Tanzimat reforms Ottoman Empire

The Bulgarians in the Ottoman Empire, the Reforms and the Russian Imperial Policy. Or How in the mid-1840s a Monk Became a Politician.
At a first glance, archimandrite Neofit Hilendarski (1785 – 1848), whose personality falls into the present author’s professional interests for about a decade, is the chief character of the current study. This essay, however, examines him neither as a man of letters, educator, author and publisher of textbooks, nor as a monk and active figure of the Bulgarian ecclesiastical movement; it focuses instead on his political activity and more specifically – on his deeds from the mid-1840s, as they are elaborated on in the context of the reform policy of the Sublime Porte. Therefore, a special emphasis is laid on the „consultative meeting“ from May 1845, summoned in the Ottoman capital, and on the attempt of particular Bulgarian political leaders to table the question of the Bulgarian national autonomy, assumed as Bulgarians’ differentiation in a separate „millet“ („nation“ rendering confession).
At a second level, the article brings into play a few additional plots, closely related to the interpretation and understanding of the Bulgarian political activity during the period under study. Some of the subject matters are unfolded more thoroughly, others are only touched upon, but thematically they could be divided in the following manner: The author poses the question of the formation, self-consciousness and legitimation of the Bulgarian political elite from the 1840s, and discusses the factors that influenced this slow and multiform process. Closely related to the latter are also the questions of the „political culture“ of this elite, on the one hand, and the political terminology used by the protagonists of the Bulgarian national revival and which the historians (often wrongly) interpret, on the other. The author sets ajar the subject of the nature of the Tanzimat period, in essence – a transitional and multilayered process, which is hitherto insufficiently studied in the Bulgarian history writings, and discusses shortly the methods of elaboration, laying passage, popularizing and accomplishing on the spot of particular reforms from the mid 1840s. The article also alludes to the slow and gradual rationalizationon the part of the Porte of the role of the Bulgarian lands and the Bulgarians in particular for the successful implementation of the complex changes precisely in European Turkey; to the inevitable maneuvering on the part of the Ottoman political figures who often swayedbetween the will for change, the Great Powers’ pressure, and the inertness and/or resistance of infringed interests and financial flows. In this context, the author notes in passing how tricky is the traditional for the Bulgarian historiography Eurocentric / Bulgarocentric view, which obfuscates the picture while disregarding the fact that during the second quarter of the nineteenth century the Ottoman Empire represented a state encompassing territories on three continents, while the Balkans were (only) the small European part of the whole imperial territory whose sovereign the sultan was. Likewise, at the background of the current text, another question is touched upon – the policy of the Russian Empire toward the Bulgarian orthodox subjects of the sultan and thelatter’sthen explicit striving for differentiation with a permanent political representation in the capital. As it is well known, and the present study further substantiates it, the Russian imperial policy did not support the Bulgarian political (and ecclesiastical) endeavors from the mid-1840s. Last but not least, the study discusses the problem of the manipulation of historic memory concerning certain events and specific historical figures, and the role of the historians-chroniclers (contemporary or not) in this process

‘Abdu’l-Bahá (i.e., the ‘Servant of Bahá’) was the eldest son of Bahá’u’lláh (1817–1892), the founder of the Bahá’í Faith, and His appointed successor and the Head of the Faith from 1892 to 1921. He was named ‘Abbás after His grandfather, the minister Mírzá Buzurg Núrí (from Núr) and officially called ‘Abbás Effendi. His mother was Ásíyyih Khánum, ‘Navváb’, who was also from a notable family. Bahá’u’lláh became a prominent member of the Bábí Faith. From early in His life, ‘Abdu’l-Bahá shared His father’s hardships caused by the persecution of the Bábís in Iran and, later, during their exiles from Tehran to Baghdad, Istanbul, Edirne, and ‘Akká. He was Bahá’u’lláh’s close companion, chief steward, and trusted representative for external affairs in the Ottoman Empire. For the Bahá’ís, ‘Abdu’l-Bahá is ‘the Master’, as called by His Father, and the perfect exemplar of the Bahá’í teachings.

