Government and military ICs, like their commercial counterparts, are subject to ever-tightening cost, performance, and time-to-market demands. They must also comply with strict lifetime, reliability, and radiation hardness standards. In dealing with these challenges for internal applications, engineers at Sandia National Laboratories developed a radiation-hardened structured ASIC platform. In this article, they describe the design and development of the platform and the associated challenges for FA and test.

We present the results of recent failure analysis of an advanced, 0.5 {mu}m, fully planarized, triple metallization CMOS technology. A variety of failure analysis (FA) tools and techniques were used to localize and identify defects generated by wafer processing. These include light (photon) emission microscopy (LE), fluorescent microthermal imaging (FMI), focused ion beam cross sectioning, SEM/voltage contrast imaging, resistive contrast imaging (RCI), and e-beam testing using an IDS-5000 with an HP 82000. The defects identified included inter- and intra-metal shorts, gate oxide shorts due to plasma processing damage, and high contact resistance due to the contact etch and deposition process. Root causes of these defects were determined and corrective action was taken to improve yield and reliability.

La Asociacion Atlacatl Vivo Positivo es una organizacion acreditada internacionalmente no lucrativa, ubicada en la 81 avenida norte y 23 calle poniente N° 749, en la Colonia Escalon, San Salvador Departamento San salvador, fue conformada en 1998. Es la primera ONG de personas con VIH en El salvador, para la promocion de la defensa de los Derechos Humanos de las personas con VIH y VIH avanzado. Igualmente realiza acciones para que el estado asuma sus obligaciones y compromisos en la erradicacion del estigma discriminacion. Y ademas brinda apoyo de la forma de visita domiciliar, asesoria, acompanamiento legal y posee un centro de capacitacion clinicas integrales en salud especializada en VIH y poblacion clave. No obstante, la organizacion presenta debilidad en cuanto al funcionamiento del personal que labora, esto es debido a su rendimiento en los puestos que desempena cada persona en actividades que les corresponde, esta debilidad interna tiene su origen en metodo que utilizan para realizar al evaluacion del desempeno que no es el adecuado en la organizacion. Todos estos aspectos dieron origen a la investigacion que tiene como proposito mejorar el rendimiento profesional de los empleados con la generacion de estrategias competitivas, que permitan solucion los problemas que ocasionan el mal rendimiento de los trabajadores en la evaluacion de desempeno. Durante el desarrollo de la investigacion fue necesario apoyarse en metodos analiticos y simplificados, en las etapas de la interpretacion de los resultados, en cual se utilizaron guias de entrevista y cuestionarios a todos los empleados que laboran ONG, para la recopilacion de la informacion. El universo de estudio que se tomar en cuenta para llevar a cabo la investigacion en la Asociacion Atlacatl Vivo Positivo, esta compuesta por todos los empleados que laboran en la ONG. La informacion recopilada nos muestra que los empleados estan disconformes con el metodo que utiliza para realizar la evaluacion de desempeno, ya que muestra una baja confiabilidad en los resultados y que cada quien busca sus propios interes, algunos no conocen los parametro y criterios que se utilizan en la evaluacion, y principalmente ellos no conocen hasta despues de muchos dias los resultados de la misma. Muestra ademas que la administracion no cuenta con una estrategia definida para realizar la evaluacion, que todos los empleados son evaluados en forma general y comun y que no se toman en cuenta la actividades propias de cada puesto al momento de realizar la evaluacion. Como plan estrategico propuesto, para la Asociacion Atlacatl Vivo Positivo, se propone el diseno de una evaluacion de desempeno por competencias, la cual se llevara a cabo por medio de un sistema informatico que tiene como finalidad brindar mayor confiabilidad, transparencia, y rapidez en la realizacion de evaluacion, ademas de ayudar a que muestre un resultado conforme a la capacidad y el rendimiento profesional de los trabajadores de la organizacion.

Law enforcement officers perform physically demanding tasks that generally remain constant as they age. However, there is limited population-specific research on age, gender and normative fitness values for law enforcement officers as opposed to those of the general population. The purpose of this study was to profile the current level of fitness for highway patrol officers based on age and gender and provide percentile ranking charts unique to this population. Retrospective data for six-hundred and thirty-one state troopers (♂ = 597; mean age = 39.52 ± 8.09 yrs; mean height = 180.72 ± 7.06 cm; mean weight = 93.66 ± 15.72 kg: ♀ = 34; mean age = 36.20 ± 8.45 years; mean height = 169.62 ± 6.65 cm; mean weight = 74.02 ± 14.91 kg) collected in 2014-2015 were provided for analysis. El presente trabajo tiene como finalidad comprobar si existen cambios en los parametros hematologicos entre atletas de alto rendimiento, atletas de mediano rendimiento y sedentarios. Tomando como parametros hematologicos la concentracion de hemoglobina, el hematocrito, la cuenta roja, el volumen corpuscular medio, la concentracion media de hemoglobina, el volumen corpuscular medio, la concentracion media de hemoglobina, la concentracion de hemoglobina corpuscular media, el coeficiente de variacion eritrocitaria, la cuenta blanca, la formula leucocitaria y las plaquetas. Se utilizaron tecnicas de laboratorio automatizadas y manuales, tales como el empleo del autoanalizador hematologico Mindray BC-2600 y el hemograma de Schilling. Abstract : Military transformation is a national goal. While top level and ambiguous descriptions have been replaced with focused vision statements, clearly specified technical parameters and metrics of the new battlefield have not been developed by the Defense community. As the Department of Defense entity devoted to survivability/lethality/vulnerability (SLVA), the Survivability/Lethality Analysis Directorate of the U.S. Army Research Laboratory has pursued this issue for the past several years. In this technical note, we outline the conditions needed to develop adequate SLVA analysis parameters and metrics and then derive new SLVA practices for the Future Force.

Many forensics coaches also serve as professors or instructors in their home departments. As a result, they often carry competitive debate practices with them into the classes that they teach. Although this overlap is widely beneficial, it is not without risks. Not all competitive procedures are well suited for classroom environments. Instructors may sometimes incorporate competitive techniques by habit without carefully considering the pedagogical consequences. In this article, we review instructional materials and syllabi from collegiate argumentation and debate classes and identify several methods that are commonly carried over from competitive settings. We then assess the pedagogical and educational implications of implementing these practices in undergraduate classes. We find that several tools and procedures that are appropriate for competition are problematic or even detrimental when adopted in introductory courses. In particular, instructors should think carefully before choosing to emulate competitive formats, incorporate competitive theories, or train students to use competitive techniques.
