20th Century Belgium

This article looks for the causes of the Belgian crisis in its history, political reforms and identity changes. It further analyzes what might be the consequences of these changes for Belgium and Europe.

En 1846, l’un des plus anciens partis en Europe voyait le jour : le parti libéral belge. Le mr et l’Open vld ont donc commémoré, en 2016, le cent soixante-dixième anniversaire de sa naissance.

Paradoxalement pourtant, la trajectoire et les mutations du libéralisme politique belge n’ont pas bénéficié à ce jour de toute l’attention voulue.

L’ambition de cet ouvrage est de répondre à cette carence en privilégiant cinq thématiques : l’histoire du parti, l’évolution de son modèle organisationnel, les transformations idéologiques et programmatiques, sa géographie et sa sociologie électorales, ses perspectives d’avenir.

L’intérêt du sujet est d’autant plus évident que l’Open vld et, plus encore, le mr sont engagés depuis octobre 2014 dans une expérience gouvernementale inédite et qui pose nombre de questions : le Mouvement réformateur est en effet le seul parti francophone de la majorité fédérale. Qui plus est, être l’un des plus anciens partis européens mérite à l’évidence le respect et une analyse approfondie.

De Leuvense academische ziekenhuizen zijn uitgegroeid tot een symbool van medische spitstechnologie en topgeneeskunde. Dit boek schetst hun geschiedenis en belicht de ontwikkeling van vier campussen: Salve Mater in Lovenjoel, Sint-Barbara in Pellenberg, Sint-Rafaël en Sint-Pieters in het Leuvense stadscentrum, en Gasthuisberg net buiten de stad. Het volgt de evolutie van de Leuvense ziekenzorg van de bestuurskamers tot het ziekbed, vanaf de Eerste Wereldoorlog tot heden. Die evolutie werd gekenmerkt door een buitengewone groei, waarachter een complex spel schuilging van kennisproductie, staatsvorming, ideologie en taalstrijd. De uitbouw van de Belgische welvaartstaat, de strijd om Leuven-Vlaams, de toename van medische specialisatie en de secularisering van de samenleving: het waren processen die om een voortdurende modernisering van het ziekenhuis vroegen. Artsen, verpleegkundigen én patiënten worstelden met die veranderende structuren. Dit boek brengt hun verhalen.

During the Great War, the Belgian ‘Second Section’ concentrated its espionage efforts on national occupied soil, operating 38 intelligence networks, and covering almost 700 agents. These networks were mainly managed from the towns of Flushing and Maastricht, in neutral Netherlands. The Belgian secret service did not coordinate its operation on occupied territory with its French and British counterparts. They even experienced a bitter concurrency with the latter. Its first but limited successes of 1914-1915 were followed by a series of disasters the following year. At the end of summer 1916, most of the resistance groups working for the ‘Second Section’ were dismantled. Subsequently, the Belgian secret service never achieved to recover its presence on national occupied soil before the end of the war.

Jean-Baptiste dit « Toots » Thielemans (1922 – 2016) semble être considéré par beaucoup comme étant l’un des harmonicistes les plus talentueux du monde du jazz. Néanmoins, d’aucuns ignorent parfois que ce musicien bruxellois maîtrisait d’autres instruments que l’harmonica. Parmi ces derniers, nous pouvons notamment citer la guitare, instrument qu’il découvrit à l’âge de 19 ans et qu’il dût doucement abandonner dès ses 59 ans à la suite d’une attaque cérébrale.
Quelle place la guitare a-t-elle occupée dans la vie de Toots Thielemans ? Dans ce travail, nous considérerons quarante années de la vie d’un des « meilleurs musiciens sur terre »  à l’aune de cette question.

The results of the 2010 federal elections in Belgium show a growing divide between the French-speaking south (Wallonia) and the Dutch-speaking north (Flanders) of the country. In the north, the Flemish nationalist party New Flemish Alliance (N-VA) achieved a landslide victory with its campaign for complete political autonomy for Flanders. Never in the history of Belgium has Flemish nationalism been politically stronger than today. A secession of Flanders from Belgium is no longer considered an unimaginable scenario. The N-VA has its roots in the “Flemish Movement,” a collective term for a plurality of people and organizations that have pushed for greater Flemish autonomy since Belgium achieved independence in 1830. This article presents an analysis of this movement, its ideology, goals, achievements and relevance to the current political crisis.

