Western Sahara

Au milieu des sables du désert et face aux vagues de l’océan,
plantée au bord de la route entre Laâyoune et Dakhla, la ville
de Boujdour s’est développée un beau jour de la fin de l’année 1975. Au départ, un phare, figure de proue du Cabo bojador, incon- tournable défi pour la navigation médiévale en direction de l’Afrique centrale et australe puis des Indes.
Point cardinal des verbes créateurs des cultures sahariennes et portugaises, Bojador fut le théâtre de l’épanouissement conjugué de la poésie saharienne et portugaise. Nés de la bouche des nomades et des marins, le gaf hassani et le fado portugais résonnèrent ensemble, sans le savoir, de part et d’autre du cap des poètes. Muse des poètes, Bojador vit jaillir de ses vagues d’imagination des maîtres comme Camoes, Pessoa ou Nuno Júdice, côté portugais, et plus récemment, Ruijel ou Ould Mlihah, côté saharien.
Suite au départ des Espagnols fin 1975, se sont agrégés à l’amarre du phare des tentes, puis des habitations en dur, des commerces, un port, le tout organisé en places, en rues puis en avenues... La ville de Boujdour typifie l’ingéniosité sociale en cours au Sahara atlantique depuis quelques décennies. Seule une incursion au cœur de l’histoire et de l’organisation sociale des tribus sahariennes est à même d’expliquer la rapidité avec laquelle un esprit urbain saharien a pris corps à Boujdour, à partir d’un simple phare et d’un campement.

Although the 19th-century Sufi figure al-Shaikh Māʾ al-ʿAynain led a major resistance movement in the Northwestern Sahara and Morocco and was one of the most widely printed authors on the Fez lithographic press, very little information on his literary and scholarly output exists in Europhone sources. This is largely due to the marginalization of texts inconsistent with Middle East-centered narratives of reform and revival inspired by the encounter with Europe. As part of a larger effort to read Maghrebi literatures on their own terms rather than imposing European or Middle Eastern timelines and concepts, this paper reads Māʾ al-ʿAynain’s 1858 riḥla (travelogue) to Mecca for how he conceptualized his world and traveled within it, including local, regional, and transregional elements.

Although, the Sahara Wall was built, at first, in a specific context and for a specific goal, today it reflects multidimensional aspects of a long-term conflict –the Western Sahara issue that still threatens the stability of the Maghreb region. The future of the Sahara Wall is closely related to the original issue itself which needs a negotiated, realistic and equitable solution due to its complex dimensions.

En 2007, la Delegación de Cruz Roja Española para los Campamentos de Refugiados Saharauis comenzó a trabajar en el reforzamiento de la MLRS. Dentro del proyecto “Refuerzo de las capacidades operacionales de la Media Luna Roja Saharaui en la gestión de la Ayuda Alimentaría destinada a la población refugiada saharaui.” (2008) financiado por la AECID, se incluyó una consultoría externa para la realización de un diagnóstico de necesidades, en este caso, a nivel logístico.

Tiene razón, y conviene saber que esa originalidad no es consecuencia solo del tema que  trata –casi totalmente desconocido todavía para el público lector– sino por la forma en que lo hace y por el método que se ha seguido y  aplicado  en  su composición  y disposición. No solo  lo “descubre” y “visibiliza” en todos sus aspectos, dimensiones  y componentes  –más  allá  del teóricamente  literario– sino que lo hace aplicando una metodología de investigación y  de  exposición  también  original,  novedosa y poco frecuente.

The political images produced by the "refugee crisis" plaguing Europe obscure the fact that most of them remain decades in exile and ignore the survival paths and strategies, which include processes of transnational mobility (Basch, Glick Schiller & Szanton Blanc, 1994). The analysis of the Sahrawi trapped in refugee camps in Tindouf (Algeria) is therefore of the utmost pertinence. Education has been considered an "absolute priority" (Caratini, 2006) in the camps. Through the establishment of agreements and protocols with various countries, thousands of students leave the camps every year to pursue their studies and fulfil the "duty of a good Sahrawi citizen" (Chatty, Fiddian-Qasmiyeh & Crivello, 2010). The experiences of Sahrawi students in their educational migrations are a direct consequence of their protracted refugee situation. This chapter, which falls within the scope of an ongoing field research, analyses these movements, both from the perspectives of the "educational migrations" as well as from the (im)mobilities among refugees.

