those joint ventures. Copies of those JV agreements should be enclosed with the
prequalification documents.
All necessary details about joint ventures must be submitted in Format 7.03 and

INTRODUCTION & SALIENT FEATURES
The State Government in the Cabinet meeting at Gorakhpur on 07.08.1976 considered
the proposal of extending the scope of Left Bank Ghaghara Canal Project to the Trans-
Rapti area and coverage of most of Ghaghara Rohini- Rapti doab. It was approved by
the State Government for Rs. 299.20 crores vide letter no. 284/82-83-4-23W/74 Dated
24.03.1982.
The Saryu Main Canal which off-takes from the left Bank to Saryu Barrage,
reaches the main water shed in Rapti-Ghaghra doab after traversing about 60 Kms. The
Rapti Link Canal takes off from left bank of Saryu Main Canal at Km. 34.6 and
negotiates Rapti river through a barrage cum-level crossing near Lachmanpurghat. The
Rapti Link Channel is 21.40 Km. long. The Rapti main Canal takes-off on the left bank
of Rapti Barrage and runs almost parallel to the Indo-Nepal international border. It is
essentially a contour channel and is the only means for providing irrigation in this trans-
Rapti area. The 125.6 Km. long Rapti Main Canal terminate on the right bank of
existing Banganga Barrage. CCA and discharge of Rapti Main Canal is 2.8 lac ha & 95
cumecs. respectively. The work is proposed to be completed by the year 2016.
The Saryu canal Project was last revised in November 2008. This project has been
found acceptable in 103

meeting of TAC of CWC and investment clearance has been
issued by planning commission vide their letter No. 2(287)/2012-WR, Dated
16.04.2010 for Rs 7270.32 (Price Level 2008-09).

COMPETITIVE BIDDING
1. GENERAL-
1.01. Letter of transmittal and forms for pre-qualification are attached.
1.02. ALL INFORMATION REQUESTED FOR IN THE ENCLOSED FORMS SHOULD BE
FURNISHED AGAINST THE RESPECTIVE COLUMNS IN THE FORM. IF
INFORMATION IS FURNISHED IN A SEPARATE DOCUMENT, REFRENCE TO
THE SAME SHOULD BE GIVEN AGAINST RESPECTIVE COLUMN. IF
INFORMATION IS NIL IT SHOULD ALSO BE MENTIONED AS NIL OR NO
SUCH CASE IF ANY PARTICULAR QUERY IS NOT APPLICABLE IN CASE OF
THE APPLICANT IT SHOULD BE STATED AS NOT APPLICABLE HOWEVER,
THE APPLICANTS ARE CAUTIONED THAT NOT GIVING COMPLETED
INFORMATION IN THE FORMS REQUIRED OR NOT GIVING IT IN CLEAR
TERMS OR MAKING ANY CHANGE IN THE PRESCRIBED FORMS MAY
RESULT, THE APPLICANT BEING SUMMARILY DISQUALIFIED

1.03 All the information must be submitted in English or in Hindi.
1.04. The application should be type written or printed but not handwritten. The applicant's
name & signature should appear on each page of the application.
1.05. Overwriting should be avoided. Correction, if any, shall be made by crossing out,
initialing, dating and rewriting, all page of the tender document Shall be numbered
and submitted as a package with signed letter of transmittal.
1.06. References, information and certificate from the respective clients certifying
suitability, technical know-how or capability of the applicant should be signed by
the client.
1.07. The applicant is advised to attach any additional information which he thinks is
necessary in regard to his capabilities. No further information will be entertained after
submission of tender document unless it is called for by the Employer.
1.08. Applications are invited for complete work as detailed in the brief note of this
document, the tender document in the prescribed form duly completed and
signed shall be superscribed "Pre-qualification document for the Construction of