Préférences pour des sports dans la bande dessinée belge et dans la société belge (1954-1964) This empirical study aims to quantify the relative importance of different sports in certain types of comics from the period 1954 to 1964-including both language traditions in Belgian graphic narratives, Francophone and Flemish. The evolution of these sports as depicted in comics is contextualized within the evolution of sport in wider Belgian society: their popularity (whether as spectator or participatory sports) and how they played a role in as indicators of class distinction. One of the conclusions of this exploratory research is that comics should be considered as a mirror that distorts historical social reality: in comics some aspects of reality disappear, while other aspects are strongly magnified. For instance football, the most popular sport among Belgians and in the media at that time, received relatively limited attention in comics published in Belgium. Motor racing, on the other hand, which was far less present in Belgian media, took pole position among the sports represented (think of the successful series Michel Vaillant).

LE PHÉNOMÈNE OVNI, UN AUTRE REGARD
L’idée de base est d’abord d’expliquer ce que tout le monde devrait savoir avant de parler d’ovni lors d’une observation. En effet, « Nos sens nous trompent ». Ensuite, appliquer ces connaissances à divers cas emblématiques de la « Vague Belge » de 1989-1992. Montrer qu’un grand nombre de  conclusions hâtives sans utilisation des lois de la physique ou en négligeant des données implicites pourtant accessibles conduisaient à des conclusions erronées. Après l’analyse  de divers cas, développer une série de réflexions sur les différentes thèses en présence. Montrer également que des « Hypothèses » étaient présentées comme « Faits » par les partisans de l’HET.  Finalement conclure  qu’il n’existe actuellement aucune preuve de véhicules extraterrestres dans la vague belge.
THE UFO PHENOMENON: ANOTHER LOOK
The basic idea is to explain what everyone should know before talking about UFOs during an observation. Indeed, "Our senses deceive us". Then, to apply this knowledge to some emblematic cases from the "Belgian UFO Wave" of 1989-1992. And to show that many hasty conclusions have led to erroneous conclusions. After the analysis of some cases, to develop several thoughts on the subject. To show that "Hypothesis" was presented as "Facts" by the believers of the ETH. Finally, to conclude that there is no actual proof of extra-terrestrial spacecraft in the "Belgian Wave".

