Az Európai Unió megteremtette a tagjai közötti hosszú távú, fenntartható békét. Európa környezetében azonban továbbra is konfliktusok sorát láthatjuk, melyek az Unió biztonságára is hatással vannak. Ezek hatékony kezelése érdekében az EU-nak átgondolt és hatékony külpolitikát kell folytatnia. A tanulmányban bemutatom, hogy melyek a legfőbb veszélyforrások ma az Unió környezetében, a tagállamok milyen befolyással bírnak a külpolitika területén, és mi várható a közösség külpolitikájában a jövőben.

The European Union has established the long-term and sustainable peace among the member states. In contrast the security of the European Union faces numerous conflicts around the Union, or the continent. To deal with these impacts, the EU needs thoughtful and effective foreign policy. In this study I present the main threats to the European security, the role of the member states in the field of foreign policy of the EU and what can be expected by the European foreign policy in the future.

The theory of regional security complex is one of the main theories of the regional approach  of  the  international  security  system.  The  international  organisations,  the different strategies and concepts use many different definitions for the Sahel region. However, the ongoing changes of the global and the regional security and the complexity of the crisis of the Sahel region bring up the question whether the Sahel  region  is  a  unit  based  on  the  Regional  Security  Complex  Theory  or  not?  Which countries are part of the Sahel? Can it be treated as a region? In this article I will give my answer to that question.

The theory of regional security complex is one of the main theories of the regional approach of the international security system. A regionális biztonsági komplexum elmélete az egyik legfontosabb tétel a nemzetközi biztonság regionális megközelítésében. A Száhel-övezet területének meghatározásában jelenleg jelentős eltérések mutatkoznak a nemzetközi szervezetek különböző stratégiáiban és koncepcióiban. A globális és regionális biztonság folyamatos változása mellett ugyanakkor fel kell tenni a kérdést, vajon értelmezhető-e regionális egységként a Száhel-övezet a regionális biztonsági komplexumok elmélete alapján? Alkothat-e önálló biztonsági komplexumot? Ha igen, mely országok tartoznak ehhez az egységhez? Jelen tanulmányban ezekre a kérdésekre adok választ.

The continuously changing security environment of Africa implies a permanent challenge for Europe. The European Union and the NATO pay special attention to the so-called Southern Challenges. The establishment of as deep as possible cooperation among the international actors is essential for maintaining the international peace and security. In this paper I present different forms of cooperation between European and African countries, especially the cooperation of
the actors of the Mediterranean region.

Európa számára az afrikai biztonsági környezet állandó változásának követése folyamatos feladatot jelent. Az Európai Unió és a NATO egyaránt különös figyelmet fordít az úgynevezett déli fenyegetés okozta fenyegetések csökkentésére. A nemzetközi biztonság fenntartásának egyik fontos eleme a szereplők közötti minél szélesebb körű kooperáció. Jelen tanulmányban az Európa és Afrika országai közötti együttműködéseket mutatom be, különös tekintettel a mediterrán térség együttműködési formáira.

Az afrikai konfliktusok, illetve a kontinens összetett kihívásainak jelentős része összefügg a társadalmi bizonytalansággal, a társadalmon belüli ellentétekkel, legyen szó államon belüli konfliktusról (Szomália vagy Szudán példája), vagy éppen olyan összetett válságokról, mint a Száhel-övezet regionális válság. A 2012-ben induló Mali polgárháború az évtizedes társadalmi mellőzöttség robbanáspontig jutásából eredt. E tanulmányban a polgárháború fő szereplőinek egyik csoportját, a tuareg törzseket mutatom be röviden.

By the uncertainty of the society we mean a significant part of the conflicts of Africa, and the complex challenges of the continent, on the level of the sovereign states (such as Somalia or Sudan), as well on the regional level as we see it in the Sahel region. The decade-long societal neglect led to the outbreak of the civil war of Mali in 2012. In this paper I present shortly the Tuaregs, one group of the actors of this civil war.

Not for the very first time in its history, after the military coup and the rebellion in 2012, the situation of Mali has become uncertain. The country's position on the Fragile States Index1 has gone through a major increase from the 76th place in 2011 to the 38th in 2013, and the 29th in 2016 out of a total of 178 countries. However, it was neither the coup nor the rebellion of the tribes that generated a crisis. Mali as part of the countries of the Sahel region had to face numerous challenges and these led to the outbreak of the crisis in 2012. Different peacekeeping missions of the European Union and the United Nations needed to deal with the root causes in order to stabilise the country and to bring long-term peace.

