotación se ha valido de una sistemática recolección bibliográ ca sobre las formas contemporáneas de la esclavitud en la selva peruana, de la revisión de las crónicas rojas de los diarios amazónicos, del recorrido por los ríos Amazonas, Marañón y Ucayali hacia el interior del país y de la carretera Interoceánica a lo largo del corredor minero de Madre de Dios, y de la recolección de datos en pueblos tomados por el narcotrá co o en campamentos de la minería ilegal.
Uno de los principales retos de la investigación fue dotar a la descripción de estas rutas de algo más que un contenido geográ co. Para ello, se ha llevado a cabo un trabajo tanto de forma táctica —las vías geográ cas y los controles por los que atraviesan los tratantes y sus víctimas en su camino a los lugares donde estas serán explotadas—, como de manera etnográ ca —el proceso por el cual las víctimas son despojadas de una serie de derechos y producidas como esclavos y esclavas—. Tal como se describen aquí, las rutas de la trata no son solo la diversidad de caminos y vías de transporte entre los que un tratante puede elegir para llevar a sus víctimas de un punto A un punto B. Son, sobre todo, la serie de pasos por los que un individuo es producido como víctima poten- cial, desde las propias condiciones de vulnerabilidad en su lugar de origen y, a lo largo del camino, es paulatinamente despojado de los derechos que, precisamente, lo cons- tituyen como persona, hasta acabar convertido en un mero objeto de cambio o, más precisamente, en una deuda, la cual será, para la víctima, muy difícil de saldar y podrá ser puesta a la venta para que algún otro explotador compre a la persona misma.
Tácticamente, el trabajo de campo hecho para este estudio recorre tres rutas longi- tudinales entre la ceja de selva y la Amazonía, o viceversa. De norte a sur, la primera recorrió desde de la triple frontera entre Perú, Brasil y Colombia hasta Nueva Cajamarca, en el departamento de San Martín; pasó por Iquitos, Nauta, el río Marañón, Yurimaguas, Tarapoto, Moyobamba y Nueva Cajamarca. La segunda, se inició en Huánuco rumbo a Pucallpa, haciendo una bifurcación por la antigua zona cocalera de Tocache y Uchiza, para llegar, luego, hasta Iquitos a través del rio Ucayali, para lo cual pasó por las provin- cias de Ucayali y Requena, en Loreto. La tercera, comenzó en la ciudad del Cusco, por la carretera Interoceánica, por la seguidilla de pequeñas ciudades y pueblos que, uno después de otro, conducen hasta Puerto Maldonado, Madre de Dios: Urcos, Ocongate, Quincemil, Mazuko, Huepetuhe y La Pampa. Cada ruta, por su parte, ha sido dividida en los pasos que constituyen tanto a la cadena como al propio delito de la trata: la capta- ción, el traslado y la explotación de una víctima. Además, como un eje transversal, se ha añadido un análisis del rol que juega el Estado en cada uno.

This document considers whether the human rights and entitlements afforded to girls are protecting them from sexual exploitation in the UK, and whether those rights under international and national law and legislation are being observed and adhered to when working with girls. At the back of this document (starting at page 12) is a large table of human rights and legislative entitlements that girls who have been subjected to sexual violence should be afforded. The table explores whether the rights and entitlements are being observed and upheld in the UK using recent research and serious case reviews.

This report presents detailed findings from the evaluation of the group work service. The aim of the group work was to lower the risk of sexual exploitation in the medium to long-term. This was to be done through providing access to information, advice and guidance so that children and young people could make what was termed as ‘safe decisions’. Several outcomes were identified for children and young people from the group work, including experiencing improvement in understanding, awareness and a preparedness to take actions, which practitioners felt lowered the risk of exploitation. While NSPCC practitioners and children and young people felt that having the opportunity to learn about exploitation was a good thing, doubts were raised as to whether this could lower the risk of exploitation. This was based on an understanding that factors, which heightened the risk of exploitation, that were beyond the influence of the group work, had not changed.

This report is based on a study of the first 338 reports of Child Sexual Abuse (CSA) received by the Child Advocacy Centres (CACs) operated by ChildLink, Guyana, as well as interviews with teenage CSA victims and their supportive caretakers. It provides insight into the situation of child victims including vulnerabilities, pathways for services, and effects of the abuse. Extensive participant quotes are provided as well as statistical information.