Hassan makes a living in his native Marrakesh as a comic writer and performer, through satirical sketches critical of Morocco’s rulers. Yet, when he is suddenly conscripted into a losing war in the Sahara, and drafted to a far-flung desert outpost, it seems that all is lost.

Ciertos conflictos de larga duración parecen irresolubles, son los denominados "conflictos intratables". De origen y naturaleza diferentes, se han complejizado con el tiempo y a día de hoy su resolución se presenta como extremadamente difícil o imposible. El acuerdo no sólo tiene un coste inaceptable para las partes directamente implicadas sino también para otros actores que los alimentan o que se aprovechan de la situación. Ante ellos las instancias multilaterales tampoco son capaces de articular con éxito vías de arreglo y los procedimientos de resolución convencionales no dan resultados. En el artículo se analizan dos casos relevantes, el conflicto israelo-palestino y el conflicto marroco-saharaui, identificando elementos comunes y cuestionando su supuesta intratabilidad.

Abstract: Certain long-term conflicts seem irresolvable, they are called "intractable con-flicts". Of different origin and nature, they have become more complex over time and today their resolution is presented as extremely difficult or impossible. The agreement not only has an unacceptable cost for the parties directly involved but also for other actors that feed them or take advantage of the situation. Before them, the multilateral instances are not able to articulate successful ways of settlement and the conventional resolution procedures do not give results. The article analyzes two relevant cases, the Israeli-Palestinian conflict and the Moroccan-Saharawi conflict, identifying common elements and questioning their supposed intratability.

Morocco’s history is closely tied to sub-Saharan Africa. For many centuries, the country experienced vivid exchanges with the rest of the continent. This pattern has radically changed by the 19th century, with European colonialism effectively cutting Moroccan links with sub-Saharan Africa and shifting the country’s economic interests northwards.  The legacy of colonialism had a considerable influence in framing Moroccan foreign relations. Indeed, since its independence in 1956, Rabat focused much of its efforts on building its relations with Europe and North America whereas generally disregarding sub-Saharan Africa. In this paper I re-explore the history of Moroccan foreign policy with sub-Saharan Africa in the post-independence period. I argue that while Morocco initially gave little attention to sub-Saharan Africa, the Western Sahara stalemate in the 1990s resulted in changing Rabat’s strategy vis-à-vis the rest of the continent. With the priority to secure Rabat’s territorial interests, Morocco started ever since investing massive efforts in (re)building its ties with sub-Saharan Africa.

My research investigates the situation in the Saharawis refugee camps in Algeria, after fleeing the UN’s second longest unresolved conflict and Africa’s last colonial war.
There’s no running water in this desolate part of the stony Hamada desert, sudden rainfall turns the area into a flood bowl sweeping everything in its path. Stinging sandstorms scour the desert floor and even livestock have a hard time finding sustenance among the few plants hardy enough to grow in the bleak, flat landscape.
As soon as the Moroccan occupation of the Western Sahara started and the vicious and bloody war diffused, more than 100,000 Saharawis made their way across the desert, under aerial bombardment, to refugee camps in Algeria. Five camps were created under the control of the Polisario Front - the Sahawaris’ national liberation movement, which had been created two years earlier to overthrow Spanish colonial rule. Algeria effectively ceded control of the region to Polisario, allowing it to be run as a semiautonomous province near the military town of Tindouf.
35 years passed, and they still living in this refugee camps with no real perspectives to return to their homeland any time soon due to the passivity of the international community. Depending uniquely on International aid (rarely enough to guarantee the
basic human condition) the isolation and lack of property created a special life in the camps, which I’d like to introduce in this article.

