Marine Resource Management fisheries

By analysing various conflicts, this book discusses the social, political, economic and legal attributes that are attached to the practice of traditional (communal) marine tenure. Selling the Sea pushes the discourse beyond the conventional approach which looks at marine tenure only as a means of resource management, and offers a more comprehensive understanding of what marine tenure is. For those working in the areas of marine resource management and fisheries, this book is a critical but also complementary reading to the conventional discourse on the issue.

This study assesses the issue of migratory and transboundary fishing. It explores working conditions on fishing vessels operating outside national waters together with issues pertaining to rights and extent of use of legal and illegal foreign labour. The report also provides recommendations for action and further research.

A n effort was made to prepare thematic maps of fisheries resources from trawlers along Mumbai coast, Mah arashtra using Participatory GIS. Geospatial data on fishing, catch and samples of fish from commercial f ishing vessels was collected and processed in Arc GIS 10.2 to develop tools for fishery management and resou rce conservation of the region. It emerged that the trawlers from Mumbai carried out trawling operations between 20 0 22 '50''N to 18 0 1 2'20''N latitude and 72 0 2 1'50''E to 72 0 5 2'00''E longitude in depth range of 5 to 40 m. Catch percentage varied from 66% to 92% and 70% to 95% by multi-day and single-day trawlers respectively. Discard comprised juveniles of commercial species and adult fishes of low market value. In all, 121 species were caught by multi-day and single-day trawlers.

Fishermen are in daily contact with the environment of Chalong Bay and surrounding areas. They catch resources for a living but they also observe the state of environments and its organisms, including endangered species such as sea turtles and whales. The purpose of this study was to learn from the experience of fishermen regarding the resources they utilised and the observations they made during execution of their work. Awareness building was another purpose of the study. A questionnaire was prepared for fishermen living in communities encircling the Bay with a view to identify environmental indicators and utilisation of the resources. The experienced community leader of Na Talang summarised the occurrence and utilisation of aquatic resources in Chalong Bay and the Andaman Sea from before 1982 to 2006. Marine Protected Areas can benefit from nature based tourism, monitoring environmental impacts and also become target for human presence. From more than 3 million tourists visiting Cozumel Island every year, an average of 2,8 million arrive by cruise ship, and 41% are estimated to have motivation for water activities. The destination is relying so much on the tourism activity, that scuba diving and snorkeling in the National Park Reef of Cozumel sustain the major economic activity. In order to achieve the sustainable development indicator designed for regional environmental development, the PNAC offers a training course for tourism providers acceding the protected area. This way, the update of the last 5 years of such training is directed to diving staff, boat crew and professionals, making them able to assist in managing the natural resource. Moreover, the case study is an example to be used for raising awareness among tourists visiting protected areas.

Fish earstones, or otoliths, are  inner ear structures that can be studied to determine a fish’s age and are a source of taxonomically informative data. In the present work, sagitta otoliths of the Yellowtail snapper (Lutjanus argentiventris) and the Red grouper (Hyporthodus acanthistius) were collected in the Colombian Pacific, and their key morphological features were studied. Otoliths of the Yellow tail snapper were distinctly concave by their distal surface, revealing features shared with species of its genus (Lutjanus). Red grouper otoliths were elliptic and compressed laterally by their proximal surface, bearing similarities to those of other Serranid species. Morphometric relationships between otolith size weight and whole fish size and weight were also studied. Abstract The Magnuson-Stevens Fishery Conservation and Management Act (MSA) is the primary law that codifies marine fisheries management in United States federal waters. The MSA was amended in 2006 with Section 610, an international provision that directs the Secretary of Commerce to unilaterally identify foreign nations engaged in the incidental capture (bycatch) of protected living marine resources (PLMRs) under specific conditions. In 2013 the United States identified Mexico for bycatch of a PLMR – the North Pacific loggerhead turtle – representing the first time a nation has been identified for bycatch under section 610. This paper evaluates the initial effects of the identification on loggerhead bycatch management efforts in Mexico and provides policy recommendations for improving the law and its implementation. In the wake of the unilateral identification, Mexico downplayed and denied the bycatch problem that their agencies had previously accepted and cancelled a bycatch research partnership between their federal fisheries science agency and U.S. researchers. Moreover, fishers invested in bycatch reduction and monitoring programs ceased to participate, jeopardizing their understanding of the problem and their co-development of bycatch solutions. However, the identification and subsequent consultation process ultimately resulted in Mexico implementing federal loggerhead bycatch regulations that are temporarily comparable with relevant U.S. measures. These regulations establish a temporary fisheries reserve (authorized for two years) that includes monitoring of bycatch, a loggerhead bycatch mortality cap, temporal and spatial restrictions on fishing gear and practices, and a closure of all finfish fisheries during the summer of 2016. As a result, turtle bycatch was likely substantially reduced in 2016, but at the cost of artisanal fishers' entire seasonal income. Policy recommendations are made, highlighting the need to: 1) better assess the socioeconomic, political, and environmental consequences associated with using the threat of trade sanctions to compel nations to reduce their bycatch; and 2) facilitate a more consistent consideration of bycatch data across nations such that the current policy does not create a disincentive for other nations to assess or report PLMR bycatch.

