minimum, the requirements of any other Local Statutory Regulations,
including the Code of Construction Safety Practice and Environmental
Protection and Safety Guidelines issued by the Client and/or the Main
Contractor.

Project Manager : A generic term used to describe the most senior person resident
On the project from the company. The actual job title of the
person may vary e.g. Project Manager, Project Manager.
Site Supervisor : A generic term used to describe all persons undertaking a
Managerial or supervisory role on the project, inclusive of
subcontractors. The actual job title may vary e.g. Engineer, Site
Engineer, Supervisor, Group Leader, Foreman etc.
Employees : All staff and workers employed in the project inclusive of sub-
contractors.
Competent : Having sufficient training, experience or knowledge and other
qualities to be able to undertake specified duties.
Accident : Any unwanted and unplanned event that resulted in loss of some
kind
Near Miss : Any unforeseen event that could have resulted in an accident
LTA (Lost time Accident) : Accidents where the injured is not able to report to duty within
Next 48 hours, excluding the day of accident
Hazard : The potential of a substance, operation or condition to cause harm
or damage.
Risk : The likelihood of a hazard being realized.
Risk Assessment : A formal process by which hazards are identified, the associated
Risks are evaluated and the necessary controls to either eliminate
or mitigate the risks to an acceptable level are specified.
Tool Box Talk : A talk on a typical HSE related subject, given by a site supervisor
to the personnel for whom he is responsible.

2.1 Introduction

This HSE Plan defines the Health, Safety and Environment requirements to be implemented during the
execution of Project undertaken by ANJ Turnkey Projects Pvt. Ltd, India.

The requirements given in this document are in addition to the requirements of Local Statutory
Regulations and Code of Construction Safety Practice.
Requirements given there in will form part of this HSE plan.

The responsibility of enforcing this HSE Plan rests with the Project Manager of the site. The HSE
advisor of the site will assist the project Manager in implementing the HSE plan and will act as a
catalyst in motivating the frontline staff to fulfill their obligations on HSE. He will monitor the
HSE activities of the site regularly and will report to the Project Manager if there is any deviation /
violation from this HSE Plan for necessary rectification.

The role and responsibilities of the site personnel in accident prevention is given in the Chapter on
“Organization and Responsibilities”

Health & Safety plan without any exception.

2.3 Goal and Objectives


The objective of this HSE Plan is to provide a workable model to help the site to achieve the ultimate
goal of ANJ TURNKEY PROJECTS PVT.LTD.
“Zero lost time injury accident”.

We firmly believe that building and maintaining a safety culture in the day-to-day work life of all the
employees is a primary task of an organization. The Site Management of ANJ TURNKEY
PROJECTS PVT. LTD. Will do its best to bring in this culture among the employees.

This will be achieved by integrating the HSE requirements in all the company procedures.

Environmental Management Plan

ANJ provides the management framework needed for the planning and implementation of
construction activities in accordance with the environmental commitments identified by the main
contractor and any other local orders issued from time to time. Its purpose is to reduce the risk of
adverse impact of construction on sensitive environmental resources – air, water, land and living
creatures – and to minimize disturbance to local residents.
This Environmental Management Plan shall be integrated with the HSE management processes.
An environment aspect impact assessment is carried out for the situations which could arise out of the
activities in the project by:
➢ Identifying the significant environmental impacts that can be anticipated,
➢ Assessing the risks from these impacts,
➢ Determining the control measures that need to be taken and re-calculating the residual
impact,
➢ Reporting where unacceptable level of residual impact score is noticed so that other
feasible administrative and / or engineering controls can be taken to reduce its effect.
This Environmental Management Plan is devised based on the said assessment and shall be revised
based on the existing situations as the project progresses.
Following measures detail the implementation steps that are designed to reduce / eliminate the
environmental impacts due to the construction activities undertaken:

ENVIRONMENTAL MONITORING WILL BE CONDUCTED BY


Air quality
 Dust reduction measures in the construction area include:
a) Controlling material handling while loading and unloading;
b) Cutting and grinding works only after damping the surface.
 Emissions from machinery, equipment’s and vehicles shall be controlled by ensuring proper
maintenance.

Flora and fauna


 Defined work areas would be identified and no construction works, storage of materials or
workers would be allowed outside these areas.

Noise
 Care shall be taken to carry out operations during day time as long as reasonably practicable to
control noise during night.
 Cutting operations or other noisy tasks shall be minimized through off-site fabrication or such
operations shall be confined to the interior of the building wherever practicable.
 Operating powered tools and equipment’s is considered to be one of the major sources of noise
and vibration. Task specific assessments will be carried out, if found necessary, and suitable
administrative and engineering controls will be implemented.

 All vehicles will be checked every three months by Govt. authorized Pollution Check Centers
and Pollution Control Test Certificate will be fixed on all vehicles.
 DG set for construction power should have proper sound proofing arrangements.

Water
 Water from the pipelines after testing the pressure will be drained to drain pits available or
other suitable measures available at site.
 Wastage of water shall be prevented by repairing any leaking taps / pipes promptly and through
regular monitoring.

Waste Management
 Care shall be taken to limit the raw material resources delivered to the site so that wastage can
be minimized.
 Materials shall be ordered in dimensions closer to the required to minimize off cuts and
wastage wherever feasible.
 All waste disposals shall be carried out through approved waste disposal contractors.
 Scrap metals and waste oil shall be recycled through approved agencies.
 Storekeeper and material coordinator shall be responsible for periodic disposal of waste
materials from the skips and the storekeeper shall record such details of disposal.
 The respective group of workmen shall be responsible for depositing the waste materials in the
earmarked locations and the concerned supervisor shall ensure this.

Waste skips provided on site shall be utilized for disposal of waste materials according to the
category. However, the table given below can be used as a guideline.

documentation will be recorded.
Emergency response
In the occurrence of a spillage, the methodologies:
 Identify the material;
 Contain the spillage at the spot;
 Recover and collect immediately in a safe manner;
 Dispose as per the EPSS guidelines.

Procedure
 If any leak from the container observed, it shall be stopped immediately after wearing
necessary personal protective equipment’s.
 The spilled material shall be contained in the area using bunds, sand, soil or any other inert
materials.
 Small leaks shall be washed away with large quantities of water.
 The polluted area should be barricaded suitably.
 The incident shall be reported to the HSE Department for further investigation and
recommendations.

The storekeeper shall be in possession of the Material Safety Data Sheets (MSDS) of all chemicals
that are brought to the project. The Project’s HSE Advisor shall be contacted for any clarifications in
this regard. Material Safety Data Sheet shall be displayed in at appropriate location, i.e. Store,etc.

