Merida Initiative

Examination of the U.S.-backed wars on drugs in Colombia and Mexico reveals that, apart from the hegemonic discourse about narcotics control, these wars reinforce the power of transnational corporations over resource-rich areas owned and used by indigenous people, peasants, and the urban poor. Case studies in Mexico demonstrate that recent assassinations of activists and intimidation of communities that are organizing against large-scale mining must be understood within the framework of militarization justified in terms of an antinarcotics discourse. Drug war politics may thus be understood as a mechanism for promoting business-friendly policies and militarizing resource-rich areas. This politics is enshrined in the Mérida Initiative, which includes a national U.S.- style legal reform, modernization of the prison system, and the militarization and training of the federal police and other security forces, equipment transfers, and development funding designed to encourage foreign investment and further transnationalize the national economy.

El examen de la guerra contra las drogas financiada por los Estados Unidos en Colombia y México revela que, aparte del discurso hegemónico sobre el control de narcóticos, estas guerras refuerzan el poder de las corporaciones transnacionales sobre las áreas ricas en recursos que pertenecen y son utilizadas por las comunidades indígenas, los campesinos y los pobres de las zonas urbanas. Los estudios de casos en México demuestran que los re-cientes asesinatos de activistas y la intimidación de las comunidades que se están organizando en contra de la minería a gran escala deben ser entendidas dentro del marco de la militarización justificada en términos de un discurso antinarcótico. La política de la guerra contra las drogas puede, por lo tanto, entenderse como un mecanismo para promover políticas favorables a los negocios y la militarización de las áreas ricas en recursos. Esta política está consagrada en la Iniciativa de Mérida, la cual incluye una reforma jurídica nacional al estilo de los Estados Unidos, la modernización del sistema de prisiones, la militarización y entrenamiento de la policía federal y otras fuerzas de seguridad, la transferencia de equipos y fondos para desarrollar políticas que promuevan la inversión extranjera y así transnacionalizar más la economía nacional.

Over the past year, the Woodrow Wilson Center’s Latin American Program has undertaken an extensive review of the principal United States security assistance program for the region—the Central America Regional Security Initiative (CARSI). This review has focused on the major security challenges in the Northern Triangle countries of El Salvador, Guatemala, and Honduras and how CARSI seeks to address these. This publication includes country reports on each country including a review of the current in-country security context, as well as assessing CARSI’s effectiveness for addressing these challenges. The report also includes a chapter providing an in-depth analysis of the geographic distribution of homicides and an examination of how such an analysis can help policy makers design more effective targeted strategies to lower violence. A final chapter outlining policy options for the future completes the report.

This publication attempts to create a better understanding of the nature, origins, and evolution of organized crime in Central America by examining the dynamics of organized crime in the three countries of the so-called Northern Triangle—El Salvador, Guatemala, and Honduras—as well as the broader regional context that links these case studies. The authors investigate the challenge organized crime poses to the state, its institutions, and governability in general.  This publication is part of a series on the sub-regional dynamics  of organized crime, focusing especially on the linkages between Central America, Mexico, and the Andean region as well as the growing insertion of Latin America in global transnational crime networks.

