Villar Family Tree

MARK VILLAR

Mark Aguilar Villar, born August 14, 1978 is a Filipino politician and businessman serving as a Senator since 2022. He
served in President Rodrigo Duterte's cabinet as the Secretary of Public Works and Highways from 2016 to 2021,and was
the COVID-19 pandemic isolation czar from 2020 to 2021. A member of the Nacionalista Party, he was the
Representative of Las Piñas from 2010 to 2016. Villar has also previously held executive positions in his family's
businesses.

Villar hails from a political dynasty based in Las Piñas. His mother, Cynthia, is his colleague in the Senate, while his
father, Manny, is a billionaire businessman and former Senate President. His sister, Camille, is a congresswoman, and his
wife Emmeline is also a politician.

POLITICAL CAREER:

-Villar was first elected to public office in 2010 as congressman of the lone district of Las Piñas.

-During his term, he served as Chairman of the House Committee on Trade and Industry, as well as Vice Chairman of the
House Committees on Overseas Workers Affairs, Labor and Employment, and Science and Technology.

-As a member of the 15th and 16th Congress, he authored several bills on education, health and livelihood, including the
Negosyo Act promoting micro finance and the Lemon Law protecting buyers of motor vehicles.

-He was also one of the proponents of the Co-Loading Act which opened domestic transport and shipping to foreign
vessels.

-Villar ran for a third term during the 2016 elections and won.
- A special election was supposed to be held to replace Villar who joined the Cabinet of President Rodrigo Duterte as
Secretary of Public Works and Highways on August 1,2016. However, the special election was never held up to the end
of the 17th Congress.

-During his time as secretary, the Department of Public Works and Highways (DPWH) completed a total of 29,264 km
(18,184 mi) of roads, 5,950 bridges, 11,340 flood control projects, 222 evacuation centers, 133 Tatag ng Imprastraktura
Para sa Kapayapaan at Seguridad (Tikas) projects, and 150,149 classrooms, while generating 6.5 million jobs.

-Villar resigned as Secretary of Public Works and Highways effective October 6, 2021. On the same day, he filed his
certificate of candidacy (COC) to run for senator in 2022.His candidacy is endorsed by President Duterte.[

-Villar was elected as the Chairman of the Senate Committee on Banks, Financial Institutions and Currencies and the
Senate Committee on Trade, Commerce and Entrepreneurship.

CYNTHIA VILLAR

Cynthia Aguilar Villar earned her degree in Bachelor of Science in Business Administration from the University of the
Philippines, which recognized her as the 2017 UPAA Most Distinguished Alumna. She completed her Masters in Business
Administration at the New York University. She practiced as a financial analyst and college professor until she married
Former House Speaker and Senate President Manny Villar. She supported her husband in various entrepreneurial
ventures that eventually led to making Vista Land the biggest homebuilder in the Philippines. She also managed a
private development bank from 1989 to 1998.

POLITICAL CAREER

-Cynthia Villar founded and chaired the Villar Foundation (now Villar Social Institute for Poverty Alleviation and
Governance or Villar SIPAG). Its various programs are assistance to OFWs including the yearly OFW & Family Summit;
environment protection including the establishment of the Las Piñas-Parañaque Wetland Park; agricultural training in
four farm schools located in Cavite, Bulacan, Iloilo and Davao; andestablishment of various livelihood projects in over
3,000 locations nationwide.

-In the 2013 Midterm Elections, Cynthia Villar run and won as senator. In the 2019 National Elections, Cynthia Villar run
and won anew as senator.

-She chairs the Senate Committee on Agriculture and Food, and the Senate Committee on Environment and Natural
Resources since 2013 until now. Besides pursuing and enacting relevant laws, she also led numerous initiatives to
empower farmers, among which is the establishment of TESDA-accredited farm schools, which have so far reached over
2,367 all over the country

-Senator Villar was conferred the rank of honorary Auxiliary Commodore by the Philippine Coast Guard (PCG) Auxiliary
for her commitment to environment protection. She is also an Honorary Member of the Philippine Horticultural Society
and other socio-civic groups

MANNY VILLAR

Manny Villar was born to humble beginnings in Moriones, Tondo, Manila. His father, Manuel Montalban Villar, Sr.,
hailed from Cabatuan, Iloilo and his mother Curita Bamba came from Orani, Bataan. At an early age, he helped his
mother sell seafood at the Divisoria market in order to support his siblings and himself to school. With the burning
desire for a better future and strong determination to improve his family’s lives, Manny finished his studies at the
University of the Philippines (UP) where he earned his Bachelor’s and Masters’ degrees in Business Administration. He
started his professional career as an accountant and financial analyst for prominent corporations before venturing into
his own business.
POLITICAL CAREER

In 1992, he entered politics and was elected Congressman of Las Pinas and Muntinlupa for three terms in a row,
consistently posting landslide victories. In 1998, he was chosen Speaker of the House of Representatives.

