NOTICE FOR REGISTRATION OF SOLAR WATER HEATING FIRMS

Applications for Registration on prescribed format from MNRE/BIS approved

Manufacturers/authorized dealers and Suppliers for working in Uttarakhand and availing
financial incentives under Jawaharlal Nehru National Solar Mission (JNNSM) for Installation
of Solar Water Heating Systems in Uttarakhand are invited till. 14th March 2011 up to 03:00
P.M.
The Incentive available under Jawaharlal Nehru National Solar Mission (JNNSM) is
applicable for the systems installed by firms registered with UREDA. Prescribed application
form can be downloaded/purchased from UREDA office during office hour on any working
day from 26th February, 2011 to 14th March 2011 against payment of ` 500/= ( Rupees Five
Hundred only) (Non-refundable) by demand draft in favour of “Director, UREDA Payable at
Dehradun.
Application will be submitted to this office on 14th March 2011 up to 03:00 PM along with
EMD of ` 15,000/= (Rupees Fifteen thousand only) by Demand Draft in favour of “Director,
UREDA” Payable at Dehradun. Short listed firms will be asked to deposit the security amount
of ` 1.00 lakh in the form of bank guarantee, Demand Draft or FDR Pledge in favour of
Director UREDA. Application Form can also be downloaded from
http://gov.ua.nic.in/tenders/ShowTenders.aspx?Did=77 In such case cost of the registration
form ` 500/= must be submitted to UREDA (in form of bank draft) along with or before
submission of application to UREDA.

 Installation of Solar Water Heating systems in the State of
Uttarakhand under JNNSM

BACKGROUND:

To meet its energy needs in a responsible and sustained manner, Govt. of

Uttarakhand has been promoting wide adoption of Renewable Energy
Technologies (RETs) to meet a part of energy demands by providing solar systems
for lighting as well as for heating applications in urban and remotely located
areas.
As per the climatic conditions of Uttarakhand, the hot water requirement
exists approximately for 9 months. The major requirement of hot water is in
Hotels, Ashrams, residential Schools/Institutions, Hospitals, Domestic &
Industrial application etc.
The details of prospective users in the State of Uttarakhand are as under:-

 So far solar water heating systems of composite capacity 718200 LPD (15000
Sq.M. collector area (aprox.)) have been installed. There exist vast potential of
these systems in the State, which has been divided in five sectors i.e. (1) Domestic
sector, (2) Ashram, (3) Hotel sector, (4)) Educational Sector and (5)
Industrial/Other application (6) Hospital/Nursing homes and (7) Govt. sector
including local bodies etc.. Govt. of Uttarakhand is willing to explore the sector-
wise available potential in phase manner. In the first phase, Solar Water Heating
systems of total 5,00,000 LPD capacity (8,500 Sq.M. collector area) are proposed
to be installed in the above Seven sectors. The sector-wise detail of the proposed
systems is as under:-
 Domestic Sector : 50,000 LPD
 Ashram & Charitable : 25,000 LPD
 Hotels/Restaurant/Guest House : 75,000 LPD
 Educational/Hostel/mess : 2,25,000 LPD
 Industrial/Commercial Sector : 75,000 LPD
 Government Sector : 20,000 LPD
 Hospital/Nursing homes : 30,000 LPD
(Capacity in LPD is calculated on assumption of 100 lpd for 2 sq. mt.
collector area in FPC system and 100 lpd capacity for 1.5 sq.mt. collector area
in ETC system.

TYPES OF SYSTEM PROPOSED:-

MNRE/BIS approved Flat Plate Collector (FPC) and Evacuated Tube

Collector (ETC) type Solar Water Heating systems are proposed to be installed.
ETC type solar water heating systems (15 ETC i.e. tube per 100 LPD system with
collector of ETC tube consisting 15,20 or more nos. of tubes (collector area 1.5
Sqm/2.0 Sqm or more of one collector) are proposed to be installed in such places
where hardness of water is more where as FPC type systems will be installed at
remaining places.