Una de las problemáticas transfronterizas más relevantes en la agenda de seguridad hemisférica actual es el tráfico de drogas ilícitas. América Latina es una región donde se genera todo el ciclo de producción de hoja de coca-cocaína, desde la siembra hasta la etapa de contrabando. Colombia, Perú, y Bolivia son los lugares de mayor cultivo y procesamiento; mientras que Venezuela y Surinam, el Cono Sur, Centro América, y México son lugares de tránsito. Brasil y Argentina son proveedores de precursores químicos necesarios para el procesamiento de la hoja de coca en cocaína, siendo el primero el mayor productor de éter y acetona en la región. A su vez, Estados Unidos es el mayor mercado de destino de drogas ilícitas en el mundo –incluyendo marihuana, cocaína, heroína y metanfetaminas- . Desde mediados de los ochenta, el tráfico de drogas comenzó a ocupar un lugar más importante en la agenda doméstica y externa de Estados Unidos. En abril de 1986, el Presidente Reagan, a través de la Decisión de Seguridad Nacional Directiva 221, declaró que las drogas ilícitas constituían una amenaza letal a la seguridad nacional de los Estados Unidos (Smith: 1993). Basados en una lectura economicista del problema del narcotráfico, para las autoridades estadounidenses la reducción en la oferta de coca-cocaína conducirá a su vez, a una menor oferta de cocaína en las calles, lo que aumentará su precio y, de manera consecuente, generará un desincentivo a su consumo. Visto como un problema que nace en el exterior. En el marco de la "guerra contra las drogas" el Plan Dignidad (Bolivia), el Plan Colombia y la Iniciativa Mérida (México) constituyen los mayores programas de cooperación antidrogas entre América Latina y Estados Unidos. El objetivo del presente artículo es desarrollar un análisis comparado de estos programas, en el marco de las especificidades de la relación de cada país con Estados Unidos.

En la primera parte del texto se presentan algunas reflexiones sobre la relación entre drogas de uso ilícito, narcotráfico y su relación con la agenda de seguridad. En la segunda parte, se exponen los elementos teóricos y metodológicos básicos del ejercicio, teniendo en cuenta los planteamientos de la teoría de la seguritización y la pertinencia del análisis de contenido. En tercer lugar, se exponen los resultados del análisis de los discursos en el marco de la formulación del Plan Colombia
y la Iniciativa Mérida. El artículo culmina con la presentación de algunas consideraciones desde una perspectiva comparada.

An analysis of North American national defense policies and their implications on transnational and border security. Issues of migration and organized crime are also touched upon in the literature, providing readers with an greater, in-depth understanding of security problems faced by the region as a whole.

This article offers a description and critical evaluation of the form and the
circumstances of cooperation between Colombia and Mexico in the fight against drug
trafficking as well as an analysis of the international and diplomatic instruments that
have been used in the implementation of this bilateral relationship. It focuses also on
the crucial role that the US has played as a factor and facilitator of this relationship.
It includes an analysis of the basic elements of current measures of combating drug
trafficking and the strengthening of public security for Colombia and Mexico. A series
of interviews with experts on the subject shows that there is little optimism about
the future collaboration between these countries with respect to the implementation
of the Colombian model of public security in Mexico. It is concluded that, in the case
of Mexico, the previous and somewhat effective fight against current state corruption
is an essential element of the strategy. Without this element the results of the Mérida
Initiative will be minimal, and the doubt of its success will have a negative effect on
the allocation of resources by the US government.

Ensayo sobre la guerra contra el narco. México es uno de los países que menos ayuda ha recibido de EU para seguridad y defensa. El apoyo acordado era urgente ante al avance del crimen organizado. La iniciativa se propone prevenir el ingreso y tránsito de drogas, armas, personas vinculadas y tránsito de recursos financieros, a través de la región y hacia Estados Unidos.

En el presente documento son abordados los mecanismos de cooperación internacional en materia de combate al narcotráfico, sus estrategias y planes ante una realidad mundial. Se reconocen los esfuerzos multilaterales como la UNODC y los acuerdos bilaterales como la Iniciativa Mérida. Además se aporta un análisis comparativo de los esfuerzos hechos en el marco del Plan Mérida usando como referencia las experiencias de combate a los incentivos económicos de las drogas en otras latitudes tales como en Colombia y Holanda.

El status de vulnerabilidad de los migrantes centroamericanos en tránsito por México debido a la condición de indocumentados, producto de su falta de papeles, facilita o más directamente genera mercados formales, informales y subterráneos de explotación del migrante.

