Youth Political Participation

Political elections have been shown to influence youth civic development. The election of Donald Trump is historic and has elevated precarity for people of color and immigrants, yet we know little about how young people with these identities experienced this potentially catalytic event. Using ethnographic methods, we examined youth and adult discussions that occurred during youth participatory action research in four sites of one after-school program between October 2016 and May 2017, to investigate how the development of critical consciousness occurs among early adolescent youth of color in the context of catalyzing political events. We identified emergent patterns in how young people (a) engaged in critical reflection, (b) weighed political efficacy, and (c) considered engagement in critical action in the wake of Trump's election. The data revealed that young people's critical consciousness development ranged from basic to advanced levels. This research highlights the ways that politically catalytic events shape critical consciousness development among early adolescents of color.

Lëvizja Rinia për Integrim – LRI është forumi rinor i LSI  (Lëvizja Socialiste për Integrim). Është një nga tre organizatat më të mëdha politike rinore në vend. Për më tepër, është rasti i vetëm midis forumeve rinore shqiptare që ka dalë në skenë edhe para partisë, pra i paraprin LSI-së me disa muaj.  Lëvizja Rinore për Integrim u krijua në fillim të vitit 2004 si një OJQ, përpara se Lëvizja Socialiste për Integrim të mblidhte nënshkrimet e nevojshme që i mundësuan asaj ekzistencën më 6 shtator 2004. Kontributi i të rinjve të LSI u njoh dhe u theksua edhe nga kryetari dhe themeluesi i parë i LSI Ilir Meta, i cili e ka quajtur krijimin e LRI “vendimin e tij më të mirë politik në 25 vjet”.  Një shembull tjetër që dëshmon për rëndësinë e vazhdueshme dhe të konsiderueshme të të rinjve të LRI për LSI-në, është theksuar së fundmi nga kryetarja e saj Monika Kryemadhi kur ajo shprehimisht thotë se: “Këta janë burimi i energjisë që do të lëvizë motorin që Shqipëria të ecë perpara… LSI vendos besimin e saj tek të rinjtë shqiptarë.
Përtej retorikës së thjeshtë politike, kjo dëshmon për rëndësinë elektorale të organizatës rinore të LSI-së, e cila madje edhe nga pikëpamja formale juridike është e përfshirë brenda partisë dhe e përfaqësuar shumë në organet kryesore drejtuese të partisë. Dëshmi për këtë është se midis partive politike shqiptare, LSI ka përfaqësimin më të madh të të rinjve të angazhuar politikisht si përqindje proporcionale ndaj antarësisë së partisë, me LRI që pretendon deri në 30 përqind të të gjitha forumeve të partive, duke filluar me organizatat bazë në 61 bashki për pjesëmarrje të barabartë në forume të Konventës Kombëtare dhe Presidencës së Partisë.  Nga ana tjetër, statuti i partisë përcakton që çdo individ që ka moshën minimale të kërkesës 16 vjeç mund të anëtarësohet vullnetarisht në radhët e partisë.  Për më tepër, antarët e LRI-së janë automatikisht antarë të LSI-së.
Analiza e hapjes ndaj të rinjve në këtë studim do të eksplorojë dimensionet e përfshirjes dhe aksesit të të rinjve në LSI. Ai përfshin, ndër të tjera, dimensionet e mëposhtme: qasja urbane kundrejt asaj rurale, përbërja e strukturave lokale kundrejt atyre qendrore, konstituimi i listës së kandidatëve në tre zgjedhjet e fundit të përgjithshme dhe lokale, përbërja aktuale e