Duitse belangen in de Compagnie des métaux d'Overpelt-Lommel voor, tijdens en na de Eerste Wereldoorlog Op het vlak van publicaties met betrekking tot de bedrijfsgeschiedenis van de nochtans belangrijke zinkfabrieken te Overpelt en Lommel, is het vrij pover gesteld 1. In deze bijdrage wordt het ontstaan van deze fabrieken bekeken vanuit de invalshoek van de Duitse belangen, vaak Joodse bankiers uit Frankfurt, die daarmee gemoeid waren. Voor de Eerste Wereldoorlog met snel stijgend succes opgestart, werden ze tijdens die oorlog door het Duitse leger gebruikt voor het aanmaken van chemische wapens. Geen wonder dus dat na die oorlog de aandelen van de Duitse investeerders door de Belgische overheid in beslag genomen werden. Vanaf dan zouden de Société Générale en de bank Degroof (voorheen Philippson) de teugels in handen nemen… 0. Algemene kontekst: industrialisatie van de Kempen De onlangs overleden Hans Jansen (1937-2019), destijds hoogleraar aan de Universiteit Maastricht, was gespecialiseerd in landbouwgeschiedenis. Niettemin schreef hij in 1989 volgende klare kijk op de langzaam op dreef gekomen Kempische industrialisatie. In de twee laatste decennia van de negentiende eeuw kwam ook in de Belgische Kempen een reeks bedrijven tot stand, waaruit een samenhangend netwerk van industriële ondernemingen zou voortvloeien. Het waren stuk voor stuk bedrijven die uit milieu-hygiënisch oogpunt ernstige bezwaren opleverden en daarom naar de uitgestrekte maar spaarzaam bevolkte Kempische dorpen, zoals Balen…Kaulille, Lommel, Overpelt…werden verplaatst. De zinkbedrijven vormden daaronder de belangrijkste categorie. Vooral sedert zij omstreeks 1840 bij gebrek aan kalamijn zinkblende als grondstof waren gaan gebruiken, behoorden zij tot de grote vervuilers. Door het verhitten van sulfidische ertsen in de open lucht kwamen voortdurend giftige stoffen als zwaveldioxyde, koolstofmonoxyde, arsenicum en diverse zware metalen in het milieu terecht. Nadat een verbod op het roosten in de open lucht was uitgevaardigd, besloten diverse Waalse bedrijven zich in dunbevolkte gebieden te vestigen. De Vieille Montagne, een zeer succesvolle onderneming, die sedert 1843 in Franse handen was, vervulde daarbij een voortrekkersrol. In 1888-1889 vestigde zij een roostfabriek in Balen (op de grens met Lommel), waar een procedé werd toegepast dat het mogelijk maakte de zwaveldioxyde op te vangen en als zwavelzuur op de markt te brengen. Dit product was onontbeerlijk bij de vervaardiging van een reeks chemische stoffen, zoals ondermeer dynamiet en kunstmest. Al sedert 1842 hadden vestigingen van Vieille Montagne als een magneet gewerkt op rivalen die hoopten even grote winsten te behalen. Het gebeurde ook in de Limburgse Kempen: Waalse, Franse en Duitse ondernemers vestigden zich in diverse dorpen met fabrieken die zelf zinkblende roostten of afvalstoffen van de roostbedrijven verwerkten, onder meer voor de vervaardiging van dynamiet en arsenicum. In 1898-1899 werden er nog enkele kunstmestfabrieken aan toegevoegd. De snel stijgende vraag naar zink en zwavelzuur had tussen 1898 en 1910 een explosieve groei van deze fabrieken tot gevolg. Het getal van de arbeidskrachten in de metaal-en chemische bedrijven te Balen, Overpelt en Lommel nam tussen 1896 en 1910 toe van 680 tot 2.750 2 .

In any broad survey of the European landscape over the last thee hundred years, it is evident that nearly all paths go through Germany.  It becomes impossible to study German politics and diplomacy without quickly realizing that all roads in Germany lead to the military.  Militarism and strict obedience shaped every form of nineteenth- and early twentieth-century German life and culture.  In the weeks prior the outbreak of the Great War in August 1914, the French journalist Georges Bourdon made an observation that embodies the core of this thesis.  He wrote, “such and such country may possess an army, but Germany is an army that possesses a country.”
This research project focuses on “the cult of the offensive” that developed within German militarism, its crucial role in her rise to prominence in Europe, and the consequences for Germany, and for Europe, when a military culture dictates domestic and foreign policy.
Extensive research examines the German how as a roadmap to understanding and explaining the Germany why.  In analyzing the how, it becomes possible to reroute traditional conversations on the pure mechanics of German militarism by historians such as Gerhard Ritter and Gordon Craig; into a conversation that focuses on how the ideologies of military theorists such as Clausewitz and the Elder Moltke shaped the cultural mindset.  Two of the most influential German thinkers -- Nietzsche and Treitschke – built and expanded on this “cult of the offensive,” and translated it into the egoism of Germany’s pre-determination for “greatness.”
Wilhemine Germany was unique in embracing offensive rather than the defensively minded strategies adopted by the other great Powers of the era: England, France and Russia.  Polices which had kept the European peace for almost one hundred years.  The crowning achievement of the German “cult of the offensive” was the development of the most famous war plan in history – the Schlieffen Plan - named for its creator and architect, Alfred von Schlieffen, Chief of the German General Staff between 1891 and 1905.
With her geography at heart of Central Europe, and with no natural defensive barriers such as mountains or waterways, the German states had a long-developed fear of encirclement; and by 1900, her enemies included France in the West, and Russia in the East.  Schlieffen Plan’s was an aggressive first-strike should Imperial Germany be forced to fight a war on two fronts.
The driving force of Schlieffen’s Plan was speed; Germany must quickly and decisively defeat the French, so she could turn the full force of her attention towards Russia, within six weeks.  A key element of the Plan called for the invasion neutral Belgium in order to facilitate an attack on France that would sandwich the French armies between a strong left German flank and even stronger right one.  Schlieffen was a brilliant strategist and meticulously planned and choreographed every detail down to the hour.  The German government and High Command believed that with the Schlieffen Plan in their back pocket, when - not if- war came, German victories would be swift and crushing.  With “cult of the offensive” tactics, Germany could not loose.
Reliance was so heavy on Schlieffen’s war planning that no contingencies were considered.  The Plan was exhaustive but left no flexibility for an enemy who might behave differently than expected; or battles which might take longer than anticipated.  In prizing speed and an aggressive first-strike above all else, any disruptions or delays in the prescribed timetable became deadly.
This research reaffirms that it is inaccurate to say that the Schlieffen Plan lost the Great War for Germany however; it did contribute considerably.  Moreover, it was the unshakable confidence in the infallibility of the Schlieffen Plan that prompted Germany’s aggressive policies in the summer of 1914 and led her down a path of such deadly destruction that the Paris peacemakers found it necessary to include the punitive Article 231 – the German War Guilt Clause – in the Versailles Treaty.  It is the harshness of Article 231 that laid the foundations for the Third Reich and a second world war a mere 21 years later.

