1.0 PURPOSE:
This procedure covers pipeline trench excavation activities on the Ain Tsila Gathering System
Construction so as to achieve a total compliance with the international standards, client's
specifications and safety regulations. The safety of the general public, Land Owners, Other
R.O.W users and construction personnel shall be maintained at the highest level throughout the
excavation phase of the project.
2.0 SCOPE WORK:
This procedure covers pipeline trench excavation activities for flowlines and trunklines, including
pipeline, cables, and existing works crossings.

Construction Manager
The construction Manager will be responsible for insuring that:
The manager of Construction on site is responsible for ensuring the application of this
procedure, by the personnel under his authority.
He is responsible for ensuring that the site and work equipment are in a safe condition.
Certificates of conformity, calibration and inspection facilities are available and valid.
He must to plan, organize and ensure the human resources needed to carry out the work.
He must ensure that the work is performed in the presence of the representative of
PIUL/GIS, on time, in accordance with requirements of the Quality and HSE Plan.
To ensure the required work permits are obtained prior to work start of.
To ensure construction is carried out in accordance with the Project Specifications
approved drawings, ITP’s and QCP’s.
Site QA/QC Manager
Shall be overall responsible for activities described in Project Specification, QCP and ITP.
Review / verification of ITR and calibration log.
Quality Control
Construction activities on site will be in accordance with Doc. B-QAC-PLN-210-39169
Quality Control Plan.
Civil QC Engineer
The Quality Control Engineer (QCE) shall be responsible for the following:
Review all relevant documentations, test reports, calibration certificates issued by parties
involved such as surveyor, QC inspectors and submit the records to the COMPANY as
required.
Contractor
Organize and allocate inspection works to the Civil Quality Control Inspectors.
Accompany COMPANY representative if required, carrying out inspections and release
hold points.
Sign and obtain signatures from COMPANY on the various forms and verifying documents
as required.
Guides all Site Inspectors on Pipeline Trenching activities and shall ensure all activities
are carried out in conformance with the scope of work and relevant ITP’s and COMPANY

standards.
Coordination with construction representatives.
Submit a Request for Inspection (RFI) to client 24hrs in advance for hold / witness and
validation to carry out inspection as per ITP.
Ensure as built information is recorded in ITR.
NCR’s if any Non-conformance observed and to follow up with Construction
representative to provide timely and appropriate root cause, Correction, and corrective
action.
Review / monitor non-conformance reports and track disposition and close out.
Ensure and record the completion and release of any underground construction of all
disciplines prior to start of the backfilling activities.
Civil QC Inspector
The Quality Control Inspector (QCI) shall be responsible for the following:
Verification of trench profile, depth, width in accordance with specified requirements.
Ensure that survey instruments used are under calibration control, with least count and
permissible errors with the tolerance as per project specification.
Shall be completely aware of daily construction and Inspection program.
Ensuring that he attends all inspection points in a timely manner and records the results of
his inspections correctly on the appropriate forms.
Completion and filling of all inspection records under his control and reporting to QCE

Civils Supervisor Contractor
Execute the works in accordance with the approved

HSE Representative:
Ensure that suitable arrangements, including traffic signs, barriers, and warning lights are in
place with proper tools to perform the excavation and backfilling works in safe work manner.
Petrofac permit to work (PTW) system shall be implemented to control the activities in
safe manner for the protection of all personnel assets and environment if required.
All personnel involved in this operation shall receive Safety Induction training and job
specific training required for the particular operation in which they will participate.
All personnel must understand the method statement and risk assessment.
TBT with all personnel must be undertaken before starting work activities.
Inspect trenches daily before work begins. Don’t go near an unprotected trench.
Barricade & Signs: the work area is secured with warning tape and signalisation.
Safe access: supervisor should ensure there is a safe way for employers to enter and exit
the trench. Goal post shall be installed at all Over head Crossings.
Protective system: for example using concrete barriers to separate pedestrians and
powered mobile plant to reduce the risk of collision.
Keep heavy equipment away from trench edges.
Equipment operation and Transportation shall be carried out in safe manner controlled by
competent banks man/flagman as per Contractor Traffic management plan.
Protective systems like benching, sloping, must be created.
Working area shall be maintained good housekeeping and proper access.
Authorized persons only shall be allowed inside the barricaded areas.
Stop works and evacuation of the site according to the emergency procedure of the
project in case of emergency.
Ends of open trench shall be barricaded to prevent any accidents of falling in the trench.

