Die Darstellung außenpolitischer Entscheidungsprozesse in Krisensituationen stellt ein Grundaufgabe der Politikwissenschaft im Allgemeinen und im Besonderen der Subdisziplin Internationale Beziehungen dar: Welche Absichten hegte ein politischer Akteur bei seiner Entscheidung in den Krieg zu ziehen? Welche Gründe bewegten den Politiker dazu, eskalierend oder deeskalierend zu wirken? Kann ein Wissenschaftler vollständig nachempfinden, warum und in welcher Weise Entscheidungen von politischen Akteuren getroffen wurden? Um diese Fragen zu beantworten, versuchen Poli-tikwissenschaftler eine möglichst wirklichkeitsgetreue Rekonstruktion der Umwelt des Individuums beziehungsweise des „decision-making-process“ , des außenpolitischen Entscheidungsprozesses zu erzeugen.
Der Rekonstruktion des Informationsverarbeitungsprozesses des Individuums wird dabei eine immer größere Rolle beigemessen. Bei der Rekonstruktion von Ent-scheidungssituationen sind die Ergebnisse, zu denen die Wissenschaftler gelangen, nicht immer einheitlich. Je nach Methodik und Forschungsausrichtung kann ein politisches Ereignis, zum Beispiel ein Kriegsausbruch, nicht nur unterschiedlich gedeutet werden, sondern es können auch unterschiedliche Kausalfaktoren für einen Kriegsauslöser iden-tifiziert werden.
Die Identifizierung von Kausalfaktoren im außenpolitischen Entscheidungspro-zess ist eminent wichtig. Ohne eine umfassende oder zumindest annähernd genaue Ab-bildung der Entscheidungsprozesse sind wissenschaftliche Untersuchungen innerhalb der Internationalen Beziehungen schwer möglich. Um außenpolitische Entscheidungs-prozesse analysieren und modellieren zu können, nutzen Forscher ein breites Spektrum an wissenschaftlichen Zugängen. Von geschichtlichen Ansätzen, die vor allem Memoi-ren als auch Kontextbedingungen untersuchen, als auch behavioristischen Ansätzen, die auf die Reizwahrnehmung und deren Verarbeitung fokussieren, über rein mathematische Modulationen bis hin zu ökonomistischen, rationalistischen Erklärungsmodellen, die nicht ausschließlich aber vorrangig auf die Nutzenmaximierung und die Wahrung eige-ner Interessen abzielen, reicht die Spannweite bei der Außenpolitikanalyse. Bei den letztgenannten Ansätzen sind vor allem sogenannte Rational-choice-Ansätze zu nennen, die eine dominierende Rolle innerhalb der Außenpolitikanalyse spielen und später ge-nauer diskutiert werden.

Воно було відповіддю на відкритий лист "Нова війна в Європі? Не від нашого імені!", опублікований за тиждень до того німецькою мовою — у газетах Die Zeit і Der Tagesspiegel, а пізніше російською — на сайті inoСМИ.Ru. Останній лист, підписаний рядом широко визнаних колишніх політиків, діячів мистецтва, представників промисловості та суспільних фігур ФРН, став відомим як "Заклик 60 німецьких знаменитостей". У ньому підписанти просили Берлін продовжити свої партнерські відносини з Москвою. Підписанти ж звернення-відповіді — 142 німецьких спеціалісти з питань Східної Європи, базуючись на своїх експертних знаннях, доходять висновку, що Москва відносно України виступає в ролі агресора. Тому вони закликають німецький уряд не жертвувати територіальною цілісністю України, дивитися в обличчя реаліям і не піддаватися ілюзіям стосовно цілей Кремля. Ukraine was forced to adjust the old soviet institutions and structures to the new political circumstances. While the construction of the formal political elements paced relatively fast, the step to the consolidation of an democratic system
proved to be much more difficult. This was mostly obvious within the slow conversion of economic and political structures. The Ukrainian economy and there establishment experienced far reaching economic changes after the dissolution of the USSR.
Referring to Kuzio it has to be emphasized that Ukraine was confronted with an multicomplex transformation challenge, an four-fold challenge: First, Ukraine had to found an nationstate, which never existed before as an nation-state.1 Secondly, Ukraine should build an democratic state and moreover thirdly should introduce democratic procedures for its inhabitants and lastly should also transform its economy. As one can imagine this challenge could not in all
terms fulfilled completely. “A Ukrainian nation is not yet fully 'made', in the sense of the clear and exclusive identities that nationalists tend to desire” (WILSON, 2009, 232). Within economic terms the
disintegration of the USSR. brought the Ukrainian economy to the brink of collapse, because the Ukrainian decision-making elite in the early 1990ies completely failed. They have not managed, to build up efficient and appropriate state-structures.

