19th Century Social and Political History

Apart from short periods, Iran was ruled by Turks over a thousand years. The Qajar Turks were the ones, who reigned Iran from 1795 until 1925. The founder of the Qajar dynasty Agha  Mohammed Khan, seized the power in Iran, like the Safavid leader Shah Ismail. The economic and politic interventions of the European States on Iran, Anatolia and Middle East, increased in the 19th century. During the period of the Qajar dynasty, Iran was a battlefield of the British-Russian competition for a period of one hundred year. Even there were the adverse effects on the social life and economics; Iran could continue to exist because they implemented the policy of balance, the policy of impartiality, through which Ottoman Empire was also able to protect its interests against great powers. However the economic domination of Europe on the Qajars increased, because of the Russian, British and French competition in the Iranian market and products. Considering this situation the Qajars economy collapsed. Qajars granted capitulations to European powers such as British, Russians with a particular emphasis and other Europeansin order to protect its economy, but this policy also turned out to be abortive for the Iranian domestic economy. Although the Qajar Turks put an end to the instability of the central authority after the fall of the Safavid, the politic and economic instability lasted, because of the territorial losses and the interventions in the internal affairs by the European States and the given privileges. This article is about the period of the Qajar dynasty in Iran, which lasted about more than a century. Nevertheless, there aren't many studies in Turkey about the dynasty in Iran.  An evaluation of the period from a political and socio-economic point of view will be put forth.

Özet
Son bin yılda kısa dönemler hariç Türkler tarafından yönetilen İran'da 1795'ten 1925'e kadar Kaçar Türkleri hüküm sürmüştür. Kaçar Hanedanının kurucusu Ağa Muhammed Han da Safevî lideri Şah İsmail gibi Türk unsuruna dayanarak İran'da iktidarı ele geçirmiştir. 19. yüzyılda İran, Anadolu ve Orta Doğu'ya Avrupalı devletlerin hem siyasi hem ekonomik anlamda müdahaleleri artmıştı. Bu dönemde, Kaçarların hâkimiyetindeki İran'da yaklaşık yüz yıl boyunca İngiliz-Rus rekabeti yaşanmıştır. Bu durumun sosyal ve ekonomik yönden olumsuz etkisine rağmen Kaçarlar, Osmanlı’nın da bir dönem uyguladığı denge politikasını andıran "tarafsızlık politikası" sayesinde siyasi varlığını sürdürmüştür. Ancak Rusya, İngiltere ve Fransa’nın, İran pazarı ve ürünleri üzerindeki rekabeti, Kaçarların üzerinde Avrupa'nın iktisadi hâkimiyetinin artmasına sebep olmuştur. Kaçarların ekonomisi dibe vurmuş, nihayetinde başta İngilizler ve Ruslar olmak üzere Avrupalılara ekonomik ayrıcalıklarla imtiyaz verilmeye başlanmış, fakat bu çözüm de İran'ın yerel ekonomik gücünü gittikçe zayıflatmıştır. Kaçar Türkleri, Safevîlerin yıkılmasının ardından İran'daki merkezi otorite boşluğunu doldurmalarına rağmen yaşanan toprak kayıpları ve iç karışıklıklar sonucu siyasi istikrarı, Avrupalı devletlerin iç işlerine müdahil olması neticesinde de ekonomik istikrarı sağlayamamışlardır. Bu çalışmada, İran'da bir asırdan fazla hâkimiyet sürmesine rağmen Türkiye'de çalışmalara pek fazla konu olmayan Kaçarların İran’daki hanedanlık dönemi incelenecek, bu dönemin siyasi ve sosyo-ekonomik açıdan bir değerlendirilmesi yapılacaktır.

The dominant intellectual currents of nineteenth-century Europe such as liberalism or socialism emerged less from the linear development of traditions stretching far back to their putative origins in antiquity or the Middle Ages than from the shockwaves of the French Revolution. Thus in the nineteenth century the dividing lines between political positions were drawn according to a variety of assessments of the political and social experiments of the Revolution and the Napoleonic Wars. This means that the lines were drawn in response to what were perceived to be the necessary transition mechanisms to progressively reach a future of liberty and welfare without a re-run of the preceding century’s revolutionary upheavals and wars. This prospect is unfolded in this paper through the examination of various nineteenth-century intellectuals including Cuoco, Maréchal, Saint-Simon, Comte, Guizot, Tocqueville, Mill and Constant.

