Chapter 1

THE PROBLEM

Introduction

The Department of Social Welfare and Development (DSWD) in the Philippines,

established in 1972, plays a pivotal role in formulating and executing social welfare

policies and programs to support marginalized and vulnerable communities amidst the

dynamic challenges of today's world. Its core functions include providing aid to

individuals and families in crisis situations, such as natural disasters and conflicts,

through financial assistance, food, and essential items. Moreover, the DSWD focuses on

social protection initiatives aimed at improving the well-being of vulnerable groups,

exemplified by the Pantawid Pamilyang Pilipino Program (4Ps), a conditional cash

transfer scheme designed to assist low-income families, with a special focus on

promoting children's access to education and healthcare services (CITE NEEDED

RENZO)

At the local level, Municipal Social Welfare and Development (MSWD) offices

act as decentralized branches of the Department of Social Welfare and Development

(DSWD), working within municipalities to efficiently deliver social services. They play a

crucial role in tailoring interventions to address community-specific challenges, bridging

the gap between national policies and local needs. Specifically, MSWD’s oversee the

implementation of the Assistance to Individuals in Crisis Situations (AICS) program,

which provides immediate aid to individuals and families facing crises like natural

disasters or accidents. Beyond immediate response, MSWD's also engage in


rehabilitation efforts, facilitating projects and training programs to enhance community

resilience and

sustainability. This active involvement strengthens the connection between national

policies and community needs, ensuring a more responsive approach to crisis assistance.

Guinobatan, Albay, houses a diverse community with distinct social welfare

needs, necessitating a nuanced and adaptable system for efficient service provision. The

Municipal Social Welfare and Development office plays a central role in meeting these

needs through various tailored programs and services aimed at improving residents'

quality of life. The community represents a microcosm of diversity, highlighting the

significance of understanding and addressing social welfare needs with sensitivity and

flexibility. A customized and responsive approach is crucial to effectively deliver services

to the diverse population of Guinobatan, Albay, ensuring inclusivity and efficacy in social

welfare initiatives.

The manual processes involved in managing Assistance to Individuals in Crisis

Situations (AICS) within the Municipal Social Welfare & Development (MSWD)

department in Guinobatan, Albay, present significant obstacles to timely and effective

assistance delivery. Firstly, the reliance on paper-based or spreadsheet-based appointment

scheduling leads to disorganization and inefficiency, resulting in overlaps and missed

appointments. Secondly, manual data entry and document processing increase the

likelihood of errors and duplication of efforts, slowing down assistance processing.

Additionally, challenges in document storage and retrieval further hamper efficiency, as

physical limitations and the risk of misplacement hinder timely access to necessary
information. These issues collectively impede the department's ability to provide essential

services promptly to individuals in crisis situations.

Objectives of the Study

The study aims to improve Guinobatan's MSWD in Assistance to Individuals in Crisis

Situations (AICS). Specifically, it aims to:

1. Determine the data requirements needed of Guinobatan’s MSWD in terms of:

a.) scheduling of appointment

b.) Processing of Assistance to Individuals in Crisis Situations (AICS)

c.) repository of documents.

2. Design a user-friendly web-based system to enhance overall efficiency,

decrease manual workload, and minimize on-site visits for scheduling

appointments and

3. Evaluate the proposed system in terms of functional suitability and usability

of ISO25010.

Scope and Limitation

The proposed project, a Web-based Management System for MSWD (Municipal

Social Welfare and Development) of Guinobatan, Albay, will be designed and developed

to streamline administrative processes, enhance data management, facilitate efficient case

tracking, and improve overall service delivery for the community's welfare and

development initiatives.
The proposed project will provide a user-friendly interface, real-time data access,

and comprehensive features to empower the MSWD team in Guinobatan, Albay, resource

optimization, and an overall enhanced capability to address the diverse needs of the

community.

The proposed project will not provide a dedicated tracking of documents,

prioritizing simplicity and ease of use. However, it will ensure efficient document

management through user-friendly interface and organized data repositories, aiming to

streamline processes within the MSWD of Guinobatan, Albay, without the specific

inclusion of a standalone document tracking feature.

Significance of the Study

The study focused on Web-based Management System for MSWD of Guinobatan

Albay. The results of the study will be beneficial to the following:

Pangasinan and emphasizes the significance of data storage, processing, utilization, and

monitoring within the organizational context. The study emphasizes the cyclical nature of

The study's conceptual framework, as depicted in Figure 1, outlines the process

undertaken by the researchers. Initially, they gather all necessary data to inform their

decision-making. Subsequently, they systematically construct the system, meticulously

advancing through each phase and step, encompassing tasks such as database design and

interface development. Continuous adjustments are made on a daily and weekly basis.

Progressing to the output stage occurs once the researchers are content that predefined

criteria have been fulfilled. Finally, the researchers evaluate the entire system during the

output phase.

Definition of Terms
The following terms were defined conceptually and operationally to understand

the studies better.