La historia interminable del Sahara Occidental. Entre la posverdad y el anhelo legítimo. Nubes negras se ciernen, desde hace ya más de cuatro décadas sobre una anhelada y esquiva solución — ya sea diplomática o incluso bélica — a la situación del Sahara Occidental, pero nunca llovió que no escampara. En un conflicto tan largamente encallado parece que el sol jamás va a salir de nuevo, pero terminará haciéndolo. Bien porque alguno de los múltiples intentos diplomáticos propuestos se materialice, bien tras un nuevo alzamiento armado o bien por agotamiento de la que hoy es la parte más débil: la República Saharaui Democrática (RASD). En todo caso, el problema será reparar el daño de tan larga tormenta. De un lado, los estragos humanitarios y sociales, con casi doscientos mil saharauis refugiados fuera del territorio que reclaman como propio (principalmente en campamentos en Argelia) además de otros tantos cientos de miles de desplazados marroquíes que se han instalado e incluso nacido y criado en territorio ocupado. De otro lado, la deuda con la Historia ya que, sea cual sea el resultado final de la contienda, la comunidad internacional habrá permitido injustamente, durante largas décadas que la posverdad del discurso marroquí haya prevalecido sobre la legitimidad del discurso saharaui.

Este artículo se propone reflexionar sobre las actuaciones humanitarias que se han llevado a cabo en los campamentos de Tinduf, Argelia. Y más en particular se desea explorar cómo el desplazamiento a la hamada argelina de la población saharaui significó más que la pérdida física del lugar donde habitaban, supuso interrelacionarse con diversas formas y redes de ayuda y conllevó la completa reconfiguración de su ser. Así, el refugio en los campamentos saharauis permea la
vida social del pueblo, determinando su dinámica. Si bien, desde 1975 hasta ahora, múltiples son las transformaciones que han sucedido y que muestran también la capacidad del pueblo saharaui para reinventarse y no someterse al refugio.

The Gdeim Izik case started in October 2010, when over 30 000 Saharawi men, women and children went to the desert in the outskirts of El Aaiun , in the occupied territories of Western Sahara and erected a peaceful protest camp. After one month of siege by the Moroccan occupation forces the camp was brutally dismantled and hundreds of saharawi were incarcerated and tortured. A group of 24 was in abritrary detention until 2013 when they were brought to military court a sentenced from 20 year to life in prison. In 2017 they were trialed again in a civil court and 19 remain with the same sentences. These men have been victims of arbitrary detention and torture since 2010 and two trial that did not respect the basic principles of law nor brought forward any valid evidence of guilt.

Este trabajo se propone hacer una exploración de las actuaciones humanitarias que se han llevado a cabo en los campamentos de Tinduf, Argelia, desde su creación en 1975 hasta la actualidad. En particular se desea explorar cómo el desplazamiento a la hammada argelina de la población saharaui significó más que la pérdida física del lugar donde habitaban, supuso interrelacionarse con diversas formas y redes de ayuda y conllevó la completa reconfiguración de su ser.

Quel rôle la France joue-t-elle au Sahara Occidental? Pourquoi la France insiste-t-elle encore à soutenir une occupation illégale, militaire et violente dans ce pays colonisé? Quels sont les bénéfices que la France reçoit de son soutien au Royaume du Maroc dans cette aventure militaro-coloniale ? Comment ce soutien affecte-t-il les intérêts de la France dans le reste de l'Afrique du Nord ? Comment cela affecte-t-il également l'image de la France à l'échelle internationale ? Comment les dirigeants français peuvent-ils expliquer leur soutien à un régime monarchique dictatorial, qui non seulement viole le droit à l'indépendance et à la liberté du peuple sahraoui, mais également les droits civils, politiques, économiques et sociaux du peuple marocain lui-même ? Que peut-en dire de la position de la France en matière de libertés et de droits de l'homme face aux violations systématique par le Maroc des droits de l'homme et du droit international humanitaire au Sahara Occidental ? Pourquoi la France s’implique -t-elle dans cette tentative de pousser l'Union européenne à violer le droit international et le droit européen en soutenant le pillage illégal des ressources naturelles du Sahara Occidental ? À qui profite réellement le pillage de ces richesses ? Les Marocains peut-être? Ou bien les Français ? Ou peut-être le peuple sahraoui, le facteur toujours absent et invisible dans les équations de l'élaboration des politiques en France? Pour combien de temps encore l'État français sera-t-il impliqué dans l'obstruction à la solution politique juste et durable au Sahara Occidental ? Pourquoi la France s'oppose-t-elle à la simple inclusion de la protection des droits de l'homme dans la mission de la MINURSO ?! Pourquoi s’oppose-t-elle aux efforts des États-Unis d'Amérique d'intensifier le débat au sein du Conseil de sécurité sur la question du Sahara occidental ? Jusqu’à quand la France sera-t-elle impliquée dans les machinations et complots contre la République sahraouie au sein de l'Union africaine à travers certains membres du groupe francophone africain ? Pourquoi n'adopte-t-elle pas des politiques plus équilibrées respectant la légalité internationale pour lier des relations fondées sur le respect et les intérêts mutuels avec tous les pays du Maghreb plutôt que de poursuivre la politique de privilèges pour le Maroc, une politique qui a échoué pendant plus de six décennies ? Le régime marocain mérite-t-il vraiment qu’on sacrifie les Sahraouis, les Algériens et les Mauritaniens ? Et que pouvons-nous, en tant que citoyens et militants sahraouis et f français, faire ensemble pour changer cette attitude négative de la France? En somme, la question de toutes les questions : Que veut la France des Sahraouis et du Sahara Occidental ?

