Environment and Development

The paper proposes an overview of decision support systems in order to define the role of a system to assist decision in university management. The authors present new technologies and the basic concepts of multidimensional data analysis using models of business processes within the universities. Based on information provided by scientific literature and on the authors’ experience, the study aims to define selection criteria in choosing a development environment for designing a support system dedicated to university management. The contributions consist in designing a data warehouse model and models of OLAP analysis to assist decision in university management.

The United Nations Conference on Sustainable Development, held in June 2012 in Rio de Janeiro, was probably the largest event in a long series of megasummits on environmental protection and sustainable development. Roughly 44 000 participants descended on Rio de Janeiro to take part in ten days of preparatory committee meetings, informal consultations, side events, and the actual conference. Yet despite this unprecedented high attendance by participants from governments and civil society, the outcome of the conference is less than many had hoped for. In this paper I review the outcomes of the 2012 Rio conference in detail, with a special focus on its contributions towards the reform of the institutional framework for sustainable development. Following this review, I discuss the way ahead and options for structural reform to restrengthen earth system governance.

In the past 40 years, China has experienced rapid economic growth, turning it from an impoverished communist state into the world’s fastest-growing economy. It now boasts the second largest economy globally and is approaching high-income country status. It has transformed from an economy with basic agriculture and technology to a global manufacturing powerhouse, with an economy driven more by consumption and services.  However, has China’s fast economic growth been translated into human development and an eco-friendly environment? Or does rapid development lead to uneven wealth distribution and more environmental problems? This essay will examine these issues.

"Movements for ecological awareness and protection, such as those against climate change, are making important contributions to social understanding regarding the effects of industrial production and consumption. However, many arguments and analyses against ecological destruction and for environmental protection are seemingly not based on a class analysis and not informed by the lives of working class people. Thus many of these analyses do not question the systems of domination that lie at the root of social inequality and ecological devastation: capitalism and the nation state.

What follows is an anarchist analysis of a way forward for linking environmental awareness and protection to working class and poor people’s issues (as do movements for environmental justice), as an attempt to make these relevant to the majority in our society. In doing so, I argue that ecological protection must be intrinsic to any fight for social, political and economic freedom, as ecological destruction impacts immediately on all our lives and especially those of the working poor. However, it is only a working class-led social revolution against social and economic domination that can ultimately guarantee a world that not only meets all our needs"

Human societies have a long history of incorporating elements of the past into the present; never more has this been the case than today. For centuries, if not millennia, creative artists and writers, architects and fashion designers, publicists and advertisers have borrowed freely from the tangible and intangible heritage of other times and places. There is plentiful evidence of how fundamentally human achievement has depended upon the transmission of knowledge across cultures....In the context of increasingly rapid and global diffusion of tradition-specific images, ideas, and material culture, it is now often a default assumption that ancient objects and images are elements of a shared legacy of humanity.  In this spirit, a growing contingent of scholars and activists aggressively defend the free flow of ideas, images, and knowledge—within and between societies, ancient and modern—on grounds that this is essential to innovation and creativity. Proponents of the Open Access and A2K movements speak of the importance of sharing the world’s vast knowledge, while scholars such as Laurence Lessig, James Boyle, and Kembow McLeod (among others) point to the stifling effects of restrictions on open exchange. Frequently the advocates of open access draw attention to benefits that flow to the source communities and cultures (or their descendants), as well as to the recipients who draw inspiration from the cultural heritage of others. Even if economic benefits don’t flow equitably, so the argument goes, the open exchange of tradition-specific objects, practices, ideas, and knowledge may play an ambassadorial role, fostering cross-cultural understanding and respect....

The specification of all aspects of a programming language requires adequate formal models and tool support. Montages specifications combine graphical and textual elements to yield language descriptions similar in structure, length, and complexity to those in common language manuals, but with a formal semantics. A broad range of people involved in programming language design and use may find it convenient to use Montages in combination with the tool GEM-MEX. It allows the automatic generation of high-quality documents, type-checkers, interpreters and symbolic debuggers.