Since the 1980s voluntary associations have attracted the intense attention of historians, sociologists and anthropologists internationally. The voluminous bibliography produced during these years, links the associations’ 19th- and 20th- centuries establishment and proliferation to urban sociality, the emergence of the middle classes, democratization, and the requirements of nation-building. Despite the abundant literature on the associational phenomenon of the Greek communities in the Ottoman Empire and Greece, voluntary associations in Cyprus have been understudied. Illuminating references notwithstanding, the associational history of the island has not been comprehensively analyzed. This is a vacuum that my research project titled “Expanding the public sphere, enhancing popular activism: Greek associations in Cyprus (1878-1931),” aims to address.
The project falls into three main parts. The first is to map, quantify and explain the growth of Greek voluntary associations in the six main cities of Cyprus (Nicosia, Limassol, Larnaca, Famagusta, Paphos and Kyrenia) from 1878 to 1931, during the first phase of the British colonial rule. The second is to examine their role as channels of formation and dissemination of modern political ideas (nationalistic, secular) and as means for the expansion of the public sphere of Cyprus. The third part concentrates on unravelling the networks of membership, tracing the professional occupation of their administrative boards and analyzing their political activity. This will allow the study of associations as assets to emerging politicisation and popular activism, and to correlate them to local, family and professional networks.
The basic sources for this research include official and private archives of the 19th and 20th centuries in Cyprus, Greece and Great Britain, newspapers as well as secondary bibliography. The deliverables include an article in an international peer-reviewed journal, an annotated catalogue of the educational and philanthropic associations of Nicosia and Limassol, two presentations (one at a conference and one in a workshop), a seminar at the University of Cyprus, and a dataset stored in a web application.

This article discusses Jean-Claude Michéa’s populism, centered on the triad: liberalism versus socialism, progress versus tradition, and intellectuals versus people. Michéa maintains that, in order to grasp the dynamics of the modern world, in the aftermath of the Industrial Revolution, we need to understand first of all two things. The first is that liberalism is the ideology that continually erodes tradition. The second is that ever since economy has been disembedded from the network of social relations, it has become an end in itself. Thus, capitalism, the economic form of liberalism, represents now an all-embracing ideology that governs social relations. According to Michéa, the only way out of capitalist regimentation is offered by the political thought of some of the early nineteenth-century socialists and by the political philosophy inspired by it and developed by thinkers like George Orwell or Charles Péguy. Michéa’s political thought rests on Orwell’s concept of “common decency”, which establishes the exchange of friendship and generosity. Michéa argues that “common decency” is rooted in “ordinary people”, and that any attempt of the Left to fight capitalism can be successful in so far as it returns to the people. Its refusal to do so can encourage society to turn towards far-right parties.

The article compares and contrasts various regional revolts during the Brazilian regency (1831-40). Originally  published in: Acuarela de Brasil, 500 años después. The study shows how communal baking practices were used to establish a sense of community, and to establish and maintain feelings of mutual solidarity during the first half of the nineteenth century in the mill towns of northern England, taking the case of the Maudlands in Preston, Lancashire as an example. Two excavations of communal bakehouses set within terraced dwelling houses are presented, believed to be the first reported examples of this form of architecture. Combined with documentary evidence the study shows how food, and in particular baked bread, was deployed to ease the passage from rural to industrial life.

