Öz: Anadolu genelindeki nüfus ve iskân yapısı, pek çok iç ve dış sebep yüzünden, Türkiye Cumhuriyeti'nin kuruluşuna kadar istikrarsız bir görünüm arz eder. Anadolu'nun geneli için yapılan bu tespit, özelde Bozok sancağı için de varittir. Sancağın istikrarsız yapısı Roma ve Bizans dönemlerinin yanı sıra Türk hâkimiyetinin başladığı ilk yıllardan Osmanlı Devleti'nin sonuna kadar devam etmiştir. Bununla birlikte Osmanlı dönemi öncesine dair elimizde ayrıntılı bilgilerin olmaması, bu dönemin aydınlatılmasına pek imkân vermemektedir. Ancak bölgenin Osmanlı hâkimiyetine geçmesinden itibaren nüfus, iskân ve ekonomik istatistiklerini ihtiva eden defterler tutulmaya başlanmıştır. İlk olarak 1529 tarihinde düzenlenen bu defterler 1542, 1576, 1642, 1831 ve 1844 tarihlerinde çeşitli isimler altında yenilenmiştir. Bu itibarla, defterlerin tartışmaya açık yönleri şimdilik bir tarafa bırakılacak olunursa, bölgenin yaklaşık 300-350 yıllık bir zaman dilimine dair nüfus, iskân ve ekonomik yapısıyla ilgili tespit ve değerlendirmeler yapmayı sağlayacak kaynakları mevcuttur. İşte bu çalışmada tahrir, avarız ve nüfus defterleri esas alınarak 1529 tarihinden 1831 tarihine kadar geçen zaman diliminde bölgenin nüfus ve iskân yapısı üzerinde durulacak, bu süreçte konar-göçer hayat ve yerleşiklik arasında yaşanan gelgitlerin sebep ve sonuçları tartışılacaktır. Bozok sancağı özelinde yapılan bu tartışmaların pek çoğu, Anadolu genelinin nüfus ve iskân yapısıyla da ilgili bir takım değerlendirmeler yapma imkânı vermektedir. Abstract: Population and settlement structure in Anatolia were unstable until the establishment of the Republic of Turkey because of many internal and external reasons. This determination made for the whole of Anatolia is also true for the Bozok sanjak specifically. The unstable structure of the Sanjak continued from the beginning of the first Turkish rule to the end of the Ottoman Empire in addition to the Roman and Byzantine periods. On the one hand, the lack of detailed information about the pre-Ottoman period does not allow us to clarify this period, on the other hand, since the region came under the rule of Ottoman were started to be prepared books containing population, settlement and economic statistics. These records, first prepared in 1529, have been renewed under various names of 1542, 1576, 1642, 1831 and 1844. In this respect, if the debated issues of the records are to be left aside for now, there are resources to provide the determination and evaluation of the population, settlement and economic structure of the region for a period of 300-350 years. In this study, we focus on population and settlement structure of the region and causes and consequences of tides between nomadic and sedentariness based on avariz tax, tahrir register (tax, income and population registers) and census registers from 1529 to 1831. Many of these debates about Bozok Sanjak give the opportunity to make some evaluations about the population and settlement structure of Anatolia.

Osmanlı Devleti'nin ilk dönemlerinden itibaren özellikle vergi mükellefi olan ve askerlik çağında bulu-nan insanları tespit etmek amacıyla nüfus sayımları yapıldı. Bu gayelerle yürütülen sayım işlemleri, dönemlere ve hazırlanış amaçlarına göre bazı farklı özellikler arz etmektedir. İlk zamanlarda tımar sistemiyle bağlantılı olarak ülkedeki vergi potansiyelini görmek üzere tahrirler yapıldı ve bu çalışmalar sonucunda defterler düzenlendi. Tımar sistemi önemini kaybedince tahrir işlemleri, avarız sayımları şek-linde icra edilmeye başlandı ve sayımlar 18. yüzyıl boyunca bu şekilde devam etti. 19. yüzyıldaki yeni gelişmelerle birlikte sayım işlemlerinin mahiyeti de değişmeye başladı. Bu bağlamda ilk olarak 1828-29 yıllarında bir nüfus sayımı yapıldıysa da savaş nedeniyle tamamlanamadı. Bunun ardından 1830-31'de genel bir nüfus sayımı yoluyla ülkedeki erkek nüfus belirlenmeye çalışıldı. Bu sayımlardan sonra ülkede düzenli bir şekilde nüfus yoklaması yapıldı ve hazırlanan defterler merkeze gönderildi. Bunun yanı sıra bazı dönemlerde halkın nüfusunu ve mal varlığını görmek üzere sayımlar da icra edildi. İfade edilen hususlarla ilgili olan bu makale, Osmanlı döneminin nüfus sayımlarını, bu sayımlar neticesinde hazırlanan ve günümüze kadar da muhafaza edilen defterleri tetkik etmekte; günümüzde söz konusu defterleri barındıran kurumları, defterlerin sayısını ve belli başlı özelliklerini açıklamakta; ayrıca sayım-larla ilgili farklı türden kayıtları derli toplu bir şekilde ortaya koymaktadır. Neticede bu çalışma, tahrir ve nüfus defterlerini özellikle de 19. yüzyıla ait nüfus kayıtlarını izah etmek suretiyle araştırmacılara bir rehber olmayı amaçlamaktadır. Abstract Since first periods of The Ottoman State, censuses had been made especially to determine people responsible for tax and in military age. Censuses handled in these purposes shows different features according to periods and preparation aims. At first times, registers were made to see current tax potential in the country related to fief system and books were organized in result of these works. Register works were started to be exercised as avariz counts when fief system lost its importance and counts continued in that way during 18. century. Forms of count works started to change with new improvements in 19. century. In this connection although a census was made at first in years of 1828-29, it wasn't completed because of war. Hereafter male population in the country was tried to be determined by a general census in 1830-31. Polling was exercised in the country regularly after these censuses and prepared books were sent to the center. Tercan located in Upper Euphrates Part of Eastern Anatolia
Region, fell under the rule of Ottoman Empire in the
period of Selim I. Tercan which is one of the townships
amenable to paşa sanjak of Erzurum Province (Beylerbeylik)
was divided into two boroughs as Tercan-ı Ulya and
Tercan-ı Süfla after 1535. Population of Tercan township
increased after being involved in rule of Ottoman, but this
situation was reversed since late XVI. Century. Avârız registers
of 1642 revealed the decrease in the population of
the township. In the study, administrative structure and
population of the township was examined according to
cadastral record books of 1591-92 and avârız registers of
1642. Detailed information about pass and communication
villages in the township was also given.

