Monetary Crisis

One issue in the debate over the origins and dynamics of the North Atlantic Financial Crisis (or NAFC) and its wider but uneven contagion effects is the significance of financialisation. While this is sometimes discussed in terms of a conflict between the ‘real economy’ and the financial economy (for example, Main Street versus Wall Street, Industry versus the City), this is misleading because the real economy in capitalism inevitably depends on monetary and financial intermediation. The opposition, if it exists, must arise elsewhere. One approach reinterprets this conflict directly in terms of the economic and political sociology of different fractions of capital, their social bases, material and ideal interests, and relation to political society and the state. This approach is explicit in Geoff Ingham’s 1984 study of the City of London and industrial capital in Britain. Another approach addresses the conflict indirectly in terms of the changing articulation of the forms, functions, and hierarchies of money and how they operate both separately and together in (dis)connecting the circuits of capital in the world market. This articulation operates behind the backs of economic agents, potentially disrupting the best-laid plans of different fractions, with different outcomes in different periods. This is implicit in Geoff Ingham’s work on money as a social relation, its changing role in financing state activities and entrepreneurial innovation, its role in power struggles and economic conflicts, and the role of credit-money in the recent crisis (Ingham 2004, 2011).

Le texte qui suit a été rédigé dans le sillage du mouvement du 17 octobre 2019, mouvement social en réaction aux multiples dérives économiques et politiques qui affectent le Liban. Au moment où se dessine le spectre du FMI (février 2020), nous avons jugé utile de rendre public ce plan qui décline concrètement une alternative esquissée dans un magazine en octobre 2010.

L’argent liquide sera-t-il bientôt interdit ? De plus en plus de pays prennent des mesures allant dans ce sens. Des économistes de renom, comme Larry Summers, l’ex-secrétaire au Trésor de Barack Obama, ou Kenneth Rogoff, ancien économiste du FMI, plaident pour un tel interdit. La conjonction de ces réflexions économiques avec la généralisation de la dématérialisation des paiements pose la question sous un jour nouveau. Et si l’Utopie de Thomas More devenait une nécessité économique ?

Resumen: Este artículo propone una reflexión acerca del federalismo monetario a partir de la historia del trueque, entendido como un conjunto de experiencias monetarias llevadas a cado entre 1995 y 2002. La primera red nacional de trueque (RGT, 1995-2000) representa una forma de federalismo monetario, caracterizado por la descentralización de las emisiones monetarias denominadas en una misma unidad de cuenta (el crédito). Este modelo estuvo desafiado por dos redes de trueque en las cuales la emisión monetaria estaba centralizada (la RGT entre 2000 y 2002 y la RTZO), pero mantuvo su estructura federal (RTS, 2000-2002). También argumentamos que la crisis a la cual se enfrentaron las principales redes de trueque durante el año 2002 revela las dimensiones éticas y políticas de la organización monetaria propia a cada red.

Abstract: This paper presents a reflection on monetary federalism, based on the history of the Argentinian complementary currencies (trueque). The first national trueque system (RGT, 1995-2000) is analysed as a form of monetary federalism, characterized by the decentralization of money-issuing and the uniqueness of the unit of account. This model has been challenged by two systems based on the centralization of money.
