Ukraine is currently experiencing its worst crisis since obtaining independence in 1991. Violent ... more Ukraine is currently experiencing its worst crisis since obtaining independence in 1991. Violent escalation in Kyiv costing dozens of lives, separatist endeavours in Crimea and instability in the eastern provinces result not only from Russia’s irresponsible great-power politics, but also from an elite prioritising its own self-interest. Viktor Yanukovych’s corrupt and increasingly authoritarian regime was merely the most extreme expression yet of a political culture dedicated to serving special interests with no heed to good governance. With popular hopes of meaningful political change already dashed once after the Orange Revolution, how Ukrainian politicians handle their power now and in the future will be absolutely crucial.

Der ukrainische Präsident Petro Poroschenko hat 2015 einen Prozess der »Deoligarchisierung« angek... more Der ukrainische Präsident Petro Poroschenko hat 2015 einen Prozess der »Deoligarchisierung« angekündigt. Daraus ist bislang wenig geworden. Zwar konnten im Bereich der öffentlichen Beschaffung Profitquellen der Oligarchen teilweise trockengelegt werden. Auch wurden in Bezug auf die Parteienfinanzierung und das Medienrecht einige Schritte unternommen, um den Einfluss der Oligarchen zurückzudrängen. Diese Reformen sind bislang jedoch nicht wirkungsvoll implementiert worden. Zudem haben Maßnahmen in Sektoren, die für die Oligarchen von elementarer Bedeutung sind (vor allem Energie), einen äußerst widersprüchlichen Charakter. So bleibt das oligarchische System bestehen und wird von der herrschenden Elite sogar mitgetragen und erweitert. Solange externe Akteure ihren Einfluss nicht verstärken, wird die Ukraine trotz vieler Reformbemühungen aus dem Sumpf der Korruption kaum herauskommen.

Dabei sind konsolidierende, aber auch polarisierende Tendenzen zu erkennen. Die »Revolution der Würde« ebenso wie die Verletzung der territorialen Integrität des Landes durch Russland haben deutlich dazu beigetragen, die ukrainische Identität zu stärken. Dies hat den gesellschaftlichen Zusammenhalt befördert. Gleichzeitig wurden bestehende Konflikte innerhalb der Gesellschaft durch diese Entwicklungen und die sie begleitenden Gewalterfahrungen noch verschärft. Es bedarf einer nachhaltigen Stabilisierung der Ukraine, um zu verhindern, dass sich die gesellschaftlichen Bruchlinien weiter vertiefen. Für ukrainische wie externe Akteure wird es zu diesem Zweck erforderlich sein, sich mit Wegen ziviler Konfliktbearbeitung und gesellschaftlicher Versöhnungsprozesse auseinanderzusetzen.

Not much has happened so far. Some of the oligarchs’ profit sources have run dry in the field of public procurement. Certain efforts have been made to curb the influence of oligarchs with respect to media legislation and financing political parties. However, these reforms have not yet been implemented effectively. In addition, measures in sectors that are fundamentally important to the oligarchs (the energy sector, in particular) have been extremely contradictory. As a result, the oligarchic system persists and is being supported and consolidated by the ruling elite. Unless external actors increase their influence, Ukraine is unlikely to free itself from the mire of corruption, despite its many reform endeavours.