Yüzyılın başından itibaren ıslahat yapma ihtiyacını hissetmişti.Bu amaçla bazı girişimlerde bulundu ise de padişah ya da sadrazamın çalışmalarından öteye gidemedi çünkü ıslahat düşüncesi ulema ve yöneticilerin zihnine köklü olarak yerleşmedi.Bunun sebebi ise ıslahatı yapacak müesseselerin de bozulmuş olması idi.Devlet böyle problemlerin altından kalkmaya çalışırken bir yandan da Avrupa'nın ve Rusya'nın güç üstünlüğü ile başa çıkmaya çalışıyordu.Osmanlı, geniş topraklarını koruyabilmek için ilk ıslahatını askeri alanda yapma kararı aldı.Bu konuda Avrupa rol model alındı. 1.Tanzimat'tan önce yönetime ilişkin sorunlar ve gelişmeler: Osmanlı, gücünün zirvesine Kanuni döneminde ulaştı ancak aynı dönemde duraklama ve gerilemenin de tohumları atılmış oldu.İktisadi,ilmi,idari ve sosyal yapıda köklü değişiklikler Fatih Sultan Mehmet döneminde yapılmıştır.İstanbul ilmi merkez haline gelmiş, Devlet yönetimine yeni bir biçim verilmiştir.Kanuni Sultan Süleyman döneminde, ulemanın gayretine rağmen gelişmenin ortaya koyduğu nedenlerden dolayı bir takım gevşeme ve bozulmalar ortaya çıkmıştır.Yazar bu konuyu detaylı şekilde açıklamıştır.Osmanlı da süre gelen bu bunalımlara çözüm bulmak için ulemanın yazdığı çeşitli risaleler(kitapçıklar) da bulunuyordu. This article view at the first attempts to create a state bank in the Ottoman Empire. The beginning could be made in 1854, with British bankers making their first proposal until the sultry. Until the first state bank was actually established Imperial Ottoman Bank in 1863. The documents on which the text is based are: promulgated laws, documents relating to the First State Bank, Tsarigradskiya vestnik, Takvîm-i vekÂyi. Attention is also paid to the spread of the kaime-i mutebere-i nakdiye / paper money since 1840. All models presented for the creation of a state bank are presented by model: origin of the proposal, bank capital, representative, vision for development. On this basis, an analysis is made that the Ottoman Empire became aware of: the use of paper money (kaime), converting it into a standard monetary system (based on a monetary system), ending counterfeiting with them, and establishing banking institutions. The changes in the capital market of the empire during the same period were: issuance of modern debt securities, creation of companies in the form of joint stock companies, both domestic debt securities and the stock exchange, where the company shares and bonds will be traded. With these innovations, the Ottoman Empire completely changed its current financial system. For over twenty years, the High Gate has been trying to set up a state-owned bank jointly with foreign capitals. This became a fact in 1863.

Druga polovina XIX stoljeća obilježena je reformama pravnog sistema Bosne i Hercegovine. Prvi rezultati u moderniziranju prava postignuti su u okviru osmanskog reformiranog (tanzimatskog) zakonodavstva, da bi nakon austrougarske okupacije taj proces bio nastavljen pod utjecajem austrijskog i ugarskog prava.

  Ovim radom nastoji se objasniti fenomen primjene osmanskog tanzimatskog prava u okviru novog pravnog poretka koji je gradila Austro-Ugarska u Bosni i Hercegovini. Iako je Austro-Ugarska radila na izgradnji moderniziranog pravnog sistema, koji je trebao biti zasnovan na austrijskom pravu, osmansko pravno nasljeđe preživjelo je u Bosni i Hercegovini, između ostalog, u formi tanzimatskog zakonodavstva.

  U radu se posebno ispituje fenomen kontinuiteta tanzimatskog zemljišnog prava. Na to se ukazuje kroz primjer osmanskog Zakona o zemljišnoj svojini iz 1858. godine u kontekstu reforme zemljišnoknjižnog sistema u Bosni i Hercegovini.

1839 Tanzimat Fermanından başlayarak dönemin önemli metinleri çözümlenmektedir. Text Book yöntemine göre hazırlanan kitapta edebi metinlerin yanı sıra edebiyat dışı metinlerin nasıl çözümlenebileceği üzerinde durulmaktadır. Kitaptan edinilecek yöntem bilgisi ile  başta Tanzimat Dönemi metinleri olmak üzere diğer metinlere teknik ve akademik yaklaşımın yöntemleri gösterilmektedir.

Türkistan 20.yüzyıla Çarlık Rusya’sının vassalı, kısıtlı haklara sahip emir ve hanlar yönetimi
altındaki yolsuz bir bölge olarak girdi. Her konuda geri kalmışlığı kaldırmak hedefiyle birleşen
bir takım gençler Ceditçilik hareketini duyurmaya başladılar. İstanbul’da eğitim gören ve güçlü
bir reformcu olarak yetişen Abdurrauf Fıtrat Buhara Ceditçilerinin önderi, reformcu, âlim,
gazeteci ve benzeri kişiliğiyle tarih safhalarında kaldı. Ceditçiliğin rehberi sayılan birçok
eserini de İstanbul’dayken yazdı ve yayınladı.

