    The federal Mental Health Parity Act of 1996 required insurers to offer the same benefits for mental disorders and substance abuse as they provide for physical disorders and includes parity for any annual or lifetime limitations and restrictions placed upon such coverage. To date, twenty-one states across the nation have enacted parity laws for mental health and/or substance abuse benefits. This paper summarizes the essential issues facing the state of Florida in the development of state mental health parity legislation, including an examination of the experiences of other states, a look at potential benefits, and a discussion of the impact of managed care and insurance benefit design on the costs of parity for mental health benefits in Florida.

    This chapter examines the actual patterns and causes of change in families economic status using Panel Study data for the 8 year period from 1971 through 1978. Results confirm that families actually undergo substantial economic changes over relatively short periods. The single most important factor accounting for changes in family well-being was a fundamental change in family structure--divorce death marriage birth or a child leaving home. Changes in economic status are common occurring as frequently to families in the bottom and top income quintiles as to those in the middle. Family income position is determined by the number and success of earners in the family plus any transfer or asset income received. The fact that income and needs kept up with inflation better than income alone suggests that on average family composition changes were more commonly of the sort that tended either to reduce needs more than income or to increase income more than needs.
