    National audienceThe association d'économie alimentaire et agro-industrielle (AIEA2) is pleased to publish the proceedings of its international conference "Sustainable development and globalization of Agri-Food Markets" held in august 2004 in Quebec city, Canada. The conference theme was "catchy" and this is why there were so many participants from all over the world. There were many contributed papers of excellent quality, hence the demand for a collection like this one. The book is divided in three main sections : -Markets, filières, systems -Companies and sustainable development -Public policies and sustainable development.L'association d'économie alimentaire et agro-industrielle (AIEA2) est heureuse de vous présenter les actes du colloque international "Développement durable et globalisation dans l'agroalimentaire" tenu le 23 août 2004 à Québec, Canada. Le thème de la double manifestation se révèlera très porteur et la conférence attira un grand nombre de conférenciers de différent régions du monde. Les présentations à la conférence du Québec furent nombreuses et d'une grande qualité, ce qui justifia la décision de préparer des actes.     The agri-food industry faces new challenges as consumer demand for new, healthier foods increases. Media headlines frequently mention health benefits from certain foods and food components, and consumers are more health conscious because they are aging. They realize their food choices can reduce their risk of developing chronic illnesses such as cancer and heart disease. The competitive advantages for firms who are the first to bring their food innovations to market will depend in part on the efficacy of their marketing strategies. Firms that can identify and target those consumers who are most interested in trying new foods with enhanced functional health properties will likely be the most successful. This paper identifies attitudinal and sociodemographic characteristics that influence a consumer’s desire to be among the first to try innovative functional foods.

    ABSTRACT Anti-genetically modified (GM) food organizations have often incited consumers to boycott conventional groceries and donate money to their cause. Using telephone survey data from 1008 Canadians, this study examines differences in attitudes, beliefs, knowledge and behaviours of anti-GM food activists and non-activists, then uses multivariate probit analysis to determine which of these characteristics predict the likelihood of such active participation in the anti-GM movement. Food production knowledge and general concerns about health and the environment did not predict anti-GM activism, while anti-corporate sentiments, fear of globalization and belief that GM foods are fundamentally unnatural had the greatest predictive power.     Animal disease outbreaks trigger import restrictions that penalize exporting countries where the outbreak originates. However, significant increases in sales for the remaining exporters are likely to be observed only once the importer is confident that the outbreak is localized and contained. In March of 1997, Japan imposed an import ban on Taiwanese pork. At the time, Taiwan was supplying 41% of Japan's pork imports. The authors rely on the framework developed by Goldberg and Knetter (1999) and implement a generalized method of moments procedure to estimate the inverse residual demand elasticities of the current three largest exporting countries: United States, Canada, and Denmark. Structural change was investigated by adapting Qu and Perron's (2007) methodology that endogenizes the break dates. The authors found that foreign exporters were delayed by 2 years in making adjustments after Taiwan's exit. The ban on Taiwan's exports made the U.S. residual demand more inelastic and reinforced the case for U.S. market power. Denmark's reduction of market power may be due to their export product mix.     ABSTRACT This series of six reports entitled: "On-Farm Food Safety and Environmental Farm Plans: Identifying and Classifying Benefits and Costs" was initiated soon after the launch of the Agricultural Policy Framework (APF) in 2002. The APF recognized the importance of food safety and environmental concerns for the future growth of the agriculture and Agri-food sector. For this reason, Agriculture and Agri-Food Canada (AAFC) commissioned this series of reports to develop a conceptual framework to strengthen our understanding of the potential benefit and cost implications of On-farm Food Safety (OFFS) and Environmental Farm Plans (EFP) that were key components of the APF. The reports were prepared by a group of academics with extensive knowledge of the agriculture and Agri-food sector and issues related to food safety, traceability and the environment. The first report presents a summary of the findings in the five main reports in the series. The second report presents the conceptual framework that was developed to help identify qualitatively the potential benefits and costs that the various players in the agriculture and agri-food supply chain would face in implementing OFFS and EFP programs. The third report applies this framework to pork, the fourth, to beef, the fifth, to grains and the sixth, to dairy. In general, benefits and costs are divided into both demand and supply side effects. In addition, both public and private costs and benefits are considered, especially since they help indicate where a role for government might be required and where markets are not working as well as they might. Based on these preliminary qualitative assessments, the beef and pork sector have more to gain from HACCP-based OFFS and EFP initiatives, due to their ability to gain market share from marketing their products internationally, while the grains sector already benefits internationally from its high quality reputation and the dairy sector is restricted to produce only for th

    ABSTRACT This article compares price-equivalent import tariffs and quotas when domestic production is controlled by a marketing board with the power to restrict domestic supply through production quotas. Canada's dairy industry is supply-managed and protected by TRQs to achieve a domestic price target. TRQs are currently set to mimic the import quotas they replaced. However, they could be set to mimic tariffs instead. We provide welfare rankings between (domestic) price-equivalent quotas and tariffs under various assumptions regarding the powers of the marketing board to shed new light on liberalization in the Canadian dairy industry. When the marketing board is allowed to export, quotas can never be welfare-inferior to price-equivalent tariffs when transport costs between the two markets are insignificant. Import licensing methods have important implications for the ranking of the two trade instruments and the ranges of feasible domestic prices. If the marketing board controlled all import licenses and there was no rule preventing it from sleeping on part or all of its import licenses, the quota regime would support a small range of high feasible prices. In contrast, when the quota is a minimum access commitment, there are high prices under the tariff regime that are not feasible under the quota regime.