The Mecelle represents the first official codification of the civil law in the Ottoman Empire. In the Bosnian Vilayet, as an integral part of the Ottoman Empire, the Mecella served for a decade as the source of substantive and procedural law for the newly formed regular and Sharia courts. However, the role of the Code changes after the occupation of Bosnia and Herzegovina in 1878. The paper focuses on the issues related to the role of the Ottoman civil code (the Mecelle) in post­Ottoman Bosnia and Herzegovina. The first segment of the paper reviews the general issues related to history, content, legal nature, and the role of Mecelle in the Ottoman legal system. The second segment of the paper discusses the issues concerning the implementation of Mecelle within the regular judiciary, while the third segment of the paper reviews the rules of Mecelle about the maraz­i­mevt (institute used to refute legal affairs concluded while being terminally ill), which are often found in the judicial practice. It was concluded that the Mecelle gave way to the Austrian Civil Code in the practice of regular courts, from which only certain specific legal relations and affairs unknown to the Austrian private law were exempted.

Σε όλες τις αυτοκρατορίες οι ηγεµόνες όφειλαν να δικαιολογήσουν την εξουσία και την διακυβέρνησή τους προκειµένου να διασφαλίσουν και να διατηρήσουν την νοµιµότητά τους. Η υπακοή και η µη αµφισβήτηση από τους υπηκόους νοµιµοποιούν την κυριαρχία, στο πλαίσιο όπου ο κυρίαρχος ηγεµόνας αξιώνει το δικαίωµα να βρίσκεται στην εξουσία και ο πληθυσµός αποδέχεται αυτή την αξίωση.

The paper aims to offer a wide and dynamic overview of the development of the Melkite Catholic Church during the late Ottoman Empire up to extension of the Mandate system. The analysis will focus on detailing the relationship between ‘tradition’ and ‘modernity’ through specific cases and examples of the relations between the Melkite Church and the Holy See. This dynamic exerted a great influence on the ecclesial identity of the Melkite Catholic Church and its position and role within both the late Ottoman Empire and the Middle East of the Mandate system, offering a complementary explanation of the vicissitudes experienced by Ottoman Arab Christians during those decades. The paper analyses this issue through the archival documents, part of the Siria, Greci Melchiti and Melkiti series, preserved in the Congregations de propaganda fide and pro Ecclesia Orientali Archives.

This is an introductary presentation of the specifics of the Ottoman Empire, its emergence and the situations in the 19th and early 20th centuries. The presentation (in German) was hold on May 6, 2018, for participants of the AGA Lernreise 1 (guided study tours on Ottoman, Turkish and Armenian history in Berlin and Potsdam).

Eğitim kurumlarının, bir ülkenin kalkınması ve ilerlemesinde, kültür ve medeniyetin nesilden nesile aktarılarak sürekliliğinde ve hatta insanları sürekli değişen hayata hazırlamada önemli rolü vardır. Kısaca, bir toplumdaki siyasî, sosyal, kültürel ve ekonomik yapıdaki değişim ve gelişmede eğitim kurumlarının payı büyüktür. Bu durumu göz önünde bulunduran Tanzimat dönemi Osmanlı idarecileri, başlattıkları reform çalışmalarında eğitim kurumlarına bilhassa önem ve öncelik vermişlerdir. Bir taraftan, mevcut eğitim kurumları içinde görevlerini lâyıkıyla yerine getiremeyenlerin düzeltilmesi ve diğer taraftan, çağdaş okulların kurulması ve halkın eğitilmesi yönünde önemli faaliyetler başlatmışlardır. Tanzimat Öncesi Eğitim XVIII. yüzyılın ikinci yarısına kadar, genel hatlarıyla, Osmanlılarda farklı metodlarla farklı derslerin okutulduğu değişik maksatlara yönelik çeşitli eğitim kurumlarından söz edilebilir. Bunları şöyle hulâsa edebiliriz: Osmanlı toplumunun hemen hemen her köy ve kasabasına yayılan ilkokul seviyesindeki sıbyan mekteplerine beş-altı yaşlarındaki çocuklar kabul edilirdi. Muallimliklerini de belirli bir eğitim görmüş ve genellikle civardaki cami, mescid imam ve müezzinleri veya biraz öğrenim görmüş, okuma-yazma öğrenmiş ve Kur'anı Kerim ezberlemiş hanımlar yapardı (Özcan, 1992:442). Buradaki eğitim ve öğretimin esas gayesi, dinin ve ahlâkın öğretilmesinden ibaretti. Askerî ve mülkî mevkiler için yönetici kadroları yetiştirmeye yönelik saray eğitim kurumu 1 olan Enderun Mektebi, Topkapı Sarayı içinde bulunmaktaydı. Bu mektep, hristiyan tebaadan alınan yetenekli çocukları, iyi ve güvenilir devlet adamı ve asker olarak yetiştirmek amacını güdüyordu. Öğrenci kaynağı, esas olarak, Acemioğlanlar idi. Zamanla buraya Türklerden de öğrenci alındı. Üstün zekâ ve niteliklere sahip çocukları alıp yetiştiren devletin bu resmî kurumunun özel bir yeri vardı. Acemioğlanlar kışlasından seçilen bu çocuklar, yüksek askerî ve 1 Saray eğitim-öğretim kurumlarından olan Enderun Mektebi'nden başka, şehzadelerin ilköğretimine mahsus Şehzadegân mektebi ile yetenekli içoğlanların musikî öğrendikleri Meşkhane de vardı.

