This procedure provides a detailed method for the construction of the Ain TSILA Operations
Gathering System Right of Way to ensure safe movement along the pipeline route.

2.0 Scope
This procedure shall be used to construct road for the construction of pipeline in accordance with
the operator specification and drawing (A-PLE-DWG-200-30001/A-PLE-DWG-200-30002).

In pipelines construction there is two distinct ways (tracks) work track and services track.

Work track is that used for side boom and welding machine traffic, this track is the nearest to line-
axis trench, it is performed by means of a bull Dozer and ground level engine, it allows good engine
traffic during pipe stinging, welding and lowering activities.

Service track is performed to facilities the access to work site, this one is mainly used by trucks,
vehicles, personnel transport vehicles, gas oil supply tank Lorries, consumable supply. This track is
performed in the same time as the work track.

Service track is differentiated from the work track by the addition of a compact tuff layer to make
suitable for trucks and vehicles traffic.

5.0 Responsibilities:
Responsibilities of project personnel related to this procedure are described as below.

The project Manager


 Has overall responsibility for the management of the project activities.
 Shall ensure that the work is being planned and implemented in a way that will allow
The HSE and quality objectives to be maintained.
 Ensure that there are sufficient qualified personnel available to perform the activity.
 Ensure all disciplines are being supported to adequate levels.
 Ensure a positive attitude to HSE at all levels within the company.
Construction Manager
The construction Manager will be responsible for insuring that:
 The manager of Construction on site is responsible for ensuring the application of this
procedure, by the personnel under his authority.
 He is responsible for ensuring that the site and work equipment are in a safe condition.
Certificates of conformity, calibration and inspection facilities are available and valid.
 He must to plan, organize and ensure the human resources needed to carry out the work.
 He must ensure that the work is performed in the presence of the representative of PIUL/GIS,
on time, in accordance with requirements of the Quality and HSE Plan.
 To ensure the required work permits are obtained prior to work start of.
 To ensure construction is carried out in accordance with the Project Specifications approved
drawings, ITP’s and QCP’s.
Site QA/QC Manager

 Shall be overall responsible for activities described in Project Specification, QCP and ITP.

 Review / verification of ITR and calibration log.

 Ensure availability of Calibrated instruments at site.

 Perform quality audits as per established frequency.

Quality Control
Construction activities on site will be in accordance with Doc. B-QAC-PLN-210-39153
Quality Control Plan.

The Quality Control Engineer (QCE) shall be responsible for the following:

 Review all relevant documentations, test reports, calibration certificates issued by parties
involved such as surveyor, QC inspectors and submit the records to the COMPANY as
required.
 Organize and allocate inspection works to the Civil Quality Control Inspectors.
 Accompany COMPANY representative if required, carrying out inspections and release hold
points. Contractor
 Sign and obtain signatures from COMPANY on the various forms and verifying documents
as required.
 Guides all Site Inspectors on Right Of Way Construction activities and shall ensure all
activities are carried out in conformance with the scope of work and relevant ITP’s and
COMPANY standards.
 Coordination with construction representatives.
 Submit a Request for Inspection (RFI) to client for onsite:24hrs and For offsite:48hrs in
advance respectively
 Ensure as built information is recorded in ITR.
 NCR’s if any Non-conformance observed and to follow up with Construction representative
to provide timely and appropriate root cause, Correction, and corrective action.
 Review / monitor non-conformance reports and track disposition and close out.
 Ensure and record the completion and release of any underground construction of all
disciplines prior to start of the backfilling activities.
 Shall be overall responsible for activities described in Project Specification, QCP and ITR.
 Review / verification of surveyors log book and ITR and calibration log randomly.
 Perform quality random surveillances. Liaise with Welding Inspector to ensure that required
inspections and tests are carried out in a timely manner.

CIVIL QC INSPECTOR:

The Quality Control Inspector (QCI) shall be responsible for the following:

 Review / verification of ROW in terms of its undulation, peak points etc.