Abstract: Every day, children are being bought, sold and transported away from their homes. The trafficking of human beings particular children has become a multi-dollar business that appears to be growing. Child trafficking is illegal. It is also extremely harmful, as trafficked children are physically and sexually exploited. The United Nations estimates that 246 million children across the world are involved in exploitative labour and that 1.2 million children are trafficked each year. About one million children are exploited in the multi-billion dollar sex industry. Next to drug and gun trafficking, human trafficking is the third top criminal industry in the world. What used to be reported as a one billion dollar trade annually in early 2000, is now reported to generate a yearly profit of around US$ 10-12 Billion. A US state department report has placed India on its second worst category of human trafficking watch list for the fifth year in a row, for allegedly failing to show evidence of increasing efforts to combat the problem. In the report, India is described as a “source, destination and transit country for men, women and children trafficked for the purpose of forced labour and commercial sexual exploitation. Ignorance, limited resources and poor execution of the protective programmes and policies for children further creates many problems and the problem of trafficking seems to be finding no redress in the near future. It is in this backdrop the present paper attempts to suggest some possible suggestion to check the problem of social menace i.e. child trafficking.

Does YouTube normalize the unintended sexploitation of tween Black girls' musical play in user-generated content (UGC)? A review of girlhood studies, online sexploitation, social media, and intersectionality contributes to a case study of over 600 YouTube twerking videos uploaded over a six-year period (2008–2014). Utilizing Critical Technocultural Discourse Analysis (CTDA), three main findings point to the normalization of online sexploitation relative to Black girls' user-generated content: 1) the disclosure of personal-identifying information; 2) disconnects between culture and age-restricted guidelines; and 3) the monetization of music in UGC.

This report discusses the key findings from the implementation of the NSPCC's Protect & Respect child sexual exploitation programme. It describes an attempt to launch a 'platform' service and conduct impact studies on CSE intervention models. It also summarises the findings from two different services: a group work service and a one-to-one work service. The findings are discussed against current debates in policy and practice. Professionals are cautioned against taking a 'head on' approach to broaching the issue of exploitation with children and young people for whom there are concerns. Often, children and young people who experience exploitation, experience a range of adversities, and sometimes it makes sense to support young people with some of the other issues affecting them first.

This thesis is concerned with the experiences and service needs of underage sex workers in Aotearoa New Zealand, and attempts to address the relative paucity of existing literature concerning this population group in a domestic context. It is informed by interviews with eight young people who are or have been involved with sex work in Auckland, New Zealand. The study aims to explore participants’ early experiences and their understanding of their sex work involvement. This thesis also identifies barriers to service access. Qualitative content analysis was used to analyse the data, and the emergent findings are illustrated by participant excerpts.
Analysis of the research data shows that participants’ involvement in underage sex work functioned predominately as a method of enabling psychological or physical escape, was associated with a lack of caregiver consistency and intense reliance on peer relationships, and served to reinforce the existing gendered power differential inherent in participants’ social environments. These findings further indicate that the internal working models deriving from early proximal relationships govern the development of self- concept, gendered expectations, and the ability to tolerate distress. The convergence of these working models with the sub-culture of underage sex work appears to influence participants’ negative self-perspective, their acceptance of gendered violence and mistreatment, and their uptake of escape behaviour such as substance use. These factors then act synergistically to create barriers to service access through participants’ levels of shame, internal and external chaos, and learned hesitance about service engagement. Relationship building between practitioners and underage sex workers is also hindered by the approaches of individual practitioners. This thesis concludes with recommendations regarding effective service design, providing for needs relating to attachment, self-concept, and gender-related harm. Finally, it proposes that although an ecological framework is helpful to understand the multi-faceted nature of underage sex work, the facilitation of a robust and responsive therapeutic alliance between practitioner and client constitutes a significant step toward successful intervention with this population group.

Child sexual exploitation is a form of child sexual abuse. In 2014, the NSPCC started an evaluation of its Protect & Respect programme of child sexual exploitation services. This report presents detailed findings from the evaluation of the one-to-one work. 1,014 children and young people were referred and allocated for one-to-one work during the period of the evaluation. Nine out of 10 children and young people were female. Practitioners reported that perseverance was a key part of engaging young people. Practitioners had to work with with uncertainty over the actual experiences and levels of risk faced by the young person. A tension was experienced between trying to ensure the work was child-led and wanting to address significant risks to the child or young person’s safety or actual harm. Despite experiencing significant risks some children and young people were not being safeguarded by statutory services. Positive changes were more likely when children and young people had a relationship with an adult who cared for them, and when perpetrators’ ability to access the child or young person was minimised. Practitioners also felt that things could have been improved for some young people if they had been provided with therapeutic support.