Without going into in a in-depth analysis it is obvious that there is no independence of the judiciary in Western Sahara or in Morocco concerning the Saharawi population.
Although the independence of the Judiciary is enshrined in the Moroccan constitution and law, and in theory guaranteed by the state, Article 107 of the Moroccan constitution states that:
"The judicial power is independent of the legislative power and of the executive power.
The King is the guarantor of the independence of the judicial power. "
The "sovereignty and unity" of the Kingdom is one of the most, if not, the most, important base of Morocco, in view of course of the occupation of Western Sahara, and a taboo theme. To exhibit a flag of Western Sahara or even say Western Sahara instead of the terminology imposed by the State : "Moroccan Sahara" or "Provinces of the South" is considered an attempt against the integrity of the Kingdom.

الصحراء الغربية تركة كولونيالية لم تحسم أمرها بعد" فلا هي بالميتة فـــتـُـدفن، ولا بالحية فتركض… هي أقرب إلى من يغط في نوم عميق لا يعكره بين فترة وأخرى سوى نفس شخير عال تحدثه فيجلب انتباه البعض وفضول البعض الآخر."
هكذا خططها مشاركو مؤتمر برلين  قبل وبعد إخراجهم من الاراضي الافريقية ، أرادوها - وغيرها من البلدان الافريقية- قتيلا توزيع دمها بين الداني والقاصي، وأرادوها إرثاً تتنازع عليه القوى الإقليمية والدولية بانظمتها وشعوبها ومؤسساتها حول تقسيمها، وكيف لا، والموارد التي تحت أرضها وفوقها مما يسيل لها اللعاب.
          وهذه هي حكاية الصحراء الغربية والدول الضالعة فيها  مذ 1975م، ما تخرج الكولونيالية الفرنسية والإسبانية  من الباب الأمامي  إلا وتدخل موريتانيا والجزائر والمغرب وغيرها  من النافذة للاشتداد الصراع الإقليمي للهيمنة على التقسيم الكولونيالي بغية الحصول على مايشفي غليلها من الصحراء الغربية .
          ولأجل هذه القضية  أدبرت المملكة لمغربية  عن  منظمة الوحدة الافريقية (الإتحاد الإفريقي حاليا) عندما  اعترفت بعضوية الجمهورية الصحراوية 1984م  والتي يعتبرها المغرب  أقليما من أقاليم المغرب أو دولة وهمية ، ولأجلها كذلك أعلنت المملكة المغربية في السابع عشر من يوليو/ تموز2016 بأنها  قرّرت الأقبال والعودة إلى الإتحاد الأفريقي أسرتها التي يعتبر نفسه أحد الأعمدة الفقرية لهذه الاسرة الافريقانية، لقد أوضح العاهل المغربي  في القمة الافريقية في العاصمة الرواندية  كيغالي بأنه " أتوجه إليكم بصفتي حفيد جلالة الملك محمد الخامس، أحد أقوى رموز تحرر الوعي الإفريقي، وواحد من الرواد الملتزمين، إلى جانب الرؤساء جمال عبد الناصر، فرحات عباس، مديبو كايتا، سيكو توري، وكوامي نيكروما، صناع قمة الدار البيضاء التاريخية، سنة 1961، التي أعلنت عن انبثاق إفريقيا متحررة، وأسست للاندماج الإفريقي....لا يمكن للمغرب أن يظل خارج أسرته المؤسسية، ولا بد له من استعادة مكانه الطبيعي والشرعي داخل الاتحاد الأفريقي..."
      ولعل الاتحاد الافريقي  في موقف حرج بين اعترافه بالجمهورية الصحراوية وبين تجديد عضوية المغرب  الذي يصنف الصحراء الغربية دولة وهمية لا يمكن الجلوس معا في المحافل والمجافل الدولية، إنها من ضمن المصطلحات  المغربية اليومية حتى لدى كبار المسئولين المغربيين  ، لقد استعملها العاهل المغربي أمام الجمهور في كيغالي  قائلا " إن المغرب، رغم انسحابه من منظمة الوحدة الإفريقية، فإنه لم يغادر أبدا إفريقيا ؛ وإنما انسحب، سنة 1984، في ظروف خاصة، من إطار مؤسساتي قاري. فالعلاقة الوشيجة التي تربطه بإفريقيا تفسر الشعور المشروع، بأنه من المؤلم أن يتقبل الشعب المغربي الاعتراف بدولة وهمية. كما أنه من الصعب أيضا القبول بمقارنة المملكة المغربية، كأمة عريقة في التاريخ، بكيان يفتقد لأبسط مقومات السيادة، ولا يتوفر على أي تمثيلية أو وجود حقيقي".