-He was elected Senator of the Republic in the year 2001. In July 2006, with the staunch support of a majority of his
colleagues, he assumed the Senate Presidency during the third regular session of the 13th Congress. He has previously
held the position of Senate President Pro-tempore and the chairmanship of the Committees on Finance, Foreign
Relations, Public Order, and Committee on Agriculture and Fisheries.

-Manny Villar is the first post-war public official who became both Speaker of the House of Representatives and Senate
Presiden

-He is the President of the Nacionalista Party—the country’s grandest political party.

-Manny Villar dreams to help and inspire Filipinos to fulfill their dreams thru hard work and determination (Sipag at
Tiyaga) – the same values that helped him conquer poverty and succeed in life.

CAMILLE VILLAR

Camille Villar was born in Las Piñas, Metro Manila, on January 25, 1985. She is the youngest and only daughter of former
President of the Senate Manuel Villar and incumbent Senator Cynthia Villar.

Villar studied business management at Ateneo de Manila University. She later obtained a master's degree in business
administration at IESE Business School Barcelona Campus

POLITICAL CAREER

-Moreover, in 2019, prior to the onset of the global health pandemic caused by the COVID-19 virus, Cong. Camille filed a
bill to increase the bed capacity of the Las Piñas General Hospital from 200 to 500 beds, as well as upgrading its service
facilities and professional healthcare services. The measure was enacted into law in 2020, a timely intervention amid the
public health crisis

-As an entrepreneur herself, Rep. Camille believes that, given the necessary support, micro, small, and medium
enterprises (MSMEs), which consist of 95 percent of all businesses in the country, are essential to helping the economy
bounce back post-pandemic.

-Among the bills she filed that support MSMEs include strengthening the current Magna Carta for MSMEs by enhancing
financing and other support programs; and institutionalizing the “One Town, One Product” Philippines Program to
promote inclusive and sustainable economic development, and to foster advancement among MSMEs. She is also
dedicated to improving education, especially for the youth and women, and strengthening entrepreneurship.

EMMELINE AGLIPAY-VILLAR

She graduated magna cum laude in 2002 with a degree in A.B. Economics from De La Salle University. She earned her
Bachelor of Laws degree from the University of the Philippines and was one of the top students of the Class of 2006. She
took up her Masters of Law at the London School of Economics and Political Science and graduated in December 2020.
Usec. Em is married to the Secretary of the Department of Public Works and Highways, Mark Villar and they have a 5
year-old daughter named Emma Therese. She is the daughter of former Chief of the Philippine National Police, Police
Director General Edgar Aglipay and Marinette Yan Aglipay. She is a direct descendant of Bishop Gregorio Aglipay and is
the granddaughter of former Chief of Staff of the Armed Forces of the Philippines General Manuel T. Yan.

POLITICAL CAREER

-She is currently the Undersecretary for Legal Services and Liaison Cluster of the Department of Justice (DOJ) and is also
the Undersecretary in-charge of the Inter-Agency Council Against Trafficking. The Legal Staff of the DOJ and the DOJ
Legislative Liaison Office are under her supervision, and she is in-charge of coordinating with the Office of the Solicitor
General, Office of the Government Corporate Counsel, Presidential Commission on Good Government, Public Attorney’s
Office, and Land Registration Authority. She started her legal career as an associate at the SyCip Salazar Hernandez and
Gatmaitan Law Offices, one of the largest full service law firms in the Philippines. She entered the government service in
2008 as a Court Attorney VI of then Chief Justice Reynato S. Puno..

Usec. Em is an advocate for the rights of workers, women and children. She is the founder of the Hope for Lupus
Foundation – a non-profit organization, which aims to raise awareness about lupus for early detection and proper
treatment of the disease. She was diagnosed with Lupus Nephritis in 2007. She is the author of the book “Living Better
with Lupus”, and “Lupus, kayang-kaya ko ‘To!”, which is given for free in all barangay and municipal health centers in the
Philippines. She is also a key figure in the promotion of an autism-inclusive Philippines and is a member of the Board of
Trustees of the non-profit organization, Project Inclusion Network, which aims to build a society where persons with
disability are able to maximize their potential by contributing and actively participating in communities.