3.1 Organization and Responsibilities


Site organization chart is available with the Project Manager and will be available for reference.
Health, Safety and Environment responsibilities of each individual are as given below:
a) All Employees
 All Employees shall follow the site HSE Rules and Regulations.
 They shall not tamper with any of the HSE arrangements made at site.
 They shall refrain from creating any hazards and from performing any act that may hinder
execution of HSE instructions.
 All employees shall be responsible for the implementation of the relevant requirements of this
Health and Safety plan.
 Be familiar and show commitment to the implementation of this HSE plan.
 Alert the Project Manager, HSE representative, Engineer or Supervisor if any hazards are
observed in their place of work.
 No worker shall carry out any work that will put themselves or others in danger.
 Possession and use of alcohol or non-prescribed drugs is strictly prohibited during working
hours and the Project Manager may dismiss the violator from work with immediate effect.
 Carrying weapons to the offices or sites is prohibited and violators will be dismissed without
warning.
 They shall not sleep or eat in any other area other than the designated resting area and
canteens.
b) Project Manager / Project In-Charge
 Responsible for the total compliance and implementation of this HSE plan and held
accountable for the project’s HSE performance.
 Arrange/Provide the necessary resources required for the implementation of the HSE plan.
 Establish effective lines of communication and consultation on HSE issues with all section in-
charges.
 Promote continuous improvement of HSE performance.
 Review and approve job procedures and risk assessments.
 Establish a good housekeeping standard and good operational practice.
 Monitor the implementation of this HSE plan on a day-to-day basis in close coordination with
the HSE representative and take necessary action if deviations are noticed or notified.
 Ensure that the concerned site engineers and supervisors attend to the HSE Representative’s
recommendation sent through his observation report.
 Chair the monthly site HSE meetings.
 Display his commitment HSE and address the site HSE issues on a daily basis.
 Recognize good HSE performance from the individuals and team.
 Ensure that accidents and near misses are investigated and reported appropriately.
 Seek advice and assistance from the HSE department and keep abreast of changes in legal
requirements and best practice.
 Attend the Client’s/Consultant’s HSE meetings as required by those parties.

c) HSE Representative

 He shall be responsible to the Project Management for HSE support and advice, and for
promoting the continual improvement of HSE performance of the company.
 He shall also be responsible to HSE Department for promoting HSE practices in the division.
 The HSE representative will monitor the site activities on a regular basis and will provide
support and advice on HSE related issues for promoting health and safety onsite.
 Intimate the deviations from this plan and any other accepted procedures to the Project In-
charge for his necessary corrective and / or preventive action.
 Shall be familiar with current HSE legislation relevant to the activities. Copy of these will be
made available at the office for ready reference.
 Advise and assist all personnel on the project with the implementation of Health and Safety
plan and compliance with the relevant HSE legislation.
 He will give inspection reports indicating all the unsafe conditions noticed by him at site
highlighting the status and responsibility of rectifying the same to the Project In-charge.
 Plan the requirement of first aid, firefighting and safety appliances in coordination with the
site execution team.
 Investigate all accidents to find out the root cause and to suggest necessary actions to prevent
its recurrence.
 Organize the inspection of scaffolds, ladders and power tools based on the enclosed checklists
at a frequency as mentioned therein and maintaining a record of such inspection.
 Organizing HSE meeting once in a month, which will be chaired by the Project In-charge and
maintaining the minutes of such meetings.
 Arranging induction programs for all the staff and workmen on their arrival at site and
organizing refresher sessions whenever required. Record of such programs shall be
maintained at site offices.
 Conducting risk assessment for major works, based on the method statement provided by the
execution team before they are taken up, to identify the possible hazards and the precautions
to be taken.
 Organize and/or conduct HSE training for all project personnel.
d) Site Engineers/ Supervisors/Foremen
 Acknowledge the receipt of this HSE plan and understand it fully and follow the same in their
day-to-day activities.
 Ensure that all personnel undergo HSE induction training before they are deployed at the site.
 Enforce adherence to safe job procedures and risk assessment controls.
 Provide Toolbox Talks to the operatives working under them and pass the records to the HSE
department on a weekly basis.
 Identify weaknesses and deficiencies in job procedures and rectify those if possible and
where not possible, refer those to the Project Manager.
 Make random spot checks of tools and equipment used by his men and take measures to
rectify the unsafe conditions.
 In case of serious accidents or incidents, take part in the investigation team and agree
remedial measures.

 Ensure that all employees working under them implement the relevant requirements of this
HSE Plan.
 Give HSE instructions to their workmen on a daily basis as a part of the job instructions,
highlighting the possible hazards of the day’s work and the precautions to be taken.
 Plan and arrange for critical activities before they are undertaken and inform the Department
Head and the HSE representative about the task, well in advance.
 Prepare method statements for all the critical activities in the prescribed format, in liaison
with the HSE representative and execute the measures suggested by him. Ensure that the
operatives working with him are issued with necessary PPE and they use the same.
 Keep their work area neat and clean, especially at heights free from loose materials.
 Promote the continuous improvement of HSE performance.
 Verify the third party test certificates while hiring cranes or any lifting appliances for their
validity. The Mumbai Building and other Construction Workers (Regulation of Employment
and Conditions of Service) Rules, 2002 shall be followed.
 Prevent horseplay of workmen and take strict action against violators.
 Identify and eliminate all unsafe conditions in their respective work area by carrying out HSE
inspection every day.
 Take suitable corrective measures to rectify the unsafe observations pointed out by the HSE
Representative in his inspection reports.
 Attend and execute all the points that are discussed in the HSE meetings.
Electrician
 Read and interpret drawings, circuit diagrams and electrical code specifications to plan
wiring layouts.
 Pull wire through conduits and through holes in walls and floors.
 Install brackets and hangers to support electrical equipment.
 Install, replace and repair lighting fixtures and electrical control and distribution equipment,
such as switches, relays and circuit breaker panels.
 Join and connect wire to fixtures and components to form circuits.
 Test completion of circuits using test equipment.
 Troubleshoot and isolate faults in electrical and electronic systems and remove and replace
faulty parts.
 Connect electrical power to sound and visual communication equipment, signaling devices
and heating and cooling systems.

First Aider
The role of a first aider is to provide immediate, lifesaving, medical care before the arrival of further
medical help. This could include performing procedures such as:
 Placing and unconscious casualty into the recovery position.
 Performing Cardiopulmonary resuscitation (CPR).
 Using an automated external defibrillator (AED).
 Stopping bleeding using pressure and elevation.

 Manage the incident and ensure the continuing safety of themselves, by standers and the
casualty
 Assess casualties and find out the nature & cause of their injuries
 Arrange for further medical help or other emergency services to attend (e.g.: the fire service)
 If trained, priorities casualties based upon medical need
 Provide appropriate first aid treatment as trained
 If able, make notes/observations of casualties
 Fill out any paperwork as required
 Provide a handover when further medical help arrives

e) Storekeeper
 Maintain a minimum stock level of all safety appliances at stores.
 Obtain test certificates while hiring cranes and while receiving any lifting tools and tackles
and maintain records of the same.
 Ensure that proper housekeeping is maintained in site stores.
 Ensure that proper arrangements are made for the storage of highly flammable material.
Appropriate warning and HSE signs will be ensured at such places. Entry into such places
should be restricted and monitored by him.
 Ensure and maintain proper firefighting equipment in store area.
 He shall arrange to remove all scrap and waste material from site regularly.
 Arrange and provide all necessary safety equipment’s as authorized by the site engineers,
supervisors and HSE Representatives on an urgent basis and maintain record of the same.
 Attend to the recommendations made by the HSE representative on a daily basis and conduct
a joint inspection with the HSE representative on a weekly basis.