Modern warfare necessitates careful planning and intensive preparation.  The success of any complex military strategy relies heavily upon the premise that the enemy’s actions are, to a significant degree, predictable.  Taking the opening weeks of the Great War and the Imperial German Army’s invasion of neutral Belgium as my case study, in this thesis I explore the nature and significance of the unanticipated and sustained resistance of the citizens of Belgium and their small, defensive army.  I argue the position that it is this initial and unexpected resistance which thwarted the German offensive strategy, rendering a quick victory on the western front impossible and contributing directly to the military stalemate which developed on the Western Front after September 1914 and the advent of trench warfare.  Further, I address the somewhat obvious but seemingly unasked questions regarding Belgium’s motivation for both its initial, and then its sustained resistance in the face of an overwhelming enemy invasion.  In addition I also investigate concepts of ‘cultural atrocities,’ the senseless destruction of key cultural landmarks and achievements including the gothic cathedral, Catholic University and the contents of its priceless library during the burning of Leuven. The catastrophic events of those twelve weeks of spontaneous resistance not only made possible a coordinated Allied response in 1914, but played a pivotal role in the eventual Allied victory in November 1918, elevating this tiny nation’s active role in the Great War to one of significant importance.

C'est peu dire que les élections du 13 juin 1999 ont constitué un véritable tremblement de terre pour la famille sociale chrétienne. En Flandre, le Christelijke Volkspartij (CVP) est passé sous la barre des 25% et a été devancé, à la Chambre, par les libéraux. Dans l'espace politique francophone, le parti social chrétien (PSC) est devenu la quatrième formation - la neuvième de l'échiquier politique belge -; derrière le parti socialiste (PS), la Fédération PRL-FDF-MCC et Ecolo. Avec à peine 16,5% des voix en Wallonie, le parti social chrétien a subi un revers cuisant, confirmé dans la région bruxelloise. Ces deux échecs électoraux ont contribué à un autre bouleversement : le renvoi dans l'opposition des deux formations sociales chrétiennes. L'événement est de taille. Depuis 1884, catholiques, d'abord, sociaux chrétiens ensuite, n'ont connu cette vicissitude qu'à deux reprises : entre mi-1945 et le printemps 1947, et durant la législature 1954-1958. Ces changements capitaux pour la famille sociale chrétienne méritaient indubitablement une réflexion et un examen approfondis. Telles sont les ambitions de cet ouvrage, centré sur le parti social chrétien, mais avec une référence fréquente à son alter ego flamand, l'actuel CD&V. Les transformations du PSC sont analysées sous plusieurs angles : historique, programmatique, organisationnel, politique ou encore électoral. A l'heure de la réflexion sur la recomposition politique en Belgique et de l'introspection dans les rangs sociaux chrétiens, ce livre vient à point nommé.