METHODOLOGY FOR EXECUTION OF THE PROJECT:-

Uttarakhand Renewable Energy Development Agency (UREDA) will register/

empanel the manufacturer/authorized dealers of MNRE/BIS approved Solar
Water Heating systems for the execution of the project.
UREDA will develop manual for the Solar Water Heating system. This will
act as operation and maintenance manual as well as application form. After
publication this manual will made available to the firms so that this can easily be
available to the beneficiary. The manual will also be made available to the
beneficiaries through the District Level Offices of UREDA.
The verification of the systems installed by the firms will be done by UREDA
through its project offices or through third party verification (if required).

SUSTAINABILITY OF THE SYSTEMS/PROJECT:-

The systems proposed for installation will be covered under 5 years

protection/ sustainability systems. Under this approach the system will be
maintained by the installer firm for first two years after installation against
guarantee period and for next three years system will be maintained on Annual
Maintenance Contract (AMC) by the firm for which nominal AMC charges will be
taken from the beneficiary. The operation of the system will be done by the
beneficiary himself.

 GENERAL TERMS & CONDITIONS

1. The firm submitting the application for registration should be BIS

approved manufacturer/supplier/dealers for FPC & MNRE
approved for ETC systems.
2. Interested applicant firm will enclose earnest money ` 15,000/ in
the shape of demand draft of any scheduled/Nationalized bank in
favour of Director, UREDA payable at Dehradun. No Interest shall
be payable on the amount of earnest money.
3. Application not having earnest money amount will not be
considered and will be rejected.
4. In case the application is found suitable as per terms & conditions.
The firm will be considered for registration. The earnest money
amount ` 15,000/- will be treated as registration amount.
5. Registration will be made initially for the period of one (01) year,
which will be renewed annually up to maximum three (03) years on
evaluating the performance of the manufacturer/supplier/dealers
by charging the renewal fee ` 5,000/- only per year.
6. After registration of the manufacturer/supplier/dealer firm will
deposit a security amount of ` 1,00.000/- in the form of bank
guarantee, valid for fifteen (15) months or Demand Draft/FDR
Pledge in favour of Director UREDA of any Nationalized bank. This
amount will be treated as guarantee against satisfactory
performance of systems installed by the firm. If the performance of
the systems is not found satisfactory or not found as per
specification. The firm will be black listed and performance
guarantee amount ` 1,00.000/- will be forfeited.
7. If any change of specification by MNRE/UREDA. The same shall be
communicated to registered manufacturer/supplier/dealer firms
within 10 days.

 8. (a) Subsidy on the solar water heating system shall be released by
UREDA after its verification and satisfaction about the quality,
performance & specification of the systems and undertaking
regarding 5 years Annual Maintenance contract with beneficiary.
(b) The subsidy amount may be claimed by consumer/beneficiary
or by the registered firms from concerned District Office of
UREDA, for the installed system.
(C) The system will be verified/inspected by concerned District
Official of UREDA. After inspection and satisfactory performance
of the system the admissible subsidy will be released by
concerned District Office of UREDA
9. The applicant firm will provide full detail of Solar Water Heating System
installed during last three years. (Attach Separate Sheet as enclosed)
10. The registration of the firm is basically permission to work in
Uttarakhand for installation of solar water heaters systems as per
MNRE & BIS specifications for release of central subsidy under
JNNSM.
11. The UREDA is not bound to award any work to any firm against
registration.
12. Necessary Documents required for registration will be provided by
the applicant, failing which the application will not be considered
13. If the empanelment/approval of any firm is cancelled/debarred by
MNRE/BIS at any time, the registration of that firm will be treated
cancelled automatically and the firm will inform UREDA in time.
14. No Central subsidy will be provided through UREDA for the system
installed by the firms who are not registered in UREDA.
15. Declaration to be verified by the Notary Public

The applicant firm shall therefore, furnish declaration that their

firm is not involved in any major litigation that may have an impact
of effecting or compromising the delivery of services as required
under this registration. It is also to be declared that their firm has
not been black listed by any Central/State/Public Sector Under
takings in India.