Excavated materials shall be placed at a minimum of 1 m from the edge of the trench.
The subcontractor shall provide personal protective equipment as required for different
operations. All PPEs to be used by construction personnel shall be in good quality and
condition.

6.3 Tools Box Talk (TBT):
Prior to start the task, all Excavation activities are to be proceeded at the workplace by a toolbox
talk leaded by the supervisor to all participants (TBT list of attendees signed by all participants
shall be kept at site). He has to present in detail the task, potential risk, safe activity
implementation and the preventive control measures, PPE requirements, safe work procedures,
HSE regulations and conditions to prevent incident.
6.4 Health, Safety and Environment:
All the work shall be controlled by PTW with the presence of supervisor.
In the event of discovering archaeological sites or historical ruins the work shall cease
immediately and the client Informed. Work shall not re-commence without the direct
permission of the client.
No one is allowed to cross the trench without using a safe and secured bridges.

Workers working inside the trench must be equipped with a safety harness if the depth of
the trench is more than 2m, a confined space certificate is required and a watch man in
the top of the trench to ensure the safety of the Worker remove all the unnecessary tools
inside the trench all the tools must be far away from the trench at least for 1m50 to avoid
dropped objects in the trench.
The trench must be secured, barricaded and provide crossing bridges for access, ladders
to access inside the trench. Ladders and bridges must be properly secured.
A briefing shall be held every day at the beginning of any activity where the foreman shall
explain the activity to be carried out and the safety instruction to be followed. It shall be
recorded in a format called "Stage 1 Risk Assessment" duly signed by the entire shift.
All the personnel shall have the abilities and the skills requested to perform works.
Training and awareness shall be organized according to specific activities.
All personnel shall wear appropriate PPE. Minimum Personal Protective Equipment to be
worn is hardhats, safety glasses, safety shoes, gloves and reflective vest.

Tools and equipment should be inspected periodically for safety use.
A risk assessment including all job steps with the control measure to eliminate or reduce
the risks related to them is required before starting the work to ensure that the work
progress safely and in good condition with the Knowledge of all risk existing in the
workplace.
The risk assessment will be prepared and will address all health, safety and
environmental concerns.
It is the responsibility of the HSE manager to ensure the process is implemented in
accordance with the project HSE plan and that all persons involved in the tasks are aware
of their responsibility.
All care and measures shall be considered for the protection of the environment in
Compliance with company HSE manual and client specifications.
Historical and archaeological site discovered during the works should be reported to the
client HSE Department who will then notify the local authorities.
Appropriate safety measures shall be undertaken while performing works in and around
above ground installation and buried services.
It is important that all personnel involved in carrying out the activities within this procedure
are aware of the following health and safety hazards :
- Environment Hazard (viper, scorpion bit).
- Falling in to the trench.
- Equipment collision.
- Heavy Equipment roll over persons.
It is important that all personnel involved in the operation of this system, consider the
following environmental hazards.
Hydrocarbon/ Chemical leaks or spills of to grade do not drain any hydrocarbon or
chemical liquids to grade. If no drain is available, collect liquid into an approved container,
using appropriate grounding systems, and dispose of correctly.
7.0 SEQUENCES & METHODOLOGY: Special care should be taken when the trench is open near any
villages or towns. Barricades should be set to prevent hazards
7.1 Preparation: for the local population
Marking the route of the pipeline by Sarpi Surveyor according to client Drawings (see
survey work procedure B-CIV-PRO-210-39152-A).
Determine R.O.W width in accordance with client Drawings. (See Right of way Procedure
B-CON-PRO-210-39151-A).