This document, prepared for the Ministry of Public Safety and Solicitor General for the Province of British Columbia, suggests that a provincial strategy to combat online sexual exploitation of youth should be based on a human service approach, favour cooperation and coordination amongst industry, government, NGOs and the public and have a strong focus on education, awareness, research and training.

La paradoja que más nos sorprende es que los significativos logros alcanzados en el terreno de los acuerdos internacionales no se corresponde con la pobreza de los resultados ni con la naturaleza de los obstáculos que es preciso vencer para que sus beneficios alcancen a los niños. En este texto se presentan una serie de recomendaciones al respecto en las áreas de la prevención, la protección y la persecución de este tipo de crímenes contra los nños, así como en las acciones de recuperación y reintegración social.

Background: Specialty courts have emerged as a model of care for U.S. youth impacted by commercial sexual exploitation (CSE) to ensure comprehensive service provision. However, there is a lack of published research that documents the extent to which these programs achieve this goal. Objective: We sought to understand a specialty juvenile justice court's role in identifying mental health and substance use treatment needs, providing linkages to services, and facilitating stability for youth with histories of CSE. Participants and Setting: We conducted an exhaustive court file review of the 364 participants in a U.S. based juvenile delinquency specialty court for youth affected by CSE. The observation period spanned 2012-2017. Methods: The research team systematically transferred data from court files into a secure, electronic database. Descriptive statistics and Chisquared tests were calculated to explore potential associations. Results: Participation in the specialty court for youth impacted by CSE suggests an increase in identification of mental health and substance use needs and linkages and referrals to mental health and substance use treatment services. In addition, there was increased stabilization as indicated by decreased substantiated child welfare allegations, fewer running away episodes, and placements and criminal involvement. Conclusions: Specialty courts that incorporate a multidisciplinary, trauma-informed approach offer a promising intervention model for meeting the high treatment needs of youth impacted by CSE.

Abstract: Boys’ Love (BL) is a genre of manga which portrays sexual and romantic relationships between young, often adolescent, men. Perhaps surprisingly, most BL mangaka (artist-authors) are female and most consumers are teenage girls and young women. However, despite a renowned artistic pedigree and global associated youth subculture - consisting of one of the most sexually-benign demographics - BL distributors and audience are vulnerable to prosecution under recent English prohibited images of children legislation (Coroners and Justice Act 2009). English child pornography laws have become increasingly stringent. Legislation was first against production and dealing and then extended also to possession; moved from a narrow, actual-age-based definition of ‘child’ to a wider, impression-of-age-based one; and expanded the type of prohibited image from the photographic to include also free-hand drawings of fantasy encounters which might involve imaginary beings. This paper argues that BL problematises key assumptions of the prohibited images of children legislation in that the law invites a literal, and privileges a singular, reading of such fantasy, erotic, visual texts. The legislation invites a literal reading through implying that given criteria coherent for the assessment of representational texts (e.g., photographs of real children) can be applied also to non-representational texts (i.e., fantasy drawings): specifically, that protagonist age can, within the ordinary everyday parameters of impression, be determined but also that a series of problematic foci (genitals or anal region) and acts can be described void of context and awarded moral status similar to that of the real. Perhaps even more problematic, the legislation invites a singular reading of texts through priming a search for the specified and reified elements by a defined audience (magistrates, District Judge, or jury) under the remit that a certain constellation may warrant prohibition. That is, it alerts hegemonically-empowered or hegemonically-representational groups to a paedophilic reading and disavows other possible readings as irrelevant if these groups can find that reading. Importantly, as an interpretative community, BL fans’ own reading practices and understanding of genre conventions are discounted. Hence, paradoxically, a demographic the legislation is designed to protect (young people) is now, under its auspices, potentially vulnerable to prosecution through their BL fanship.

In a perfect world, development speaks of a progressive movement beneficial equitably to all sections of the society. However, in reality it has been seen that the process of urbanization and inclusive urban development, as a practice of city planning and management, do not accrue equitably and justly to all the stakeholders. A process of Abjection takes root exists together with the progress that urban development purports. What thence form are ghettos that serve as moral spaces within a geographical parlance and house such actors who are integral, yet a segregated population working within the Urban Centres which are perceived as growth engines. The practices here reveal the fulfilment of the aspirations of a certain class of actors within the urban space who are perceived as politically active, while overlooking and overshadowing the moral spaces which consist of such other players who are trapped within those semi-permeable urban " Moral Bubbles " , as a result of planning and governance practices. This paper discusses the existence and growth of such 'bubbles' in the rapid urbanization of Mumbai and its surroundings, taking specifically in context the spatial existence of Commercial Sex Workers, inquired through a cultural and socioeconomic study of them within their habitat. Places like Thane, Bhiwandi around Mumbai are industrialized urban and peri-urban spaces that have seen quick economic growth but an equally quick abjection and oppression of the commercial sex workers who are now relegated to spaces which are evidently morally labelled and hence developmentally marginalized compared to the rest of the city.