. وهل يتخلى الاتحاد عن الصحراء الغربية لصالح المغرب الذي له زئيره  الخاص في المجالات الاستثمارية والاقتصادية والصحية والأمنية في جميع ضواحي القارة؟.
      يرى بعض المراقبين بان رجوع المغرب الى الاسرة الافريقية بهذا التوقيت في غاية الدهاء، لأنّ المهارة الدبلوماسية المغربية في القارة وقوته الاقتصادية قد أعطت أُكْلها مما أدى الكثير من الدول الافريقية إلى  سحب اعترافها بالجمهورية الصحراوية وقطعت علاقتها الدبلوماسية بها.
ويرى البعض الآخر بأن  المغرب قلق على صرامة موقف الاتحاد الافريقي كمؤسسة حول الصحراء الغربية، فرات السلطة المغربية بأنه من الخطأ والمجازفة  السياسية الابتعاد عن الاتحاد الافريقي ،بل يجب مواجهة البساريو داخل الاسرة الافريقية بدلا من خارجها، تابع العاهل المغربي قائلا  "لا يمكن للمغرب أن يظل خارج أسرته المؤسسية، ولا بد له من استعادة مكانه الطبيعي والشرعي داخل الاتحاد الأفريقي... بعد تفكير عميق، بدا لنا واضحاً أنه يمكن علاج الجسم المريض من الداخل بنجاعة أكبر من علاجه من الخارج".
سوف نرى غداً هل سيلعب الاتحاد الافريقي دور أُم  توأم تقدم الحنانة والحصانة نفسها لطفليها ،وهل سيتغنى الصحراويون النشيد الوطني المغربي أو سيتغنون  على هواهم، وهل سيقبل المغرب الجلوس مع الجمهورية العربية الصحراوية التي يعتبرها دولة وهمية لمناقشة القضايا الافريقية والعربية والدولية؟ هذه المفارقات الجدلية هي صلب هذا المقال سوف يقودنا الى معرفة ملابسات القضية بالجدارة.

Under French colonial rule, the region of the Maghreb emerged as distinct from two other geographical entities that, too, are colonial inventions: the Middle East and Africa. In this book, Abdelmajid Hannoum demonstrates how the invention of the Maghreb started long before the conquest of Algiers and lasted until the time of independence, and beyond, to our present. Through an interdisciplinary study of French colonial modernity, Hannoum examines how colonialism made extensive use of translations of Greek, Roman, and Arabic texts and harnessed high technologies of power to reconfigure the region and invent it. In the process, he analyzes a variety of forms of colonial knowledge including historiography, anthropology, cartography, literary work, archaeology, linguistics, and racial theories. He shows how local engagement with colonial politics and its modes of knowledge were instrumental in the modern making of the region, including in its postcolonial era, as a single unit divorced from Africa and from the Middle East.

In debating the Moroccan autonomy proposal for the Western Sahara territory, a fundamental question has been largely overlooked: can autonomy work in the context of a Morocco which is still largely non-democratic? This report examines the viability of Western Saharan autonomy within a less than fully democratic Moroccan polity and includes recommendations on how to move forward on the Western Sahara conflict in the current context of transformation across the Middle East.