f) Quantity Surveyor

 Conducting feasibility studies to estimate materials, time and labor costs


 Preparing, negotiating and analyzing costs for tenders and contracts
 Coordination of work effort
 Advising on a range of legal and contractual issues
 Valuing completed work and arranging for payments

g) Sub-Contractor
 Attend a pre-construction safety meeting to understand the project’s safety requirements
 Provide appropriate methods, equipment, devices and material to assure a safe workplace
 Provide the necessary personal protective equipment to their employees needed for any
specific task and have that equipment on site and ready for daily use
 Stop work when a hazard or potential hazard exists or in the event that conditions are such
that there is immediate danger to life, limb or property
 Notify all other contractors and subcontractors when your employees’ actions could
adversely affect the health and safety of employees of other companies
 Ensure that all work activity for the day ahead has been reviewed for safety concerns and that
all safety requirements will be met
 Instruct each of their employees on the job site in the recognition and avoidance of unsafe
acts and/or conditions applicable to their work environment to control or eliminate injury or
illness, and will enforce all applicable safety rules on their employees.
 Maintain their equipment and vehicles with regularly scheduled maintenance and repairs to
keep their equipment in safe operating condition
 Each subcontractor will submit the name of a job site safety representative to the project
superintendent prior to starting work on the job. This representative will be responsible for
the safety and health of the personnel employed by their company and its subcontractors.
Each safety representative will be required to stop any and all hazardous work being

4.1 Access to Site


Access to site will be as per instructions given by PMC ( Colliers )
 Mandatory requirements to enter site

4.2 Temporary accommodation and facilities at site


Site offices; lay down areas, welfare facilities, fire points, and assembly points will be placed as per
the requirements in liaison with the Main Contractor. Necessary fire precautions shall be ensured in
all such areas. Emergency contact numbers and escape routes shall be displayed with proper markings
at visible locations.
a) Welfare Facilities
 Cool Minerals drinking water will be made available at site. Lab tested certificate will be
provided on MONTHLY basis.
 Rest area provided by the Main Contractor shall be utilized for lunch, tea breaks and for
taking rest.
 No food articles will be allowed in construction area. Bins provided by the Main
Contractor shall be utilized to collect the food waste.
 Necessary toilet and wash facilities arranged by the main contractor shall be used by the
company employees.
 Sleeping or taking rest will only be allowed in the ear marked rest area.

b) First Aid
 First aid boxes as per BOCW 2006 will be made available at site office/stores and each
floor where workers can have an easy approach.
 Male Nurse and Dedicated First Aid center will be provided at site location.
 Minor injury cases at site will be sent to Prime Medical Centre for treatment and further
medication.
 All major injury cases will be referred to Govt. Hospital after necessary first aid.
 Ambulance will be called in to handle major injury cases.

4.3 HSE Meetings


HSE Meeting will be conducted once in a month and the Project In-charge shall chair the meeting.

Objective:

The objectives of the meeting are:

 To review the implementation of this HSE plan


 To create a safe environment, to review the HSE performance on site, to ensure all work
activities are carried out in a safe manner.
 To find solutions for any HSE issues remaining unresolved during the previous month,
 To identify the problem areas and to work out suggestions for the same,
 To brief on the accidents occurred during the previous month, if any, to communicate lessons
learned.
 To decide any special HSE requirements to be taken during the next month arising out of the
new activities to be taken up during that period.

Participants: The senior staff members nominated by the Project In-charge (shall include sub

4.4 Personal Protective Equipment (PPE)


All workmen entering the sites will be required to use Safety Shoes, Safety Helmets, and Reflective
Jacket with company logo. It will be the responsibility of the respective supervisor/ site engineer to
ensure that the operatives working under them are issued with necessary PPE before they are
deployed onsite.

4.5 Sub-contractors’ Management

Subcontractors, who are employed in the project, have to adhere to this HSE Plan and any other site
HSE rules / requirements issued by the regulatory authorities.
They will also be required to attend the HSE Induction Training Programs. Any employee inside the
project area without HSE induction training shall be removed from site immediately. The engineer /
supervisor will be held responsible for allowing any workers in site without HSE Induction Training
and it will be viewed seriously.
Subcontractor supervisors shall give toolbox talks to their workmen on a weekly basis. Records of
such meeting will be forwarded to ANJ site office on every week and shall be maintained for audit.
When the strength of subcontractor employees increases more than fifty, they will be required to
nominate a HSE coordinator who will be responsible to promote HSE awareness among their
employees and to ensure that the supervisors adhere to this HSE plan and procedures.

Major sub-contractors shall prepare and submit their HSE plan detailing the safe work procedures
after incorporating the risk assessment requirements.

4.7 HSE Rewards &Promotions

 HSE promotion programs like incentive schemes etc. will be arranged by the HSE
department/Project team to enhance the awareness of the workforce and to stimulate their
interest in HSE matters.
 The employees’ involvement in HSE matters, awareness in the field, improvement
suggestions and previous history of HSE violations will be considered for the rewarding
program.
 HSE slogans, notices, posters, statistics etc. will be displayed in different conspicuous
locations in site for awareness.

4.8 Disposal of Waste materials


 All the scrap and waste materials generated at site will be placed at the scrap bins provided.
 This will be the responsibility of the respective group of workmen and the concerned
supervisor to ensure the same.
 The flammable waste such as empty containers of paint, insulation glue and adhesives etc.
will be disposed of separately.
 The garbage bins provided will be cleared regularly. The storekeeper will be responsible to
ensure this.
 Hazardous waste materials, such as sharp metal off-cuts etc. to be made safe prior to disposal.
 The Project In-charge will allocate separate crew under a foreman for scrap and waste
removal if he feels it is required.
 At no stage scrap or waste material will be allowed to accumulate in construction area.
 The storekeeper will be responsible to arrange to clear the bins regularly.

4.9 Transportation

 Access to the site will be controlled.


 No vehicles will be allowed to enter construction site without permission.
 All construction vehicles to have audible / visual warnings while reversing.
 All the vehicles will be operated by drivers holding valid driving license.
 No vehicles shall be allowed to reverse into crowded work premises.
 It will be the responsibility of the drivers to ensure that the vehicles are not overloaded
beyond its rated loads.
 Drivers and operators will not be allowed to work for more than 12 hours continuously
on any circumstances.
 Vehicles will only be parked at designated locations in the site without obstructing the
free flow of the traffic.
 The materials will be tied properly when loaded in vehicles to prevent its dislodgment
while moving.
 At least one helper should accompany the driver with the goods vehicles.

4.10 Work Control Measures.


In a construction site there is a need for written safe systems of work in specific circumstances. A
Permit to Work system should form part of that ‘safe system’. Permits to Work must only be issued
by an appointed authorized person, using duplicate and numbered forms. They must be signed by an
authorized person and issued to the competent person who is to carry out (or be responsible for) the
work described on the permit.
Permit to Work systems are essential to ensure safe working and freedom from hazards where high-
voltage electrical supplies, cables and equipment exist, particularly in installation, maintenance or
construction work. Entry to such area will be strictly controlled. All energized rooms will have proper
lockable doors. The following work control measures will be followed at site:
a) Hot Work Permit.
 Any gas cutting or welding work can be taken up only after obtaining a hot work permit from the
concerned section engineer / HSE Representative. It will be the responsibility of the concerned
supervisors to obtain the hot work permit and arrange all the precautions detailed in the permit
before starting the hot work.
b) HV/LV-Plant Room Work Permit.
 While taking up any activity in energized electrical, plant / mechanical room, the nominated
engineer will issue a permit to the concerned competent person, indicating all the precautions
that are to be taken and a copy given to HSE representative. Appropriate warning signs will be
ensured at all necessary places.
c) Working in Shaft
 Any work in shaft will be controlled. The concerned supervisor has to fill up the details of work
and ensure that the precautions mentioned therein are fulfilled.
d) Confined Space Entry
 All necessary precaution shall be taken for the work inside any confined space and the entry into
a confined space will be restricted by permit. HSE department shall provide separate training to
the crew who has to carry out the work in confined space. It will be the responsibility of the
engineer in-charge of the operation to take all precautions mentioned in the work permit.