The current study was conducted in the four selected fisher communities in Bangladesh. The communities were at
random to take part the Satkhira, Patuakhali, Mymensingh and Tangail districts fisher communities. There were sorted 46%
(n=54) girls and 55% (n=66) boys from the communities by using simple random sampling method to carry on the study. Results
divulged to contribute 30% (n=36) underweight, 22.5% (n=27) stunted and 12.5% (n=15) wasted preschoolers in the four
selected fisher communities. The smoking and alcoholism prevalence of the fathers of preschoolers were found 72.5% (n=87)
and 10% (n=12). The apt method of disposal of child excreta and safe water using in cooking and drinking purposes were 80.8%
(n=97) and 90.8% (n=109) respectively. The study also showed that 69.2% (n=83) fathers and 66.7% (n=80) mothers of the
preschoolers attained education up to the PSC level. Parental education level, father’s alcoholism and smoking patterns, method
adopted to dispose child excreta and frequent use of safe water for drinking and cooking assay were closely linked to attain the
attained nutritional status of the preschoolers in the target population.

This report contains the views of professionals across a UK local authority (LA), when asked about how current child sexual exploitation and abuse practice could change and innovate in the future. As part of a commissioned project by the LA, the researcher was tasked with exploring how professionals in a range of different roles both within the LA and working in partner agencies felt about key issues in CSE practice and how they would solve some of the most common problems and difficulties.
Child sexual exploitation is both a very new and very old field of safeguarding. Children have been sexually exploited for centuries and authors have been writing about the sexual exploitation of children for just as long (Hallett, 2017). However, as the country attempted to respond to large cases of child sexual exploitation of hundreds of girls that was being perceived and treated as consensual child prostitution of promiscuous and troubled children; it began to develop the CSE response that the public and professionals perceived to be ‘new’.
Rather than learning from decades of child sexual abuse practice and evidence from related fields such as domestic abuse, there were calls for new research, new strategies, new policies, new toolkits and new definitions in child sexual exploitation which further cemented the issue as ‘new’ and ‘different’.
Now, a decade after the term ‘child sexual exploitation’ came into common usage and four years after the derogatory and harmful terms ‘child prostitution’ and ‘child pornography’ were removed from law, questions are being raised about whether CSE practice can become more innovative, more child centred and less blaming of children.
This project sought to explore how that reality could be achieved by consulting with professionals working in policing, health, safeguarding, education, mental health and therapeutic practice to understand what they felt needed to change and how that could be achieved.

With a research-based focus on practice, the book critically analyzes the key areas related to working with victims of sex trafficking/CSE including prevention, identification, practice techniques, and program design as well as suggested interagency, criminal justice, and legislative responses. Best practices are examined through an intersectional, trauma-informed lens that adheres to principles of cultural competency.

In Nepal, the adult entertainment sector (AES) is perceived as a high-risk
environment for children where sexual exploitation is known to occur. The AES is made up of a diverse range of venues that includes restaurants, folk dance bars, erotic dance bars, massage parlours, guest houses, and hotels.

This Working Paper seeks to understand the reasons why the commercial sexual exploitation of children (CSEC) exists in the AES, focusing on how social and cultural norms reinforce and reproduce the material and structural realities of the sector. It also explores how these norms affect the employment trajectories of minors and looks at the role of labour intermediaries – both formal and informal – in intentionally or unintentionally supporting the employment of minors in the AES.

As we know, sexual exploitation is a harmful global phenomenon, a human rights violation, and a gender crime that affects millions of women, girls, boys, and men, around the world. The resulting trauma causes lifelong harmful effects for victims, their families, and society. Sexual exploitation is often embedded in cultural, social, and economic practices that normalize the harm. These practices and crimes are often outside the effective rule of law, resulting in the lack of justice for the victims and continuing harm to the community.
There is no other journal that focuses on sexual exploitation and is committed to abolitionist, human rights principles. The journal will create a forum for understanding and combating sexual exploitation and explore the connection among different types of gender crimes.