Un aspect peu abordé dans les études sur le Sahara occidental est la position des Sahraouis ethniques du sud du Maroc et de leur participation dans le mouvement indépendantiste. Au cours des dernières années, le transfert de l'initiative contestataire aux zones occupées a démontré leur forte implication dans l'action collective sahraouie. Cela pose un défi majeur aussi bien à l'État marocain comme au mouvement de libération nationale sahraoui. La communication décrit les dimensions cette participation et le discours des parties sur ce phénomène et propose plusieurs axes d'analyse.

«Documentary Studies on the Report of Xavier Coppolani, or, The Quest for the Red River»:
Mauritania’s contemporary history remains intimately linked to Xavier Coppolani. But few studies have been made of the impact of his conception of Western Sahara. To fill this void we propose a critical reinventory of his principal report of 10th March 1900 (lodged with the Library of the Institute of France in Paris, 23 p. Ms), that we publish in its entirety a century after his death, and of which the Saguiet El Hamra (the Red River) was the preponderant subject. His project of a “Western Mauritania”, elaborated in the European context of the treaty signed by the French and Spanish governments on 27th June 1900, is evoked. The report captures for us the fact that he was not wrong about the geostrategic importance of the “Red River” for France in the region, which sought to erect a geopolitical configuration more than an economic one. This manuscript also permits us to turn the analysis towards the consequences of the “colonial geometry” of the Sahara in general and of the Western Sahara in particular. It was from this that Saharawi society inherited its geographical unity. France works assidously to reserve a geopolitical fate for the Rio de Oro and Saguiet El Hamra convienent for itself, the current situation of the Saharawi territories being the result of Franco-Spanish conventions. An annotated glossary of more than 29 terms has been compiled by us, to reveal the complexity of the colonial enterprise in Mauritania and Western Sahara.

Résumé
La fameuse note de Hans Corell sur l’exploitation des ressources naturelles du Sahara est devenue, en l’espace de quelques années, la doxa « juridique » pour un certain nombre d’acteurs internationaux (Etats, ONG, etc.). Mais ce qui étonne le plus, c’est qu’elle a été reprise à son compte par la Cour de Justice de l’Union Européenne au prix d’un excès de pouvoir manifeste.  Pourtant, c’est un texte qui manque de substance car fait de formules péremptoires qui ne laissent pas de place à l’analyse et à l’argumentation juridique. Plus grave, il tourne le dos aux principes et règles du Droit International, en particulier ceux relatifs à la fin du statut de territoire non autonome et à la consultation des populations dans le cadre de la mise en œuvre du droit à l’autodétermination. Il tourne également le dos à l’évolution de la position des Nations Unies dans le conflit  du Sahara, conflit dont il occulte des éléments fondamentaux que le passage du temps a complexifiés.
Bien qu’elle n’ait jamais été entérinée par le Président du Conseil de Sécurité qui l’avait demandée, la note de Corell est devenue une doxa juridique dans l’affaire du Sahara par le biais de réseaux sociaux, qui font l’opinion publique: think tanks, ONG, centres d’études, lobbyistes, et un matraquage médiatique intensif et répété. Ces réseaux mettent à profit « l’ère du vide » où la pertinence d’un écrit juridique dépend moins de sa valeur intrinsèque que de la dose de matraquage dont il fait l’objet auprès de l’opinion publique.

When, after years of geological and geophysical exploration, a
phosphate mine was discovered at Bu-Craa in 1964, Western Sahara received renewed geopolitical attention. Several countries competing for the control of the world fertilizer market, including Morocco, Spain, France, and the United States, developed diverging strategies to gain control of the mineral. After intense negotiations revolving around the materiality of mining
technologies and involving reserve estimations, sabotage, and flexing of diplomatic muscles, Morocco took over the Spanish colony in 1975. While this secured Morocco’s place in the world market, it condemned the local population to exile and domination. This article explores three technological
stages of the exploitation of phosphate in Western Sahara that underpin the geopolitical history. This perspective yields new visions of cold war technology and postcolonial markets.

