Significance of Maldives for India

• Geo-Economic Significance - Half of India's external trade and 80% of India's energy
imports pass through the Sea Lanes of Communication (SLOCs) close to the Maldives
• Geo-Political Significance - part of several groups like the Colombo Security
Conclave (CSC), Indian Ocean Rim Association (IORA), SAARC, SASEC, and India's
SAGAR initiative etc
• Security Significance- Maldives plays a crucial role as the primary defense against
terrorism, piracy in open waters, drug trafficking, narcotics trade, and other maritime
crimes, geographical location makes it a ‘toll gate’ between the choke points of the
western Indian Ocean (Gulf of Aden and the Strait of Hormuz) and the eastern Indian
Ocean (Strait of Malacca).

There are 26,000 Indians living in the Maldives, which means that they contribute
significantly to the economy.

Additional information

What is Tariff

• A tariff is like a tax set by a country on goods that are brought in from other countries,
• In India, a tariff is a sovereign-state import or export tax.
o It is a form of foreign trade regulation and a policy that promotes or protects the domestic
industry by taxing foreign products
• Importance of tariff –
• Higher tariff
• Costly imported products
• Less attractive to consumer (because of expensive)
• Domestic demand of that product increase
• GDP expands

Tariffs are intended to reduce global market pressures and the trade deficit.
Historically, they have been justified as a way of preserving the infant industries and enabling
industrialization through import substitution.
Tariffs may also be used to control the artificially low- priced imported goods, due to dumping, export
subsidies, or currency manipulation.

Types of Tariff

Anti-dumping Counter Vailing Duty (CVD)

of subsidies.
• Governments impose Anti-dumping duty
to eliminate unfair pricing practices. • They're enforced according to World Trade
Organisation rules and are also known as
anti-subsidy duties.

What is Non-Tariff

• Non-Tariff Barriers: are limitations placed on the import or export of goods and services
without using taxes.
• These restrictions might be rules, guidelines, testing procedures, certifications, or
inspections done before shipping.

industries.

Some Other Example Of Quantity Controls

Local Content Requirement - it must ensure that at least a certain portion of the product must
be produced or procured locally eg – KG basin oil production.

Labelling and Testing Standards -Some countries require that goods entering into their
boundaries must meet certain requirements in terms of packaging, labeling and testing
standards. Eg – European Union Does that

Administrative Barriers to Trade - to trade are a special category of non-tariff barriers and their
main sources are administrative regulations and procedures that have a restrictive effect on
international trade

Legislation - Under this form of trade policy the government makes its purchases from
domestic producers only.

Specific Permission Requirements -This measure requires that potential importers or exporters
secure permission from governmental authorities.

3. Annual Status of Education Report (ASER) 2023
Background:
• By 2004, India was well on its way towards achieving universal primary school
enrolment.
• But no information was available on scale about the outcomes of primary
education.

Launched in 2005

Citizen led Survey

in Rural India

• Enrolment Status: 3 to 16 years

• Basic Reading and Arithmetic skill: 5 to 16 Years
• Foundational literacy and Numeracy: 14-18 years

About ASER 2023: Beyond Basic

• Conducted in 28 districts across 26 states, reaching a total of 34,745 youth in the age
group 14-18 years.
From Uttar Pradesh and Madhya Pradesh, two rural districts have been surveyed.

• One rural district has been surveyed in each major state.

• Data was collected regarding youths’ current activity and their ability to do basic and
applied tasks.
• Overall, 86.8% of 14 to 18 year olds are enrolled in an educational institution.

More students transiting to secondary education

• Most in this age group were enrolled in the Arts/Humanities stream in Std XI or higher
• Arts/Humanities stream (55.7%)
Females are less likely to be enrolled in the
• STEM (31.7%)
STEM stream (28.1%) than males (36.3%)
• Commerce (9.4%)

• Vocational training or other related courses: Only 5.6% of surveyed youth report taking.

59
What is in the Survey?
Youths were surveyed on mainly 4 abilities –

• Foundational skills in literacy and numeracy

• Application of basic skills to everyday calculations
• Reading and understanding written instructions
• Financial calculations done in real life

Foundational skills in literacy and numeracy

• About 25% of this age group still cannot
read a Std II level text fluently in their
regional language.
• Only 43.3% of 14-18-year-olds are able to
do such problems of Std III/IV correctly.
• 57.3% can read sentences in English.
o Almost three quarters can tell their
meanings (73.5%).
• Females (76%) do better than males
(70.9%) in reading a Std II level text in their
regional language.
o In contrast, males do better in
arithmetic and English reading.

Application of basic skills to everyday calculations

• Nearly 85% of surveyed youth can measure
length using a scale when the starting point
is 0 cm.
• This proportion drops sharply to 39% when
the starting point is moved.
Reading and understanding written instructions
• Among youth who can read a Std I level text
or more
• About two thirds can answer at least
3 out of 4 questions based on the
packet.
• More males (69.2%) can answer at
least 3 out of 4 questions than
females (61.7%).

60
Financial calculations
• Over 60% are able to do the budget task, about 37% can apply a discount, but only
about 10% can calculate repayment

Special focus was paid to youth access to digital

devices and skills to do digital tasks

• Males (43.7%) are more than twice as

likely to have their own smartphone
than females (19.8%)
• Availability of a computer/laptop in the
households is much lower, with only 9%
having one at home.
• However, the survey noted that "only
about half of all youths who used social
media are familiar with online safety
settings.

Significance
• India's anticipated "demographic dividend" and "digital dividend" can achieve their full
potential if certain measures are taken, specifically in bridging the gap of deficiencies.
• ASER 2023 could provide cues to policymakers in implementing NEP’s visions.
• At the same time, they should also remain alert against lapsing into technological
fundamentalism.

Way Ahead/ Conclusion

• National Achievement Survey (NAS) and ASER use different metrics and methods for
assessing learning, both point to the fact that basic learning levels of elementary school
children need significant improvement.

7. RBI’s Guidelines on State ‘Guarantees’ on Borrowings

• A working group was constituted in July 2022, comprised of members from Ministry
of Finance, Comptroller and Auditor General of India, and some State governments.
• Aim: “expected to facilitate better fiscal management by State governments.”

What Constitutes a ‘Guarantee’?

• A ‘guarantee’ is a legal obligation for a State to
make payments and protect an investor/lender
from the risk of default by a borrower. Indian
Contracts Act, 1872, it is a contract to “perform
the promise, or discharge the liability, of a third
person in case of his default”.
• The entity to whom the guarantee is given is the
‘creditor’, Defaulting entity on whose behalf the
guarantee is given is called the ‘principal debtor’
and
• The entity giving the guarantee (State
governments in this context) is called the ‘surety’.

What is the Purpose of a ‘Guarantee’?

Primarily, guarantees are resorted to in three scenarios
at the State level:
RBI working group’s report notes that
1. Sovereign guarantee is a precondition for
concessional loans from bilateral or multilateral one of the reasons why the instrument

economic benefits;
3. To enable public sector enterprises to raise
resources at lower interest charges or on more
favourable terms.
In return, the entities are required to pay a guarantee
commission or fee to the governments