Web-based system. Provides access to a software system using a computer and

internet connection. A system or application running on a browser could be accessed via

Personal Computer or Mobile Gadget (Laura Angelica., 2023). IN THIS STUDY web-

based system

Management System. A management system is a structured framework or set of

processes designed to organize, coordinate, and optimize various activities within an

organization to achieve specific goals and objectives effectively and efficiently (Todd

Ballowe, 2014). IN THIS STUDY------

MSWD. Refers to a department or office within a local government unit (such as

a municipality or city) responsible for implementing programs and services aimed at

promoting the well-being and welfare of its constituents. The primary focus of MSWD

offices is to address social issues, help vulnerable groups, and facilitate community

development initiatives within their jurisdiction. (Emmanuel Layco et al.,2019

Database. Structured collection of organized data that can be easily accessed,

managed, and updated. (Blasgen, 1982) This database will be the storage that can be

access, manage, and update by the admin of the organization staff. IN THIS STUDY we

will use the database to store the documents in the system

Assistance to Individuals in Crisis Situations (AICS) program. Is a social

welfare initiative aimed at providing immediate support and assistance to individuals and

families facing acute crises or emergencies. This program is typically administered by

government agencies, non-profit organizations, or community-based groups, often in


collaboration with social welfare departments or humanitarian organizations. (John Henry

Naga et al., 2016 CHANGE TO 2020). IN THIS STUDY AICS our main focus for the

information management system in Guinobatan.

Rapid Application Development (RAD). Is a software development

methodology that prioritizes rapid prototyping and iterative development to quickly

produce functional software applications. RAD emphasizes flexibility, adaptability, and

customer feedback throughout the development process, aiming to deliver working

software in shorter time frames. (Beynon-Davies et al., 1999 CHANGE TO 2020). This

methodology will be the software development method that the researchers will use. In

this study RAD to successfully create the information management system

RESEARCH DESIGN AND METHODOLOGY

This chapter presents the methods and procedures used in this study. It includes

the source of data, data gathering procedures, software development methodology, and

the system requirements of the study.

Research Method
To study a web-best management system this research method can be used:

Survey will be conducted to understand the organization's problems, Data Analysis can

be done by analyzing the data collected from existing management system, and

Document and Reports can offer historical context, operational procedures, and insights

into existing challenges The proponents will use the descriptive and developmental

research method to gather the necessary data and information for the study’s objectives.

Descriptive research design is a type of research that aims to systematically obtain

information to describe a phenomenon, situation, or population. More specifically, it

helps answer the what, when, where, and how questions regarding the research problem

rather than the why. The proponents of this research method can assess their finding and

propose ideas using this strategy.

Sources of Data

The proponents will gather data from both primary and secondary sources.

Primary data refers to information that is directly obtained from original sources, such as

conducting interviews with MSWD officials in Guinobatan to inquire about the

challenges they faced. Secondary data, on the other hand, are derived from previously

conducted research projects and are utilized to supplement research data. In addition to

interviews, the proponents will utilize various resources including websites, articles,

documents, and the library to gather further information and insights for the study.

Data Gathering Procedures

The proponents will collect data to identify the problem and understand the

process involved for improving the system’s functions. The proponents will visit the

office of MSWD Guinobatan, Albay to collect data. The proponents will make a letter of
approval to conduct the study at MSWD Guinobatan, Albay to conduct an interview with

the head of the organization Mrs. Parcia. Through interviews, the proponents will be able

to identify the problems faced by the organization. Moreover, all the data gathered from

interviews, the proponents will assure the interviewee that all the information and data

will remain confidential and will be used for research purposes only.

Software Development Methodology

In this study, the proponents will use Rapid Application Development (RAD). It is

an agile software development strategy that prioritizes rapid prototyping. The concept

“rapid development” was created by James Martin in 1991 (Demchenko, 2020). It is split

into different phases such as, requirements planning, user design, construction, and

cutover. With RAD, the researchers obtained the knowledge gathered throughout the

development process to improve the system without repeating the whole process again.

requirement planning. During this phase, the proponents will examine the

comprehensive system requirements, encompassing the initial gathering of project

specifications. They collected data and information concerning the adaptability of the

system, visiting MSWD to gather the necessary information for system development.

user design. The proponents will engage in constructing and crafting the user

interface. They design the system by integrating the user interface with data inputs,

outputs, and system flow. Several prototypes were presented by the proponents to

enhance their proposals. Ultimately, the researchers developed the most appropriate

design for the system.

construction. This involves refining system designs, developing components

iteratively, and continuously testing for defects. Prototypes are refined based on user

feedback. Comprehensive documentation is created alongside development, and

transition planning begins for the system's deployment. This phase emphasizes

collaboration, agility, and user-centricity to deliver a functional and responsive system.

cutover. The developed software is rolled out for actual use. This involves final testing,

user training, and system deployment. Feedback is gathered during deployment to inform

of any necessary adjustments or enhancements. The focus is on ensuring a smooth

transition from development to production while maintaining system functionality and

user satisfaction.

Table 1 represents the system requirements needed for the system to be used

effectively and efficiently. The table represents the needed requirements for desktop

compatibility, which includes the minimum and recommended requirements for the

desktop and laptop devices. For the software requirements the system requires and
operating system of Windows 10 and above. For the Hardware requirements, the

processor must be at least Inter Core-i3-9th gen and above, for the memory it should be at

least 3GB of RAM, but I recommend 4 GB RAM to run the system without lag, the

storage it should be at least 230GB of internal storage and for the input devices mouse

and keyboard for the devices 1080 x 720 pixels of monitor. These are the required

software and hardware.

Statistical Tools

An instance of an average is a weighted mean. Certain data points carry more

weight than others when it comes to the final mean, rather than every data point

contributing equally. Each item's response was multiplied by the corresponding value.

The value of n, or the total number of respondents, is divided by the total result. The

researchers employed the weighted mean in their study and data collection to improve

data interpretation and analysis.

Pont Likert Scale to get specific responses. A type of psychometric response scale in

which responders specify their level of agreement to a statement typically in five points:

(1) Strongly disagree; (2) Disagree; (3) Neither agree nor disagree; (4) Agree; (5)

Strongly agree.