Państwa Ameryki Łacińskiej od wielu lat pozostają największym producentem oraz importerem narkotyków na rynek Stanów Zjednoczonych Ameryki, dlatego też na przełomie lat 60. i 70. XX wieku walka z narkobiznesem stała się jednym z głównych celów polityki zagranicznej USA.
Ideą niniejszej pracy jest przybliżenie tematyki polityki antynarkotykowej Stanów Zjednoczonych wobec krajów Ameryki Łacińskiej oraz zbadanie efektywności inicjatyw mających na celu zwalczanie problemu narkotykowego w XXI wieku.
Genezę polityki antynarkotykowej Stanów Zjednoczonych przybliża pierwszy rozdział pracy, który przedstawia podejście do kwestii problemu narkotykowego oraz zakres działań administracji kolejnych prezydentów od połowy XX wieku po czasy współczesne. Rozdział ukazuje jak na przestrzeni lat zmieniało się znaczenie walki ze środkami odurzającymi dla kolejnych rządów USA oraz w kierunku jakich państw była kierowana zagraniczna polityka antynarkotykowa. W drugim rozdziale analizie zostaje poddany Plan Kolumbia wprowadzony w 2000 roku, trzeci rozdział prezentuje Regionalną Inicjatywę Andyjską zainicjowaną w 2001 roku, a rozdział czwarty poświęcony jest Inicjatywie Merida rozpoczętej w roku 2007.
Rozdziały, w których prezentowane są kolejno programy dla Kolumbii, państw Andyjskich, a także Meksyku składają się z 3 części: 1) wprowadzającej – ukazującej genezę danego planu, 2) przedstawiającej koszty oraz 3) zawierającej analizę efektywności.
Skuteczność inicjatyw została przeanalizowana głównie na podstawie dokumentów źródłowych, takich jak raporty Congressional Research Service, dokumenty Government Accountability Office oraz analizy organizacji pozarządowych.
Przegląd polityki antynarkotykowej USA wobec państw Ameryki Łacińskiej w XXI wieku oraz analiza 3 najważniejszych inicjatyw ostatnich lat wskazuje na liczne błędy popełnione przy realizacji programów. Praca ukazuje, iż działania rządów państw biorących udział w programach nie przyniosły oczekiwanych rezultatów, a negatywne skutki projektów dotknęły przede wszystkim społeczeństwa państw latynoskich.

El tráfico de drogas ilícitas y el crimen organizado constituyen una de las
mayores amenazas contra el Estado y la democracia en América Latina y
el Caribe. Asimismo, el narcotráfico se convirtió en un eje de la agenda de
Estados Unidos con la región en el marco de la “guerra contra las drogas”.

En este libro se analizan los casos de Colombia y México y su relación con
Estados Unidos sobre este tema, a partir de dos de los mayores programas
bilaterales en materia de seguridad entre América Latina y Estados Unidos
en las últimas décadas: el Plan Colombia y la Iniciativa Mérida. Desde una
perspectiva constructivista, se aborda el posicionamiento del narcotráfico en
las agendas de seguridad de cada uno de los países, la relación bilateral y
las características de cada uno de los programas. El estudio comparado del
Plan Colombia y la Iniciativa Mérida evidencia la multiplicidad de intereses y
problemáticas involucradas en la política antidrogas en la región.