El 1 de enero de 1820 el pronunciamiento de Rafael del Riego logró que Fernando VII jurara la Constitución de Cádiz, iniciando el Trienio Liberal e inspirando los alzamientos de Portugal, Nápoles y el Piamonte, que conmocionaron a la Europa de la Restauración. Mientras Austria intervenía en Italia por orden del Congreso de Laibach, en marzo de 1821 estallaba la Revolución Griega contra el Imperio Otomano. En un primer momento se consideró una secuela más de la Revolución Española, mereciendo la reprobación de la Santa Alianza en la misma medida en que se celebró por los afines al liberalismo y la llamada Internacional liberal, una red de sociabilidad transnacional entre liberales y exiliados de origen diverso, refugiados en su mayoría en España.
Pero el esfuerzo de los griegos por revivir el prestigio de la Grecia antigua y su condición de cristianos sometidos al islam, movilizaron a gran parte de la sociedad civil en favor de su liberación. El filohelenismo es hoy estudiado entre las corrientes ideológicas, culturales y estéticas de mayor relevancia y extensión en la década de 1820.
Aunque España era el referente del liberalismo internacional, tradicionalmente se ha considerado que quedó al margen del movimiento filohelénico. La compleja situación política del Trienio y la represión que siguió en la Década Ominosa han justificado que los testimonios del filohelenismo español afloraran a partir de 1828, cuando la liberación de Grecia quedó garantizada por la victoria de Navarino en octubre de 1827, por lo que ha sido definido como tardío, de origen romántico e irrelevante a nivel internacional.
El objetivo de la tesis es la evaluación del impacto de la Revolución Griega en la política, la sociedad y la cultura de la España liberal. Dado que aún no habían sido reconocidas como independientes, incluimos también las repúblicas de la América española. Nuestra fuente principal ha sido la prensa, además de textos como cartas personales, autobiografías o documentos de archivo.
Las conclusiones más relevantes son:
1) La identificación de una retórica política de origen ilustrado elaborada a partir de los elementos del mundo clásico consagrados por la Revolución Francesa, que expresa liberalismo y filohelenismo, denominada Neoclasicismo jacobino y que debe ser diferenciada del concepto neutral Tradición clásica.
2) La Revolución Griega se asimiló en América como la lucha contra un imperio invasor, por lo que el discurso insurreccional se sirvió de Grecia para afirmarse en oposición al Otro, el Español, pero en la península primó su aspecto simbólico de lucha entre libertad y despotismo para construir la nueva identidad liberal de España. No obstante, cada grupo ideológico adaptó el filohelenismo a su discurso: el afrancesado se alineó con el filohelenismo religioso e intervencionista europeo; el moderado se mostró valedor teórico de la independencia griega; y el exaltado o comunero se mostró a favor de la ayuda directa para que Grecia lograra su libertad.
3) La colaboración entre exaltados, Internacional liberal y emigrados italianos como el general Pepe, ofreciendo ayuda militar al gobierno griego, dio origen al envío de Andreas Luriotis a Madrid para que iniciara negociaciones con el gobierno español en un cauce diplomático alternativo al oficial mantenido ante la Santa Alianza. El fracaso del proyecto, debido a múltiples razones, no resta importancia a la repercusión internacional que podría haber alcanzado.
En resumen, los filohelenismos hispánicos fueron ilustrados, tempranos y adaptados a las necesidades de cada grupo de opinión. El filohelenismo exaltado, en concreto, debe ser estudiado en el contexto español y también en relación a la historia de la diplomacia griega y las conspiraciones transnacionales de la Internacional liberal.

In this study I examine the fate of the post of cantor in Csongrád from the death of chief cantor Antal Sohlya up to the official inauguration of the first church cantor not related by blood or marriage to the Sohlya–Hornyik family (1902–1908). Also, to fill a gap in the available information, I describe the procedure for election of a cantor. In my analysis I place special emphasis on showing the different conflicting interests, and on examining the strategies used by the candidates to increase their own chances. How was the lobbying carried out and how were the representatives entitled to vote " softened up " ? What interests lay behind the different " factions " , what considerations led to support for a particular cantor? How was all this communicated in the Csongrád press? My sources were minutes of the municipal council, documents on the 1907 and 1908 cantor elections preserved in the Csongrád parish archive, and the press. A knowledge of the political leanings of the Csongrád newspapers at that time is essential for a correct interpretation of the data as very few of the reports are impartial.

Resumen. Este artículo analiza las implicancias sociales de la guerra de independencia y la militarización en Tucumán. Se estudian las formas de participación en el conflicto bélico y su impacto en los diferentes segmentos sociales así como la emergencia de nue-vos actores y el papel desempeñado en este contexto por la milicia cívica.
Abstract: This article analyzes the social consecuences of the independency war in Tucumán. It focuses on the ways of participation of the diferents social groups, the emergency of new actors and the role of the civic militia.