 To check on site, actual datum for the centerline, ROW width as well as the marking of the
pipeline route Verify and marking or fencing,to protect the existing services.
 Verify marking and / or fencing, protection of existing services.
 Shall be completely aware of daily construction and Inspection program.
 Ensuring that he attends all inspection points in a timely manner and records the results of
his inspections correctly on the appropriate forms.
 Completion and filling of all inspection records under his control and reporting to QCE Obtain
Contractor COMPANY approval signatures following inspections as required.
 Shall be responsible for witness of PBM and TBM.
 Ensure that survey instruments used are under calibration control, with least count and
permissible errors with the tolerance as per project specification.
 Submit a Request for Inspection (RFI) to client preferably 24hrs in advance for hold / witness
and validation to carry out inspection as per ITP.
 Ensure as built information is recorded in ITR.
 Shall ensure for usage of latest Approved for Construction drawing.

 Ensure availability of work permit before start of work.


 Use calibrated instruments only for recording survey data.
 Establish / verify permanent bench mark as per contract documents.
 Transfer and establish temporary bench marks on pipeline route.
 Shall verify the existing stakes and install missing ones.
 Install stakes on pipeline route, crossings, TP’s, PI’s, Marking of Chain age, change in wall
thickness, ROW Limits etc.
 Identify Sabkha / slushy areas, contaminated soil and different landscape.
 Survey data to be logged on daily basis and record other details if available.
 Shall verify on site, actual datum for the centerline as well as the marking of the pipeline
route.
 Report any variance from approved pipeline alignment sheets.
 Record as built information of ROW in ITR / alignment sheets.
 Shall ensure for usage of latest Approved for Construction drawing.
 Locate and identify all existing above and underground crossings.
 Mark ROW width, identify archaeological structures, advise elevation level for high, sharp
points and low points for backfilling.

ROW Supervisor:

Their tasks and responsibilities are as following:

 Responsible for making the right of way in accordance with plans and specifications Ain

 To inform immediately their Supervisor in case of interference problems with other activity, if
hazardous conditions would result from such circumstances.
 To ensure the use of necessary protective equipment as specified in the Plan, required by
the local legislation, or necessary in the Local Regulations.

HSE Representative:

 Shall ensure that suitable arrangements, including traffic signs, barriers, and warning lights
are in place with proper tools to perform all work activities in safe work manner.
 He shall be responsible for ensuring that all involved personnel are attended Project HSE
induction and following HSE regulations, safe work practices, safe working environment.
 Responsible of ensuring conformity of all used equipment and material during Clearing,
Grading, and Cleaning.
 He shall be responsible to conduct work site inspection to ensure that the activities are
performing as per project procedures, standards and regulations.
 He shall maintain all relevant valid documents related to the activity and involved equipment.
 He shall lead HSE communication with workforce to encourage reporting of incidents
Including near-miss incident, hazard identification, risk management and emergency
preparedness.
 He shall investigate and report all reportable accidents/incidents to sub-contractor authority
and contractor management with recommendation to improve control measures for
prevention of the recurrence.
 He shall be the authority to stop the site activities due to an existence of unsafe condition.

6.0 Hse Requirements:
 Petrofac permit to work (PTW) system shall be implemented to control the activities
in safe manner for the protection of all personnel assets and environment if required.
 All personnel involved in this operation shall receive Safety Induction training and job
specific. Training required for the particular operation in which they will participate.
 All personnel must understand the method statement and risk assessment.
 TBT with all personnel must be undertaken before starting work activities.
 Equipment operation and Transportation shall be carried out in safe manner controlled
by competent banks man/flagman as per Contractor Traffic management plan.
 Speed limit must be respected at site as per Project Guidelines.
 Full PPE shall be worn all time.
 Bulldozer and Grader r operators shall be certified by 3rd party.
 Working area shall be maintained good housekeeping and proper access.
 Authorized persons only shall be allowed in work area.
 The work areas shall be maintained so that all persons involved in Clearing, and
Grading shall be able to see and be seen by all other persons engaged in the same
process.
 Barricades and appropriate signs shall be in place.
 Stop works and evacuation of the site according to the emergency procedure of the
project in case of emergency.
 Risk assessment shall take in place according to the job.

6.1 Personnel Protective Equipment:

The subcontractor shall provide personal protective equipment as required for different
operations. All PPEs to be used by construction personnel shall be in good quality and
condition.

- Safety Glasses.
- Ear protection.
- Dust Mask.
- Drinking water containers.