 4.11Housekeeping
Housekeeping is an important element of accident prevention. It should be the primary concern of all
supervisors and till the end of the job they shall monitor that housekeeping is carried out in day to day
basis. The following to be ensured:
 Proper access and egress shall be maintained at all times at site and it shall not be blocked.
 Enough lighting shall be ensured at work areas. Task lights shall be provided wherever
necessary.

 Smoking will not be permitted in the entire site, including site office and stores. Smoking area
will be earmarked with adequate fire precautions, if found necessary.
 Trash containers will be kept near the rest area and the technicians will be advised to dispose
lunch box, soft drink bottle etc. only in trash containers.
 All materials at site will be neatly stacked in the assigned location provided with suitable
enclosures.
 Scrap generated at site will be removed on a day-to-day basis by the respective technicians at
the end of the shift every day. The concerned supervisors will be responsible for ensuring this
without fail.
 Packing materials, if any, shall be removed from the site immediately after opening the boxes.
 Welding cables, power cables etc. will be laid in such a way that it will not cause trip hazard.

4.12: Compressed gas cylinders


Pressurized gas cylinders will be handled, transported, stored and used with utmost care. The
following points will be ensured while dealing with compressed gases:
a) Storage

 All cylinders will be considered ‘FULL’ and treated accordingly unless it is checked and
proved otherwise by a competent person.
 Area will be earmarked for storage of compressed gas cylinders and it should be on ground
level for easy removal during emergencies. This area will be made such that the cylinders are
protected from direct sunlight and extreme hot conditions all the time. Fire points will be
placed near the storage area and necessary caution signs will be prominently displayed.
 Oxygen and DA (LPG cylinders are not allowed for any Gas cutting & Brazing Work
Activity) cylinders will be stored separately and they should be separated by a minimum
distance of 3m.
 ‘Empty’ and ‘full’ cylinders will be stored separately and those will be distinguished by
placing suitable identification.
 All the cylinders will be secured properly against toppling.
 Cylinders will be stored vertically with their protective caps on.
 Color coding for gas cylinder will be followed asunder:
- Oxygen Cylinder - Black color
- DA Hose pipe - Red color
- Oxygen Hose pipe - Blue color

b) Transportation

 DA should be transported vertically and they should be provided with protective caps.
 All the cylinders should be secured properly to prevent toppling or fall.
 Valves should never be used for handling purposes.
 Oxygen and DA cylinders will be transported to the work site only on secured trolleys.
 Compressed gas cylinders should never be dropped on to the ground while dislodging from
vehicles.

c) Usage onsite

 Quantities for the day’s use only will be taken to the worksite.
 All the cylinders will be secured against fall and will be kept on trolleys.
 Visual inspection will be done to check any damages to the cylinders and fittings before use.
 Leakage of gases will never be tested with naked flame; soapy water will be used instead.
 Gas cylinders will not be stored/used under direct sunlight to prevent from increase in internal
pressures.
 All the cylinders will be provided with flashback arrestors near the regulator end and torch end
also.
 The cylinder spanners will be placed on the cylinders during use. (for any emergencies)
 Gas cylinders, hoses and its fittings will be protected from shock, damage, or threats caused by
electricity.
 The hoses will be laid on site in such a way that it is protected and does not cause any trip hazard.
 The use of compressed gases on site will be controlled by a ‘hot work permit’
 Inlet & Outlet Pressure Gauge to be provide for the respective cylinders\

d) Electrical Supply for Construction Activity.

4.13 Barricades/ signs/ tags/posters

 Necessary warning signs and HSE posters will be displayed at site to warn about the hazards
at the work area.
 All hazardous areas of operation will be identified as the work proceeds and it will be
barricaded. Necessary precautions will be taken to warn others about the hazards present.
 Whenever any work is taken up in the live electrical distribution network, appropriate caution
boards such as “Do not operate - Men at work”, “Danger to Life” etc., will be put up in
the main boards and it will be locked for protection. Lock out Tag out Procedure will be
followed strictly.
 Hazardous work areas will be barricaded.
 If the edge protection or barricade is removed to gain access to the prohibited locations to
carry out any specific work there, it will be carried out with permission only. The removed
protection shall be replaced after the work is over.
 Information posters will be put up in appropriate locations indicating the emergency
telephone numbers and fire points.
 No smoking signs and hot work prohibition signs will be installed wherever required.
 Suitable HSE posters and stickers will be arranged and displayed from time to time.
 Emergency telephone numbers will be displayed on all the noticeboards.
 Emergency procedure will be displayed at appropriate places.

4.14 HSE inspection and HSE Audits

 Project In-charge shall conduct a site HSE inspection at least once a month. This may be
undertaken in conjunction with an inspection by the HSE Representative.
 All site supervisors / Engineers shall be responsible for conducting routine HSE surveillance and
taking appropriate action as they go about their day to day work in their area of responsibility.
 The HSE representative will inspect the entire site on a regular basis and will give an inspection
report to the Project In-charge whenever required.
 The respective engineer, supervisor or the foreman will attend to all unsafe conditions pointed
out by the HSE Representative. Project In-charge will be responsible to ensure the corrective and
preventive action on the inspection points..
 All the site supervisors will inspect their site and brief the employees of the hazards related to
the job.
 HSE Representative will ensure that all scaffoldings, ladder and power tools at site are inspected
on a regular basis by the nominated person.
 He will also conduct periodical surveys to identify the target focus areas, so that the HSE
management of the site is on the right path always.
 HSE department will carry out random audit of the site and to ensure the implementation of
Health and Safety rules and policy.
 Any other job specific checklist will be made as per requirement.
 HSE committee will inspect the site on a weekly basis.
 Internal HSE Audit will be conducted once in six month.
 External HSE Audit will be conducted once in one year.

4.15 Fire onsite


 The project will be a no smoking zone. ‘NO SMOKING’ sign will be posted at appropriate
places.
 Fire Safety Equipment’s to be installed on site as per site requirements.
 10 Nos. of ABC type fire extinguisher to be available on each floor & Co2 fire extinguisher to
be provided near electrical Dbs.
 2 Fire Points to be provided on each floor.
 Fire extinguishing training will be conducted frequently for labours & Staffs.
 Fire Point will be available near Hazardous chemical store.
 Emergency contact details will be displayed on floors at respective locations.
 Fire emergency exit routes will be established, adequate signage placed and kept free of
obstruction.
 Access will be restricted to site work areas, especially out of working hours. Smoking
restrictions will be enforced, adequately notified to all, where flammable materials are or are
likely to be present.
 Hot work and use of naked flame appliances will be controlled as necessary, including the use
of permit to work systems as necessary.
 Emergency procedure followed by the Main Contractor shall be followed by the company
employees. Details of assembly point, Fire Marshall, Fire wardens etc will be as per Main
Contractor’s emergency plan. All exit routes will be clear of obstructions. hot work will be
strictly controlled and such areas will be inspected one hour after completion of the work to
check for possible fire hazard. Quantities of highly flammable liquids and DA within work
areas will be restricted and suitable storage facilities provided. Records will be maintained of
routine fire inspections and the maintenance and testing of fire-fighting equipment.
 All site operatives will be trained on fire and evacuation procedures on induction training.
Operatives using highly flammable materials and carrying out hot work will be trained in
appropriate fire prevention measures.

Objective

The main objectives of the emergency response plan shall be,

 Preserving the life, property and environment from the consequences of emergencies
arising within the site.
 Systematic coordination of emergency control action to arrest escalation of emergency, to
evacuate personnel within or outside the site where necessary and to rehabilitate them.
 Restoring normalcy in site operation with minimum loss of time.