institucioneve përfaqësuese, mesazhi politik që u komunikohet të rinjve, si dhe pse të rinjtë përfshihen në parti politike dhe në cilat nivele etj. Kjo analizë do të pasohet me një dokument të përshtatur politik për përmirësimin e përfshirjes së të rinjve duke propozuar instrumente, mjete dhe strategji për të kapërcyer boshllëqet e identifikuara dhe për të maksimizuar aksesin. Ndër pyetjet për të cilat kjo analizë e thelluar kërkon të japë përgjigje janë si më poshtë: Cila është gjendja aktuale e përfshirjes së të rinjve në vendimmarrjen e brendshme dhe qeveritare të LSI-së, në nivelin lokal dhe qendror (referuar dimensioneve të mësipërme)? Cilat janë temat ose fushat kryesore të të rinjve që LSI duhet të trajtojë në zgjedhjet e përgjithshme të vitit 2021 (p.sh. arsimi, punësimi, emigrimi, përfshirja sociale, etj)? Si angazhohen të rinjtë në LSI dhe në cilat nivele? Çfarë lloji i pjesëmarrjes politike, si konvencionale ashtu edhe jokonvencionale, janë më të popullarizuara, duke marrë parasysh ndryshimet në zonat e urbanizuara si dhe ato periferike?
Karakteristikat e përbashkëta të forumeve rinore të partive politike shqiptare siç dëshmohen nga statutet dhe programet e tyre janë lehtësimi i pranimit të të rinjve në parti dhe aktivitetet e partisë, edukimi dhe trajnimi politik i anëtarëve të saj dhe përgjithësisht lehtësimi i proceseve të partisë nga pikëpamja organizative, ku të rinjtë kanë një rol dhe përgjegjësi të konsiderueshëm veçanërisht gjatë zgjedhjeve. Shpesh forumet rinore nuk kanë as një autonomi formale, aq më pak pavarësi nga partia, siç është rasti i LRI, e cila edhe nga këndvështrimi ligjor funksionon si një shtojcë e LSI-së. Për më tepër, ngjashmëria shkon një hap më tej kur edhe në faqen zyrtare të partisë, mund të gjesh vetëm statutin dhe programin e LSI-së, edhe kur përpiqesh të hysh në statutin dhe programin e veçantë të LRI-së. Sidoqoftë, LRI ka një statut të përpunuar mirë, i cili na u vu në dispozicionin tonë nga kryetarja e saj Floida Kerpaçi. Por, në përgjithësi, kjo tregon ose indiferencë ndaj çdo divergjence të mundshme në ide dhe platforma që kanë të dy njësitë, ose më saktë ngjashmërinë tërësore të qëllimeve kur bëhet fjalë për vizione, strategji dhe objektiva mes partisë dhe forumit rinor. Në secilin rast, ka më shumë prova që dëshmojnë për unitetin e qëllimit dhe mungesën e autonomisë formale në rastin e LRI nga LSI. Megjithëse LRI u krijua ishte një OJF në fillim, duke paraprirë krijimin e partisë me disa muaj, sapo u krijua LSI, LRI u kthye në një forum politik që varet për të gjitha çështjet, politike si dhe financiare nga vetë partia. 
Nga ana tjetër, LRI përfaqësohet më mirë se të gjitha forumet e tjera rinore në nivelet më të larta të partisë, listat e kandidatëve të partisë, si dhe në pozicionet qeveritare kur partia ka qenë në koalicionet qeverisëse. Kjo ka ndodhur vazhdimisht që nga fillimi i saj, siç tregon qartë dëshmia më poshtë dhe të rinjtë e LRI kanë pasur mundësi të mëdha për të imponuar


agjendat e tyre specifike si në programet zgjedhore të LSI-së, ashtu edhe në agjendat qeverisëse.
Shembulli i LRI-së është një nga rastet e suksesshme të përfshirjes së të rinjve në politikën shqiptare që ka tërhequr vlerësime nga të rinjtë, veçanërisht ato që janë pjesë e këtij forumi rinor dhe janë të kënaqur me nivelet e tyre të përfaqësimit dhe mundësisë së qasjes siç dëshmohet në intervistat tona, fokus grupet dhe sondazhet me ta. Por ajo gjithashtu ka tërhequr kritika nga ekspertë dhe analistë politikë, si dhe politikanë të ndryshëm që kanë kërkuar më shumë kontroll mbi nivelet e arsimit dhe përvojës kur zgjedhin kandidatët e rinj për listën e deputetëve të tyre ose pozicione të tjera të pushtetit.
Kjo analizë e thelluar përfshin shtresat e ndryshme të përfaqësimit dhe aksesit të të rinjve në LSI duke parë nivelet e numrave ose përqindjeve të burimeve njerëzore që vijnë nga LRI, por gjithashtu edhe ndikimin e tyre në politika dhe imponimin e agjendave të tyre të veçanta në parti. Gjetjet e këtij studimi reflektohen edhe te dokumenti i politikave që pasqyron gjetjet dhe konkluzionet e analizave dhe del me rekomandime konkrete dhe të përshtatura për LSI, që do të përdoren në zgjedhjet parlamentare të ardhshme.

La evolución de la participación y el uso de medios de los jóvenes chilenos han podido ser medidos a través de la encuesta “Jóvenes, participación y consumo de medios”, un proyecto que a partir de 2009 ha estudiado anualmente estas materias entre la población entre 18 y 29 años. El proyecto ha contemplado una encuesta anual (entre 2009 y 2014) a una muestra probabilística de 1,000 personas que viven en los tres principales centros urbanos del país, que equivalen a 43.2% de la población total del país.

A continuación revisaremos los principales hallazgos de las investigaciones realizadas a partir de la encuesta “Jóvenes, participación y consumo de medios” entre 2009 y 2012. El análisis de estos resulta- dos lo dividiremos en cuatro áreas: a) medios de comunicación y participación electoral; b) medios de comunicación y participación no institucional; c) diferencias de Facebook y Twitter en su impacto sobre la participación política; d) otras variables de interés.
Finalmente, se analizará la consistencia de los hallazgos obtenidos en las distintas investigaciones desarrolladas a partir de la encuesta y se discutirán las principales áreas donde sería recomendable concentrar los futuros esfuerzos de investigación.