6.2 Manpower and Equipment:

6.3 Tools Box Talk (TBT):
Prior to start the task, all activities are to be proceeded at the workplace by a toolbox talk
leaded by the supervisor to all participants (TBT list of attendees signed by all participants
shall be kept at site). He has to present in detail, Clearing, Grading the ROW operations,
potential risk, safe activity implementation and the preventive control measures, PPE
requirements, safe work procedures, HSE regulations and conditions to prevent incident.

 All rubbish shall be removed from site to skip at the end of every working day.
 Spill kits will be carried in all vehicles and plant.
 Spills and leaks are reported immediately and cleaned up promptly.
 Any complaints are reported immediately to the HSE.

7.0 SEQUENCES & METHODOLOGY

For Right Of Way Construction there are Two operations Clearing and Grading with
Cleaning

As bellow :

7.1 Clearing, Preparing The Row

 The ROW is cleared by bull dozer in order to clear it from any obstacles according to
pipeline markers, service track shall follow the pipeline markers first established by
survey crew according to client’s sketches, plans (A-PLE-DWG-200-30001) / (A-PLE-
DWG-200-30002) and the Project alignment sheet.

Before clearing and grading of the ROW there are Precautions and conditions to take
by Sarpi Team as a preliminary as bellow :

 All brush, undergrowth and timber on the construction Right-Of-Way shall be cleared
for a width per project route maps.
 All shrines and monuments including border stones shall be protected during R.O.W
operations.
 In case of the ROW comes within 25 meters of an existing pipeline, existing pipeline
shall be fully identified & barricaded to safeguard it while ROW clearing.
 Ensure Width of ROW Protection of all archaeological structures (e.g. shrines and
monuments), including border stones, survey reference points and Falaise.
 Temporary kilometer markers shall be installed and maintained to facilitate location
reference and progress reporting during construction.
7.2 R.O.W Grading
 After the passage of the bull dozer, a grader is used to level ground in order to allow
suitable traffic vehicles.
 Sarpi Team will grade, level R.O.W strips and make free from debris, vegetation and
all other detrimental materials areas.

 Water ditches and water crossings shall be bridged over or a diversion installed so as
not to interfere with the water flow.
 Sarpi team will locate the position of all existing underground services (i.e. cables and
pipelines) utilizing suitable detection equipment and by the best accuracy and location
by trial holes which shall be hand dug.
 A tuff layer is necessary especially in sandy zones, this layer shall be constructed
using suitable material approved by the COMPANY/ CONTRACTOR. To ensure that
the construction is level suitable for light vehicles, this layer shall be graded, wetted
and rolled to ensure a low level maintenance during the construction of pipeline.
 Any large rocks in the path of the temporary access road shall be moved to a suitable
distance to ensure that these do not cause a safety issue for personal or vehicle using
the row.
 Goal posts shall be erected on each side of any overhead electrical lines, which cross
the R.O.W or site access roads of a pipeline with sign indicating max height.
 Wherever required (or as specified in the project specification), ramps / cross overs
shall be constructed for equipment's, vehicle movement etc. The ramp or suitable
controls shall be built to ensure that load transferred on third party utility is well below
the permissible limits as per ASME B31.4 / B31.8 / Statutory requirement.
 All selected material required for the construction of the temporary access road shall
meet the approval of the COMPANY/ CONTRACTOR.
 All areas where selected material shall be obtained (borrow pits) then this shall require
the approval of the location, documented in conjunction with the COMPANY/
CONTRACTOR.
 During ROW preparation, good housekeeping practices will be followed.
7.3 R.O.W Cleaning & Restoration
 During & after commencing construction work all R.O.W to be cleaned from waste
material, welding consumable, paper, plastic bottles & scrap material
 The excess soil along the ROW strip to be levelled as per company approved level
plans.
 All creeks, water courses, wells, siphons, drains, streams, wadis, ditches and irrigation
channels to be reinstated to their former condition and their banks shall, if necessary,
be pitched with stone and/or faced with special protection to prevent washing out or
erosion.
 All roads and other private structures used for access or haulage shall be restored to
a condition existed prior to the commencement of the construction activity o 4 m wide

for Vehicle Access Strip along the pipeline to be lifted to ensure permanent access on
the pipeline Right-of-Way for COMPANY personnel and pipeline maintenance.
 Warning signs to be installed along ROW where applicable.
 ROW shall be fenced by sarpi Team where necessary to prevent the straying of
livestock etc.
 Maintain day & night warning signs to protect persons, automotive vehicle, etc. and
provide security personnel as required..