Emergency Response Committee (ERC)

 An emergency response committee shall be formed comprising key personnel of the ANJ
management.
 All the members shall have a deputy to replace them if necessary.
The purpose of the ERC is to manage the orderly response to an emergency situation.

Responsibility

Project Manager

 As a Project Manager and head of emergency response committee he is responsible for


activating the emergency plan and assuming overall command during the emergency
situation.
 Immediately arrange for an informal on-spot meeting of the members preferably at the
emergency control room to take stock of the situation and initiate necessary measures.
 Take on-spot decision on the procedure to be adopted based on the type and extent of the

6.1 HSE Training

▪ HSE Training shall be given to all staff and Sub Sub-contractor people separately.
▪ All staff and technicians will go through HSE Induction Training by the HSE
representative before their deployment at site.
▪ The record will be maintained to this effect. It will be the responsibility of the respective
Mangers Engineers and Supervisors to inform the HSE representative about any new
employees.
▪ Subjects to be covered during the induction sessions.
▪ Induction training will be extended to subcontractors as well.
▪ Records to this effect will be maintained at site.
▪ A “Zero Tolerance” culture will be imbibed during the induction to all the employees.
▪ If any of the visitors have to be taken to site, i.e. construction area, it has to be approved
by the Project In-charge and they will be required to give an undertaking before taken
inside the site.
▪ Employees having height phobia will be identified during the induction and their work
area will be restricted suitably.

6.2 Toolbox Talk (TBT)

 Toolbox talks will be conducted at least once in every week by all the site
engineers/supervisors to their respective workmen before the shift begins.
 Project Manager shall issue a schedule of the toolbox talk program. In addition to this,
depending upon the site activities in progress, job specific hazards and the precautions to be
taken will be highlighted whenever required. Unsafe conditions and unsafe acts noticed at
site, lessons learnt from the accidents, safety precautions to be taken in the next week’s
works etc. will be the focus of discussion during the tool box talks.

6.3 Job specific training

 Any specific training needs of site based personnel for any specialized activities shall be
organized by the HSE Department on request from the Project Manager.

6.4 Daily Work Instructions


 The daily work instruction by the supervisors and site engineers will include the existing
hazards and their precautions. If a new job is being started, the engineer/supervisors must
ensure that the toolbox talk about the job is carried out to all operatives.

6.5 Fire evacuation training

 All the employees will be given training on procedures to be followed on emergency


situations when they are inducted on to the site. They will be given additional training as
found necessary. Mock drills and other emergency training shall be conducted for our
employees. Emergency nos. shall be displayed at prominent locations within the work
premises. Frequency for emergency mock drills shall be once in three months.

7.1 Reporting Procedure


Accident Prevention is a part of planning and controlling functions and it will help management to
reach the goal of “Zero Accident”. Injuries and accidents are classified as follows:

First Aid Cases(FAC) First aid provided at site and the worker is available for work at
site.
Hospital Referred Cases(HRC) the injured was referred to hospital for further treatment

Lost Time Accidents(LTA) the injured is not able to report to duty within 48
hours, excluding the day of injury
Near Miss Cases the incident which had potential to cause injury or
(NM) damage to property

The following procedures shall be followed at site. It has been designed to meet both statutory and
corporate requirements.

 All accidents and near miss incidents at site will be recorded and all these cases, including
first aid cases will be investigated.
 The individual providing the first aid shall enter the details in the first aid register maintained
at site.
 All LTA and property damages exceeding INR10,000 will be reported to HSE Dept. and HO
immediately through a fastest medium and a detailed report will be sent within 24 hours of
the incident.
 A suitable follow up report shall be sent by Project Manager to H.O. regarding the status of
the injured at a later stage after getting necessary information from the hospital/doctors.
 The HSE representative will investigate all accidents, including the near misses and first aid
cases. The investigation report will be submitted to H.O. & to be reported to PMC (Colliers)
 All serious accidents will be reported to the Govt. authorities and Police and the scene of
accident will be preserved until the Police investigations are completed.
 In case of a serious accident the emergency procedure will be followed without fail.
 Project Manager to ensure that the emergency procedure is followed.
 All accidents (Near Miss, Reportable lost time injuries, Fatal, Dangerous occurrence, and
Property Damage Incidents irrespective to cost) shall be reported immediately to MAIN

8.1 General
Based on the hazard analysis and Generic Risk Assessment, the following ‘safe
operational control procedures’ have been developed. These control measures
apply to general circumstances. Site engineers and supervisors have to
incorporate specific requirements to these procedures before carrying out any
activities. Hazard Analysis and work procedures of Civil Activities will be as per
the plan prepared by the Civil Contractor.

Utmost care has been exercised while conducting the hazard analysis. This is based on the data
currently available. Certain additional environmental hazards may be encountered depending upon
the actual field conditions while executing the work.

Depending on the progress of the project, planning schedules such as monthly, weekly and daily, all
critical jobs will be analyzed to identify the hazards likely to be encountered during the execution and
the precautions to be taken will be decided.

Activity specific Risk Assessments for new activities will be prepared by the HSE representative
based on the method statement and the H & S precautions suggested by him shall be implemented by
the site engineers while taking up the said activity.

Before taking up any major lifting operations, a detailed lift study will be carried out and a method
statement will be prepared incorporating all the safety requirements by the respective senior
engineers.

8.2 Setting up Site Facilities: Offices, welfare & storage

Precautions:
 Seating of temporary buildings will be planned to ensure stability and availability of utility
services (water, drainage & electricity). Loading and off-loading of offices will be planned to
ensure a suitable crane, lifting equipment and trained personnel are available. Fire
extinguishers will be ordered as required prior to occupation of facilities and supplied to site
before work starts.
 First-aid facilities will be provided as required by assessments. Toilets, welfare and hygiene
facilities will be arranged suitable for likely numbers of employees using them and type of
works undertaken. Safe access will be provided to all buildings. A competent electrician will
fix temporary electrical supplies.
 Fire and emergency procedure will be published. Movement of stores will be planned to
minimize manual handling. Facilities will be cleaned at regular intervals. Heating, lighting
and ventilation will be monitored.
 Staff will be trained in the management of health and safety on site and the requirements of
the various regulations, especially in regard to control of subcontractors and liaison with
other contractors. Office workers and operatives will be trained in emergency procedures.
 The area underneath the portable site offices will be either closed or maintained free from
any disposable wastes that can cause fire hazard.
 Dustbins will be provided in the office, stores and rest areas to facilitate the disposal of waste
materials.

8.3 Working at Height


Hazards:

Precautions
 Work is planned to ensure a safe means of access is provided. All equipment provided will
be maintained properly.
 Suitable signs and barriers will be positioned directly below works to warn of overhead
operations.
 Safety Harness will be provided for all operatives who work at height where no positive fall
prevention can be provided.
 Where edge protection is removed for access, or is not practicable, operatives working at or
near the edge will wear safety harnesses.
 Where there is likely to be debris falling, fans, chutes or full enclosures will be used to
protect third parties.
 All operatives working below overhead operations will wear safety helmets.
 All equipment used will be checked to ensure it is in good order, to correct specification.
 Work will be monitored to ensure that additional precaution and equipment is taken into use
if edge protection is removed.
 Training and instructions must be provided to all operatives and supervisory staff involved in
the use of lines and harness, and how to inspect and assess PPE of this type before use.
 All activities where persons need to work at a height more than 4m shall be planned in
advance and HSE Representative shall be informed to suggest safe working procedures.