The article discusses the efforts to undertake economic reconstruction in Bosnia following the end of the war. It argues that, despite certain successes such as the rehabilitation of
infrastructure and the privatization of the banking sector, overall progress has been below expectations. The study, accordingly, attempts to analyse the reasons behind the reconstruction
failure by grouping Bosnia’s problems into four different challenges for analytical purposes: the post-Dayton institutional deficiency; overcoming political fragmentation; creating appropriate conditions for economic revival; and graduating from dependency on foreign economic aid. In this respect, it is concluded that the intersection between the economic and political dimensions of post-conflict reconstruction has generated a paradox: while huge amounts of economic assistance have intended to facilitate political reconciliation, the nature of the administrative (political) structure that was established in the post-war period has in turn hindered economic
recovery and the creation of a unified economic space. Moreover, political fragmentation and slow progress in economic reconstruction have been in a mutually constitutive relationship in which the existence of the one has contributed to the sustenance of the other.

The area of tool support for software inspection has been under active research since the early 1990’s. Although numerous implementations exist and development is still taking place, no tool has achieved a break-through. The main reason is that one tool usually demonstrates only one new idea, neglecting other features. A different approach must be taken, and software inspection tools should be seen as integral parts of the development environment. This paper categorises the existing tools into four generations based on the transition from traditional meeting support to asynchronous distributed inspections implemented with web technologies. Based on the analysis of 16 tools and our experiences, we summarize the most important features and add two new aspects to be notified when implementing the next generation of inspection tools for use in modern software development, flexibility and integration. The major focus is on comprehension, and we have taken the first steps at achieving this.

"This chapter is divided into two distinct sections that are positioned in a point-counterpoint structure of dialogue. These two position statements invoke the etymological meanings of the word essay, to attempt, put to the test, trial, to act out, to explore, travel, and travail. The first is an historical analysis written in the third person by an anthropologist whose expertise includes the ethnography of archaeology and the anthropology of tourism. The second is a counterpoint commentary written in the first person by an anthropologist whose specializations include Pre-Columbian and historical archaeology. Both of us have significant research experience in same area of the Maya world in Yucatán, México. From these two differing vantage points, we chart our perspectives on the relationship between archaeology and tourism in terms of the problems of exploration, protection, and exploitation.
In the first section, Castañeda takes an historical approach to the emergence of archaeology in the institutional context of the modern museum. He essays an analytical and theoretical manifesto about the deep, intimate interconnections between tourism and archaeology as revealed through an understanding of the museum. In his historical analysis of the role of archaeological representation in the museum, he identifies the sociological creation of universal heritage. He theorizes a notion of the universal citizen-heir as the implied benefactor of this universal heritage. In the second section, Mathews elaborates a commentary on this historical analysis of archaeology, tourism, heritage and the museum. Specifically, she counter-argues and assesses Castañeda theoretical and analytical claims through the use of archaeology and tourism at sites that are not postcard worthy. Together these two “attempts” grapple with the historical and contemporary interconnections between archaeology and tourism. Together we put to the test our typical assumptions about the ethics of archaeologists, tourists, and tourism promoters in the contemporary contexts in which we are now beginning to ask how and why archaeology and tourism are interwoven phenomena in today’s world.""