It is significant to present the detailed biographies of the figures having critical roles during the modernization of education in the Ottoman Empire and analyse their contribution to the educational policies and practices of their period with a comprehensive and original approach in terms of appreciating the educational modernization during the Tanzimat Period and evaluating the everlasting outcomes of this process with a developmental and holistic perspective. The aim of this research is to investigate the biography of Ahmed Kemal Pasha, who was a pioneer in the process of modernization of education in the Ottoman Empire, and to examine the educational policies and practices he put forward in his senior education management positions he held at different dates. This study was designed as historical research based on original and primary sources by exploiting a qualitative method. The research data were collected through a document analysis method by referring to different types of data sources especially a great number of archive documents with the seal and signature of Kemal Pasha, which guaranteed data diversity. Kemal Pasha’s different characteristic features were unearthed and his extensive biography was created through the findings based on the content analysis method. At the same time, the educational policies he pioneered were put forward and evaluated in the context of Ottoman educational modernization. As a result, it was concluded that Kemal Pasha was one of the reformists and intellectual educators-bureaucrats of the Tanzimat Era and played a directional, decisive, and pioneering role especially during the process of Ottoman educational modernization. Accordingly, Ahmed Kemal Pasha, an innovative and pragmatist activist, contributed to the development and implementation of sophisticated educational policies during the Tanzimat Era, with both his doctrinaire and practitioner functions.

Human rights charters, which have arisen from different civilizations, are remarkable for showing their viewpoints on human rights and their perspective to human, which is the subject of these rights. In this sense, while the researches on the differences and similarities of Western Civilization’s human right charters and Islamic law texts demonstrate the transitivity between the civilizations throughout the history. They also aim to take the lead of current world politics in the world by looking from the point of historical perspective. So the subject of this research is to analyze two important law texts, 1876 The Ottoman Basic Law and 1856 Edict of Reform, which are being one of the most critical breaking points of history of Islamic law. These were published in the second half of 19th century by Ottoman state being in a reform and modernization process with its all institution. Firstly, I am going to investigate the reasons of occurrence of these texts. Secondly, I will examine to what extent the reference points of these texts are parallel with the approach of Islamic law traditions and the principles emerged with French revolution. Finally, I questioned whether the results and targets of these texts match up with each other by putting forward the practical consequences in political and social area and how these two texts have implications on the changes and transformations of Ottoman law system during the 19th century correspond to a mental transformation.

Özet
Aydınlanma çağının temel kavramlarını eserlerinde işleyen Tanzimat aydınları, artık “insan”ı da farklı bir gözle görmeye başlar. Fakat bu “yeni “insan” hala Batılı tarifiyle bir birey değil; kâinata ve dünyanın işleyişine karşı kendinde bir güç bulamayan ve kâinatı temaşa ettikten sonra büyük bir acz duygusu içinde kendine gömülen bir insandır. Tanzimat neslinin bu yeni medeniyet karşısındaki bütün tereddütlerinden, çizilmeye çalışılan bu yeni insan da nasibini alacaktır. Ziya Paşa, Terci-i Bend’de bir yandan bu yeni insanı çizerken; öte yandan bütün sosyal bozuklukların kaynağı saydığı bireysel ve sosyal plandaki ahlaki bozulmayı tenkit eder. Bu eleştiri, şiir boyunca devrin sosyal yapısına ve Tanzimat’ın Reşit Paşa’dan sonra ikinci kuşak idarecileri olan Ali ve Fuad Paşaların kadrosuna yönelik üstü örtülü eleştiriye koşut olarak yürür.

The intellectuals of the Ottoman Administrative Reforms (Tanzimat) reflected the essential concepts of age of enlightenment on their works. They explained the perception of humanity as different aspects. But this new “human” wasn’t human that a westerner meanings. Bu makalemizde 1856 Islahat Fermanı’na giden yolu ve bu yolun sebepleri olarak Rusya’nın üçüncü bir dünya gücü olarak zuhur etmesini ve bunun Doğu-Batı münasebetlerine tesirini, ayrılıkçı akımların Osmanlı gayrimüslimleri üzerindeki tesirini, fermanın hazırlanmasını ve fermanın tarafımızdan maddeler halinde hazırlanmış sade bir metnini ve en nihayetinde umumi bir tahlili bulacaksınız.

