Warfighters in the Navy and Marine Corps likely have some familiarity with the differences - cultural, structural and philosophical – between how they perform crisis action and deliberate action planning when contrasted with non-military organizations. Within the humanitarian assistance space, one must consider the Navy planning process in contrast to the planning efforts of international and nongovernmental organizations which employ the cluster system. The purpose of this article is to discuss some of the key differences between these planning styles with respect to the humanitarian assistance space. During the period 8-9 December 2010, the United States Naval War College (NWC) in Newport, Rhode Island hosted the Global Shipping Game (GSG). The GSG was developed and executed at the direction of the Chief of Naval Operations (CNO). The purpose of the GSG was to explore strategic-level implications as a result of future changes in global shipping patterns. The CNO directed the NWC to develop a game that would explore changes in economic and trade patterns within the context of two future scenarios: expansion of the Panama Canal in 2020 and increased access of commercial shipping through the Arctic by 2035. After reviewing the research literature, the GSG was honed to explore two overarching research questions based on the CNO’s areas of interest: (1) What are the broad, strategic security implications for the United States posed by projected changes in shipping patterns as a result of the Panama Canal expansion? (2) What are the broad, strategic security implications for the United States posed by projected changes in shipping patterns as a result of the opening of the Arctic? In addition to the two primary research questions, the GSG also examined the following two subsidiary questions: (1) What, if any, are the impacts to U.S. security interests for failing to ratify the United Nations Convention on Law of the Sea (UNCLOS) Treaty based on projected changes in shipping patterns as a result of either the Panama Canal expansion or the opening of the Arctic? (2) What challenges, if any, will expansion of the Panama Canal or the opening of the Arctic present to U.S. naval forces engaged in ensuring the free flow of goods at sea while maintaining forward global presence?

Abstract : Conducted from 27-31 January 2014 in Newport, Rhode Island, and under the design, direction and analysis of the United States Naval War College (NWC) and the Marine Corps Warfighting Laboratory, the Naval Services Game (NSG) brought together 30 members of the Navy and Marine Corps to explore U.S. Navy and U.S. Marine Corps integration. The intent of this exploration is to help develop forward deployed naval forces with integrated capabilities for engagement and crisis response.

: Lieutenant William McCarty Little a war-gaming visionary was truly a man ahead of his time. Although physically sight impaired and medically retired from active naval service, he opted to use his ideational vision and keen mind to support the Naval War College, in Newport, Rhode Island, during its first few years of operation after its founding in 1884. Initially an unpaid volunteer, he was appointed in 1887 as a member of the faculty, where he developed two-sided war gaming at the College a construct that is still in use at the state-of-the-art facility that today bears his name. Often touted as the father of modern war gaming, McCarty Little, who served on the faculty until 1915, understood that meaningful force-on-force gaming can occur only if two conditions are satisfied. First, decision makers must be provided with a suitable environment (referred to in the language of fields theory as a safe container ) within which to develop strategies and contingencies. This container (i...

The 2010 National Security Strategy of the United States (NSS) emphasizes the rise of Africa as an increasingly vital stage for the advancement of US strategic interests. The NSS advocates supporting peaceful democracies in their "universal aspiration for freedom and dignity" while advancing the equally important objectives of regional stability, security, and economic development. (Obama, 2010) There may be an inherent conflict between these two objectives. This paper empirically examines the relationships between US military engagement policies and various measures of freedom and security for African nations over the last decade. The results show little correlation between levels military engagement and security measures. The results also present a generally positive correlation between military engagement and measures of human rights, freedom, and democracy. Accordingly, we conclude that the use of military engagement as a policymaking tool may present some utility in f...

The purpose of this chapter is to discuss the value of wargaming in planning for response to a critical biological event in a megacity, where disease spread may quickly exceed capacity across key sectors. To prepare for such encounters more appropriately, on September 17-18, 2019, a wargame was held at the Johns Hopkins University – Applied Physics Laboratory (APL) in Laurel, Maryland. Referred to as Urban Outbreak 2019, the wargame used a notional urban megacity (Olympia), located in the fictional developing nation of Olympus. This conceptualized nation-state served as the container to stimulate robust discussion between non-governmental organizations, military members, and U.S. and international government agencies. The event was sponsored by the U.S. Naval War College NWC, Uniformed Services University’s National Center for Disaster Medicine and Public Health, and the APL. In addition to discussing the design, execution, and findings of Urban Outbreak 2019, this chapter connects ...

Warfighters in the Navy and Marine Corps likely have some familiarity with the differences—cultural, structural, and philosophical - between how they perform crisis action and deliberate planning when contrasted with non-military organizations. With respect to Foreign Humanitarian Assistance (FHA), such a distinction is readily apparent. Indeed, within the humanitarian assistance space, one must consider the Navy planning process in contrast to the planning efforts of international and nongovernmental organizations (NGOs) which employ the cluster system. The purpose of this article is to discuss some of the key differences between these planning styles in the humanitarian assistance space.

The purpose of this paper is to examine the warrior archetype from both the five widely accepted tenets of the Bushido code (honor, courage, justice, loyalty, and self-control) and Jungian personality typology.
Subsequently, this researcher employs falsification and analysis of competing hypotheses to identify historical leverage points at which the various U.S. presidential administrations seemingly have allowed the warrior archetype to erode. Over-identification by law enforcement officials with the warrior archetype’s closest analog, the protector, will be also discussed. The protector, also referred to as the “protector-guardian” is the dominant archetype prevalent in modern policing. The typological aspects of the guardian, including its primary, auxiliary, and inferior functions in temperament will be addressed later in this paper. This paper subsequently explores the rise of obstacle course races as a viable path towards individuation for both the warrior and protector archetypes.
Lastly, this researcher presents his perspective on the value of studying the craft of archetypal pattern analysis as a process for self-growth and better understanding and serving within micro- and macro-level systems.
