LOW VISIBILITY PROCEDURES

APPLICATION
Low Visibility Procedure will be applied while operations with TDZ RVR Rwy 17L is
lower than 550m. The flight crews are responsible to verify their minimums of operation.

VISUAL AIDS
The airport has taxiway lights to allow the aircraft movement to and from the runways.
Taxiway lights are on the inside of the ILS sensitive area and alternate green and yellow,
while the ones outside of the ILS sensitive area are green. Taxiways M, J and I do not
have taxiway centerline lights. The airport has 8 marked positions located on the west
side of the centerline of Taxiway A, 7 marked positions located on the west side of
the centerline of Taxiway K, 6 marked positions located on the west side of the centerline
of Taxiway Z, 7 marked positions located on the west side of the centerline of Taxiway
P and 1 marked position located on the east side of the centerline of Taxiway D, leaving
the military apron. These marks consist on a black number over a 10 ft (3m) diameter
pink circle, delimited by a black and white circle. The marks 8A and 6A have illumination,
consisting of 3 yellow lights, located perpendicular to the Taxiway centerline lights.

MONITORING SYSTEM ATS (SIVIGATS)

The airport counts with Surface Movement RADAR (SMR) which covers the runways
and taxiways. The SMR has the capability to deliver aircraft position and vehicles that
are on the taxiways and runways. At the same time it is configured to deliver alarms of
the sensitive and critical ILS areas of both runways. The SMR can be used to deliver
directional information from taxiways to the runways.

DEPARTING AIRCRAFT
Departing aircraft will receive directional information to the departing runway. The use
of FOLLOW ME vehicles will be requested by flight crews or when ATC deems
necessary. Takeoff or in the air notification will be omitted unless requested by ATC.

ARRIVING AIRCRAFT
Arriving aircraft will leave runway 17L using the first available taxiway and will receive
directional information until the parking stand. The use of FOLLOW ME vehicles will be
requested by flight crews or when ATC deems necessary. The notification of "clear
of runway" can be omitted unless requested by ATC.

SIMULTANEOUS PARALLEL APPROACHES

1. GENERAL
1.1. Simultaneous parallel approaches to Runways 17R and 17L may be made using ILS,
RNAV (RNP), RNAV (GNSS) procedures when indicated on the approach charts.

1.2. Approach control shall notify the pilot as soon as possible that simultaneous
approaches are in use. The runway and the approach procedure to be carried out
must be designated. The crew must notify in this contact, if they have an impediment
to make the assigned approach, in order to receive alternative instructions.

1.3. Minimum vertical separation of 1,000' (305m) or horizontal separation minimum of

3 NM shall be provided until aircraft have established themselves on the final
approach course or track of an ILS or RNAV approach (RNP) or on the RNAV
approach (GNSS) the latter under certain conditions, since the approach procedures
designated for simultaneous use are laterally separated.

1.4. The use of a Flight Director or autopilot is required to provide RNAV guidance
during simultaneous operations.

1.5. The final approach course or track may be intercepted using vector guidance or
a published arrival and approach procedure that intercepts the IAF or IF;

1.6. In order to apply the spacings between aircraft determined by ATC, the following
speeds are established in the approaches to both runways:
a) in TEGEB or ARUKI, between 160-180 KT.
b) in the FAP / FAF for both tracks, between 130-150KT.

1.7. When ATC foresees that the distance between the aircraft approaching on
different axis will be less than 2 NM, the pilot in command will be provided with
traffic information about the other aircraft, which will include: type of aircraft,
position, distance, runway to which it is approaching, and relevant information.

1.8. The flight crew must respond to any TCAS alerts in accordance with the
procedures in the aircraft flight manual.

2. INDEPENDENT SIMULTANEOUS PARALLEL APPROACHES IN VMC

2.1. Simultaneous approaches may be made by applying visual separation when visibility
is equal to or greater than 5 km and a ceiling of clouds equal to or greater than
5000' (1524m).
2.2. When a pilot receives traffic information, regarding another aircraft approaching
the adjacent runway, he must notify as soon as possible when he has the traffic in
sight, to apply visual separation by the pilot in command. If this does not occur, the
aircraft must be instructed to stop the descent and follow alternative instructions,
such as executing the missed approach procedure or vector guidance.
2.3. Visual separation will be applied according to DAP 11 00, chapter 6, paragraph 6.2.

3. SIMULTANEOUS PARALLEL APPROXIMATIONS DEPENDENT ON IMC

It will be reported when IMC-dependent simultaneous approaches are incorporated with
lateral separation not less than 1.5 NM between aircraft approaching the axis of
different runways.

SIMULTANEOUS PARALLEL APPROACHES (CONTD)

4. OPERATIONAL PROCEDURES
a) Flight crews must comply at all times with the following procedures:
Verify that the runway and the approach procedure assigned by ATC have been
correctly selected.
Once established in final, you must maintain the extension of the center line of
the designated runway.
When executing independent parallel approaches in VMC, permanently maintain
visual separation with the traffic approaching the adjacent runway when
instructed to do so by ATC.
Be alert to any instructions related to adjacent traffic provided by ATC.

b) In the event of communications failure, the flight crew:

Attempt to call on any of the Santiago Approach frequencies
(119.7 / 135.4 / 121.1 MHz) and on the tower frequency (118.1 MHz)
Activate transponder on 7600 immediately.
Must not exceed the extension of the center line of the designated runway,
towards the adjacent track.
In VMC, you must maintain visual separation from the ground/terrain and from
approaching and/or departing traffic.
Be vigilant to attend to the instructions that may be given through
visual signals (See DAN 91, Rules of the Air, Annex "A" 4, Signs for
aerodrome traffic)
If necessary, the missed approach procedure according to the assigned
runway must be executed.

c) If it is necessary to carry out an evasion procedure during the approach, the

flight crew:
Pilot/crew must immediately notify ATC (TWR or APP).
Pilot/crew must not exceed at any time the extension of the center line of the
designated runway towards the adjacent runway.
In VMC, you must maintain visual separation with the terrain and with other
traffic approaching the parallel runway. If this is not possible, you must
immediately notify ATC for alternative instructions.
If necessary, you must execute the missed approach procedure defined for the
procedure in progress.
