This November 2014 article outlines a solution for the war in the Donbas region of Ukraine in the form of a UN protectorate, including UN-sanctioned peacekeeping forces, international interim administration and mostly European funding for rebuilding. Based on peacekeeping operations in the former Yugoslavia in the 1990s, such as UNPROFOR, UNTAES and UNMIK, it explores the conditions under which Russia might accept such a proposal and whether it is worthwhile to attempt such an initiative despite the chance of a Russian veto in the UN Security Council.

In order to overcome the current deadlock of the EU's enlargement and neighbourhood policy, an attractive intermediate step on the way to potential full EU membership is needed for the Western Balkans, Eastern Partnership countries with association agreements and Turkey.
The European Economic Area (EEA) with its Four Freedoms of Movement - of people, services, goods and capital - offers exactly what is needed to drive European integration without the difficult questions of Monetary Union, EU institutions, the Common Security and Defence Policy, etc.
By 2020 the entire region could be part of the EEA and the last restrictions, e.g. on the free movement of workers could be gone by 2025, making a Europe witout barriers a reality.
