    This United Nations Policy Note on Social Policy provides practical guidance on how to operationalize alternative equitable and employment-generating social policies in National Development Strategies. This Policy Note has been developed in cooperation with UN agencies, and has been officially reviewed by distinguished academics/ development specialists such as Jose Antonio Ocampo, Jomo K.S. and Nobel Laureate Joseph Stiglitz.

    This paper warns of an emerging post-pandemic fiscal austerity shock—one that is far more premature and severe than the one that followed the global financial crisis—and presents alternative options to ensure that populations do not yet again have to suffer from austerity cuts. It does so by: (i) examining IMF government expenditure projections until 2025; (ii) summarizing the most common austerity measures to be avoided given their negative social impacts; (iii) presenting financing alternatives and (iv) calling on governments to urgently create fiscal space to finance an equitable socio-economic recovery and progress toward human rights and the Sustainable Development Goals (SDGs).

    This study examines how austerity measures may have adversely affected children and women in a sample of 128 developing countries in 2012. It relies on International Monetary Fund (IMF) fiscal projections and IMF country reports to gauge how social assistance and other public spending decisions have evolved since the start of the global economic crisis. The study finds that most developing countries boosted total expenditures during the first phase of the crisis (2008–09); but beginning in 2010, budget contraction became widespread, with ninety-one governments cutting overall spending in 2012. Moreover, the data suggest that nearly one-quarter of developing countries underwent excessive fiscal contraction, defined as cutting expenditures below pre-crisis levels. Governments considered four main options to achieve fiscal consolidation – wage bill cuts/caps, phasing out subsidies, further targeting social safety nets, and reforming old-age pensions – each of which would be likely to have a disproportionately negative impact on children and women.

    It is often argued that social protection is not affordable or that government expenditure cuts are inevitable during adjustment periods. But there are alternatives, even in the poorest countries. This working paper offers an array of options that can be explored to expand fiscal space and generate resources for social investments. These include: (i) re-allocating public expenditures; (ii) increasing tax revenues; (iii) expanding social security coverage and contributory revenues; (iv) lobbying for aid and transfers; (v) eliminating illicit financial flows; (vi) using fiscal and foreign exchange reserves; (vii) borrowing or restructuring existing debt and; (viii) adopting a more accommodative macroeconomic framework. To serve as a general advocacy resource, Annex 1 provides a summary of the latest fiscal space indicators for 187 countries.

The paper focuses on: (i) major grievances driving world protests (ii) who is demonstrating, what protest methods they use, and who are they opposed to (iii) achievements and repression of social movements in the short term, and (iv) the main policy demands of world demonstrators. The paper calls for policy-makers to listen, whether messages are articulate or communicate only through frustration and violence.