As human impacts to the environment accelerate, disparities in the distribution of damages between rich and poor nations mount. Globally, environmental change is dramatically affecting the flow of ecosystem services, but the distribution of ecological damages and their driving forces has not been estimated. Here, we conservatively estimate the environmental costs of human activities over 1961-2000 in six major categories (climate change, stratospheric ozone depletion, agricultural intensification and expansion, deforestation, overfishing, and mangrove conversion), quantitatively connecting costs borne by poor, middle-income, and rich nations to specific activities by each of these groups. Adjusting impact valuations for different standards of living across the groups as commonly practiced, we find striking imbalances. Climate change and ozone depletion impacts predicted for low-income nations have been overwhelmingly driven by emissions from the other two groups, a pattern also observed for overfishing damages indirectly driven by the consumption of fishery products. Indeed, through disproportionate emissions of greenhouse gases alone, the rich group may have imposed climate damages on the poor group greater than the latter's current foreign debt. Our analysis provides prima facie evidence for an uneven distribution pattern of damages across income groups. Moreover, our estimates of each group's share in various damaging activities are independent from controversies in environmental valuation methods. In a world increasingly connected ecologically and economically, our analysis is thus an early step toward reframing issues of environmental responsibility, development, and globalization in accordance with ecological costs.

The Northern Sea Route (NSR) passes through international waters. The NSR therefore is subjected to multifold international regimes which encroach upon the governance of the NSR and on regulatory sovereignty of states having stakes in the Arctic, primarily Russia. These commitments among others cover freedom and safety of navigation, delimitation of exclusive economic zones. They also cover obligations related to sustainability such as marine pollution, conservation of fisheries, or protection of indigenous peoples. As to freedom of navigation, Russia’s/Soviet historical claims to a full sovereignty over the navigation and straits along the NSR have largely been substantiated after the adoption of the United Nations Convention on the Law of the Sea (UNCLOS). The UNCLOS expressly allowed coastal states to take unilateral regulatory actions against marine pollution in ice-covered areas in the wake of US-Canada controversy over the Northwest Passage which had set a precedent. Such special regulatory rights come, however, in tandem with the responsibility to provide public goods such as piloting, icebreaking and rescue services by the Russian authorities and state-owned enterprises. The issue of rights to natural resources along the NSR will not be completely settled until a conclusive decision on the Russian claims to extended continental shelf filed under the UNCLOS. Sustainability issues are least controversial and subject to unhindered intergovernmental co-operation.

Geographic Information System (GIS) has become a part of our day today life in empowering institutions to formulate acceptable solutions in societal issues. More recently, public participatory GIS (PPGIS) and participatory GIS (PGIS) are viewed as more efficient tools in solving social and resource conservation issues, which empower communities those who are often ignored in traditional GIS practices. Macrourids are among the most abundant and diverse demersal fishes in all deep oceans, including the Southwestern Brazilian continental slope. Although not targeted by Brazilian fisheries, they suffer impact similar than the target species, being among the most discarded fishes by deep bottom trawling. Trophic Ecology: Data from research surveys and commercial fishing were used to analyze the trophic ecology of four species inhabiting the upper slope of southern Brazil: Coelorinchus marinii, Malacocephalus occidentalis, M. laevis and Lucigadus ori. For the two abundant ones, ontogenetic changes, seasonal variations, intra- and interspecific dietary overlap, parasite fauna and aspects of functional morphology are also described. C.marinii had an extremely diverse diet, preying infauna, epifauna, plankton, necton and carcasses. M.occidentalis fed on larger and nektonic prey, but also included crabs and carcasses in the diet.