RESUMO: O presente trabalho tem como objetivo de identificar uma complementaridade entre os conceitos-chave de hegemonia e pacificação para explicar a assistência de segurança dos EUA à Colômbia e ao México no pós-Guerra Fria. Parte-se aqui da hipótese de que tal síntese pode contribuir para um melhor desenvolvimento da tradição crítica da Economia Política Internacional e dos Estudos Críticos de Segurança de duas maneiras principais: por um lado, o conceito de hegemonia proporciona uma importante base de interpretação dos fenômenos de segurança sob uma perspectiva estrutural. Por outro, o conceito de pacificação pode dar conta de suprir a escassez do debate sobre o emprego dos meios coercitivos na reprodução de uma ordem hegemônica. Para a execução desta pesquisa foi feita uma revisão de literatura sobre os conceitos de hegemonia e pacificação. Foram coletados e analisados dados referentes à assistência de segurança dos EUA para Colômbia e México de bases de dados internacionais. Também foram coletadas informações sobre o emprego interno das forças de segurança dos dois países latino-americanos por meio de análise de documentos públicos norte-americanos, colombianos e mexicanos. Informações adicionais foram coletadas em fontes secundárias.
ABSTRACT: The present work has as its objective to identify a complementarity between the key-concepts of hegemony and pacification to explain the security assistance of the USA to Colombia and Mexico in the post-Cold War period. It starts from the hypothesis that this synthesis can contribute for a better development of the critical tradition of International Political Economy and of the Critical Security Studies in two main ways: on the one hand, the concept of hegemony gives an important interpretation basis of the security phenomena under a structural perspective. On the other hand, the concept of pacification can help to provide the scarcity of the discussion about the employment of the coercive means in the reproduction of the hegemonic order. For the execution of this research, there has been done a literature review about both the concepts of hegemony and pacification. There has been collected data about USA security assistance to Colombia and Mexico from international databases. There has also been collected information about the internal employment of the security forces from both Latin American countries through the analysis of North-American, Colombian and Mexican public documents. Additional information was collected from secondary sources.

O texto faz um balanço da estratégia de combate frontal do governo Calderón ao narcotráfico e da cooperação bilateral entre México e Estados Unidos no assunto, salientando os desafios que se colocam diante do enfrentamento às organizações de tráfico de drogas mexicanas.

This reserach analyses the practical relevance of alternative theoretical conceptions of sovereignty in the case of the security bilateral cooperation between the United States and Mexico.  The theories of Slaughter, Agnew and Lake form the fundament for investigating the impact of globalization on the practice of sovereignty and the role of these two states in the combat against drugs trade.

This chapter stems from the unclear nature of the Mérida Initiative (MI) in terms of its effectiveness and durability. 1 It also is a reflection of the need to study the MI since it represents—for better or worse—an alternative policy for combating transnational organized crime (TOC). The MI sought to obtain higher security levels in Mexico and focused on securing the border with the United States. During its implementation—October 2007-2014— not much changed: violence was still manifested in several Mexican states and at various points on the U.S.-Mexican border, and the drug-trafficking business does not seem to have decreased, but rather remains despite the weakening of several cartels. In addition, Mexican institutions have not fully consolidated, corruption seems never-ending, and the decrease in cocaine consumption in the United States has not had a visible impact on violence or corruption generated as a result of drugs trafficked through Mexico. While challenges remain, the MI is an important instrument of cooperation between Mexico and the United States to fight the detrimental effects of drug trafficking and organized crime.

The purpose of this applied research paper is to conduct a preliminary assessment of Mexico’s
political institutions since the Merida Initiative to evaluate the progress, or lack thereof, in relation to the agreement’s explicit goals of institutionalizing reforms and supporting democratic governance. The project’s framework is structured using three core pillar questions that address Mexican state capacities: coercive, extractive, and conductive capacity. Conductive capacity refers to the state’s ability to effectively channel citizen demands through the state apparatus. First, an assessment of Mexico’s political institutions is performed using a variety of methods, including data, survey-item, and case study analyses. Second, the dimension of conductive capacity is tested against coercive and extractive capacities to evaluate whether an interaction between these exists. The results of the assessment demonstrate that the Mexican state’s coercive and conductive capacities have significantly decreased since the implementation of the Merida Initiative, while demonstrating that coercive and extractive capacities of the state significantly predict conductive capacity dimension variables.

Este análisis intenta disipar el entresijo de la cooperación en materia de seguridad entre México y Estados Unidos, por lo que se presentan breves antecedentes;  se plantea el cambio cualitativo de la cooperación tras los atentados del 11 de septiembre de 2001 (9/11 o 11-S); y de ahí el análisis se concentra en la Iniciativa Mérida como un marco de cooperación inédito pese a las tradicionales sensibilidades históricas entre uno y el otro lado de la frontera.
