As attached file, you will find information on the third call for contributions for the 7th International Colloquium on the Governance of Atlantic Ports, which will be held on October 27 and 28, 2022 in Santander (Spain).

Due to financial and health problems and the uncertain times we live in, the conference will have a hybrid modality (face-to-face and online). Telematic assistance will be prioritized for participants from Latin America, Africa, and Asia.

Oral papers will be selected for publication (after peer review process). The organization will inform later about the instructions for sending the proposals.

Researchers under 35 years of age are encouraged to participate. All registered participants who take part in the conference and are under 35 years old will be candidates by default. The Scientific Committee will examine the quality of the communication, as well as its presentation in the conference. The name of the chosen person will be made public later, once the Colloquium is over. The winner will receive an honorary diploma issued by the Scientific Committee of the Network. In addition, his/her communication will be included in the collective publication of the Conference. The prize can leave vacant.

The deadline for submitting proposals is July 15, 2022. Notification of acceptance will be sent before July 30, 2022.

Proposals must contain a title and abstract in one of the official languages of the Network (Spanish, French, Portuguese or English), of 500 words maximum and a biographical summary of 250 words. This information must be sent to: https://forms.gle/41QFPxanauTGUJuW6 before July 15, 2022. The acceptance of the proposal will be informed by email before July 30, 2022. Proposals sent before the postponement of the Colloquium have been retained by the Scientific Committee.

En archivo adjunto, encontrarán la información sobre la tercera llamada a contribuciones para el 7º Coloquio Internacional de la Gobernanza de los Puertos Atlánticos, que se celebrará los días 27 y 28 de octubre de 2022 en Santander (España). 

Debido a problemas financieros, de orden sanitario y los tiempos inciertos que vivimos, la conferencia tendrá una modalidad híbrida (presencial y telemática). La asistencia telemática se priorizará para participantes procedentes de América Latina, África y Asia.

Se seleccionarán comunicaciones para su publicación (proceso de revisión por pares). La organización informará posteriormente sobre las instrucciones para el envío de propuestas.

Se anima a la participación de investigadores/as menores de 35 años. Todos los participantes registrados que participen en el evento y cuenten con menos de 35 años serán candidatos/as por defecto. El Comité Científico examinará la calidad de la comunicación, así como la presentación de esta en el congreso. El nombre de la persona elegida se hará público posteriormente, una vez finalice el Coloquio. El ganador recibirá un diploma honorífico emitido por el Comité Científico de la Red. Además, su comunicación será incluida en la publicación colectiva de la Conferencia. El premio puede quedar desierto.

La fecha límite para el envío de propuestas es el 15 de julio de 2022. La notificación de aceptación se realizará antes del 30 de julio de 2022.
         
Las propuestas deben contener un título y resumen en una de las lenguas oficiales de la Red (inglés, español, francés o portugués) de 500 palabras como máximo y una reseña biográfica de 250 palabras. Esta información debe ser enviada a: https://forms.gle/41QFPxanauTGUJuW6 antes del 15 de Julio de 2022. Se informará sobre la aceptación de la propuesta por correo electrónico antes del 30 de Julio de 2022. O vencedor receberá um diploma honorário emitido pela Comissão Científica da Rede e sua comunicação será incluída na publicação coletiva da Conferência. O prêmio pode ser deserto.

This book updates African maritime economic history to analyse the influence of seaports and seaborne trade, processes of urbanization and development, and the impact of globalization on port evolution within the different regions of Africa. It succeeds the seminal collection edited by Hoyle & Hilling which was conceived during a phase of sustained economic growth on the African continent, and builds on a similar trend where African economies have experienced processes of economic growth and the relative improvement of welfare conditions. It provides valuable insights on port evolution and the way the maritime sector has impacted the hinterland and the regional economic structures of the affected countries, including the several and varied agents involved in these activities. African Seaports and Maritime Economics in Historical Perspective will be useful for economists, historians, and geographers interested in African and maritime issues, as well as policy makers interested in path-dependence and long-term analysis

El comercio internacional y el intercambio con otras culturas son quizás dos de los factores que afectan de manera efectiva la prosperidad de una nación. El transporte por vía marítima juega un papel económico relevante en las economías nacionales. La gran mayoría de países mueven buena parte de sus bienes de importación o exportación por esta vía, generando dinámicas locales que terminan afectando el sistema de producción y por lo tanto el Producto Interno Bruto (PIB). Ma (2003) plantea el uso del Factor de Dependencia Marítima (MDF por sus siglas en inglés) como una forma para medir ese impacto. Este trabajo, aplicando la fórmula propuesta por Ma, calcula el MDF para Colombia empleando datos del 2016 tanto para transporte marítimo como para los cálculos del PIB. La finalidad de hacer este ejercicio está en la posibilidad de contribuir con medidas que pueden ser empleadas en el contexto de la globalización, la competitividad y la medición de las estrategias y políticas marítimas de las naciones. En particular, busca un diálogo con algunas de las propuestas hechas por la Comisión Colombiana del Océano, al publicar la Política Nacional del Océano y los Espacios Costeros (CCO, 2017). El resultado del cálculo cercano al 23%, permite inferir que la dependencia de la economía colombiana al transporte de mercancías por vía marítima es menor impacto en el agregado total de la economía, pero de gran importancia para el comercio exterior colombiano.

The paper investigates the offshore crisis 2015-2017 and its impact on central international offshore oil and gas related maritime cluster, the Blue Maritime Cluster, located at the NorthWestern coast of Norway. This complete maritime cluster, heavily involved in offshore petroleum operations, it experienced an almost devastating blow, as it lost almost one-third of its employees as its value added contracted by 39 percent. When the crises is basically seen as a result of falling of oil prices and lower activity and squeezed profit margins, this paper investigates the crisis in the light of financial instability and reactions down the maritime supply chain. By collecting data from the Blue Maritime Cluster and the Norwegian central company register one is able both to trace the fall in the activity due to the crisis and measures of financial strength. The study approaches the data by using a structural time series analysis in order to map cycles as deviations from polynomial trends. The findings ascertain that financial instability was dominant within the Blue Maritime Cluster during its boom before the crisis. Debt ratios and thereby gearing (leverage) were high. Thus, the companies could not meet their obligations when the crisis hit. The paper also finds that narrow focused supply chain management made the cluster fall deep into the abyss. The Caribbean basin lies at the cross roads of major east-west and north-south liner shipping routes. A number of regional ports have been able to take advantage of their geographical position. In other ports, however, the limited scale of hinterlands and the de facto monopolistic situation of ports in Small Island States have had a detrimental effect on port development.
