Women in Public Administration illuminates women's past and emerging challenges, in a predominantly male based public sector that are fundamental to practitioners, students, and faculty of public administration and policy. For example, how women administrators have been affected by male dominated labor markets, ethics and law, management, financial institutions, and public service. This book extends beyond the existing works in the field by furthering the discussion and bridging the gender gap in public administration theory and praxis by continuing the efforts of the female public administrators who began to unravel the inequity in our public organizations and the under representation of women in our society.

There is a growing realization among both academics and practitioners that infusing government budgets with an equity dimension has the potential to provide a pathway to a more equitable society. This potential has already been realized by more than 80 governments worldwide that have been using gender-responsive budgets (GRB) to advance gender equity. GRB represents a specific example of the growing trend in budgeting, which sees government budgets as something more than a neutral process of resource allocation. Rather, budgets are instruments to influence the allocation of resources to advance equity. In this article, we look at how international experiences with GRB can inform recent efforts in the United States by governments at all levels to use their budgets to advance social equity, especially for historically marginalized groups. We identify five factors that have contributed to GRB success and discuss how each of the factors can inform these efforts.

In a recent article in this journal, Leuenberger, Bartle, and Chen called for public administrators to take a new role, utilizing collaborative skills, to design implementable solutions to promote sustainability in transportation. We examine this call by exploring the case of an international aviation initiative. The International Civil Aviation Organization (ICAO) Aviation System Block Upgrades (ASBU) policy has been developed to provide a road map to modernize global air navigation. This article explores the case of the ASBU as an example of meeting the call for the new role for public administrators to implement sustainable practices. We find that this policy improves international air transportation sustainability in several dimensions, and that this approach is a model for implementing sustainable policies.

This paper examines trends in local government revenues and current challenges that local governments face in raising revenue. We alsolook into the future in an effort to make recommendations to localgovernments regarding their revenue structure. Important trends that wedocument include a long-term decline in the property tax and an increase inboth state aid and user charges. Recent economic changes present seriouschallenges for local governments due to volatility of sales taxes, decreasesin property values, and threats to state aid. As local governments shape theirrevenue structure, they will need to respond to external economic,technological and demographic changes. Only user charges offer hopefulprospects as a productive revenue source.

Theories o scal federalism, such as those propounded by Musgrave, Tiebout, and Brennan and Buchanan, prescribe assignment of revenue sources among federal, state, and local governments. In this article, we demonstrate that the recent diversi cation of municipal revenue sources in response to devolutionary forces does not follow the expectations of the scal federalism theories. Our analysis suggests that the use of an institutional approach to the study o scal federalism would help to reduce the mismatch between theory and reality. In an essay entitled ‘‘The New American Devolution: Problems and Prospects,’’ Max Sawicky observes that ‘‘if we exclude Social Security, Medicare, net interest on the federal debt, and defense from the total expenditures o ederal, state, and local governments in the United States, 80 percent of what remains is administered by state and local governments’’ (1999, 3). To boost the fiscal revenue, i.e., government revenue over GOP and central government revenue over government total revenue, China conducted the 1994 fiscal reforms. According to some observers, the results of the initial reforms were mixed. This study reveals, contrary to most examinations of previous studies, the 1994 fiscal reforms have been an enormous success in achieving the original policy purposes, although remaining problems still present a daunting task for the Chinese government. This paper examines the factors triggering the 1994 fiscal reforms, reveals the contents and accomplishments of the reforms, explores unfinished tasks and ultimately proposes some policy implications.

This paper focuses on related opportunities and challenges within air freight transport management, exploring sustainability in light of recent, heavy human and economic costs across the world.