In 2012, an extremely complex civil war started in Mali. The government has been able to fight against challenges posed by rebel and terrorist groups only with international support. In this article I present the elements of the concept of asymmetric warfare in the ongoing conflict in Mali.

According to the theory of human security, when examining the concept of security, a completely new approach is needed because of the complexity of its structure consisting of more, interdependent dimensions. I have already presented a detailed analysis about the Sahel region’s security based on Barry Buzan’s theory of sectoral security in my former article, The crisis of the Sahel region. In this article I will approach the region on the basis of the theory of human security.

A humán biztonság elmélete szerint a biztonság fogalmának vizsgálata új megközelítést igényel, mivel az rendkívül összetett, egymástól függő dimenziókból tevődik össze. A Száhel-övezet  biztonságának részletes elemzését a Barry Buzan féle szektorális biztonságértelmezés  alapján korábban A Száhel-övezet válsága  című cikkemben már bemutattam. Jelen írásban a humánbiztonság elmélete felől közelítem meg a régiót.

After the establishment of the European Communities, the European Union has been made a significant development both on its organizational and political level. Nowadays the EU has got competencies not only on the field of economic policy, but also on the foreign, security and defence policy. As a result, the European Union became an important participant of the global crisis management.
Az Európai Unió az Európai Közösségek létrehozása óta jelentős fejlődésen ment át mind szervezetét, mind pedig céljait tekintve. A szervezet hatáskörei mára már nem csak a gazdasági területeket érintik, de kiterjednek a kül- a biztonság- és a védelempolitika területeire is. Ennek köszönhetően az Európai Unió mára a globális válságkezelés egyik fontos szereplőjévé vált.

The Mali conflict and the intervention of the European Union Resume After the outbreak of the Mali civil war the security risks caused by the war, such as the expansion of the Al-Qaeda's influence and the increasing number of illegal arms and drug trade in West Africa, the huge number of refugees and illegal immigrants encouraged the European Union to establish a crisis management intervention. With the UN mandate France helped the Mali army against the rebels until the UN troops replaced them. At the same time the EU started its mission, which was made for train the local military forces.

A Mali polgárháború kitörését követően a háború okozta biztonsági kockázatok, mint például az Al-Kaida térnyerése és ezzel együtt az illegális fegyver és drogszállítások megnövekedése Nyugat-Afrikában, a menekültek és illegális bevándorlók hatalmas száma, az Európai Uniót válságkezelő beavatkozásra ösztönözték. Az ENSZ felhatalmazása alapján előbb Franciaország segített a Mali hadseregnek a lázadókkal szemben, majd őket az nemzetközi ENSZ csapatok váltották. Ezzel párhuzamosan elindult az EU missziója, melyet a helyi katonai erők kiképzésére hoztak létre.

The Sahel region is a complete crisis zone which means significant challenge for both the countries concerned and the international community. The interwoven, deep-rooted problems made this area one of the poorest in the world. Although all of the states in the region suffer serious problems, we have to cope with the crisis on regional level to be able to achieve real results. In this article I intend to present the main causes of the crisis and the possible solutions.
A Száhel-övezet egy olyan összetett válságzóna, mely jelentős kihívás elé állítja az érintett országokat és a nemzetközi közösséget egyaránt. Az egymásba fonódó, mélyen gyökerező problémák a világ egyik legveszélyeztetettebb régiójává teszik ezt a térséget. Bár a Száhel-övezet országai önmaguk is súlyos problémáktól szenvednek, a valós eredmények elérésének érdekében a megoldást regionális szinten kell keresni. E cikkben a válság okait és a lehetséges megoldásokat kívánom bemutatni.

During the last decades the changes of terrorism have been resulted in a global influence for certain terrorist organizations. These organizations have been improving their networks with focusing on local difficulties and profiting from residents. Those complex crisis regions, such as the Sahel region, are extremely vulnerable to the extension of the various radical organizations. In this article I intend to present the possible role of the civilians in the fight against terrorism.

Az elmúlt évtizedekben a megváltozó terrorizmus hatására egyes terrorista szervezetek globális befolyásúvá váltak. E szervezetek a lokális problémákra építve a helyi lakosok kihasználásával alakítják ki hálózatukat. Az olyan összetett válságrégiók, mint például a Száhel-övezet, rendkívül kiszolgáltatottak a különféle radikális szervezetek terjeszkedésének. E cikkben a civilek esetleges szerepet kívánom bemutatni a terrorizmus ellen vívott küzdelemben.