In the first multipurpose river valley planning of India, the vast resources of Damodar River Basin (DRB) (eastern India) are not only to be envisioned in their entirety but also to be developed in a unified manner where the water, land, and people are simultaneously bounded in a seamless web. Four large dams (Konar, Tilaiya, Maithon, and Panchet), Durgapur barrage, and Tenughat reservoir are built to tamp the flood-prone Damodar River using water resource in an integrated method. The functionality of Damodar fluvial system is controlled by dams, barrage, weirs, sluices, embankments, and canals, maintaining a dynamic equilibrium between fluvial processes and anthropogenic processes. Carrying more than 50 years of legacy, the existing drainage and flood control system of Damodar Valley Corporation has aggravated a number of hydrogeomorphic problems especially in lower DRB, viz. siltation of river bed and reservoirs, uncontrolled monsoonal stream flow, declining carrying capacity of lower course, drainage congestion, low-magnitude annual floods, channel shifting, de-functioned canals, decay of paleochannels, decline of ground water level, and less replenishing of soils with fresh silts. The present paper is mainly tried to investigate the pre-dam and post-dam hydrogeomorphic variability in relation to flood risk and drawbacks of Damodar Valley Multipurpose Project. Specifically, the annual peak flow of Damodar shifts from August to September due to dam construction and reservoir storage. Applying the annual flood series of log Pearson type III distribution, we have estimated post-dam 5-year peak discharge of above 5,300 m3 s−1 and 100-year flood of above 11,000 m3 s−1. Due to siltation, the bankfull discharges of sample segments are gradually declined up to 4,011 m3 s−1, 2,366 m3 s−1, and 1,542 m3 s−1, respectively, having recurrence interval of 1.18–3.18 years only. With the regulation of monsoon flow, the standard sinuosity index is gradually increased downstream, having high dominance of hydraulic factors in respect of topographic factors. The upstream section of study area (Rhondia to Paikpara) now shows the dominance of aggradational landforms, braiding, avulsion, high width–depth ratio, breaching of right bank, and valley widening, but downstream of Barsul the phenomena of bank erosion, confined sinuosity, low width–depth ratio, and narrowness are more pronounced.

A review is provided of the future prospects for the conservation of biodiversity in Namibia to the middle of the 21st century. I consider the biodiversity of Namibia within a biophysical and social environmental framework. Namibia is a large, semi-arid to arid country in the south-western region of southern Africa. It includes some of the most distinctive of the world's desert-dwelling biota with very high levels of endemism and high congruence among several major groups. Major environmental changes are expected with increasing demands on the natural environment. It will be increasingly necessary to maintain components of the varied traditional management systems if biodiversity and environmental condition are to be maintained. While automation provides new opportunities for e.g. verification, it also to some extent decreases the possibility of identifying and acting on safety issues that arise during development. This paper contributes to the debate over the validity of community-based tourism (CBT) as a development and poverty reduction strategy in the rural-peasant world. In this debate, researchers tend to compare and contrast specific experiences on which they have conducted fieldwork. This implies limitations in the analysis: conclusions may be biased, leading to circular unresolved discussions. This article introduces a structural analysis, to discover whether CBT has intrinsic characteristics which mean that as an instrument of development cooperation it increases the risks typically involved in social intervention. It applies the concept of the Social Vocation of the Territory (SVT), adapted from Land Suitability concepts used in geography and environmental studies. SVT is a historical process in which land and local society adapt over time to reach equilibrium in specific uses of natural and social resources. Employing this concept on South American case studies, this article concludes that CBT can have limitations as an instrument of development cooperation and poverty reduction, because of increasing peasant differentiation, social unrest, problems with local decision making, lack of local tourism business knowledge and training, pseudo-participation, and work and time restructuring.  Use of the SVT concept can help CBT in certain very specific circumstances.

This paper explores the relationship between tourism and the challenges of governance in the Arctic region. Recently, both political and academic interest in the Arctic has been on the rise as a result of the increasing geopolitical importance of the region. Changes of the climatic conditions and melting of the Arctic ice caps have resulted in increased access to the “world´s last wilderness”. The increased access and interest are contributing to a growing number of tourists visiting the North. As yearly arrivals continue to rise, a number of problematic issues need to be addressed. This paper reviews the main instruments relevant to the discussion of tourism currently employed in the governance of the Arctic, and critically evaluates the insufficiencies of the current legal framework for Arctic governance and regulation of tourism in the Arctic. It concludes that although tourism in the Arctic has a number of advantages, particularly for the indigenous populations, the current legal and regulatory framework in the region lacks the scope and authority to minimize the potential (and increasing) environmental, economic, and social risks associated with increased tourism and other human activity in the region.
