    Quirino Highway Station

    Dear Ms. Ng:

    This is in response to your letter dated 27 July 2018 requesting for confirmation on the
    following items regarding the Metro Manila Subway Project (MMSP):
    1. The DOTr will be using the subterranean level and construct a subway station below-
    ground on a portion of the property, of which DOTr shall compensate the owner
    easement rights equivalent to thirty percent (30%) of the land’s fair market value for
    the said right-of-way.
    2. Further, DOTR proposes that the property owner will retain ownership as well as rights
    to build and utilize on any portion of the lot above ground, and is free to build and utilize
    the lawful FAR allowable. JICA advises that within the boundaries of the subway
    station, a maximum of 4-stories only can be built on top of the subway station structure
    with no added cost to the property owner.
    3. JICA discussed the possibility that the area to be used for the subway station within
    the property shall be revised from the plans presented by DOTR last July 10, as it will
    be moved approximately up to 2 meters towards Mindanao Avenue. Can you advise
    us of the actual revised lot area proposed?
    4. DOTR is to send property owners a formal proposal in light of the above discussion.

    As previously discussed with you, our JICA Design Team (JDT) is working on the design
    parameters (DP) that will form part of our subsequent agreement. The draft DP, including
    illustrations, is attached in this letter. We would like to request for a meeting with your technical
    team to further discuss and confirm the DP set by our JDT.

    While discussions regarding the design are on-going, we would like to get your support and
    clearance, as previously requested, to the following activities:
    1. Geotechnical Investigation;
    2. Topography Survey; and
    3. Detailed Measurement Survey.

    Such activities are vital to the preparation for the design and construction of the MMSP.