Bu makalemizde Sultan II. Mahmud (1808-1839) devrinde başlayan yeniden bir kuruluş, ihtisaslaşma ve müesseseleşme hareketinin nihayetinde Sultan Abdülmecid (1839-1861) tarafından ilan edilen Gülhane Hatt-ı Hümayunu’nu ve onunla doğrudan alakalı olan Meclis Mazbatasını mukayese etmeye çalışacağız ve bunu yaparken iki tarihi metnin de muhteva ve mündericatını sadeleştirerek ve maddeler hâlinde kıyas ve tahlil ederek vereceğiz.
Bu araştırmamızda Gülhane Hatt-ı Hümayunu’nun ilanını gerektiren tarihi vetire ve Tanzimat Fermanı üzerinde pek çok ilim ehli tarafından yapılan tenkid ve tahlillere ise yer vermeyeceğiz. Bunları daha sonra kaleme alacağımız “Tanzimat Fermanı ve Aks-i Sedası: Gülhane Hatt-ı Hümayunu’nu Kim Nasıl Değerlendirdi” isimli makalemizde mufassalan inceleyeceğiz.

Bu araştırma Tanzimat dönemi ile birlikte Osmanlı Devleti’nin merkezi idaresini taşraya yaymak amacıyla attığı adımları inceleyerek bu yeni politikanın uygulanmasında karşılaşılan
güçlükleri ve bu politikanın sonuçlarını ortaya koymaktadır. Çalışma Osmanlı Devleti’nin yeterli
sayıda yetişmiş idareciye sahip olmaması nedeniyle, merkezin otoritesini arttırmak için giriştiği uygulamalarda yerel eşraf ve ayanlara muhtaç olduğunu bu yüzden de istenilen hedeflere
ulaşılamadığını tespit etmektedir.

Αντικείμενο του βιβλίου είναι το ζήτημα των μεταρρυθμίσεων στο χώρο του Οικουμενικού Πατριαρχείου και πιο συγκεκριμένα το πρόβλημα της ερμηνείας των Γενικών Κανονισμών , οι οποίοι επηρέασαν τη διαδικασία ανασυγκρότησης του ορθόδοξου μιλλέτ . Η μελέτη δεν περιορίζεται στην ανάλυση του κειμένου των Κανονισμών, αλλά διερευνά το πολιτικό πεδίο που συγκρότησε ο καταρτισμός τους. Οδηγεί έτσι, όχι μόνο σε πλούσιο πρωτογενές υλικό, αλλά και σε συμπεράσματα που φωτίζουν σημαντικές πλευρές της ζωής της ελληνορθόδοξης κοινότητας στην Κωνσταντινούπολη. Πιο συγκεκριμένα, οι στόχοι της εργασίας είναι:
- Να αναλύσει τι πολιτικές και κοινωνικές προϋποθέσεις της ανασυγκρότησης του ορθόδοξου μιλλέτ, ξεκινώντας από τα δίκτυα ισχύος και τις ομάδες συμφερόντων που συγκροτήθηκαν ήδη από τη δεκαετία του 1830.
- Να εξετάσει διεξοδικά το σχηματισμό των δύο πτερύγων , της κληρικαλικής και της μεταρρυθμιστικής και την αντιπαράθεσή τους κατά τις εργασίες του Εθνικού Προσωρινού Συμβουλίου.
- Να περιγράψει και να ερμηνεύσει το πεδίο πολιτικών ανταγωνισμών, όπως διαμορφώθηκε στο Πατριαρχείο, μετά τη ψήφιση των Γενικών Κανονισμών.
Σύμφωνα με την ερμηνεία που επιχειρείται εδώ, η ενδεχόμενη «λαϊκοποίηση» της Εκκλησίας δεν σημαίνει απαραίτητα και μια ώθηση στη διαδικασία εκκοσμίκευσης, δηλαδή, στη θεμελιακή διάκριση της θρησκευτικής από την πολιτική σφαίρα . Κι αυτό δεν οφείλεται τόσο στην αδυναμία του λαϊκού στοιχείου να επιβάλει την παρουσία του στον εκκλησιαστικό κόσμο, όσο στην ικανότητα του κλήρου να εγκολπώνεται τα «κοσμικά» ιδεολογικά σχήματα, συμμετέχοντας στη διαμόρφωση της δημόσιας σφαίρας που υπό κανονικές συνθήκες θα έπρεπε να τον περιθωριοποιήσει.