Maharajganj of U.P. Documents submitted in connection with pre-qualification
Bid will be treated as confidential and will not be returned.
1.09. The cost incurred by applicants in preparing this application, in providing
clarifications or attending discussion, conference in connection with this
document will be borne by the applicant and the Employer will in no case be
responsible or liable for these costs, regardless of the conduct or outcome of the pre-
qualification process.
2. DEFINITION-
2.01 In this document the following words and expression have the meaning hereby
assigned to them.
2.02 EMPLOYER - means the Governor of Uttar Pradesh acting through, the
Superintending Engineer, Rapti Nahar Nirman Mandal-2, Basti, Uttar Pradesh.
2.03 APPLICANT- means the individual, proprietary firm, firm in partnership,
limited company, or a corporation eligible to tender.
3. METHOD OF APPLYING-
3.01 If the application is made by individual it should be signed by the individual
above his full typewritten or printed name and current address.
3.02 If the application is made by a proprietary firm, it shall be signed by the
proprietor above his full typewritten or printed name and the full name of his firms
with its current address.
3.03 If the application is made by a firm in partnership, it shall be signed by all the
partners of the firm above their full typewritten or printed names and their current
address, or alternatively by a partner holding power of attorney who shall accompany
with the application. A certified copy of the registered partnership deed and
current address of all the partners of the firm shall also accompany the application.
3.04 If the application is made by a limited company or a corporation it shall be
signed by a duly authorized person holding power of attorney for signing the
application in which case certified copy of the power of attorney shall
accompany the application. Such limited company or corporation may be required
to furnish satisfactory evidence of its existence registration of firm in company Act
before the pre-qualification application is filled.
4. FINAL DECISION MAKING AUTHORITY-
4.01 The employer reserves the right to accept or reject any or all application without

assigning any reason. For this action any claim from the firm/contractor will not be
entertained. (admissible)
5. PARTICULARS PROVISIONAL-
5.01 The particulars of the proposed work given in Chapter-I are provisional and must be
considered only advance information to assist applicant.

6. SITE VISIT-
6.01 The applicant is advised to visit and examine the site of works and its
surroundings & obtain for himself on his own responsibility all information that may be
necessary for preparing the pre-qualification application. The cost of visiting the site
shall be at applicant's own expense.
6.02 The applicant and any of his personal or agents will be granted permission by the
Employer to enter upon his premises and lands for the purpose of such
inspection, but only upon the express condition that the applicant, his personal and
agent from and against all liabilities in respect thereof and will be responsible
for personal injury (whether fatal or otherwise), loss of or damage to property and any
other loss, damage, costs and expenses however caused, which but for the exercise of
such permission would not have arisen.
7. ELIGIBILITY AND MINIMUM CRITERIA FOR PRE- QUALIFICATION

7.01 This invitation to Pre-qualification is open to all eligible applicants registered in Uttar
Pradesh Irrigation Department as Contractor of specified category.
7.02 To eligible for Pre-qualification, applicant shall provide evidence satisfactory to the
employer of their eligibility under sub clause 7.01 above, and of their capability

and adequacy of resources to carry out the contract effectively. To this end, all
application submitted shall include the following information.
(a) Letter of transmittal.
(b) Copies of original documents defining the Construction or legal status, structure of
organization, place of registration and principle place of business of the company
or corporation or firm or partnership in Form 'A'
(c) Reports on the financial standing of the applicant such as profit and loss statements,
balance sheets and auditor's report for the past three years including current year
estimated financial projection for the next two years, and an authority from the
applicant to seek references from the applicant's bankers Form 'B'
(d) Details of experience and past performance for the applicant in the construction of
spillway/ barrage/ concrete dam/ pump canal and similar civil engineering works
(Aqueduct/ Bridges/ Canal/ Canal lining works/Flood works river training works and
drains etc.) in part three years in Form 'C and details of current work in hand and other
contractual commitments in Form 'D'
(e) Major items of constructional plant proposed for use in carrying out the contract in the
format prescribed in Form 'E'.
(f) The qualification and experience of key personnel proposed for administration and
execution of the contract, both on and off site, in the format prescribed in Form 'F-l & F-2'
(g) Any other relevant additional information on Form 'G'
(h) Litigation History should be given on Form 'H' (Information regarding any current litigation
in which the applicant is involved. The Applicant should provide accurate information on
any litigation or arbitration resulting from contracts completed or under execution by him
over the last five years.
7.03 For the purpose of this particular contract, applicants should meet the following qualifying
criteria as a minimum.
(a) The applicant must be well established contractor with experience and capability in
construction of spill way/ barrage/ concrete dam/ pump canal and similar civil engineering
works (Aqueduct/Bridges/Canal/Canal lining works/Flood works river training works and
drains etc.)
(b) The applicant must give evidence of having adequate experience in mobilizing equipment
and personnel of large contracts and in the deployment of heavy equipment and in
using modern technology in construction of spill way/ barrage/ concrete dam/ pump canal
and similar civil engineering works (Aqueduct/Bridges/Canal/Canal lining works/Flood
works river training works and drains etc.)
(c) To qualify, applicant must have achieved as a minimum of the following performance.

