Unfortunately, the heartland of Russia did not possess sufficient sources of cultural and moral strength which could have served as an instrument of … assimilation, all the more so as many border regions — because of their special historical and geographical development — stood culturally on a much higher plane than the centre. Therefore endeavours directed at their russification (obrusenie), mostly amounting to intervention by force, proved futile and only angered local populations. At the same time these endeavours drained the Russian national centre because they made it necessary to squander its little developed forces over the huge expanse of the empire and to lower the average level of the serving class that was called upon to fulfil the demands of the state.1

n the context of the work of Hans Rogger, the history of the Jewish question—if I may use this expression—in Russia took a prominent place. In some ways one might even say that he established the field for modern historical research. He was probably the first to put the historiography of the Jews into its proper context of the Russian political, social, and economic conditions and developments, freeing it from the fetters of the history of suffering (Leidensgeschichte). Exemplary were his breadth of use of source materials, his search for new explanations beyond widely established stereotypes, and his avoidance of any oversimplifications, through which he broke new paths for those who followed his lead. Among these, I have been fortunate not only to be able to use his work but also to receive practical help, suggestions, and encouragement. Typical of Rogger, it was not I who turned to him but he who turned to me after having heard of my first shaky steps in research on Russian antisemitism. It was Rogger who suggested that we exchange manuscripts (in my case, rather, first drafts) of our works, and so I was able to use his work before it was even published. Later, when Rogger came to Germany on a sabbatical, we had the opportunity for long conversations, which I greatly enjoyed and benefited from. After having waded I

Unfortunately, the heartland of Russia did not possess sufficient sources of cultural and moral strength which could have served as an instrument of … assimilation, all the more so as many border regions — because of their special historical and geographical development — stood culturally on a much higher plane than the centre. Therefore endeavours directed at their russification (obrusenie), mostly amounting to intervention by force, proved futile and only angered local populations. Numerous additional current and former parliamentarians, artists, activists, academics, and interested citizens voiced their support for this appeal as signatures were being collected. Some of the most influential German correspondents on Russia and Ukraine sympathize with the appeal but, for specifically professional reasons, did not add their signatures. У середині грудня 2014 р. група зі 142 німецькомовних експертів з питань країн Східної Європи (серед них — учені, політики, активісти й журналісти Німеччини, Австрії та Швейцарії) опублікували в газетах Zeit Online (Гамбург), Der Tagesspiegel, Die Welt, Berliner Zeitung (Берлін) і Der Standard (Відень) нижче наведене звернення. Воно було відповіддю на відкритий лист "Нова війна в Європі? Не від нашого імені!", опублікований за тиждень до того німецькою мовою — у газетах Die Zeit і Der Tagesspiegel, а пізніше російською — на сайті inoСМИ.Ru. Останній лист, підписаний рядом широко визнаних колишніх політиків, діячів мистецтва, представників промисловості та суспільних фігур ФРН, став відомим як "Заклик 60 німецьких знаменитостей". У ньому підписанти просили Берлін продовжити свої партнерські відносини з Москвою. Оно было ответом на открытое письмо "Новая война в Европе? Не от нашего имени!", опубликованное за неделю до того на немецком — в газетах Die Zeit и Der Tagesspiegel, а позднее на русском — на сайте inoСМИ.Ru. Последнее письмо, подписанное рядом широко признанных бывших политиков, деятелей искусства, представителей промышленности и общественных фигур ФРГ, получило известность как "Призыв 60 немецких знаменитостей". В нем подписавшие просили Берлин продолжить свои партнерские отношения с Москвой.