This dissertation aims to analyse the transformation of Ottoman reform debates from the late sixteenth century to 1876 when the first Ottoman constitution was promulgated, by tracing various concepts of reform used in different periods. In chronological order these concepts are ıslah (reform) in seventeenth century, tecdîd (renewal) at the turn of nineteenth century, tanzîmât (reordering) in the period leading up to the Tanzimat and terakkī (progress) during the late Tanzimat. Using the political writing produced by Ottoman bureaucrats (memoranda, treatises, chronicles, essays) and scribes, in each era I question how order is understood, how Ottoman decline is conceptualized, how tradition is reinvented and how innovation is justified. Through such questions, I seek to understand the logic of transformation in Ottoman political vocabulary accompanying the state transformation process and challenge some basic assumptions in the literature regarding Ottoman political language, Westernization and secularization. In my analysis I employ various revisionist approaches to the history of political thought mainly including Reinhart Koselleck’s conceptual history and contextualism of Cambridge School.

ÖZET
Osmanlı Devleti’nin çözülme sürecini, Kanuni Sultan Süleyman’ın vefatından başlatan yaklaşımlar vardır. Bu klasik bir yaklaşımdır, ancak tarihçiler ve sosyal bilimciler arasında taraftar bulmuştur. Bu anlayış Halil İnalcık gibi tarihçilerle değişir. Osmanlı Devleti, yıkılmadan evvel yavaş biçimde geri çekilme stratejisi izlemiş, toprak kaybına rağmen devletin varlığını yaklaşık 200 yıl daha sürdürebilmiştir. Bu 200 yılın son 70-80 yılında ise askeri gücündeki zayıflamaya rağmen, incelikli siyaseti ve bunu yürüten kadroları ile varlığını korumuştur. Bu küresel siyaset yapma gücü, Osmanlı Devleti’nin yıkılmasına engel olamamakla birlikte, burada elde edilen deneyimler çeşitli biçimlerde Türkiye Cumhuriyeti’ne aktarılır.
Osmanlı son dönemi, yoğun bir değişim ve aynı zamanda bu değişime direnç sürecidir. Bu yıllarda köklü reformlar, devletten bağımsız bir aydın sınıfının oluşumu, yeni toplumsal ve siyasi düzenlemeler, eğitim, hukuk, ekonomi, ordu, sağlık, ticaret, ulaşım, madencilik ve diğer tüm yaşam alanlarında derinlikli dönüşümler gerçekleşir. Bu değişim sürecinde; varlık, bilgi ve değer alanlarını belirleyen epistemoloji de dönüşür.
Çözülme dönemi, 1839 yılında başlayan Tanzimat süreci, dönemin kadroları ve Osmanlı’nın çöküş süreci, farklı ideolojiye sahip her Cumhuriyet aydının çalıştığı temel konulardandır. Tanzimat, günümüz toplum ve devlet yapısına aktardıkları ile temel öneme sahip bir dönemdir. Bu dönem anlaşılmadan Cumhuriyet’in anlaşılması mümkün değildir. Cahit Tanyol (1914- ...) ve Şerif Mardin (1927-2017), sosyal bilimci ve sosyolog kimlikleriyle bu dönem üzerinde çalışmışlar, eserler vermişlerdir. Onların çalışmalarının karşılaştırmalı bir incelemesi, hem Cumhuriyet döneminden geriye doğru oluşturulan tarihsel ve sosyolojik yaklaşımların ortaya konulması, hem de Türkiye’nin mevcut sorunları için daha etkili çözümler üretilmesi açısından katkı vericidir.

ABSTRACT
There are approaches that initiate the decline of the Ottoman Empire from after the death of Suleiman the Magnificent. This is a classic approach, but has found supporters among historians and social scientists. This understanding has changed with historians such as Halil İnalcık. The Ottoman Empire followed a slow withdrawal strategy before it collapsed, despite the loss of land, the state has been able to maintain its existence for about 200 years. In spite of the weakening of the military power in the last 70-80 years of this 200 years, it has maintained its existence with its successful politics and its bureaucrats. This global policy making power, along with failing to prevent the decadence of the Ottoman Empire, the experience gained here has been transmitted to the Republic of Turkey.
The last period of the Ottoman Empire was an intense change and at the same time the process of resistance to change. In these years deep-rooted reforms, the formation of an independent intellectual class from the state, new social and political regulations, education, law, economy, army, health, trade, transportation, mining and all other living spaces are deeply transformed. During this process of change; the epistemology that determines the fields of existence, knowledge and value is also transformed.
Dissolution period, the Tanzimat process which started in 1839, the cadres of the Tanzimat period and the decadence/collapse of the Ottoman Empire were the main subjects that every Republican intellectual with different ideologies worked. Tanzimat is a period of fundamental importance with the transfer of the term’s qualifactions to present society and the state. It is not possible to understand the Republic without understanding this period. Cahit Tanyol (1914- ...) and Şerif Mardin (1927-2017) have worked on this period with the identities of social scientists and sociologists. A comparative analysis of their work, to reveal the historical and sociological approaches in which backwards Republic and is important for finding more effective solutions to Turkey’s current problems.

