Abstract: This study aimed to determine the level of utilization of ICT application tools, level of effectiveness in the implementation of ICT application tools, and the leadership style of academic heads, academic teachers, and administrative staff at Iloilo State College of Fisheries Main Campuses for Academic Year 2016-2017. The present study was a mixed method of research that employed descriptive-correlational and qualitative method of research. A total of 110 participants were employed in this study that made use of various instruments to gather data— questionnaires and interview guide, which were either standardized or validated by experts. Results revealed that academic heads have employed democratic leadership style. ICT application tools were highly utilized in different offices, in which, those with academic functions have very highly effective level of ICT utilization. Authoritarian leaders are very highly effective in terms of the level of effectiveness on ICT application tools utilization while transactional leaders are very highly effective in the use of ICT application tools. Based on the results of the study, Barrido’s Leadership Style in ICT Efficiency Usage Theory was conceptualized that states: Democratic leaders were not as effective as the transactional leaders in the use of ICT application tools but they encourage their followers to do so as evidenced by the academic heads’ very highly effective use of them. Recommendations in the light of the results of the study were made. Keywords: ICT application tools, functionality, professional attribute, efficiency usage, leadership style.

What is the state of the research on crowdsourcing for policymaking? This article begins to answer this question by collecting, categorizing, and situating an extensive body of the extant research investigating policy crowdsourcing, within a new framework built on fundamental typologies from each field. We first define seven universal characteristics of the three general crowdsourcing techniques (virtual labor markets, tournament crowdsourcing, open collaboration), to examine the relative trade-offs of each modality. We then compare these three types of crowdsourcing to the different stages of the policy cycle, in order to situate the literature spanning both domains. We finally discuss research trends in crowdsourcing for public policy and highlight the research gaps and overlaps in the literature.

E-learning has been practiced extensively across the globe, and thanks to Internet penetration and advancement it is progressively being adopted among students in the learning environment. E-learning systems are currently available from high schools to higher institutions of learning globally. However, the systems still lack in covering certain areas of the education sphere and conventional frameworks of e-learning are incapable of answering to those demands both for learners and tutors. This paper proposes a framework that integrates social networks into web-based learning environment to make the environments more interactive and personalized. This research paper shows increased social interactivity and personalization through user profiles in the e-learning environment. This paper also evaluates some of the existing frameworks of e-learning and introduces a new functional framework integrated with Facebook social network that aims to enhance personalized and interactive web-based learning environment. To evaluate the proposed framework's personalized interactivity, experiments and online surveys were conducted. An analysis of the data collected was carried out with the aim of trying to establish the existence of any relationship between the student's performances and increased social interactivity after the use of the proposed framework in the e-learning environment. Increased social interactivity among education actors, enhanced e-learning environment, better learning outcomes and performance and increased learner productivity and participation across cross-platforms were mentioned as some of the perceived impacts of social interaction in an e-learning environment. A total of 84% of the respondents reported lack of personalization and 66% mentioned inadequate e-learning infrastructure and unreliable information whilst 62% indicated inadequate training of lecturers or course instructors as significant barriers of e-learning systems not integrated with social network(s). The outcome of this research can be used to contribute to best teaching practices among lecturers and improve online learning experiences to students in institutions of higher learning.

This article draws from a dissertation composed of ethnographical study on the work of codebar London, a chapter of an organisation working to diversify the tech work force by offering free programming workshops to under-represented people. It delves into the role played by codebar's organisers, considering how the problem of gender, ethnic and sexual under-representation in technology work leads to codebar's particular effort to solve it. In exploring links between the organisers' work and existing theories about empowering pedagogy, it addresses the question: How is diversity practiced educationally?
