This chapter examines descriptive and substantive representation in the Iberian Legislatures from two perspectives: historic and territorial. We ground our comparative analysis in two historical periods-before and after the Great Recession. Focusing on two of Pitkin's four dimensions of representation we explore whether the level of ideological congruence or social resemblance between parliamentarians and citizens has increased. Using mass and elite surveys, census data, and parliamentarians' biographies, we find that the level of congruence and resemblance has increased. This may be the result of the Great Recession or the intensification of a historical trend that other studies have previously identified.

This chapter provides an account of the positions of the Spanish authorities towards the major debates related to the recent European crisis and, furthermore, how these positions were developed through interactions with the leading actors. The chapter focuses on the Greek bailout, the creation of the European Stability Mechanism (ESM), and the incorporation of the Golden Rule into the Constitution. Attention is paid to the how, the why and the 'major influences', against the backdrop of the Great Recession. Liberal Intergovernmentalism is combined with New (and Historic) Institutionalism and Garbage Can Theory to interpret and explain decisions taken. Support for the narrative developed here comes from the triangulation of primary sources (interviews to key insiders present in the decision making process) and secondary sources (newspaper clippings, official reports, memoirs of the main actors, academic literature, and political debates in Congress). This chapter summarizes the findings of the book Cordero, Guillermo and Xavier Coller, (eds)(2018), Democratizing Candidates Selection. New Methods, Old Receipts?, London: Palgrave.ISBN: 978-3-319-76550-1.

This is a book about the effects of candidate selection when considering Intra-Party Democracy (IPD) practices. The book initiates with a discussion of primaries and its extension to semi-presidential democracies, and it soon deals with four usually uncovered and relevant topics on the effects of implementing inclusive methods on candidate selection—the use of internet and its potential to foster oligarchic tensions in parties; the study of MPs discourses about how they were selected and how it should be changed; the effects of different methods of candidate selection on the social profile of MPs; and the impact of candidate selection on discipline in parliamentary behavior. Taken together, all these chapters touch upon several corners of Michels’ Iron Law of Oligarchy qualifying or reinforcing it.

The normal functioning of democracies depends in large part on party representatives voting in accordance with the joint party position. A Member of Parliament (MP) needs to be able to balance the interest of her constituents not only to her own views, but also-or even mainly-to the views of her party. It seems reasonable that representatives interpret their mandate to act differently depending on who supported them as candidates to begin with. Or put differently, the party whip should be more useful (or maybe not even necessary) on candidates who feel grateful towards party leadership, while candidates who are selected in broader membership votes should be less loyal towards the party leadership. Can party loyalty be enhanced through candidate selection procedures? In this paper we theorize and empirically show that exclusiveness of the selectorate affects candidates' assessments of the importance of party loyalty. We go beyond existing work in that we focus on candidates' outspoken views of the importance of party loyalty. So far, the research on how candidate selection impacts candidates' party loyalty has measured voting blocs as proxies of party discipline

From an empirical stance, this chapter analyzes a usually neglected voice in the literature: the perceptions of MP on the selection process. The chapter unveils the criteria mobilized to select candidates in Spain and how these could be improved, paying special attention to the central IPD mechanism: the use of primaries. While there are some exceptions usually associated to conservative parties, the common position is that primaries are right to select candidates but some corrective mechanisms are needed in order to guarantee some equilibriums related to gender, territory, expertise, and internal party support.

This chapter provides an overview of the goals covered by the book lead by three basic questions: Are new parties emerging during the crisis implementing open and inclusive ways of selecting legislative candidates? These " new " selection mechanisms have been incorporated by mainstream parties in a " contagion " effect? Are these new selection practices producing changes in the social structure of parliaments? The Great Recession is understood as the background from which the research questions originate. The chapter uses New Institutionalism in organizational theory to frame changes introduced in parties qua organizations to select their legislative candidates. Offering a plan of the book the chapter ends with a summary of each chapter putting results in a comparative perspective.

This chapter analyzes empirically how candidate selection has evolved in recent times in the case of Spain. As other Southern European countries, Spain has witnessed a sharp decline in institutional confidence and growing political disaffection in the wake of the Great Recession. The sharp decline in vote share of the two major parties (PP and PSOE) has eroded an imperfect bipartisanship, given rise to a more complex scenario in which two recently created parties (Ciudadanos on the center and Podemos on the left) compete to be pivotal players in the political process. This has had a major impact on the process of candidate selection. First, as the new parties were built on an anti-establishment discourse targeting the power of traditional political apparatus, both Podemos and Ciudadanos have put in place more inclusive ways of selecting candidates although with some mechanisms of control of the party elites. Secondly, in an attempt to reconnect with their traditional electorates, the established parties (PP and PSOE) have moved in the direction of opening new ways of participation. Although these changes are still in the making, the process of candidate selection in Spain is expected to change even more substantially in the years to come.

One of the most important phenomena in Spain's recent history is the expansion and transformation of collective identities. After several decades of centralised government, the democratisation in Spain ran parallel to the country's decentralisation as it became a semi-federal state (Lijphart, 1999, p. 189) or one of imperfect federalism (Moreno, 1994). The progressive construction of a state made up of different autonomous communities (Comunidades Autónomas) paralleled the recognition and promotion of regional identities, to such an extent that different studies have highlighted (albeit with territorial variations and differing intensities) the consolidation of regional and dual identities (combining Spanish and regional identity) to the detriment of an exclusively This phenomenon is to be expected in a context of federalisation that, for some authors, is not necessarily detrimental to the unity of the country (Linz, 1989). However, no previous studies have analysed the collective identity of Spanish members of parliament (MPs). Los estudios sobre elites políticas están renaciendo a partir de un creciente interés por conocer a los inquilinos de las instituciones de gobierno de las democracias. Este interés se fundamenta en un cierto deterioro institucional, en una preocupación por la calidad de la democracia, y en los cambios sociopolíticos que conducen a demandas de transparencia, participación y renovación. Pero los estudios sobre elites no son nuevos. Este capítulo pretende diseccionar sintéticamente algunas aportaciones desde las ciencias sociales al estudio de las elites. Comienza con una definición de “elite política” y con los métodos para su identificación, sigue con un análisis de las aportaciones de los clásicos en las que se han fundamentado buena parte de los trabajos de autores contemporáneos. Se presta atención a si la elite política es un todo homogéneo y en el último capítulo se revisa la situación en España.

