Politics of Memory in Chile

This article explores the value of urban history and material culture in the study of memory. More specifically, it offers an examination through a masculine lens of the ways in which urban icons have impacted and shaped individual and national identities. The article focuses on Bulnes Square in Santiago de Chile and the Eternal Flame of Liberty as a key place and symbol of Augusto Pinochet’s “fascism in progress.” I draw on local press archives, advertising, and photographs to further explore the gender metaphor of state and nation as expressions of monolithic nationalism and their perpetuation of a hypermasculine tone, examining their links to place and national memory construction.

Автор статьи рассматривает вопрос о замене добровольного голосования на обязательное голосование в Республике Чили в 2020 году. Автор проводит экспертное оценивание мнений специалистов и оценку общественного мнения. Автор статьи приходит к выводам, что главной причиной политологической дискуссии о возврате к обязательному голосованию в Республике Чили в 2020 году является поиск способа увеличения явки избирателей на выборах. Многие политические фракции стремятся легитимировать себя в условиях кризиса, который переживает представительная демократия, путем замены добровольного голосования на обязательное голосование. Ученые-политологи отмечают, что обязательное голосование при его введении помогло бы сбалансировать избирательный процесс и предотвратить возможные вопросы легитимности власти, однако для любого изменения необходимо, прежде всего, достигнуть высокого кворума 2/3 в парламенте. И ученые, и избиратели сходятся во мнении, что сама по себе замена добровольного голосования на обязательное голосование является недостаточной мерой. Для того, чтобы решить социальный кризис, необходимо повышать уровень правого образования и степень участия граждан в политической жизни страны, развивать другие проекты в отношении пенсионного обеспечения, здравоохранения и укрепления демократии.
The author of the article is considering replacing voluntary voting with mandatory voting in the Republic of Chile in 2020. The author conducts an expert assessment of the opinions of special-ists and an assessment of public opinion. The author of the article concludes that the main reason for the political science discussion about returning to mandatory voting in the Republic of Chile in 2020 is to find a way to increase voter turnout in elections. To solve the social crisis, political scientists propose not only the introduction of mandatory voting. Many political parties seek to legi-timize themselves amid the crisis experienced by representative democracy by replacing voluntary voting with mandatory voting. Political scientists note that the mandatory vote, if introduced, would help balance the electoral process and prevent possible questions of the legitimacy of the authori-ties, but for any change it is necessary, first of all, to achieve a high quorum of 2/3in the parlia-ment. Scientists and voters alike agree that replacing voluntary voting with mandatory voting alone is not a sufficient measure. In order to solve the social crisis, it is necessary to increase the level of legal education and the degree of participation of citizens in the political life of the country, to develop other projects in relation to pensions, health care and the strengthening of democracy.
