Member of Think Tank for reform of Ministry of Interior after democratic changes in Serbia in 2000. Deputy editor of Ministry of Interior journal Bezbednost (Security). Assistant professor (2005), associate professor (2009) and full professor (2013) and vice dean (2015) of Crisis management at Faculty of Security Studies. Participated in number of conferences in Serbia and abroad. The paper aims to explore the quality aspect of Disaster Preparedness and Prevention Initiative as a regional organization in South Eastern Europe (DPPI SEE) striving to enhance the overall crisis management capacity in this crisis prone region. The research is based on secondary sources analysis and in depth interviews with stakeholders. The Disaster Preparedness and Prevention Initiative for South Eastern Europe is the only regionally owned initiative in South Eastern Europe which includes 11 partner states (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Montenegro, Moldova, Romania, Slovenia, Serbia and Turkey) and two states with observers status (Hungary and Greece). Nakon sto je operativni dio suocavanja s krizom zavrsen, nastaje svojevrsna bitka za znacenja, odnosno tumacenja proteklog događaja, te mjesta i uloge lidera i njihovih organizacija u protekloj krizi u kojoj su potrebna sasvim drugacija znanja i vjestine od onih koje je podrazumijevao operativni dio krize. The information-technological revolution has brought new forms of connections and communication among people. The development of new technologies has led, among other things, to the development of applications, commonly known as social media, which allow people to interact and exchange information in a way impossible twenty or thirty years ago. Bearing in mind the key characteristic of social media - the possibility of two-way communication among a large number of people, the significant role of social media in emergencies is more than evident. In academic literature on social media and emergencies, there is a large number of case studies that examine this relation over the past few years. As the analysis of the existing literature has shown, Twitter is the most dominant social network analysed individually within the context of crisis communication in emergencies. U radu se razmatraju motivi teroristickih napada na turiste i turisticke destinacije, razlozi zbog kojih je turizam atraktivan teroristima, prezentirane su posljedice teroristickih akata na turizam i utjecaj na donosenje odluka te su ukazane najznacajnije mjere kriznog menadžmenta koje se koriste pri ublažavanju posljedica napada na turiste, turisticke destinacije, nacionalnu ekonomiju i imidž zemlje. Turizam kao jedna od najznacajnijih grana gospodarstva postao je zanimljiv teroristima jos za vrijeme Hladnog rata. Posljedice teroristickih napada osim utjecaja na turizam veliki utjecaj imaju i na ekonomski i politicki položaj pogođenih zemalja. The objective of this research was to examine the capacity development of local self-governments in the field of disaster risk management (DRM). This quantitative research examines the degree of implementation of strategic, legislative, and institutional frameworks, as well as the capacity of local authorities to apply related policies through five analytical scopes: (1) degree of preparedness and legal framework; (2) financial framework; (3) policy aspects; (4) cooperation and partnership; (5) communication. The ability of municipalities and towns to respond to disasters was also analyzed and compared. In this paper, our initial hypothesis was that the effective implementation of the concept of DRM policy in towns of Serbia requires the continual strategic, tactical, and operational transformation of the public administration and public management system in order to strengthen the capacity of local self-governments for disaster prevention, preparation, response, and recovery. Conflicts have been a constant phenomenon in history both between groups in the archaic communities as well as between global societies and in the international community in general. Although due to the escalation of regional and internal conflicts in the 1990s the prevention and settlement of social conflicts has become a significant topic for the political and theoretical discussions in most cases the applied modalities and the conflict settlement strategies have proved to be inefficient, while the national and super-national arrangements have been helpless. The authors point to the latest strategic options in the conflict prevention. They analyse the issues related to the civilising and institutionalisation of conflicts as well as the effects of the international mediation and the use of force in their termination.

The concept of community policing is based on constant consultations between the police and the local self-government and a complex system of preventative responses. A qualitative approach has been applied in a rural community based on the analysis of administrative documents from 2003 to 2011, direct observation and a survey examining the attitudes of 65 police officers who participated directly in the project implementation. The major findings include the existence of a centralized police model and traditional policing, the resistance of low and middle managers to change and the absence of continuous consultations between the police and local self-government.