Ancient humans were peaceful - modern violence is avoidable. That's the basic message contained in "Saharasia", a controversial "marriage of heresies" over 10 years in the making. Ponctuée sur l’Oued-Noun, ma réflexion veut davantage s’aventurer dans un champ plus vierge car l’écriture de l’histoire de cette région me paraît inévitablement impossible sans lui fournir de nouvelles pistes d’investigation tout en ayant à l’esprit la carence et le manque documentaire attestés au niveau de l’historiographie générale du Maroc. Il s’agit là d’entreprendre un renouvellement de perspectives afin de surmonter les lacunes éventuelles en faisant apparaître des problématiques méconnues, mésestimées, ou, à la rigueur, mal traitées. Le second choix tient, évidemment, au sujet de la sainteté, condensateur par excellence d’une multitude de facettes de la société, de ses représentations, de ses rites et de ses rapports variés, en bref de son histoire. D’ailleurs, cette lisibilité globale qui en émane découle de la conception générale qu’on se fait du concept de la sainteté où confluent et se mêlent d’autres notions à partir desquelles s’élargit l’examen critique en quête de références adéquates pour éclairer et expliciter les détails afférents à son élaboration. La sainteté dénote bien une espèce de conservatoire de l’énoncé et des faits historiques les plus intimes d’une société, c’est-à-dire un regroupement redoutable de la pluralité des phénomènes qui s’y articulent.

The caravan and the coast; trans-Saharan versus Atlantic trade routes and the two commercial epochs in the Western Saharan
This text retraces the history of trade in the Western Sahara.  For many centuries this trade was dominated by the trans-Saharan routes, where trade was based on the exchange of salt against gold and slaves from the Bilad al-Sudan.  Later, this commerce came to be displaced by Atlantic trade routes, with gum arabica and textiles being the principal commodities offered by local intermediaries and European traders. 
The author shows that this displacement of Saharan by coastal routes did not happen immediately in the 15th century. Rather rivalry between the two routes never totally eliminated a degree of complementarity between the two sets of traders and their agents. In addition, while this competition between the two routes profoundly influenced the political and social structures of the Bizan (the Moors) it is not the only determinant factor.

Son étude, de plus en plus rigoureuse, autant pour lui donner un cadre chronologique que pour tenter d’en mieux saisir les messages, est actuellement menée par quelques spécialistes dans une perspective écosystémique. L'Art Saharien : mémoire des paléomilieux naturels et humains Théodore Monod est certainement celui qui a le mieux approché la définition de l'entité « sahara ». Son immense érudition et la durée exceptionnelle de sa fréquentation du plus grand désert de notre planète, autant dans le vaste champ des sciences de la nature que dans le domaine tout aussi vaste des sciences historiques, nous offrent, notamment par ses écrits, une définition multidisciplinaire je dirais même transdisciplinaire du Sahara, comme de la notion de désert. Le sujet qui nous intéresse ici est en quelque sorte un « état des lieux » aussi synthétique que possible et nécessairement bref des principaux travaux sur l'art rupestre du sub-continent nord-africain et saharien, depuis sa découverte au milieu du XIXème siècle jusqu'aux développements actuels des recherches sur ses origines préhistoriques, son classement chronoculturel, ainsi que sur les hypothèses qui visent à comprendre la signification de ses différents messages. Pour une étude aussi vaste et complexe que celle de l'Art Rupestre en général, on ne peut espérer obtenir quelques résultats intéressants ou utiles que si l'on adopte une démarche « écosystémique » : l'état physique de l'art sur les rochers, ainsi que les fonctions des différents messages portés par les images peintes ou gravées ont évolué au cours du temps. Cependant, dans tous les cas, deux éléments sont directement ou non liés aux changements des conditions bioclimatiques du milieu naturel dans lequel l'art a été inscrit. Par exemple, les alternances de climats secs et plus humides, au Sahara, pendant les 10 derniers millénaires avant l'installation, vers 3000 ans avant nos jours, des conditions arides actuelles, ont entraîné des modifications globales de la faune, de la flore et, partant, des conditions de vie des groupes humains qui peuplaient la région. Et, pour une population humaine, pré-ou protohistorique, on sait qu'un changement des facteurs climatiques se traduit à la longue par l'adaptation à de nouveaux modes de vie, par l'invention de nouvelles techniques, de nouveaux modes de productions alimentaires, de nouveaux concepts mentaux, etc. Ce fut le cas de ce qu'on a appelé la « Révolution néolithique », en Afrique du Nord et ailleurs. Parmi une très abondante littérature sur ce sujet, G. AUMASSIP (1997), par exemple, qui s'est intéressée essentiellement aux transformations matérielles des sociétés néolithiques sahariennes, a résumé ce processus. Mais on ne peut ignorer un aspect fondamental, d'ordre spirituel : changer de mode de vie, pour une population ou pour une communauté socioculturelle, impose nécessairement un changement d'état d'esprit. Par exemple, au Proche-Orient, J. CAUVIN (1994) a démontré que la « Révolution Néolithique » manifestée, entre autres, comme ailleurs, par la naissance de l'agriculture, a correspondu à une « révolution » de l'imaginaire chez les peuples de la région. L'invention d'une religion ou, au moins, l'émergence de deux figures symboliques dominantes, la Femme et le Taureau sont à l'origine de la création de divinités (déesses-mères) qui perdurent sous des formes diverses, jusqu'à l'âge du Bronze, dans l'ensemble de la Méditerranée orientale préhellénique.