Proclamation of the Edict of Tanzimat, the Ottoman reform was begun on a new era. Although the edict had not made emphasize to education, the Ottoman Administration in a short time has become aware of this shortcoming. Unless the priority given to education, cannot success in other areas have been targeted in the reform, has engaged in a radical restructuring. For this purpose, primarily education and the new targets were identified and announced. Accordingly, the religion and the sciences needed for the world, to be taught to people, would have eliminated illiteracy among the population. The new aims of education determined, but continued education is still very conflicting authorities. Central Authority has set out to strengthen the management of the Administrative Reforms, Training also decided to gather under one roof. Education teaching jobs in order to ensure more orderly and planned way, 17 March 1857 decided to establish the Ministry of Education. Thus, the planning, implementation and monitoring as well as more works were done in a healthy way. Özet Tanzimat Fermanı'nın ilan edilmesiyle, Osmanlı reform tarihinde yeni bir dönem başlamış oldu. Her ne kadar Fermanda eğitime vurgu yapılmamışsa da, Osmanlı Yönetimi kısa sürede bu eksikliğin farkına varmış, eğitime öncelik verilmedikçe, diğer alanlarda yapılan reformlarda da hedeflenen başarıya ulaşamayacağını görmüş ve eğitimde köklü bir yeniden yapılanma içerisine girmiştir. Bu amaçla, öncelikle eğitimin yeni hedefleri belirlendi ve ilan edildi. Buna göre, din ve dünya için gerekli olan bilimler; insanlara gerekli şekilde öğretilecek olursa, halk arasındaki cahillik ortadan kalkmış olacaktı. Yeni eğitimin hedefleri belirlenmişti ancak eğitimde çok başlılık hala devam etmekteydi. Merkezi Otoriteyi güçlendirme amacıyla yola çıkmış olan Tanzimat yönetimi, Eğitimi de tek çatı altında toplamaya karar verdi. Eğitim öğretim işlerinin daha düzenli ve planlı bir şekilde yürütülmesini sağlamak amacıyla, 17 Mart 1857 tarihinde Maarif-i Umumiye Nezareti'nin kurulması kararlaştırıldı. Böylece hem planlama, hem uygulama hem de denetleme işleri daha sağlıklı bir şekilde yapılabilecek idi. TANZİMAT'A KADAR OSMANLI DEVLETİNDE EĞİTİM Reform süreci başlamadan önce Osmanlı Devletinin klasik eğitim sisteminde üç temel eğitim kurumu vardı: Bunlar Medreseler, Sıbyan Mektepleri ve Enderun.

Bu çalışmada Tanzimat ile başlayan Osmanlı Devleti modernleşme sürecinde Ahmet Cevdet Paşa'nın yeri ve önemi, eğitim alanında ortaya koyduğu ıslahatlar değerlendirilmiştir.

Osmanlı Dönemi eğitim sisteminde hangi kurumların ön planda oldukları, medreselerin müfredatları, usul ve usulsüzlükleri, Tanzimat ile birlikte tanışılan "Batı eğitim modeli" açıklanmıştır. Eski ve yeni eğitim sisteminin protokolünde yer alan Osmanlı aydını Cevdet Paşa, bu sentez dönemde eğitim modeli hakkında görüşlerini ifade etmiş, bu belgelerin asılları transkriptleriyle birlikte çalışmada sunulmuştur.

Cevdet Paşa’nın eğitimde modernleşme usullerini tartışmış olduğu yazılarında, Osmanlı toplumuna uygun eğitim modelini öne sürerken, yenilenmesi gereken hususlara da dikkat çekmiştir. Topluma uygunluk, eğitim modelinde kültür yabancılaşması gibi konuları ele alarak bugünün sorunlarını o günün dünyasında ortaya koymuştur.

Cevdet Paşa’nın eğitim üzerine kaleme almış olduğu layihalar: Darülmuallimin nizamnamesi, Umum mektepler programlarına dair arizası, Islahat ve Tanzimat’a dair arizalarıdır. Bu arşiv dökümleri çevresinde ele alacağımız bu sorunsal, Cevdet Paşa’nın entelektüel birikimiyle anlaşılır kılınmıştır.

Çalışmamızda Tanzimat öncesi ve sonrası Osmanlı eğitim modeli kısaca anlatılmış, bunun akabinde eğitimin "Batılılaşması", Batılılaşma gereksinimi olarak eğitim kurumlarında görülen usulsüzlükler açıklanmıştır. Cevdet Paşa'nın bu eğitim modeli değişimindeki rolü, Batılılaşan eğitime ayak uydurulması noktasında yazdığı raporlar, eğitimi iyileştirme girişimleri birinci elden kaynaklar aracılığı ile okura sunulmuştur.