supported by Income Tax Returns for the last 5
financial years to demonstrate the current
soundness of the Bidder's financial position and its
prospective long-term profitability.

Similar Work Bidder should have executed at least (1) one number
of similar Work from each of the following:
(a) Spillways / Dams / Barrages / Aqueducts / River
& Canal Bridges /Tunnels,
(b) Canals/ Canal Lining works / Flood works and
river training works and / Drains etc.
In case of joint venture the lead member has to be
qualified for all the requirements and IInd member
has to qualify for one of the above.

Similar Nature of Work
(Value)
The bidder should have satisfactorily completed
similar work (completed not less than 90% of
contract value of the said similar work) of value Rs
150 Crores and above as a contractor in the same
name and style during any one in the last 5 Financial
years updated by giving 10% simple weightage per
year to bring them to Current Financial Year price
level.
7 Design Experience The lead member should have in house capacity for
design office backup and field backup having
experience in structural and hydraulic design for
NOF, Spillway, Earth dam, Hydraulically operated
Gates and other hoisting arrangements and hoist
bridges, Construction of River Sluices, off take
sluices and river training works etc., or design of
similar works as per the requirement of project or
should have MOU with such firm of experience.

8 Earth Work Bidder should have executed ..50,00,000..cum of
Earth Work in any one year during last 5 financial
years. For J V member it should be 20,00,000 m3

9 Concrete Bidder should have executed...50,000 .cum of
Concrete in any one year during last 5 financial years
and as in joint venture IInd member should have
executed 50% of the above.

10. Dewatering Bidders should have experience of dewatering up to 5
Mt. head for construction of the similar nature of
work for alluvial soil.
11 Any Other Major items

12. Registration at Irrigation
Department
all applicants must be registered in Uttar Pradesh
irrigation Department as Contractor of specified
category. In case of J oint Venture, both J .V. and
Principal firm must be registered in the same category
(AA) in U.P. Irrigation Department.
13. ISO Certification The Bidder should have Valid ISO certification. and
J oint Venture member should also have Valid ISO
certification.

14. Bid Capacity The Bidder should have the Assessed available Bid
capacity as per formula (2AN-B) should be greater
than the Estimated Value of the work

A=Maximum Value of Civil Engineering works
executed in any one year during the last Five years
(updated to Current Financial Year price level) taking
into account the completed as well as works in
progress.

N=Number of years prescribed for completion of the
works for which tenders are invited.

B=Value of existing commitments and ongoing
works to be completed during the period of
completion of the project for which tenders are
invited.

Note:-
(i) I n case of work executed in the past as joint venture, the certificate
enclosed in support of qualification criteria should indicate their share
holding in those joint ventures. Copies of those J V agreements forming
part of those contract agreements should be enclosed with the pre-
qualification documents.

(ii) All applicants are requested to provide above mentioned information
which is required for prequalification should have been strictly based on true
fact. All information must have been issued from the organization, where the

applicants performed their civil engineering construction works.

(iii) Pre-qualification application supported by prescribed forms attached,
should be signed by firms/contractors and will be submitted in sealed envelope
by Registered post or directly in the mentioned offices till up to date
Firms/contractors must have superscribed the name of work on sealed
envelope with their signatures.
(8.0) PRICE BIDS
8.01 After evaluation of pre-qualification applications, a list of qualified tenders will be
prepared. Therefore, only those applicants who prequalify for work will be invited
to submit sealed price bids, Employer will notify the successful applicants in writing by
registered post that he has been pre-qualified for submitting price bids.