In diesem Konflikt bündeln sich sowohl die Interessen von regionalen Akteuren, als auch die geopolitisch geprägten Interessen von externen Akteuren.
Im Jahr 2012 befindet sich NK in einem Zustand zwischen den Extrempositionen von Frieden oder Krieg: militärische Scharmützel und kleinere Gefechte mit niedrigen Opferzahlen werden seit dem Waffenstillstand 1994 beständig auf beiden Seiten gemeldet. Die International Crisis Group (ICG) urteilt 2011in einer Einschätzung, dass es in NK zu einem erneuten breiträumigen Gewaltausbruchs zwischen beiden Konfliktparteien kommen könne.
Der gegenwärtige De-facto-Status von NK kann als Resultat einer Abfolge von fruchtlosen Mediationsversuchen verstanden werden. Einerseits waren die Mediationsversuche erfolgreich, da sie zu einer zwischenstaatlichen Konflikteindämmung beigetragen und zu einer unmittelbaren Einstellung der Kampfaktivitäten geführt haben. Andererseits waren die Meditationsversuche in der rechtlichen Klärung des politischen Status von NK nicht erfolgreich, da sie bis zum heutigen Tage keine für beide Seiten zufriedenstellende Lösung erzielt haben. In letztgenannter Hinsicht waren sämtliche Mediationsversuche ein Misserfolg: Weder konnte der völkerrechtliche Status von NK endgültig geklärt werden noch sind fundamentale Verhandlungspunkte (Rückkehr der aserbaidschanischen Flüchtlinge, Paket- oder Stufenlösung, Sicherheitsgarantien für Karabach, territoriale Aufteilung, Status des Laçın-Korridors) gelöst.
Der Fokus der Arbeit liegt auf der Analyse der Mediationsversuche zwischen 1991 und 1995 zur Beilegung des Konflikts um NK. Die Forschungsfrage lautet: Warum waren zwischen 1991 bis 1995 die internationalen Mediationsversuche im Nagorny-Karabach-Konflikt erfolglos? Überprüft werden soll die Fragestellung mit Hilfe der „ripeness“-Theorien des Konfliktforschers Wiliam Zartman. Die abhängige Variable ist der „Willen der Parteien zur Verhandlungsbereitschaft“ (AV), die unabhängigen Variablen bilden die „Konfliktreife des Konfliktes“ (UV1) sowie die interne „Machtkonstellation innerhalb der Konfliktparteien“ (UV2).

In einem ersten Schritt wird ein theoretischer Überblick über die allgemeine völkerrechtliche Dim... more In einem ersten Schritt wird ein theoretischer Überblick über die allgemeine völkerrechtliche Dimension von Sezessionen dargelegt. Im Anschluss werden im zweiten Kapitel verschiedene Definitionen von Abspaltungsprozessen thematisiert und die Kriterien für eine erfolgreiche Sezession definiert. Ich werde mich dabei vor allem auf die von Ott vorgelegten Kriterien für eine erfolgreiche Staatswerdung konzentrieren. Aus den definierten Kriterien für eine Sezession ergibt sich der Untersuchungshintergrund für den von mir gewählten Sezessionsversuchs Abchasiens. Da beide Seiten den Großteil ihrer Argumentation auf historische Titel und Verfassungsentwürfe der Geschichte stützen, werden diese Narrative und Motive beider Seiten analysiert. Im dritten Kapitel soll zuerst eine linguistische Verortung der beiden Ethnien vorgenommen werden. Im Anschluss wird auf die historischen Bezüge beider Konfliktparteien ein Augenmerk gelegt und diese werden auf ihre Konsistenz hin analysiert. Ein Schwerpunkt der Analyse umfasst dabei die Zeit von 1917 bis 1925. Zu dieser Zeit wurden Verfassungsentwürfe und Verfassungen verabschiedet, auf die sich beide Seiten ab 1988 beziehen sollten. Ein weiteres Augenmerk wird neben der Entwicklung der ethnischen Geografie Abchasiens auf die Herausbildung der abchasischen und georgischen Nationalbewegungen, Kontextbedingungen des Sezessionsversuchs Abchasiens 1994 bzw. des vorangegangenen abchasisch-georgischen Krieges von 1992-1993 korrekt analysiert werden. Im vierten Kapitel werden das zweite und dritte Kapitel in einer Conclusio zusammengefasst und ein abschließendes Urteil über die Rechtmäßigkeit des abchasischen Sezessionsversuches

Die Abhandlung des Zeithistorikers und Publizisten Sven Felix Kellerhoff darf zweifellos in die erste Kategorie eingeordnet werden; geht sie doch daran die ausgewalzte Diskussion der Schuldfrage am Reichstagsbrand in kurzen Zügen klären zu wollen. Inwieweit auch die zweite Kategorie ihre Berechtigung erfährt, soll in dieser Rezension besprochen werden. Sven Felix Kellerhoffs ,,Der Reichstagsbrand“, versucht 75 Jahre nach dem historischen Ereignis eine „seriöse Darstellung“ (S.159) der Reichstagsbrand-Diskussionen vorzulegen. Um das Urteil vorwegzunehmen: Dieses Vorhaben sollte ihm nicht überzeugend gelingen."