Prior to proceeding to work a metal detector device shall be used to detect existing
services not initially identified on the drawings supplied by the client.
Identify all existing crossings, pipelines, underground cables and other buried facilities as
identified in the client drawings prior to undertaking any work adjacent to a crossing of a
foreign pipeline, cable or other services, Sarpi Team shall prepare a Permit Request
detailing the proposed work, this then shall be submitted to the client for approval, Once
marked, mechanical digging shall excavate to a minimum of 2m from the existing Foreign
Service (or more if required by third party), Remaining excavation shall be by hand. In the
event of locating an unidentified buried service the COMPANY shall be immediately
notified and work in that area shall be ceased. Work shall not recommence until
permission from owner is granted, the location and depth of all buried service pipelines
and structures crossed or nearby the new lines shall be surveyed and record on as-built
drawings.
Before starting the operation of excavating, Sarpi has some prevention rules and steps to
follow witch are:
No person enter a trench deeper than 1200 mm unless the walls of the excavation are
angled outwards or suitable strutting or shoring is in place to prevent the walls collapsing.
Ladders shall be used to access the trenches.
During trench excavation excavated material shall be placed in such a manner that the
trench sides do not collapse back in to the trench and safe access and egress for
personnel is maintained, Material shall be maintained on side of R.O.W, (The minimum
distance between Excavated Subsoil and edge of Trench Should be 1M in accordance
with client drawing), the opposite side will be reserved to personnel, material traffic.
During Excavation the topsoil should be separated from subsoil and shall not be allowed
to become contaminated with concrete, asphalt, welding stubs, organic matter, general
rubbish or any other foreign objects in order to make it suitable as backfill material.
Bell holes should be excavated where tie-in welds or other in situ work is required inside
the trench. Bell hole excavation will be benched / sloped to ensure the safety of personnel
working in the trench and ladders will be installed.
Safe trench crossings shall be provided.
7.2 Works performance:
Sarpi Surveyor will stack the centre line of the pipeline for excavation.
The depth of the flat-bottomed trench shall be as per approved technical documentation
and shall be excavated to provide the minimum cover shown on the construction drawings
with allowance for sand padding FOC installation if required.
The trench shall be graded deeper than the minimum required to eliminate unnecessary
vertical bends.

Sarpi team will make the sides of the trench Into a V-shape with sides not steeper than
the angle of repose of the material, in order to keep the soil from sliding down into the
trench, Where this is not feasible and where the earth on the sides of the trench is
unstable, all necessary shoring shall be provided and all necessary measures shall be
taken to maintain the sides of the excavated trench against caving.
Trench side slope angles and Trench width should be in accordance with the typical
drawing Pipeline Trench details (A-PLE-DWG-200-3005).
Heavy rocks shall be removed to appropriate places in agreement with the client in
identified area.
Trench bottom shall be free from rocks and debris.
Trench line shall match with survey line especially at direction deviations.
At tie-ins, carry out bell holes so as to allow safe welding operations.
Any foreign crossings and work carried out close to a foreign crossing will be controlled by
permit
Foreign services will be recorded on the as built drawings by permit.
Works at crossings shall be supervised and reported by both the contractor's and client's
representative. A report will be established at the end of the activity.
Barricades and signal postings shall be provided at road crossings for public safety. Road
crossing method statement to be provided prior to road crossing works are carried out.
Any damage to existing works shall be reported immediately to the client whom shall
notify the service owner
Road / Track Crossing shall be performed in accordance with A-PLE-DWG-200-30007-1.
Pipeline Crossing Existing Underground service (Pipeline & Cable) shall be performed in
accordance with A-PLE-DWG-200-30008-2.
Medium / Major Wadi Crossing shall be performed in accordance with A-PLE-DWG-200-
30016-1.
Sand Dune Crossing shall be performed in accordance with A-PLE-DWG-200-30018-0.
Provide sand padding and Bedding to avoid pipe coat damage in accordance with the
client project specification requirements.
In locations where the trench is cut across roads, tracks, paths, walkways, etc. Temporary
bridges or a diversion road of adequate strength shall be provided and properly
constructed to allow the passage of normal traffic with a minimum of inconvenience and
interruption.
The maximum length of open trench shall be limited to 12km from the end of last pipeline
section laid in the trench. The total length of trench left open, including all tie-ins and
crossings shall not exceed 15 km.
In exceptional circumstances, an alternative length may be proposed. In cases where
deviations from the above restrictions are considered necessary or unavoidable, such
deviations shall clearly be demonstrated on the marching charts and obtain approval prior
to proceeding.
