In this chapter we explore the impact of the presidency on policymaking in Perú during Alan García's two non-consecutive administrations. After becoming president in 1985 Alan García promised a new direction for Perú. However, by 1987 he had initiated a series of economic reforms that produced arguably the worst economic crisis in modern Peruvian history. Despite such results, García returned for a second term in 2006. This turn of events allows us to explore important questions about the impact of political leaders and institutions on policymaking. In particular, we explore the following central questions: (1) what is the presidency? (2) How and why do individuals and organizations learn? (3) How does the organization of the presidency affect executive policymaking? (4) How does the organization of the presidency help to explain policy outcomes? We find that García's leadership style did not change from one administration to the other-but the presidency changed significantly after García ended his first term. The presidency changed as a result of a series of institutional reforms aimed at modernizing the Peruvian state, both of which had a significant impact on the organization of the executive branch in general and the presidency in particular. We also find that Garcia's leadership style mattered for policymaking, but the organization surrounding him was equally, if not more, important in determining the effectiveness of policymaking in Perú. These findings, therefore, suggest that while chief executives remain the preeminent policymakers in Latin America, but the presidency can have a significant impact as well, particularly in countries with chief executives with strong formal powers. The August 2007 earthquake in Peru resulted in the loss of critical health infrastructure and resource capacity. A regionally located United States Military Mobile Surgical Team was deployed and operational within 48 hours. However, a post-mission analysis confirmed a low yield from the military surgical resource. The experience of the team suggests that non-surgical medical, transportation, and logistical resources filled essential gaps in health assessment, evacuation, and essential primary care in an otherwise resource-poor surge response capability. Due to an absence of outcomes data, the true effect of the mission on population health remains unknown. Militaries should focus their disaster response efforts on employment of logistics, primary medical care, and transportation/evacuation. Future response strategies should be evidence-based and incorporate a means of quantifying outcomes.

¿Cómo comprender los designios políticos y sociales detrás de esta violencia de género desatada en tiempos de coronavirus? Quizás una mirada retrospectiva sobre la trayectoria de la agenda nacional (estatal y civil), en temas de violencia de género, nos pueda mostrar algunas claves para comprender el incremento de la violencia que sufren tantas mujeres, niñas, niños y adolescentes en el contexto actual de confinamiento doméstico familiar. Con ese propósito, me permito esbozar una breve reseña histórica comentada de lo que hoy se conoce como el Ministerio de la Mujer y Poblaciones Vulnerables (MIMP), particularmente lo concerniente al Programa Nacional para la Prevención y Erradicación de la Violencia Contra las Mujeres, más conocido como programa Aurora, y las diversas ediciones del hoy denominado Plan Nacional Contra la Violencia de Género. También se situará la histórica movilización nacional e internacional Ni Una Menos Perú: Tocan a Una Tocan a Todas (2016) en relación a la agenda nacional y a la lucha del colectivo “Familias Unidas por Justicia: Ni una Asesinada Más” (2019)

ABSTRACT The first-order South American intraplate stress field was modeled through a finite element analysis to evaluate the relative contribution of plate boundary forces and intraplate stress sources. The finite element mesh consisted of 3100 nodes in a network of 5993 equal-area triangular elements which provided a spatial resolution of about 1° at the equator. An important aspect of our modeling is the inclusion of topographic forces due to the cooling oceanic lithosphere along the Mid-Atlantic Ridge (e.g., ridge push), the continental margins along the east coast of Brazil and Argentina, and the elevated continental crust (e.g., the Andean Cordillera). Predicted intraplate stresses for two representations of the western collisional boundary forces are evaluated: pinned collisional boundaries and applied collisional boundary forces. Constraint for the modeling was provided by information about the orientation of the maximum horizontal compressive stress, SHmax, provided by 217 stress indicators from the World Stress Map Project as well as by SHmaxmagnitude estimates and torque information from previous investigations. Our modeling results demonstrate that the first-order features of the observed stress field can be explained with simple tectonic models which balance the torque acting on the plate either with a fixed western margin or drag forces applied along the base of the plate. The predicted intraplate stress field is characterized by a nearly uniform E-W SHmax orientation throughout most regions of the plate, with stress magnitudes generally less than 20 MPa averaged over a 100-km-thick lithosphere. Significant perturbation of this regional stress field occurs in the western part of the plate in response to forces associated with the high topography of the Andes. Although the magnitude of the collisional boundary forces acting along the western margin remains poorly constrained, we estimate a plausible upper bound on the force per unit length acting along the Peru-Chile Trench to be about 2.5×1012 Nm-1. While some of our models are consistent with a driving basal drag to balance the torques acting on the plate, the magnitude of the drag torque is small compared to the contribution from other sources of stress such as the ridge push force.

The analysis is based on two case-studies led on both sides of the south Pacific basin: the two districts of Eten located on the northern coast of Peru and the atoll of Funafuti, capital of the Tuvalu archipelago. The Romeral Fault System (RFS) extends 1600 km from Barranquilla-Colombia to Talara city-Peru and before the Pliocene. In the Middle Eocene RFS defi ned the northwestern border of the South America plate, being originated by a triple junction rift- rift- rift occurred from lower to middle Jurassic, when the South American sector separated from Chortis, Oaxaca and Yucatan blocks. From Late Mesozoic until Early Paleocene, the Paleo Pacifi c plate converged on NW South America corner being subducted when an anomalous thick oceanic crust, represented by the Caribbean plate, was accreted extinguishing gradually from the North of Peru to the North of Colombia. The collision generated a transtensive fi eld stress in back arc region, due to the ancestral Central Cordillera rising in continental border.