8.4 Use of Mobile Scaffold


Towers Hazards:
a) Fall of persons

Precautions:

 Only authorized personnel will erect, modify or dismantle scaffolding towers.


 Towers should not be specified for in the vicinity of overhead power lines.
 Specification for use of tower scaffolds will take into account the site ground conditions
expected, height restrictions and obstructions.
 Towers will be erected as per manufacturer’s instructions. Ladder access should be internal
and fixed to the narrowest side. Maximum height to base ratios will not be exceeded 3.5:1 for
inside use and 3:1 for external use without ties. Ties will be used in exposed or windy
conditions. All tower platforms will be fully boarded and fitted with toe-board and guardrails.
Wheels will be locked when the tower is in use. Personnel and materials will be removed
before a tower is moved. Manufacturer’s advice on maximum loading will be adhered to.
 All scaffolding will be inspected before use. After alterations or adverse weather conditions
authorized personnel must inspect scaffolds. All scaffoldings must be inspected every seven
days and the results entered in the inspection record. A competent person will carry out all
scaffold inspections. Scaffold will be checked regularly to ensure their correct use and that
unauthorized alterations have not been made.
 Persons erecting and inspecting scaffolding must be adequately trained. Training may be
provided to such people and it shall be recorded. Scaffold-tag system will be followed at site.
 Safety Harness will be provided for all operatives who work at height where possibility of
injury due to falls exists and where no positive fall prevention can be provided.
 Third Party Inspection certificate to be submit for the Mobile scaffold.
 All employees who work at heights more than 1.8m should use Full Body Safety Harness &
Personnel who are working above 06m Should use FBH with Shock Absorber will be advised
to use FBH all the time.
 Metal Scaffold & Aluminum Mobile Scaffold for Height work activities shall be used. Ensure
all components are installed on scaffolding.
 Scaffolds erected at site shall be done be trained scaffolder. Scaffolding Tags shall be
provided for all scaffolds.

 Ladders should not be used for heights more than 3.8m. Scaffolding or other appropriate
access equipment’s shall be used with proper precautions for reaching heights more than3.8m.
 Ladders will be checked to ensure correct length, type and condition before use.
 Ladders are subject to the planned maintenance program.
 Ladder work is restricted to light activities and for a short duration.
 The ground base for ladder use must be firm and level.
 The ladder must be of sufficient length to extend 1.05m above the step off point when used as
access to a scaffold.

 All ladders brought to site will be registered and appropriate number will be given ensure that
they are inspected at regular intervals.
 All operatives must be trained in the safe use of ladders and the hazards, which are to be
avoided. This will normally be done at induction training.

 Entry inside any shafts will have to be authorized by the concerned engineer or supervisor
after he inspects the place of work by means of the checklist.
 If any of the specific requirements given in the checklist could not be complied for any
reasons, the matter shall be referred to the concerned Sr. Engineer or the HSE representative
to find a suitable alternative for complying with the same.
 Safe Scaffolding / working plat forms shall be ensured to carry out work inside the shaft.
 Adequate overhead protection shall be ensured before allowing workers inside.
 Access and exit route to the shaft shall be clearly defined and communicated to all concerned.
 Employees with height phobia shall not be allowed to work at higher elevations.
 Proper lighting shall be arranged inside the shaft.
 Shaft shall be monitored for sufficient air circulation.
 Full body harnesses shall be provided to all operatives who are employed inside the shaft

8.7 Use of Portable Electrical Equipment

provided. MCB will be provided to each socket.
 All portable electrical equipment will be identified and shall be is subject to planned

 All equipment found to be defective would be switched off and returned to store immediately.
 Leads and extension cables are to be routed so as to minimize the likelihood of damage and
trip hazards.
 Only molded socket (industrial plug and socket) holders will be used on sites.
 ELCB protection will be provided to all portable tools.

 Project Manager shall nominate a person to inspect / check all portable power tools before
releasing it to the site use.

 It is to be ensured that the tools issued are fit for the purpose, the environment in which
they will be used and are in good condition.

 Eye protection is to be provided and used whenever work is done using cold chisels,
drills, grinders or other tools where there is a risk of flying particles or pieces of the
tool breaking off.
 Insulated Knives, screwdrivers and other sharp tools are to be carried and used so as
not to cause injury to the user or others.
 Insulatedtoolsmustbeusedwherethereisapossibilityofliveelectricalwork.
 Site management will monitor hand tools, which can deteriorate with use, to ensure
they are sharpened or replaced as necessary.
 Specific checks will be made as follows:

✓ Open-ended spanners for splayed jaws
 Operatives are to be instructed in the correct method of use and in maintenance
requirements at induction training.
 Storekeeper will inspect all new hand tools before issuing it to site to ensure that they
are in good working condition.
 Homemade, make shift hand tools fabricated at site will not be allowed. Any such
tools found at site will be removed and destroyed.

Precautions:
Any gas cutting or welding work can be taken up only after obtaining a hot work permit .
Concerned supervisors will be required to obtain the hot work permit from the concerned
engineer/HSE representative and arrange all the precautions mentioned in the permit before
starting the hot work. Original permit will be at the site location and a copy will be kept at the
site office.
Arc Welding
 It is the responsibility of the welder and his crew to comply with all the safety
requirements given in the permit before starting the work. If they find any difficulty in
complying with any of the requirements, they will have to report it to the supervisor
concerned and await further instructions from him. The supervisor has to take up the
matter with the HSE Representative and arrive at an alternate method of complying
with the said requirement.
 The welding machine should be provided with body earthing.
 Welding work will be carried out by certified welder & Test certificate to be available
of welding machine.
 The welding cable shall be laid in such a way not to cause any tripping hazard. It
should not have any joint in between. If there is any, it should be provided with
insulated male and female couplers to ensure a safe connection. The return path for the
welding circuit shall be preferably from the job itself.
 The welding holder should have proper insulation and if the insulation is broken during
usage, the holder shall be replaced immediately.
 Before the welding work is started, it should be ensured that there are no flammable
materials stored or installed nearby.
 The welding flux shall be contained in the same floor/area; it shall not be allowed to
fall to the lower level.
 Fire extinguishing medium shall be available at the place of hot work. Requirement of
the fire watch will be specified in the hot work permit, if found required, considering
the place of work and fire watch shall be posted.
 The welder should use all required PPE.
 It is the responsibility of the welding crew to ensure that there is no trace of hot flux or
any smoldering fire caused by it at the workplace before leaving the area.

Flame cutting

 Flame cutting shall only be carried out with Hot Work Permit.
 Gas cylinders will not be allowed inside any confined spaces.
 Trolleys with restraints for Oxy-Acetylene cylinders only will be permitted at site
during hot works.
 It will be provided with flash back arrestor during use.
 Cylinder key will be kept on the cylinder. (For any emergencies.)
 The supervisor concerned to check the equipment before allowing workers to use it.
 Leak normal functioning regulators will be replaced immediately.
 The hoses will be laid in such a way not to pose any trip hazard.
 The gas cutters will be required to use gloves and goggles.
 A fire extinguisher shall be kept at the place of work. A fire watch will be posted
wherever required. Requirement of the fire watch will be specified in the hot work
permit.
 Before the work is started, it should be ensured that there are no flammable materials
stored or installed nearby. If there is any, it should be either removed or covered with
fire resistant cloth.
 The hot flux shall be contained in the same floor; it shall not be allowed to fall to the
next lower level.