Among the effects of the Arab uprisings on Morocco were the adoption of a new constitution and the emplacement of an Islamist-led coalition government. Despite these significant changes, the internal discussion on democratic change and increased political participation and freedom is ongoing. The media are both one of the major subjects and the forum of this debate. An important development has been the liberalisation of the previously state-controlled radio sector in 2005, with 13 private radio stations having been established in addition to the already existing public stations. As the restructuring of the audiovisual sector is a recent phenomenon, this paper asks how contemporary Moroccan audiences responded: What do they listen to and why? In order to answer this question, fieldwork was conducted for a period of three months, primarily interviewing taxi drivers as a major cohort of radio listeners. In addition, an online survey of students’ listening preferences helped to contrast the taxi-driver findings with those relating to a younger generation. Theoretically, the paper approaches the topic by looking at the ‘uses and gratifications’ theory in an authoritarian context. The findings indicate that newly established private radio stations enjoy wide popularity and thereby are challenging the public stations’ position.

The islamisation of the people of Mauritania seems to have been slow and progressive. It starts with the Ibadite missionaries and traders and ends with the Almoravid movement, which gave it its definitive form. The Moors were from then on Malekite Muslims like the majority of the inhabitants of the Maghreb and Andalucia. This rite was the only one fully known by the local population and they observed it rigorously in their religious practices and daily life.
By observing closely the movement of the Malekite rite it appears to us that in Mauritania it took on a local specificity which distinguishes it from Malekism in other regions of the Muslim world. To be sure, the expansion of Islam posed problems of a unifying adaptation for heterogeneous populations with time- honoured attitudes. Muslim culture has within it an immense faculty for absorbing the heterogeneous. In a general way, to distinguish «as it is» from «as it should be», speaking of law, is improper in the circumstances.
The imperative of finding solutions to specific problems which they meet put the fuqaha in a difficult situation, either they go against the juridical decision on which Malekite doctors are unanimous, closing the way completely to any interpretation, or any independent legislative effort from the Vth-XIth centuries, or else they violate Muslim Law by failing to seek legal solutions for the problems that their society is experiencing.
Faced with new needs, unforeseen situations, the Moorish fuqaha set to work, by determining the place of each human act in the scale of ethico- religious values which are the legal qualifications which characterise human actions: commendable, blameworthy, licit, illicit and disapproved. Since, for new cases coming up, and for which he could not find any precedent in tradition, the faqih had to appeal to his own judgement.
We feel all the same, in observing the heritage of the fiqh in this country, that a form of interpretation always imposed itself, whether at the level of the conception of acts on which theologians had pronounced or on the level of formulation and argumentation of their fatwas.
Malekite jurisprudence in Mauritania visibly displays much flexibility and capacity for adaptation. It is obvious that in studying this jurisprudence, one finds oneself in front of an edifice based on levels of juridical elaboration which spread out from the norm decreed by God, to judgements imposed by the concrete considerations of the context and determined by the positive norm
decreed by custom. This realist jurisprudence continues to create itself in a climate of lively competition where each theologian seeks to make the most advantageous interpretation for his personal prestige or that of his tribe.
