SECTON 09900
PAINTING
PART 1 - GENERAL
1.1 SUMMARY
B. Paint exposed surfaces, except where the paint schedules indicate that a surface or
material is not to be painted or is to remain natural. If the paint schedules do not
specifically mention an item or a surface, paint the item or surface the same as
similar adjacent materials or surfaces whether or not schedules indicate colors. If
the schedules do not indicate color or finish, the Architect will select from
available standard colors and finishes
C. Consult the Specifications for work and materials of other trades to determine
requirements for finishing. Surfaces left unfinished by the requirements of other
Sections shall be finished as part of this work.
a. Foundation spaces.
b. Furred areas.
c. Pipe spaces.
d. Interior of duct and pipe shafts and furred spaces, except adjacent to
registers and grilles.
e. Ceiling plenums.
a. Non-ferrous metals.

1.2 REFERENCES
A. Foreign standards are referenced as they support the design intent. Alternate
standards may be proposed for consideration by the Architect. The Architect shall
be the sole judge as to where the proposed standards adequately support design
intent.
1.3 DEFINITIONS
A. The term “finish system” as used herein includes primers, bond coats, emulsions,
enamels, sealers and fillers, and other applied materials, whether used as prime,
intermediate, or finish coats, for a specific application.

2. Eggshell refers to low sheen finish with a gloss range between 5 and 20
when measured at a 60 degree meter.
A. Finish systems shall comply with Federal, State, and local requirements for
volatile organic compound (VOC) content.
1.5 SUBMITALS
data shall include certifications and test reports necessary to show with
Contract Documents.
(1) Concrete: provide two samples for each color and finish, 100 x
100mm.
(2) Masonry: provide two samples of masonry, with mortar joint in
painting system applications similar in material and extent to those indicated for
the Project that have resulted in a construction record of successful in-service
performance.
C. Source limitations: obtain block fillers, primers, and undercoat materials for each
coating system from the same manufacturer as the finish coats.
D. Coordination of work: review other sections in which primers are provided to
ensure compatibility of the total system for various substrates. On request,
furnish information on characteristics of finish materials to ensure use of
compatible primers.
E. Notify the Architect about anticipated problems using the specified materials
over substrates primed by others.
F. Benchmark samples (mockups): provide a full-coat benchmark finish sample of
each type of coating and substrate required on the Project.
1. The Architect will select one room or surface to represent surfaces and
conditions for each type of coating and substrate to be painted.
a. Ceiling surfaces: provide samples on at least 9 sq. m of ceiling
surface.
b. Small areas and items: the Architect will designate an item or area
as required.
2. After permanent lighting and other environmental services have been
activated, apply coatings in this room or to each surface according to
the Schedule or as specified. Provide required sheen, color, and
texture on each surface.
a. After finishes are accepted, the Architect will use the room or
surface to evaluate coating systems of a similar nature.
3. Final approval of colors will be from job-applied samples.
1.7 DELIVERY, STORAGE, AND HANDLING
A. Materials shall be delivered to the project site in the manufacturer's original
packaging with the following information clearly identified:
1. Product name or title of material.
2. Product description (generic classification or binder type).
3. Manufacturer's stock number and date of manufacture.
4. Contents, by volume, of pigment and vehicle constituents.
5. Thinning instructions.
6. Application instructions.
7. Color name and number.
8. VOC content.
B. Comply with manufacturer's instructions for storage and handling. Store
materials not in use in tightly covered containers· in a well-ventilated. Maintain
containers used in storage in a clean condition, free of foreign materials and
residue. Protect from freezing.
C. Materials shall not be mixed or applied in an area with finished flooring without
providing adequate protection.
D. Keep storage area neat and orderly. Remove oily rags and waste daily. Take
necessary measures to ensure that workers and work areas are protected from fire
and health hazards resulting from handling, mixing, and application.
1.8 PROJECT CONDITONS
A. Apply water-based paints only when the temperature of surfaces to be painted
and surrounding air temperatures are between 10 deg C and 32 deg C.
B. Apply solvent-thinned paints only when the temperature of surfaces to be painted
and surrounding air temperatures are between 7 deg C and 35 deg C.
C. Do not apply paint in rain, fog, or mist, or when the relative humidity exceeds 85
percent, or at temperatures less than 3 C deg above the dew point, or to damp or
wet surfaces.
1.9 WARRANTY
A. Submit a written warranty for work under this section for 2 years in accordance
with GENERAL CONDITIONS. The warranty shall be in addition to and not a
limitation of other rights which the Owner may have against the Contractor
under the Contract Documents.
B. Repairs and replacements made under the warranty shall bear an additional
warranty of 1 year or longer period standard with the manufacturer.
PART 2 - PRODUCTS
2.1 MANUFACTURERS
A. The following manufacturers are acceptable, subject to compliance with the
Contract Documents:
1. Dayton Superior Corporation (Dayton).
2. ICI Paints/Devoe Coatings (ICI).
3. Jotun A/S (Jotun).
4. Benjamin Moore & Co. (Moore).
5. Pratt & Lambert, Inc. (P & L).
6. ProSoCo, Inc.(ProSoCo).
7. Sherwin-Williams Co. (S-W).
8. Sonneborn Building Products Division of ChernRex (Sonneborn).
9. Tnemec Co., Inc. (Tnemec). Valspar Corp. (Valspar)
B. Interior concrete:
1. Concrete, clear sealer, flat (water based):
a. First and second coats - acrylic masonry sealer.
(1) "White Roc WIt (Sonneborn).
(2) "Safe Seal Heavy Duty (J-24 HD)" (Dayton). (3) "Block Guard
WB" (ProSoCo).
C. Exterior cement plaster and interior gypsum board
1. Plaster walls and gypsum board partitions, eggshell (latex):
a. Primer coat - recommended by the finish coat manufacturer.
b. Second coat - latex paint.
(1) "Vapex Flat Wall Finish" (P & L).
(2) "Pro-Mar 200 Latex Flat B30W200" (S-W).
(3) "Moorcraft Vinyl Latex Flat, 275" (Moore).
(4) "Pentalite A 921 Line, Waterborn Acrylic" (ICI). (5) "79 Series Latex"
(Valspar).
D. Interior metal:
1. Steel, semi-gloss (alkyd):
a. Primer coat - recommended by the finish coat manufacturer.
b. Second and third coats - alkyd paint.
(1) "20 Series M & F Enamel" (Valspar).
PART 3 - EXECUTION
3.1 EXMINATION
A. Examine substrates and conditions under which painting will be performed for
compliance with paint application requirements. Surfaces receiving paint shall be
thoroughly dry before paint is applied.
3.2 PREPARATION
A. General: remove hardware and hardware accessories, plates, machined surfaces,
lighting fixtures, and similar items already installed that are not to be painted, or
provide surface-applied protection prior to surface preparation and painting.
Following completion of painting operations in each space or area, items shall be
reinstalled by workers skilled in the involved trades.
B. Cleaning: before applying paint or other surface treatments, clean the substrates
of substances that could impair the bond of the various coatings. Remove oil and
grease prior to cleaning. Schedule cleaning and painting so dust and other
contaminants from the cleaning process will not fall on wet, newly painted
surfaces.
C. Surface preparation: clean and prepare surfaces to be painted according to the
manufacturer's instructions for each particular substrate condition and as
specified.
1. Incompatible primers: provide barrier coats over incompatible primers or
remove and reprime. Notify the Architect in writing about anticipated
problems using the specified finish coat material with substrates primed by
others.
2. Cementitious materials: prepare concrete, concrete unit masonry, cement plaster,
and mineral-fiber-reinforced cement panel surfaces to be painted. Remove
efflorescence, chalk, dust, dirt, grease, oils, and release agents. Roughen, as
required, to remove glaze. If hardeners or sealers have been used to improve
1. Allow sufficient time between successive coats to permit proper drying. Do not
recoat until paint feels firm, does not deform or feel sticky under moderate
thumb pressure, and where application of another coat of paint does not cause
the undercoat to lift or lose adhesion.
D. Application procedures: apply paints and coatings by brush, roller, spray, or other
applicators according to the manufacturer's directions.
1. Brushes: use brushes best suited for the applied material.
2. Rollers: use rollers of carpet, velvet back, or high-pile sheep's wool as
recommended by the manufacturer for the required material and
texture.
3. Spray equipment: use airless spray equipment with orifice size as
recommended by the manufacturer for the required material and
texture.
E. Minimum coating thickness: apply materials no thinner than the manufacturer's
recommended spreading rate. Provide the total dry film thickness of the entire
system as recommended by the manufacturer.
F. Block fillers: apply block fillers to concrete masonry block at a rate to ensure
complete coverage with pores filled.
G. Prime coats: before applying finish coats, apply a prime coat of material, as
recommended by the manufacturer, to material that is required to be painted or
finished and that has not been prime-coated by others. Recoat primed and sealed
surfaces where evidence of suction spots or unsealed areas in first coat appears,
to ensure a finish coat with no bum-through or other defects due to insufficient
sealing.
H. Completed work: match approved samples for color, texture, and
coverage. Remove, refinish, or repaint work not complying with
specified requirements.
3.4 FIELD QUALITY CONTROL
A. Field samples: duplicate finishes of prepared samples on wall surfaces and other
exterior and interior components. Provide full-coat finish samples until required
sheen, color, and texture are obtained. Simulate finished lighting conditions for
review of inplace work.