 It is the responsibility of the crew to ensure that there is no trace of hot flux or any
smoldering fire caused by it at the place of work before leaving the place.

8.10 Heat Stress at work


Problems and ill health resulting from excessive heat and humidity is a serious and life threatening
situation in this part of the world. It is imperative that the employer should take enough precautions to
counter the ill effects of this hazard and ANJ is committed to its employees and the local authorities
to take all necessary steps to limit exposure to such situations.
Precautions
 Precautions will be taken to restrict employees from being exposed to direct sunlight and
humidity for long hours.
 The Project Manager will take necessary action to re-schedule the site timings (if deemed
necessary) so that external and critical activities that require hard labor are not performed
during the hotter part of the day.
 The HSE representative will inspect the site on regular basis to check the compliance of this
arrangement and report to the Project Manager about his findings.

 Work on roof will be restricted or re-scheduled to reduce employees from being exposed to
such hot conditions for longer periods. The concerned engineers will ensure this in
consultation with the Project Manager.
 Proper ventilation will be ensured inside the building under construction during humid
conditions.
 Pedestal fans will be used to increase air circulation in the work area.
 The Project Manager, if found necessary, will make arrangement for providing
isotonic/electrolyte drinks or any other suitable fluids to the workmen to reduce the intensity
due to dehydration.
 Any decision made by the corporate management and local authorities on working hours will
be followed if ANJ workmen are exposed to heat and direct sunlight.

8.11 Duct insulation


Hazards:

Precautions

 Since the duct insulation adhesive compounds are highly flammable, it should be ensured that
there is no hot work such as welding, flame cutting or grinding takes place in the vicinity. As
far as possible insulation of pre-fabricated duct pieces will be done in an isolated location.
 The adhesive container should always be kept closed except during actual usage. Only one
container required for the day’s use shall be brought from stores and at the end of the shift, the
balance quantity shall be returned to the stores every day.
 Empty cans will be returned to the site stores immediately. It will not be allowed to be lying at
site.
 The employees will be made aware of the hazards of the adhesive compound. The insulation
applicators will be provided with masks.
 Insulation work shall be carried out only in well-ventilated areas. If work is to be carried out
in confined spaces such as basement rooms etc., suitable ventilation is provided to remove the
vapor from the working environment.
 Incandescent lamps or halogen lights will not be used in the insulation area since the heat
generated from it may lead to fire. The light fittings will be kept well away from the place of
work.
 They will be provided with disposable latex gloves and appropriate masks.
 Fire extinguishers will be made available at the place of work.

8.12 Hydro Pressure Testing (pipes)

 Pressure testing shall only be carried out by competent personnel supervised by a qualified
and experienced supervisor.
 Area around the pressure testing system shall be barricaded.
 Caution signs shall be placed to warn others at appropriate places and once the test is over, the
signs and posters shall be removed.
 Only calibrated gauges shall be used for pressure testing.
 Suitable contingency arrangements shall be in place to handle any unexpected leaks at
unexpected locations during the course of the pressure testing.
 Toolbox talks to be given to the crew carrying out pressure testing.
 Continuous monitoring of the lines under pressure shall be ensured.

8.13 Storage of Material.

Precautions:
 All material stored in tiers shall be stacked, racked, blocked or otherwise secured to prevent
sliding, falling or collapse. Material will not be stored direct on the ground or on concrete
floors.
 Aisles and passageways shall be kept clear to provide for the free and safe movement of
material handling equipment or employees such areas shall be kept in good repair.
 Minimum required materials will only be supplied to site and it will be temporary. Method
statement will be provided if materials are stocked at site for long duration.
 The manufacturer’s recommendations will be followed with respect to temperature and
humidity requirements, and stacking.
 Material stored inside buildings under construction shall not be placed within 1.5 meters of an
exterior wall, which does not extend above the top of the material stores. Compressed gas
cylinders will be stored upright.
 Stacks of cylindrical objects such as pipes and cable drums will be stabilized using chocks or
wedges.
 Material stack will be limited in height to ensure stability; heights of more than 1.5M will be
avoided unless specifically authorized by the project Manager.
 Drums and containers will be marked clearly to indicate contents.
 Secure storage will be provided for all hazardous substances, to prevent access by
unauthorized persons.
 Trays or bunds will be provided where necessary beneath containers to prevent ground
contamination. Handrails will be fitted to storage areas where persons could fall more than
2m.

 Stockpiles and storage areas will be inspected regularly to ensure stability and to ensure that
the above physical precautions are in place. Verbal instructions and training will be given to
operatives as necessary to ensure good housekeeping standards are maintained onsite.

8.14 Manual Handling

Precautions:

 Wherever possible, mechanical lifting equipment shall be used in place of manual handling.
 No employee shall be asked to carry loads above his capacity and in any case no load shall
exceed 50kg. (Applicable for Male Worker)

 Bend at the knees to grasp the weight;
 Keep the back straight;
 Get a firm hold;
 Lift gradually by straightening the legs;
 When the weight is too heavy or bulky to lift comfortably, get help;
 Take small steps, keeping the load close to your body and no more than waist high;
 Do not twist your body, move your feet to turn; and
 When putting down, reverse this procedure.

8.15 Mechanical Handling

Precautions

 Before carrying out heavy erections such as motors, panels, chillers, AHUs etc., a detailed
method statement is prepared and a risk assessment is carried out.
 All lifting appliances like slings, chain pulley blocks etc. brought to the site will be provided
with a test certificate from approved third party.
 The engineer in charge, who would be using the hired cranes, is responsible to inform the
HSE Representative about the job to be performed and it is the joint responsibility of both to
ensure that the hired crane is suitable to the purpose of the job and is safe to use.
 While transporting materials in vehicles, it will be ensured that undue projections from the
vehicles will not be allowed. If there is any projection, the person responsible for the loading
operation shall ensure that either red flag or red lamp is tied to the projections to warn the
vehicles coming behind.
 Trained and HMV licensed operators/drivers will only be allowed to operate lifting
machinery.
 Lifting machinery operator eye and fitness certificate will be submitted.
 All technicians will be instructed on the correct and safe way to operate lifting machinery.

8.16 Electricity at Work


Use of electricity is dangerous in construction site if necessary precautions are not taken. Utmost care
and maintenance should be ensured in all electrical connections. The major hazard with electricity is
fire and short circuit.
Precautions:
ALL CIRCUITS TO BE WORKED ON WILL BE TREATED AS LIVE UNTIL VERIFIED DEAD.
THERE IS NO EXCEPTIONS TO THIS REQUIREMENT; EXPERIENCE OF EMPLOYEES IS
IRRELEVANT.
 Before any operation or works at site commences and during progress, the company shall take
all practicable steps to prevent danger to persons employed from any live electric cable or
apparatus.
 Double Insulated cable is used
 No cable Joints; Cable connector used for unavoidable joints.
 Power cables over routed through Cable Stand
 Adequate lighting in access & work areas
 No halogen shall be used at site
 Whenever possible live work should be avoided. Whenever live work is required a safe
system of work is to be devised, preferably written, and by use of a Permit to Work system.
 Necessary protective devices such as earth leakage circuit breakers shall be provided in the
circuit to avoid risk of shock, fire or burns.
 Access to live conductors is to be controlled and appropriate signs are to be in place. Written
information and instructions will be required for work on complex systems (control, metering
& parallel circuits). A clear access of 1 m, gloves and matting are to be provided for live
working. Electrical test equipment will be insulated, fused and calibrated. Electricity supply
authority seals will not be broken and final connections will not be given without written
authority.
 All electrical related activities will be conducted by B certificate holder electrician or
equivalent to it.
 Live work is only to be carried out by authorized competent electricians under direct
supervision of nominated engineer/supervisors. Electricians will not be permitted to work
unaccompanied on live connections above 125 volts unless specifically authorized to do so,
and good communications are in place.
 Adequate PPE, first aid and qualified first aiders are to be available at the workplace where
live work is to be done. If live work is not covered by a permit system, then switching off
must be accompanied by a physical lock-out Tag-out will be provided with master key and
appropriate signage.
 Project In-charge to ensure that only qualified and competent persons carry out electrical
work.