This paper introduces the Special Collection ‘Youth, the Kenyan state and a politics of contestation'. It focuses on youth and the heterogenous ways this social category responds to inordinate state action. Specifically, we foreground the various roles the Kenyan state has played in the construction and politicization of Kenyan youth across time and space. The introduction frames the papers in the Special Collection within a three-pronged argument: First, while we present youth as heterogeneous social category, we argue that their similar experiences of state surveillance and violence warrant analyzing them through a comparative lens. Secondly, we reject ahistorical renderings of youth politics often presented in youth bulge studies, arguing that such analyses have served to disregard and delegitimize the political grievances of Kenyan youth and flatten the diversity of their political activities. Finally we call for an approach to the study of youth politics, which seeks to expand ‘the parameters of the political’, taking oft-neglected informal spaces of youth political activity as important discursive and material sites of investigation. Taking these spaces seriously as objects of analysis, the papers provide a nuanced assessment of youth as political actors, which problematize reductive dichotomous narratives of youth politics that pit resistance against co-optation.

Youth politics in contemporary Latin America diverge from those of previous generations. Increasingly decoupled from parties, unions, and the state, young people glide seamlessly across previously assumed boundaries: culture and politics, individual and organization, subjectivity and collectivity, virtual and “real.” This article presents findings from a systematic review of research on youth politics and demonstrates the new direction through three main categories: repression, incorporation, and exclusion, relationships between state institutions and youth identities; generational, cultural, and digital lenses, the innovative trends for theorizing current patterns of youth politics; and unsettling politics, the fusion and diffusion of youth political dexterity. The article concludes by highlighting current strengths and proposing future steps to build on this new direction.

This paper shows the increasing trend of Spanish young people towards non-conventional mechanisms of political expression, in a crisis context which has reduced its reliance on traditional political actors. As an alternative to bipartisanship, political participation moves towards increased interest and attention to new players, such as emergent political parties. Using a covariance structural model, factors such as political activism, awareness and understanding of country problems, and trust in the political system, are explored in order to explain an electoral behavior that is undergoing deep changes.

Social networking sites (SNS) currently boast more than half a billion active users worldwide, the majority of which are young people. With notable exceptions, few studies have ventured into the growing political realm that exists on these sites. This study expands research on SNS by examining both what encourages people to express themselves politically in this realm, and what effects such expression may have on classic questions of political participation. We test the proposition that political use of SNS among teens offers a new pathway to their political participation using hierarchical linear regression and panel data analysis. Results demonstrate that political SNS use strongly impacted both levels of and growth in traditional political participation during the 2008 election.

Young people’s participation is an urgent policy and practice concern, across countries and contexts. This book showcases original research evidence and analysis to consider how, under what conditions and for what purposes young people participate in different parts of Europe.

Focusing on the interplay between the concepts of youth, inequality and participation, this book explores how structural changes, including economic austerity, neoliberal policies and new patterns of migration, affect the conditions of young people’s participation and its aims.

With contributions from a range of subject experts, including young people themselves, the book challenges current policies and practices on young people’s participation. It asks how young people can be better supported to take part in social change and decision-making and what can be learnt from young people’s own initiatives.

Despite a recent increase in research on its political implications, many questions regarding rap's influence on mass-level participation remain unanswered. Accordingly, we consider the possibility that "imagining a better world" (measured here as the degree to which young African Americans are critical of the music's negative messages) can correlate with a desire to "build a better world" (operationalized as an individual's level of political participation). Evidence from the Black Youth Project (BYP)-Youth Culture Survey (Cohen 2005) demonstrates that rap critique, while not a determinant of turnout, exerts a conditional impact on non-electoral activism. We do not observe this relationship among Blacks who consume the music infrequently, but rap critique enhances heavy consumers' civic engagement. By offering a counter narrative to the often-discussed detriments of Hip-Hop culture, our study demonstrates the politicizing power of rap.

Across the U.S., youth development approaches are being tested in out-of-school time programs as a strategy to combat the growing opportunity gap between privileged and underprivileged youth (Gardner, Roth, & Brooks-Gunn, 2009). Along with increased recognition of the value of youth development programming has come increased financial support (Padgette, 2003; Zeller-Berkman, 2010). This investment, in turn, brings increased pressure to continually prove to funders that youth development programs affect student outcomes (Zeller-Berkman, 2010). The increased emphasis on accountability has sometimes forced community-based organizations (CBOs) to maintain a myopic focus on outcomes that are easily measurable but not necessarily the most important (Fusco, Lawrence, Matloff-Nieves, & Ramos, 2013). Underfunded nonprofits can feel overwhelmed by the intense emphasis on producing “evidence-based” outcomes, especially if evaluation feels like an “add-on” rather than being aligned with and integrated into program goals.
This article raises up critical participatory action research and youth participatory evaluation as possible answers to this challenge. Expanding the definition of evaluation to include methodologies that value youth participation can strengthen CBOs’ capacity to create responsive out-of-school time (OST) programs that have meaningful impacts on young people’s lives. This article explores how five programs use critical participatory action research and youth participatory evaluation to engage youth and improve program delivery. These trailblazing organizations illuminate the possibilities and challenges of using approaches to research and evaluation that reflect youth development principles and practices.