The arrest in 1905 of Edward Joris, an anarchist from Antwerp who had settled in Istanbul, for his implication in the failed bomb attack on Sultan Abdülhamid II, created anxiety and embarrassment among Belgian foreign policymakers. Public opinion, on both the domestic and international front, demanded a firm response from Brussels to what was perceived as the unlawful incarceration of an innocent Belgian citizen. Belgian diplomats initially adopted an aloof attitude, not wanting to strain official relations with Istanbul, but this position quickly changed after Joris was condemned to death. An official request for the extradition of the convict was sent to Istanbul giving rise to a diplomatic conflict, which only reached a solution when the Sultan pardoned Joris in 1907. This unusual episode in the history of Belgo-Ottoman relations—Catholic conservatives defending a leftist bomber and jeopardizing the interests of Belgian capitalists in the empire—offers an ideal case to investigate core features of prewar Belgian diplomacy, while providing a powerful illustration of some of the inevitable excrescences that were a structural part of unequal treaty law in the Ottoman lands.

Les premiers étudiants congolais en Belgique sont très peu nombreux à fréquenter l’enseignement supérieur belge avant l’indépendance de la République du Congo. Cela s’explique notamment par la politique générale d’éducation menée par les autorités belges dans leur colonie (1885-1960). Par leur présence dans les campus universitaires puis leur mobilisation dans l’espace public et médiatique belge, ces étudiants sont non seulement devenus des acteurs de la décolonisation du Congo mais ils ont également familiarisé  les Bruxellois à l’existence de communautés subsahariennes dans la capitale belge.

A historical survey of the Belgian jazz magazine 'Music,' which appeared between 1924 and 1939. This article also touches upon various significant events in Belgium's jazz history in the Interwar period, in particular the creation of the Jazz Club de Belgique (1932), the organization of various (inter)national jazz competitions (1932-1939), and the first Belgian jazz recordings (1925/1927).

The Pavillon des Passions humaines of Jef Lambeaux (1852-1908), located in a corner of the Parc du Cinquantenaire proved immediately to be highly polemical. Immediately closed after its opening (1899) for being too licentious (but possibly for another reason, namely that death seems to predominate Christ), it is the major opus of Jef Lambeaux, hold in his time as one the very best European sculptors, nearly the equal of Rodin. This paper aims to demonstrate that, pace modern critics who were pleased to denounce the incoherency of the several groups of this monumental pîece, this Pavillon des Passions humaines proposes a very coherent vision, even three different readings: horizontal (from left to right, from birth to redemption through death), vertical (from individuals to groups) and diagonally (from childhood to religion). Lambeaux never gave a title to his monumental composition. Despite its large use, the title "Les passions humaines" seems less appropriate than another one given by the press of the time: "Le calvaire de l'humanité" (the calvary of mankind).

Depuis quelques années, le PTB – le PVDA en Flandre – défraie la chronique politique et médiatique.  Le Parti du travail est parvenu à s’imposer comme un interlocuteur,  désormais régulier, de la presse audiovisuelle et écrite, et a  décroché des résultats d’estime aux élections fédérales de 2010  et aux scrutins communal et provincial de 2012. Paradoxalement  pourtant, le PTB – parti marxiste-léniniste et maoïste né dans les  années 1960 – est tout sauf un nouveau parti.
C’est à la suite d’une grave crise interne, après les élections de mai  2003, que le PTB décide d’adopter une toute nouvelle stratégie  de communication. Il s’agit désormais d’occulter les éléments qui  « fâchent » – son identité marxiste-léniniste, sa proximité avec  certains régimes, son projet révolutionnaire, sa piètre considération envers la démocratie représentative – et de ne présenter aux citoyens et aux médias que la « face lumineuse » du parti. 
Fruit d’un long travail de recherche enrichi par les interviews de nouveaux et d’anciens militants, cet ouvrage présente l’histoire du PTB et de son réseau d’organisations, le contexte qui a présidé à sa naissance, et propose une analyse spécifique de ce parti dans la période contemporaine.

