ABSTRACT The article describes and analyzes debates on prostitution policies in Norway from 1970 until the introduction of a ban against the purchase of sexual services in 2009. Throughout these decades, it has varied whether prostitution as such, that is in principle, has been considered a problem and if so, whether it has been seen as predominantly a legal or a social problem. In some periods, only particular forms of prostitution have been considered problematic, while prostitution as such has not been considered in need of legal intervention. In other periods, prostitution per se has been considered the problem, and in these periods attempts to differentiate between different forms of prostitution have been resisted. The coming together of the pragmatic and principled concerns of various political actors was an important reason for the actual passing of the legal reform criminalizing the purchase of sexual services. The effective coming together of principled and practical concerns must be simultaneously understood in the context of other developments, both locally, nationally, and internationally.

Begrepet seksuell vold gir assosiasjoner til voldtekt, men omfatter ogsa andre typer krenkelser, som voldtektsforsok, uonsket befoling og a bli presset til a utfore seksuelle handlinger pa andre. Seksuell vold omtales ofte som en saerlig psykisk nedbrytende krenkelse (Meld.St. nr. 15, (2012–2013), NOU 2008: 4). Den rammer var mest private og sarbare side og representerer anslag mot kjonnsaeren, A¢â‚¬Âet gammelmodig, men godt begrep for sentrale sider ved en persons identitet, selvrespekt og omdommeA¢â‚¬Â (Dahl, 1994: 204). Den seksuelle volden har betydelige personlige og samfunnsmessige omkostninger. A¢â‚¬â€šA¢â‚¬â€šA¢â‚¬â€šHensikten med dette temanummeret er a bringe fram sosiologiske analyser av seksuell vold som fenomen og samfunnsproblem. Tre artikler har fatt plass. Rapporten presenterar resultaten fran projektet ”Prostitution i Norden” och innehaller samtliga artiklar (13) skrivna av de 11 nordiska forskarna i projektet. I rapporten beskrivs hur den rattsliga hanteringen av prostitution och manniskohandel i Norden har paverkats av att antalet utlandska kvinnor har okat pa de nationella prostitutionsmarknaderna under de senaste tio aren. Tydligt ar att samtliga nordiska lander idag star infor en ny situation. I relation till denna nya situation diskuteras hur argumenten for att kriminalisera sexkopare skiljer sig at i de olika landerna. I rapporten berors ocksa bl.a. fragor som hur sexkopare chattar med varandra pa natet och hur polis och socialarbetare diskuterar och tillampar den svenska sexkopslagen. Aven resultat fran en kartlaggning av attityder till den svenska sexkopslagen presenteras.

This article deals with how return programmes for rejected asylum seekers and irregular migrants construct and create vulnerabilities. Few studies have explored the role of assistance provided through such programmes for the sex worker returnees and victims of trafficking who return through them. Even fewer holistically examine a return programme through data elicited in both destination and origin locations, before and after return. That is what we aim to do in this article. We first look at the legal-bureaucratic construction of vulnerability in a host state, Norway, and the systemic logic of its efforts to return victims of trafficking. We then look at how returnees narrate their experiences of and perspectives on vulnerability upon return to their country of origin, Nigeria. This study, together with the broader research within this field, indicates that flaws in programme implementation can in fact exacerbate vulnerabilities rather than help returnees overcome them.

The Swedish Sex Purchase Act has sparked considerable interest and debate internationally since it was introduced in 1999. This chapter describes and contextualizes the political process preceding the introduction of the Swedish Sex Purchase Act. We then describe its implementation and existing knowledge and assessments of its consequences. One key point is that analyses of legislation in the field of prostitution must consider the relationship between the expressed intentions of the law, the formulation of the law, and how the law is implemented. Legal measures are taken based on specific agendas, but their symbolic value and implications are transformed by the way in which the criminal law interacts with other policy domains. With the Swedish Sex Purchase Act, there has been an interaction between the feminist abolitionist agenda, which was the original basis for the policy, and other agendas. Laws are not made once and for all but are continually revised and readily appropriated by new aims, agendas, and actors.

It is often taken for granted that women who sell sex are vulnerable, that welfare services can and should alleviate this vulnerability, and as such, being defined as ‘vulnerable’ can be beneficial and associated with special rights that would otherwise be inaccessible. At the same time, ongoing debates have demonstrated that establishing individuals and groups as vulnerable tends to mask structural factors in inequality and has negative consequences, among them an idea that the path to ‘non-vulnerability’ lies in changing the ‘afflicted’ individuals or groups, not in structures or in addressing unequal access to resources. In this article, we take this as a starting point and discuss challenges for the welfare state in meeting the varied and often complex needs of sex sellers. This is a Scandinavian Language report from the research project "Prostitution in the Nordic Region" undertaken in 2007-2008 With funding from the Nordic Council of Ministers and NIKK. The Nordic country cases are presented in different sections of the report. Charlotta Holmström and I were project managers and edited the report, but the case studies were in edition done by a series of Noric scholars that were mainly already established prostitution scholars.

Rape and other forms of sexual violence are currently high on public agendas throughout the Nordic region, especially in Denmark, Norway and Sweden, and legislative changes are debated or already on the way. We are further witnessing a new openness among victims to share their experiences through social and news media, and a general strengthening of service provision and prevention strategies. All in all ideas about rape and sexual violence and appropriate responses to these issues seem to be changing in interesting ways in this region. While changes are happening also elsewhere in Europe, there are reasons to consider ongoing changes within the Nordic region as related and linked to broader regional developments in terms of penal cultures, welfare state retraction and expansion, gender equality policies and public-private partnerships. At the same time, there are differences between the Nordic countries when it comes to rape and other forms of sexual violence linked to both different genealogies of legislations and politics on sexual violence and norms pertaining to sexuality, gender and state-citizen relations. On this background, the book will shed light on the phenomenon and construction of rape and sexual violence within the Nordic region, as well as on how they are dealt with through social policies and in legal systems. The aim is to fertilize both the international scholarship on sexual violence and the scholarship on the Nordic region. To be able to achieve this, the editors seek contributions from various disciplines, such as criminology, sociology, psychology, law, social anthropology, gender studies, cultural studies and political science that address rape and other forms of sexual violence. The book invites chapters that explore topics such as the extent and character of rape in the region, victim as well as offender perspectives; methodological questions; issues of definitions and delineations and developments in law, policies and interventions in the Nordic countries. Target audience The book chapters will present original research on rape and sexual violence in the Nordic countries. The target audience is the research community, students on intermediate and advanced level courses, and policy makers and stakeholders. Timeline and deadlines The book will be published in early 2019 by a well renowned international publishing house. The editors have already contacted prospective publishers and will submit a book proposal once the abstract selection process is finalized.