Doğu Anadolu Bölgesi’nin Yukarı Fırat bölümünde yer alan
Tercan, I. Selim döneminde Osmanlı hâkimiyetine dâhil
olmuştur. 1535’ten sonra Erzurum Beylerbeyliği’nin paşa
sancağına tabi kazâlardan biri olan Tercan; Tercan-ı Ulyâ
ve Tercan-ı Süflâ adlı iki nahiyeye ayrılmıştır. Osmanlı idaresine
katıldıktan sonra Tercan Kazâsı’nın nüfusu artmış
ancak XVI. yüzyılın sonlarından itibaren bu durum tersi bir
hal almıştır. 1642 tarihli avârız defteri kazâ nüfusundaki
azalmayı ortaya koymaktadır. Bu çalışmada 1591-92 tarihli
tahrir defteri ile 1642 tarihli avarız defterine göre kazâ-
nın idari yapısı ve nüfusu incelenmiştir. Ayrıca kazâdaki
derbend ve menzil köyleri hakkında detaylı bilgilere yer
verilmiştir.

Öz Antik çağlardan günümüze kadar gelen ve eski adı kaynaklarda "Seperde", "Sparda", "İsparada" ola-rak geçen Isparta; XV. ve XVI. yüzyılda Osmanlı İmparatorluğu'nda Hamid Sancağı'na bağlı merkez kaza konumundaydı. Bu çalışmada Isparta kazasının kaydedildiği 1478, 1522 ve 1568 yıllarına ait üç adet mufassal tapu tahrir defteri ışığında kazanın "nüfus" ve "yerleşme" yapısı incelenmeye çalışıla-cağı gibi özellikle nüfus durumunun yerleşmeye olan etkisi de irdelenecektir. Abstract Isparta which has been known since ancient times and referred as "Seperde" or "Sparda" or "Isparada" in the sources; was the centre town of Hamid Sanjak in the Ottoman Empire in XV. and XVI. century. In this study, the "population" and "settlement" structure of the town will be examined in the light of the three mufassal deed tahrir registry of 1478, 1522 and 1568, in which the Isparta Town was recorded, and the impact of the population situation on settlement will be examined as well.

This chapter attends to somaesthetic expressions occurring irrespective of knowledge of the movement, using Mandalay’s Water Festival and Cairo’s Arab Spring as case studies.  These celebrations and protests feature bodies creatively gravitating around urban structures and according to emotional, cultural concerns, all of this together defining city spaces for a time.  Bodies also become venues for artistic refashioning, for example, through creative conversion of injuries into celebratory badges of dissent.  Geared almost therapeutically towards life-improvement—albeit sometimes implicitly—these celebrations and protests also have meliorative aspects that mark the somaesthetic movement.  Moreover, they have a shared, public character stressed by Shusterman, but arguably lost on many because of his interest in self-focused meditation and the popular appeal of such exercises among those interested in body practices.

The essay explores the phenomenon of tahrir, one of the most important elements of the avaz vocal art in Iranian classical music. As a hereditary avaz performer and an active concert soloist who has sung in this tradition for a number of years, the author bases his reasoning on the extensive practical experience of several generations of Iranian singers. As a result, instead of interpreting tahrir as a purely ornamental device, which is quite a widespread approach to this phenomenon, the author presents its detailed explanation as an extra-verbal multifunctional element in the evolvement of the avaz sonic texture, noting its deep semantic, psycho-emotional and form-structural meaning in each particular musical utterance. Audio files and music examples are attached to the essay. / В статье рассматривается феномен тахрира — одного из важнейших элементов вокального искусства под названием аваз в иранской классической музыке. Будучи потомственным представителем искусства аваза и активно концертирующим певцом-солистом в данной традиции, автор строит свои рассуждения на базе обширного практического опыта нескольких поколений иранских певцов. В результате взамен широко распространенной трактовки тахрира как орнаментального приема автор дает развернутое объяснение этого феномена в качестве внесловесного многофункционального элемента в развертывании звуковой ткани аваза, отмечая его высокую смысловую, психоэмоциональную и формообразующую нагрузку в каждом реализуемом музыкальном построении. One of the landmarks of the January 25 revolution is certainly the reappropriation of public space, after a long period of confiscation by the autocratic regime. This paper recalls how several attempts to reconquer public spaces were made since the 2000s and how cyber contestation has to be embedded in physical urban space to really challenge those in power. Focusing then on Tahrir square as a symbolic location, the paper reveals how this archetypal public space played the role, during the eighteen days before the ouster of Mubarak, of a space for crystallisation of protests, a synecdoche for the nation, performing its unity through the regeneration of patriotic narratives and obscuring, for a while, its wide divisions.