L’étude d’un anonyme
En 1814, le retour de Louis XVIII ne met pas fin aux luttes politiques débutées depuis 1789. Une opposition fougueuse et basique menée par un grand nombre d’individus, souvent d’anciens militaires, perdure durant toute la Restauration. Ne bénéficiant pas de la même culture de résistance que celle des élites, l’action de ces hommes a été souvent considérée comme l’expression d’une violence transmise par des habitudes de guerre. Si l’influence des camps est indéniable, n’en demeure pas moins des manifestations évidentes d’espérances politiques, de tentatives de ralliement de leurs pairs pour faire triompher leur volonté. Reflets peu valorisants d’une nation en quête d’une mise en scène politique normée par les débats publics, ces mécontents ne peuvent pas appartenir à la société nouvelle. Ces acteurs modestes du politique ont donc été figés, et pour longtemps, dans des représentations comme celle de l’exalté ou du déclassé. La France monarchique, et l’histoire du XIXe siècle en particulier, n’accordent aucune valeur à ces insurrections sans préparation, à ces colères sans témoin, à ces symboles de révolution élevés sans spectateur, qui rythment le temps de la Restauration. Il faut attendre le génie de Victor Hugo, dans Les Misérables, pour héroïser ce genre d’échec. Pour voir enfin dans la lutte désespérée, un sujet d’intérêt littéraire et politique. Et encore, Enjolras a des amis autour de lui transformant de la sorte son combat en un vœu collectif et sa mort en martyr de leur cause. Seulement, en 1815, les mouvements subversifs sont menés par des hommes sans envergure relationnelle. Il n’y a ni rêve utopique, ni dogmatisme de leur part, seulement la conviction d’être les représentants visibles d’une partie de la nation, de tous ces individus que l’application du suffrage censitaire a relégués aux marges du réel politique.
Malgré l’obscurité dans laquelle les plonge leur absence d’éclat, l’historien n’a guère besoin de faire un travail d’exploration en profondeur pour trouver des traces de leurs actions jugées révolutionnaires. Les archives de la police, de la justice ou de la guerre fourmillent d’éléments permettant de suivre l’itinéraire subversif de tout individu ayant inquiété ou défié le pouvoir. Des liasses entières de notes administratives subsistent sur Adolphe Mailharre. Dès 1818, il est l’objet de l’attention de l’autorité dont il ne cesse de nourrir les inquiétudes. L’obscurité sociale du personnage disparaît par son vœu de s’impliquer dans le jeu politique, à sa manière, c’est-à-dire hors de la légalité. Par l’intermédiaire de ses écrits et de ses interrogatoires, l’historien détient un matériau précieux donnant accès à une parole vivante de résistance et permettant de lever le voile sur des mécanismes d’adhésion populaire à un projet de désordre.
Ainsi pour avoir une vision plus proche d’une réalité des forces en présence en ce début du XIXe siècle, il convient d’en suivre tous les acteurs, surtout les plus modestes. L’histoire s’écrivant par le haut comme par le bas de la société. Les activités illicites ou séditieuses d’Adolphe Mailharre préoccupent périodiquement les autorités, parfois le gouvernement. Personnage public pendant plusieurs années, il disparaît brutalement des mémoires collectives . Sa lutte est dès lors reléguée à un fait divers, ses ambitions à des spéculations sans lendemain. Victime de sa représentation, celle d’un soudard incapable de s’intégrer à la nouvelle société, Mailharre n’intéresse pas et n’intéressera plus. Suivre son existence ne relève pas de l’anecdote car c’est bien au contraire approcher au plus près d’une mentalité contestataire. Bien que son itinéraire ne soit point représentatif de ce foisonnement d’actions combattantes en cette période postrévolutionnaire, l’étude de sa trajectoire permet de saisir une pensée particulière de résistance révélatrice de l’existence dans l’ensemble de la société de volontés politiques suffisamment fortes pour être violemment affirmées.