Même non officielle, la campagne électorale des prochaines élections législatives de 1999 a bel et bien commencé. Quels en seront les enjeux ? Quel sera la recomposition du paysage politique, après les séismes qui ont secoué et qui secouent encore les bases traditionnelles de nos institutions? Une journée d'étude sur ce thème a rassemblé, en octobre 1997, tous les présidents de partis démocratiques francophones et néerlandophones. Il leur a été demandé de prolonger leur propos dans cet ouvrage. Les présidents de partis répondent retour en haut de la page Chaque président a rédigé sa contribution à partir d'une réflexion générale sur la recomposition du paysage politique et de quelques problèmes qui leur ont été soumis : la question de l'asymétrie, l'éventuelle réforme du système électoral, la nature du compromis en Belgique, la question contemporaine des piliers et le problème de la publicité des accords préélectoraux. L'ouvrage se veut une participation à la discussion scientifique sur les partis politiques en Belgique et une contribution au débat démocratique contemporain de la société belge.

If Belgian freemasonry was a largely unproblematic sociability during the 18th century, it took a completely new direction since future Belgium’s annexation to France and the Netherlands at the end of the 18th century and in the first decades of the 19th. A set of new lodges with a largely new, mainly bourgeois membership gradually generated a freemasonry that was increasingly anticlerical and openly political as it was the backbone of the country’s liberal party. This article shows that, in its secularizing of its own discourse and practices, the Belgian Grand Orient was at the vanguard of what is commonly called “Latin” freemasonry. However, at the turn of the 20th century, when mass democracy changed the country’s institutions and when the first socialist sympathies developed within the lodges, a process of de-politicization was engaged that was more or less completed after World War I. The Belgian masonic configuration then tended to become more fragmented. This process started in the early 20th century and was continued into the early 21th, with debates on the regularity issue and even more with the contesting of the male gender - exclusiveness of the grand

Le séminaire proposé n’est pas un séminaire de recherche sur la théorie de la littérature.
Son ambition est de montrer au public visé (doctorants surtout, étudiants de deuxième
année de master aussi) quel intérêt pratique (méthodologique) la théorie de la littérature a pour
leur propre recherche : la théorie permet de définir des problématiques plus pertinentes, plus
cohérentes, plus rigoureuses que l’approche empirique.
La théorie est abordée ici comme un outil, non comme un objet en soi, ni, surtout, comme
un obstacle à surmonter. Les textes servant de base aux séances ont été choisis pour leur intérêt
méthodologique, mais aussi pour leur clarté et leur accessibilité intellectuelle. Ils sont en
général assez courts, et on les trouve facilement.
Il est demandé aux étudiants de choisir et d’orienter leurs exposés de façon à faire
ressortir ce que le corpus théorique étudié peut apporter à leur propre recherche. À côté d’un
travail d’élucidation, les interventions des enseignants ont pour objectif de partager une
expérience. Elles indiquent en particulier en quoi telle ou telle ressource théorique (tel ouvrage,
tel concept, telle idée) a pu susciter leur questionnement, étayer leurs travaux (à commencer par
leurs propres thèses de doctorat et habilitation à diriger des recherches), résoudre telle ou telle
difficulté rencontrée dans la conduite d’une recherche.

Research has shown that most of the categories of sexual orientation in use today, which appear quite bounded and precise, have emerged in late nineteenth century scientific research in France, Germany and England. However, social history studies show that sexual orientation categorization, at least in the late nineteenth and early twentieth centuries, were not as rigid as we thought (See George Chauncey’s Gay New York). Belgian gay novelist Georges Eekhoud (1854-1927) epitomizes this fluidity of sexual orientation both in his personal life and in his novels. He was married to his former cook with whom he adopted children, but he also had a 30-year relationship with fellow author Sander Pierron. Similarly, in his literary work, some of the characters express this same sexual ambiguity, being alternatively attracted to men and to women in a natural fluidity of sexuality. Eekhoud is mainly known for his trial and acquittal for his novel Escal Vigor in 1900. The trial and the publicity surrounding it offer surprising views on the subject of ‘deviant’ sexual orientation. Lawyer and journalist Georges Garnir writing in the daily newspaper Le Petit Bleu du Matin, expressed disgust at some of the subjects evoked during the trial and Théodore Hannon, an avant-garde writer and illustrator, stated unexpectedly liberal views on sexual orientation in a private letter of support he sent to his friend Eekhoud on the first day of the trial. I recently discovered this previously unknown and quite fascinating letter in a book in Eekhoud’s private library kept at the Erfgoedbibliotheek in Antwerp.