B. Field testing: The Owner reserves the right to require the following test
procedure at any time and as often as the Owner deems necessary during the
period when paint is being applied:
1. Engage the services of an independent testing agency to sample the paint
material being used. Samples of material delivered to the Project will be
taken, identified, sealed, and certified in the presence of the Contractor.
2. The testing agency will perform appropriate tests for the following
characteristics as required by the Owner:
a. Quantitative materials analysis.
b. Abrasion resistance.
c. Apparent reflectivity.
d. Flexibility.
e. Washability.
f. Absorption.
g. Accelerated weathering.
h. Dry opacity.
i. Accelerated yellowness.
j. Recoating.
k. Skinning.
l. Color retention.
m. Alkali and mildew resistance.
3. If test results show material being used does not comply with specified
requirements, the Contractor may be directed to stop painting, remove
noncomplying paint from the site, pay for testing, and repaint surfaces
previously coated with noncomplying paint. If, upon repainting with
specified paint, the two paints are incompatible, remove noncomplying
paint from previously coated surfaces before repainting.
3.5 CLEANING
A. After completing painting, clean glass and paint-spattered surfaces. Remove
spattered paint by washing and scraping. Be careful not to scratch or damage
adjacent finished surfaces.
B. At the end of each work day, remove empty cans, rags, rubbish, and other
discarded paint materials from the site.
3.6 PROTECTI0N
A. Furnish drop cloths, masking, or other means of protection for finished
surfaces during the work. If finished surfaces are damaged, correct the
damaged surfaces or replace the damaged materials, making good any damage
to other work in connection therewith.
B. Protect work of other trades, whether being painted or not, against damage by
painting.
Correct damage by cleaning, repairing or replacing, and repainting, as
acceptable to The Engineer.
C. Provide "Wet Paint" signs to protect newly painted finishes. Remove
temporary protective wrappings provided by others to protect their work after
completing painting operations.
D. At completion of construction activities of other trades, touch up and restore
damaged or defaced painted surfaces.