Von geschichtlichen Ansätzen, die vor allem Memoi-ren als auch Kontextbedingungen untersuchen, als auch behavioristischen Ansätzen, die auf die Reizwahrnehmung und deren Verarbeitung fokussieren, über rein mathematische Modulationen bis hin zu ökonomistischen, rationalistischen Erklärungsmodellen, die nicht ausschließlich aber vorrangig auf die Nutzenmaximierung und die Wahrung eige-ner Interessen abzielen, reicht die Spannweite bei der Außenpolitikanalyse. Bei den letztgenannten Ansätzen sind vor allem sogenannte Rational-choice-Ansätze zu nennen, die eine dominierende Rolle innerhalb der Außenpolitikanalyse spielen und später ge-nauer diskutiert werden.

Ukraine was forced to adjust the old soviet institutions and structures to the new political circumstances. While the construction of the formal political elements paced relatively fast, the step to the consolidation of an democratic system
proved to be much more difficult. This was mostly obvious within the slow conversion of economic and political structures. The Ukrainian economy and there establishment experienced far reaching economic changes after the dissolution of the USSR.
Referring to Kuzio it has to be emphasized that Ukraine was confronted with an multicomplex transformation challenge, an four-fold challenge: First, Ukraine had to found an nationstate, which never existed before as an nation-state.1 Secondly, Ukraine should build an democratic state and moreover thirdly should introduce democratic procedures for its inhabitants and lastly should also transform its economy. As one can imagine this challenge could not in all
terms fulfilled completely. “A Ukrainian nation is not yet fully 'made', in the sense of the clear and exclusive identities that nationalists tend to desire” (WILSON, 2009, 232). Within economic terms the
disintegration of the USSR. brought the Ukrainian economy to the brink of collapse, because the Ukrainian decision-making elite in the early 1990ies completely failed. They have not managed, to build up efficient and appropriate state-structures.
Im Jahr 2012 befindet sich NK in einem Zustand zwischen den Extrempositionen von Frieden oder Krieg: militärische Scharmützel und kleinere Gefechte mit niedrigen Opferzahlen werden seit dem Waffenstillstand 1994 beständig auf beiden Seiten gemeldet. Die International Crisis Group (ICG) urteilt 2011in einer Einschätzung, dass es in NK zu einem erneuten breiträumigen Gewaltausbruchs zwischen beiden Konfliktparteien kommen könne.
Der gegenwärtige De-facto-Status von NK kann als Resultat einer Abfolge von fruchtlosen Mediationsversuchen verstanden werden. Einerseits waren die Mediationsversuche erfolgreich, da sie zu einer zwischenstaatlichen Konflikteindämmung beigetragen und zu einer unmittelbaren Einstellung der Kampfaktivitäten geführt haben. Andererseits waren die Meditationsversuche in der rechtlichen Klärung des politischen Status von NK nicht erfolgreich, da sie bis zum heutigen Tage keine für beide Seiten zufriedenstellende Lösung erzielt haben. In letztgenannter Hinsicht waren sämtliche Mediationsversuche ein Misserfolg: Weder konnte der völkerrechtliche Status von NK endgültig geklärt werden noch sind fundamentale Verhandlungspunkte (Rückkehr der aserbaidschanischen Flüchtlinge, Paket- oder Stufenlösung, Sicherheitsgarantien für Karabach, territoriale Aufteilung, Status des Laçın-Korridors) gelöst.
Der Fokus der Arbeit liegt auf der Analyse der Mediationsversuche zwischen 1991 und 1995 zur Beilegung des Konflikts um NK. Die Forschungsfrage lautet: Warum waren zwischen 1991 bis 1995 die internationalen Mediationsversuche im Nagorny-Karabach-Konflikt erfolglos? Überprüft werden soll die Fragestellung mit Hilfe der „ripeness“-Theorien des Konfliktforschers Wiliam Zartman. Die abhängige Variable ist der „Willen der Parteien zur Verhandlungsbereitschaft“ (AV), die unabhängigen Variablen bilden die „Konfliktreife des Konfliktes“ (UV1) sowie die interne „Machtkonstellation innerhalb der Konfliktparteien“ (UV2).

Bedeutungsvolle Fragen in relativ schmalen Monographien vorzulegen erzeugt Aufmerksamkeit und oszilliert mitunter auch zu Anerkennung. Die Abhandlung des Zeithistorikers und Publizisten Sven Felix Kellerhoff darf zweifellos in die erste Kategorie eingeordnet werden; geht sie doch daran die ausgewalzte Diskussion der Schuldfrage am Reichstagsbrand in kurzen Zügen klären zu wollen. Inwieweit auch die zweite Kategorie ihre Berechtigung erfährt, soll in dieser Rezension besprochen werden. Sven Felix Kellerhoffs ,,Der Reichstagsbrand“, versucht 75 Jahre nach dem historischen Ereignis eine „seriöse Darstellung“ (S.159) der Reichstagsbrand-Diskussionen vorzulegen. Um das Urteil vorwegzunehmen: Dieses Vorhaben sollte ihm nicht überzeugend gelingen."