8.17 Cable Pulling

Procedure
 A pre-start survey will be carried out to check on route, manpower and equipment
requirements.
 Any equipment (like winch machines, chain pulley blocks) required will be in date for
servicing and statutory inspections.
 Machines without third party test certificates shall not be used for lifting purposes.
 Overhead protection shall be provided where it is necessary.
 Fall prevention arrangement shall be made if persons have to work at height close to floor
openings or edges.
 Good communication must be maintained between levels when cable is pulled in multi storey
building blocks or when pulled at long distances.
 Required number of employees shall be earmarked to control the cable drum to ensure that the
drum does not over-run. Supervisor shall ensure necessary arrangements are made for stopping
the drum without injuring the employees.
 He shall oversee that the drum jack (screw type) or hydraulic jack is stable all the time and
inform the pulling crew in case he notices any imbalance.
 Work will be monitored by the supervisor all the time. Close supervision is required to ensure
that over-stressing of the cable does not occur.
 Pulling will be smooth and maintained at a reasonable rate to ensure control and tension
requirements are met.
 Supervisor shall ensure that appropriate signage and warning signs are displayed.
 Cable socks must be used to fasten the cable end to the winch rope end for securing the cable.
Use of nylon ropes is strictly prohibited.
 Personal Protective equipment will be provided to all operatives as per requirements. Hand
Gloves, Safety Shoes and Hard Hats will be minimum requirements.

8.18 Work in Confined Spaces


Under the Confined Spaces Regulations, a ‘confined space’ can be either
 a place which is substantially, though not always entirely, enclosed or
 a place where there is a reasonably foreseeable risk of serious injury from hazardous
substances or conditions within the space or nearby.
Some confined spaces are easy to identify, such as closed tanks, vessels and sewers. Others are less
obvious but may be equally dangerous, such as open-topped tanks and vats, silos or constructions that
become confined spaces during their manufacture. Some places may become a confined space only
occasionally, perhaps due to the type of work to be undertaken, such as a room during paint spraying.
Hazards:
 Poisoning from toxic gases
 Asphyxiation – (lack of oxygen)
 Explosion
 Fire
 Excessive heat
 Drowning
Precautions:
 Eliminate need for entry or use of hazardous materials by selection of alternative methods of
work or materials.
 Assessment of ventilation available and possible local exhaust ventilation requirements,
potential presence of hazardous gases/ atmosphere, process byproducts, need for
hygiene/welfare facility.
 Permit to work system will apply in confined spaces. Adequate ventilation will be present or
arranged. The area will be tested before entry and continually during the presence of persons
in the confined space. Emergency BA, rescue harness, lifting equipment, resuscitation
facilities, 24 volt lamp, safety line etc., shall be provided where necessary.
 A communication system with those in the confined space must be established.
 Necessary PPE and hygiene facilities will be provided for those entering sewers.
 Site management is responsible to decide on nature of the confined space and to put a safe
system into operation, including checking the above. Flood potential and isolation must be
checked.
 Apart from the above, site specific method statements will be prepared before allowing such
works

8.19 Use of Disc Cutters and Abrasive Wheels

Precautions:
Many of these injuries are relatively minor in nature, but some prove fatal. Strict compliance with the
requirements of the Provision and Use is essential in reducing the risk of these injuries.
 Sufficient operatives trained in use of abrasive wheels and discs will be available at the
workplace.
 The correct wheels for the type of machine, speed and material to be cut will be ordered and
supplied.
 A nominated electrician will inspect power tools once in a month. He shall check the tools as
well as power cord, plug and socket for correct fitting.
 Supervisors shall ensure the required PPE, (ear, eye, head and foot protections) as appropriate
for the work and machine are issued and used by the employees.
 Operatives will not wear loose clothing.
 Disc cutters will only be used when standing on a firm and level base.
 Operators will visually check equipment and discs/wheels for damage before use, ensuring
operating speed indicated is correct for the machine.
 Users shall not use undue pressure on the equipment.
 Equipment and spare wheels are to be checked for visible signs of damage before issue.
 Selection may be required for operatives who have experience of the work and are physically
fit.
 Side of the cutting discs will not be used for debarring, chamfering or polishing as the lateral
thrust can cause the wheel to break while it is revolving and can result in serious injury to the
operative.
 The grinders that are specifically designed to perform such functions will only be used for
chamfering or polishing.

8.20 Control Of Substances Hazardous to Health (COSHH)


In construction, use is made of a limited number of groups of materials, which are in the COSHH
category of hazardous substances, including:
a) solvents(paints)
b) fibers (glass fiber insulation)
c) dusts (silica from aggregates)
d) acids and alkalis (stone cleaning)
e) paint strippers
f) epoxy resins
g) isocyanides (paints and foams)
h) metals (lead, cadmium)
i) gases (sewer gases such as hydrogen sulfide).

Precautions:

 Where materials are supplied, suppliers’ data (MSDS) should be gathered up and reviewed.
The basic information collected and reviewed should then be used, in conjunction with the
planned use, to derive an assessment of risk.
 The employer will be responsible to prepare the Risk Assessment considering the activity /
operation in which it is being used.
 Supervisors shall brief the operatives about the hazards of the substance they will be using
and the precautions to be followed.
 Chemical Date sheet shall be made available at site store and at site office. This will be
explained to all operatives those who are using it.
 Supervisor shall make necessary arrangement for required PPE and shall ensure that the
operatives are using it. Storekeeper shall not issue any hazardous material for which
Chemical Data Sheet is not available with him.
 Only required quantity of the hazardous substance shall be brought to the site. The balance
material shall be put back in to a secure location after use and not left on site. Storekeeper
shall control the issue of such substance. Separate area shall be earmarked for the storage of
such material. The area shall be clearly marked and barricaded. Proper notices shall be
displayed at prominent locations.

8.21 Storage and use of DA (Dissolved Acetylene)

Precautions:

 Prior to starting work with DA or any compressed gas cylinders, quantities will be estimated
to ensure adequate storage facilities will be available. Liaison with client and / or co-
contractors will be maintained to ensure storage is adequate. Managers/ Storekeeper will
ensure that storage facilities are adequate and are maintained to the specified standard.
 The minimum required quantity only would be held onsite.
 Cylinders will be stored upright position.
 Both full and empty cylinders shall be treated and handled as full except in storage where they
will be segregated. Storage will be signed with appropriate safety signs and warnings.
 It shall be stored away from buildings, drains and excavations. Only cylinders connected to
equipment will remain in work areas.
 Cylinder will be kept away from flammable materials and heat sources.
 Adequate ventilation will be provided in areas where DA is in use. Where DA is used, a dry
power fire extinguisher will be available.
 Hot work using DA must be inspected at the end of work periods.
 Operatives shall be provided with training on fire precautions and use of fire extinguishers.

8.22 Stacking of Granite & Glass