Tanzimat Dönemi, klasik dönemden farklı olarak taşra hizmetlerinin bizzat devlet eliyle yapılmaya başlandığı yeni bir dönemin de başlangıcını teşkil etmektedir. İmparatorluğun merkezi idaresinde yapılan reform sürecinin ikinci bir ayağı olarak taşra idaresindeki yeni düzenlemeler de şehir idarelerinde belediyeler gibi yeni kurumların ortaya çıkmasını sağladı. Bunun yanında özellikle bazı önemli ticari merkezlerde gördüğümüz gibi demografik gelişim, artan ticari ve iktisadi faaliyetler şehir hizmetlerinin yetersizliğini de ortaya çıkardığı gibi bazı şehirlerin demiryolu gibi yeni ulaşım imkânları ile tanışmaya başlaması şehir merkezlerinde de önemli değişimlerin yaşanmasına neden oldu. Buradan hareketle Tanzimat dönemi şehirleşme tecrübesi merkezi reformlar ve yerel koşulların bir karışımı olarak şehirlerin görünümüne de yansıdı. Bu açıdan bakıldığında 19. yüzyılın en önemli ticari merkezlerinden biri olan Trabzon’da da “şehirleşme/kentleşme” olarak nitelendirebileceğimiz bir süreç bilhassa Kırım Savaşı’ndan sonra belirgin bir şekilde yaşanmaya başlandı. Bilhassa şehrin ticari yükselişinin beraberinde getirdiği nüfus artışı yanında buharlı gemilerin etkisi ve kısıtlı da olsa altyapısındaki düzenlemelerle Çömlekçi limanının şehrin en önemli limanı haline gelmesi ve Trabzon’un en önemli karayolu olan Erzurum yolunun yeni güzergâhı ile doğuya doğru Değirmendere Vadisi’ne kayması şehir yerleşiminin bu tarafa doğru genişlemesine neden oldu. Limana olan yakınlığı ve karayolunun başlangıcını oluşturması bakımından 19. yüzyılın ilk yarısına kadar atıl bir durumda kalan Meydan-i Şarki bu dönemde şehirleşmenin Trabzon’da gözlemlenebileceği en önemli mekân oldu. Uzun süre vali konağını barındırması itibarı ile idari merkez konumunda olan Ortahisar’ın aksine, Belediye, Posta ve Telgraf İdaresi, Reji İdaresi, Karakolhane, Eczaneler, Gemi Acenteleri ve oteller gibi resmi ve özel yeni kurumlar yavaş yavaş Meydan-i Şarki’yi şehrin asıl merkezine dönüştürdü. Bu bildiri bilhassa 19. yüzyılın ikinci yarısında örneklerini vermeye çalıştığımız bu değişimlerin Trabzon’un kentsel gelişimi üzerindeki etkilerini incelemeye yönelik bazı tespitler yapmayı amaçlamaktadır.

Bu makalemizin ilk kısmı daha ziyade bir nazariye ve Osmanlı tarihinin nasıl değerlendirilmesi ve dönemlendirilmesi gerektiğine dair bir manifesto vasfında olacaktır. Makalemizin ikinci kısmında ise tarihçilerden, sosyologlardan ve hukukçulardan müteşekkil akademisyenlerin eserlerinden -şüpheye yer kalmaması gayesiyle- olduğu gibi nakiller yapılacaktır. Netice kısmında ise toplu bir değerlendirme yapılacak ve makaleye nihayet verilecektir.

This article deals with analysis of publication of Gülhane noble decree (3 November 1839) which is an eminent event in the modern history of the Ottoman Empire. Promises of sultan Abdülmecid I contained in this document in fact opened the door for a reform period called tanzimat, which is mostly put between years 1839‒1876. This article also focuses on earlier attempts of reorganization and modernization of the empire, especially on reforms of sultan Selim III and sultan Mahmut II. Knowledge of these reforms is necessary for understanding the events of 1839. An important part of this article is formed by analysing circumstances of Gülhane decree origins and the English version of its text.

Bu araştırmamızda, Sultan Abdülmecid’in hayatını kısaca hülasa ettikten sonra Cülus-ı Hümayunu’nun dahilde ve hariçte nasıl karşılandığını arşiv vesikalarıyla elimizden geldiğince aydınlatmaya çalışacağız, bu vesileyle cülus merasimlerinden de bahsedeceğiz. Hemen tebarüz ettirelim ki arşiv vesikalarının neredeyse tamamı miladi 1839 senesinde aid olduğu için bu husus makale dahilinde tekrar tebarüz ettirilmeyecektir.