As in other countries, the Spanish upper chamber is facing harsh criticisms. It has failed to fulfil its constitutional task as a chamber of territorial representation. Notwithstanding a number of proposed reforms, the Senado has remained almost unchanged since its creation in 1978. So why is it so difficult to restructure this chamber? This research aims to explain the impasse of the reform of the Senate through evaluating three approaches. After stressing the qualities and defects of the legal inheritance and party bargaining frameworks, this article argues that the joint-decision trap perspective can help to understand the two-fold dynamic of institutional obstruction and incremental change that has affected the Spanish Senate for the last 20 years.

Using systematic criteria, this article offers a descriptive analysis of the evolution in the percentage of women MPs in the 17 Spanish regional parliament from 1980 to 2011. The fluctuating gender composition of these parliaments is analysed in terms of thresholds, patterns of evolution, and paucity of the changes. These dimensions, under-studied in the literature on descriptive representation, are essential to understanding the growing feminization of the legislature. Three different regional models of incorporation of women MPs, forerunner, mixed and laggard, are identified, which provide valuable information about a) when the different ratios of women versus men representatives are attained, b) how stable or unstable the growth in the percentage of women is, and c) whether the changes are gradual or abrupt. We show that legislative quotas have a different impact depending on the specific regional model to which they apply. Considering the steady, comparatively fast and homogenous process of feminization of all the regional chambers, their relatively gender-balanced composition seems secure, as well as the attainment of the goal of parity laws.

The intraparty mechanisms for Members of Parliament (MPs) selection has been only partially analyzed by the literature. Most works focus on parties’ written rules regarding the selection of candidates for the national chamber(s). However, party statutes hide other informal procedures. In this article, we analyze how candidate selection is implemented in parties using survey data for a representative sample of 580 MPs, completed with 58 in-depth interviews of MPs and gatekeepers. With these data, we analyze how the selection of candidates is implemented in a multilevel democracy such as Spain.

Previous literature has argued that MPs selected by party elites in a central and exclusive way are more disciplined than those belonging to parties with more inclusive and participative mechanisms of candidate selection. This hypothesis has been usually tested measuring the existence of voting blocs in parliamentary groups (taking for granted that voting blocs are the result of party discipline) and party rules on candidate selection (ignoring how selection process takes place). By using data from a survey of a representative sample of Spanish members of parliaments, we study the impact of candidate selection on how cohesion in parliamentary groups is built. Results show that where nomination for the electoral list rests on party elites, decisions are imposed through discipline. By contrast, parliamentary group cohesion is achieved through deliberative processes of decision-making in more decentralised and inclusive groups.

The late 2000s economic crisis has transformed Europe. Scholars and politicians concur with the longstanding economic, political, and social consequences of this crisis.
The financial meltdown shrunk traditionally large economies and left a few of them at the verge of bankruptcy. The South of Europe, in particular, is one of the regions in the world where the consequences of the crisis have become most salient. Governmental efforts to face the crisis have generated deep institutional changes and historical turning points for the welfare state, democratic representation, labor relations, and social protests. The economic crisis has shifted the structure of the political field, allowing the rise of new political actors and novel alignments on both new and old political issues. In the midst of these transformations, we have attempted to compile a collection of scholarly analyses that seek to examine the most important institutional and social shifts taking place today in Southern Europe.

This paper explores the factors determining collective identities in the Basque Country and Catalonia, paying special attention to language and birth as key domains of ethnolinguistic divide. We will also make a comparison to the case of Valencia, a region with a native language that nevertheless has not developed a nationalist movement. We have performed a cluster analysis to compare the differences between collective identities in these regions using data from the survey on National Identity in Spain, and discriminant analysis is used to test the validity of our model. Results show that an ethnolinguistic division, based on parental origin and linguistic skills, defines peripheral identities in the Basque Country and Catalonia, but this singularity cannot be found for Valencia. Finally, our model corroborates the relevance of ethnolinguistic factors in defining collective identities in the Basque and Catalan regions, while the civic factor may be more relevant in Valencia.

This article analyzes the evolution in the proportion of women  representatives in the 17 Spanish regional chambers along 1980-2011.  We test whether the attainment of the ?critical? threshold of 30% of  women in a chamber implies that the share of women is not going to fall  below this threshold. Two hypotheses about the political presence of  women are then tested: parliamentary experience reduces gender  differences in the prospects of obtaining a seat; and women are  confi  ned to less infl  uential political positions in the legislative.

This article examines the restructuring process following a cross-border merger in the pharmaceuticals sector. We show how national industrial relations systems account for some aspects of cross-national differences in the process and outcomes of restructuring. However, we also argue that institutionalist approaches to comparative analysis must be complemented by a focus on the material interests of organizational actors and the resources that they can deploy.

Most works focus on parties’ written rules regarding the selection of candidates for the national chamber(s). However, party statutes hide these mainly informal procedures. In this paper we analyze how candidate selection is implemented in parties using survey data for a representative sample of 580 MPs, completed with 58 in-depth interviews of MPs and gatekeepers. With this data we analyze how the selection of candidates is implemented in a multi-level democracy such as Spain.