Presentación, introducción e índice del libro Producción cafetalera y poder político en Centroamérica, síntesis histórica y ensayo interpretativo que ofrece una visión de conjunto de los procesos fundamentales relacionados con la expansión de la caficultura en el Pacífico centroamericano entre 1870 y las hondas transformaciones en los paisajes, costumbres, estructuras socioeconómicas y modos de ejercicio del poder a lo largo de ese período. Se explora, asimismo, algunas interrelaciones entre ocupación del espacio, organización técnica y social del trabajo, y redes tanto mercantil-crediticias como sociopolíticas que se entretejieron a la vez que se construían trochas, carreteras y ferrocarriles.

Quand en avril 1814, Louis XVIII monte sur le trône de France, le pays traversé par de longues convulsions intérieures offre un paysage politique singulier. Si l’immense majorité des Français accepte ce nouveau pouvoir garantissant la paix, d’autres individus en revanche n’espèrent rien d’autre que le renversement de la monarchie. Ainsi une opposition clandestine de type républicaine, bonapartiste, orléaniste ou même ultraroyaliste…  organise dès 1815 des manœuvres subversives. Par l’étude d’individus, il convient de redécouvrir la force de la permanence de l’empreinte des idées qui depuis la Révolution influence bon nombre de Français, les empêchant d’accepter le calme social garanti par le Gouvernement royal. Ces hommes subissent l’influence du passé sur leur conception du présent. L’exercice du politique, délaissé plus ou moins volontairement chez la plupart des Français, subsiste et régente toutes leurs décisions. Ils sont animés par un esprit de liberté qui les pousse à continuer à batailler en temps de paix, à devenir des « hommes d’action » et à franchir les frontières pour porter et soutenir cette croyance. Ainsi derrière cette inertie politique qu’ont longtemps véhiculé les historiens en ne donnant naissance à une opposition cohérente qu’au moment de la mise en place de la Charbonnerie se trouve dès 1815 au plus bas niveau de l’échelle sociale des hommes à hautes ambitions politiques et individuelles, n’hésitant pas à s’impliquer physiquement dans des opérations révolutionnaires. N’appartenant pas à un parti constitué et légitime, la similitude de principe les unit malgré leur grande hétérogénéité politique sous le vocable « libéral ». Il convient de mieux comprendre qui furent ces hommes qui décidèrent de basculer dans la violence politique ? Comment cette force politique marginale va s’exporter pour la défense de la liberté renouant ainsi avec un cosmopolitisme idéaliste et enfin en quoi l’issue des révolutions européennes scelle le sort de ces hommes en jetant à bas leur vision paradoxale, mêlant intérêt individuel et vœu universel.

Introduzione

Nella sua Autobiografia, Norberto Bobbio scrive che Carlo Cattaneo:

è stato uno dei pochissimi intellettuali risorgimentali (forse l’unico), che non hanno mai potuto essere utilizzati dal fascismo. La sua concezione dello Stato, definito una “grande transazione”, è assolutamente agli antipodi della dottrina fascista dello Stato etico. Anche filosoficamente, Cattaneo rappresentava l’antitesi, ai miei occhi, delle filosofie spiritualistiche dominanti nel nostro paese. Era invece il riformatore illuminato...

Questa osservazione, pronunciata da uno dei più grandi filosofi del diritto e politologi del secolo XX (Bobbio 1997, p. 86; Quaranta 2018, pp. 11-28), ci induce a porci dei seri interrogativi sul perché un pensatore come Cattaneo non sia stato più presente nella riflessione politica italiana, soprattutto in quella del secondo dopoguerra, caratterizzata dalla necessità di fondare nel nostro paese una democrazia moderna che si distanziasse dall’esperienza autoritaria del Ventennio. Le ragioni che hanno condotto Bobbio a scrivere queste parole su Cattaneo sono forse le stesse che hanno portato a fare del grande pensatore federalista e repubblicano una presenza costante, ma in un certo senso “marginalizzata” nella storia del pensiero italiano, e vanno ricercate proprio nelle originali idee di Cattaneo in merito alla libertà e alla partecipazione democratica.
